Our time is the time of rapid technological development. The Internet is becoming available to everyone, and it is expanding its influence in various fields. In addition, the number of users who are using the Internet and who are active consumers of different content is increasing. But the rapid development of technology has created new security problems. New types of threats are emerging, attack techniques are improving. Criminals are now trying to find their «victim»not only in the real world, but also in the digital world. So, today special attention is given to the issue of ensuring the user’s information security and user’s security in the digital world. One of the most vulnerable age groups are children. That is why one of the most important issues is the issue of protecting a child in such an environment. This article is devoted to the problem of information security of children and adolescents in our country. The article describes the main problem of the child in such an environment. On one hand, the virtual activity of the child is the key to its successful education. But, on the other hand, there are risks and problems in the digital world, such as access to prohibited content, that can cause harm to the mental health of a child. This article describes vulnerabilities in the information environment of students and educational institutions, as well as ways to counter the described vulnerabilities.

Introduction. The author aims to analyze the phenomenon of information interference with national political processes in the conditions of the contemporary information society and the evolution of the Internet as a space of political communications. The article shows that the digital information intervention is relevant and at the same time, a complex multidimensional phenomenon of contemporary politics. In many respects, the potential of the digital interference phenomenon is closely related to the essential features of functioning and the transformation of the contemporary Internet, which has been actively used when changing political regimes in many countries. The problem of information security and sovereignty of the present state on the Internet is becoming one of the most urgent in the conditions of the rapid development of information and communication technologies. Methods and materials. The issues identified in the article are investigated using the methods of comparative, structural-functional and normative analysis, included observation, as well as the case-study method. The method of scientific forecasting and scripting techniques has allowed to form a scenario for the effective settlement of international conflicts in the field of information security. The empirical base of the study is reports of foreign experts, official materials of state authorities of the Russian Federation and foreign countries, reports of Freedom House international organization, official speeches and statements by the heads of state on the issues outlined in the work. Analysis. Countering external information expansion is becoming one of the most critical tasks of effective political governance at the state level to preserve the sovereignty of the national political communication space, including domestic segments of the Internet. The initiatives of states to form the sovereign national segments of the Internet space are, on the one hand, an attempt to protect their political systems from external influence and invasion, to ensure their own political stability, and on the other hand, they create risks for the democratic potential of the Internet. The article substantiates the thesis that the phenomenon of interference in elections in actual practice often becomes not so much an objective process as an instrument of information warfare, mass political propaganda and discrediting political opponents, a manipulative tool that can be actively used not only by authoritarian regimes with a low level of democratic development. Results. The study shows that differences in understanding and defining the essence of the Internet by various countries give rise to a significant potential for political conflicts on a global scale. This circumstance leads the author to the conclusion that it is necessary to form international institutions capable of preventing and regulating information conflicts in the Internet space, as well as reducing global political risks (including risks associated with potential interference in the electoral process of sovereign states). The implementation of this scenario will allow forming a collective responsibility in the functioning of the global Internet.

Since the end of the 20th century the digital competence social and personal importance is increasingly heaves. Nowadays the basic level information technology knowledge is necessary because the penetration rate of the digital devices and the internet availability. Again the material world dangers the defense actions evolved. The cyber age started some decade ago. Civil people are not aware for attacks in the Cyber space and they can’t survey its danger. In Hungary the information technology and the internet penetration started in the last some decades. „Gen X” and older generation people users only in theirs adulthood met digital devices and its application. For the said generations to find a workplace was not required the digital competence, because the digital devices and the digital infrastructure wasn’t availability for everybody. This age-group has not enough motivation to improve the digital competence and herewith develop the safety awareness too. Nowadays this age-group needs significant helps to correspond to the challenge of the digital world. The digital competence and the safety awareness are improvable by the way of education. The knowledge levels are very different between the same age users. The assessment and the determination of the levels are a complex problem. Skills and routine levels of the users are approximately well determinable by questionnaire. The development of the different digital competence and safety awareness level user’s is workable by different knowledge transmission. I introduce in this paper like my research synthesis the assessment and the classification of the tested age-groups.

The rapid development of the Internet-sphere involves an active expansion of the range of different online resources, technologies and opportunities for organizations for marketing purposes. This article is devoted to the promotion of educational services of universities using the Internet. In this paper we study the possibility of promotion of educational services of universities using Internet technologies that do not require significant financial investments, we also present the analysis of existing modern internet sites, which are used by universities for marketing purposes. The author explores the modern educational portals, sites of educational institutions, specialized sites reviews, social networks, search engines, portals and various themed e-mail services with respect to the efficiency of promotion of university educational services, identifies ways to promote university educational services via the Internet, developing recommendations to enhance their effectiveness. The paper presents the characteristics of the main groups of Internet resources, through which the promotion of educational services of universities can be made possible, gives examples of types of posting information about universities in order to promote educational services. The author gives her own research based on practical experience and work on online promotion of educational services of universities. According to the analysis of literature and the author´s studies, which reflect the main trends in the development of Internet technologies of promotion of educational services of universities, compiled a table summarizing the effectiveness of online resources and recommended content and low-cost methods of promotion of educational services of universities.

In the context of the rapid development of Internet technology, information security is particularly important, especially at present there is growing incidence of attack targeting at the host and a variety of attacking means, which does a lot of harm. To do preventive work well is to figure out what risks threatening the host and formulate timely and effective measures to protect the host.The first computer in the world came out in 1946 in the USA. With the birth of this computer, the computer technology of humankind has made spectacular development for more than the last half century and penetrated into all aspects of our lives till today. Compared with traditional means of communication, the Internet has greatly facilitated our lives, which led to the growing dependence on the Internet as well. While technology is a double-edged sword, the Internet information security is also very acute problem, which greatly troubles people’s work and life. As the most fundamental part of a computer system, the host security problem draws people’s attention in particular.

This paper discusses the characteristics and specific features of the Internet community ‘I love KVN’, whereas identifying user tokens in a network group are shown during their adaptation in the community. The author considers users’ techniques and virtual tools (audio recordings, video recordings, text publications, images, animated images, posters, polls, etc.). The Internet, as unique in terms of the its conditions and possibilities, makes it possible to study sociological phenomena that were not actualized or so accessible to empirical study in different environment of activity and interaction. This is relevant in the light of the rapid development of thematic communities on the VKontakte social network. According to the Levada Center analytical center, today about 72% of the population of the Russia use the Internet “daily or almost daily” and “several times a week”. At the same time, about 45% of citizens go online “several times a day”; these are, first of all, the youngest Russians under the age of 25 (87%). The focus of our consideration is the group on VKontakte “I love KVN”. KVN (The Club of Cheerful and Inventive) is one of the first projects that appeared on domestic television in the format of a humorous game, in which teams (educational institutions, universities, enterprises, cities and so on) compete in humorous answers to questions asked, improvisations on given topics, playing pre-prepared scenes. In the narrow sense, KVN is a competition in one’s own wit. The long-term history of the project (since 1961) and the relentless attention to the game from the mass audience determined in many respects the appearance of communities of lovers of intellectual humorous competitions on various types of venues. With the advent of social networks on the Internet, many KVN fans have joined together in a community that currently numbers approximately 670 thousand people.

In the late 1990s, some institutions started discussing the idea of comparing universities and educational institutions according to certain criteria. Since then, the rankings of universities have become widespread. With the rapid spread, extended and developed scientific progress and technological development every day as we have not seen before, and with the increasing spread of the Internet, these sites have become dependent on the Internet to obtain the data they rely on in the ranking of these universities. Because the ranking of universities, educational institutions, higher education institutions, colleges, and institutes is one of the main elements that have been used in the past two centuries, and because the ranking of universities has become one of the most important ways and means to measure the development or decline of universities, it was important to clarify the mechanisms of the ranking of universities in This period of the twenty-first century and the expected perception for tanking of university for the future period. The aim of this research paper is to present a study on the methods and methodologies that can be used to measure the ranking of universities, taking into account the technological development that has taken place over the past period and to determine what is the possibility of relying on the ranking in the future as a tool to measure the progress and development of universities and the possibility of relying on the Internet as a reliable means of ranking. Observations regarding the educational institutions' perception of ranking are also discussed.   ABSTRAK Adanya kemajuan hardware dan software komputer menjadikan  internet sebagai kebutuhan primer dan penting dalam segala bidang, khususnya dunia pendidikan. Saat ini seluruh aspek kehidupan berhubungan dengan dunia digital dan  internet yang membuat pekerjaan menjadi lebih mudah dan cepat, sehingga meningkatkan efektifitas dan efisiensi. Kelebihan lain yang dapat diperoleh dari digitalisasi informasi adalah berupa buku digital. Buku yang berjilid-jilid dapat disimpan dalam bentuk file yang dimuat di sebuah situs. Saat ini internet menjadi kebutuhan primer dalam dunia pendidikan. Dunia pendidikan mulai bergeser dari sekolah/universitas tradisional menjadi sekolah/universitas e-education. Hal ini merupakan pengaruh positif dari informasi online. Berbagai penelitian menunjukkan adanya kontribusi signifikan dari informasi online pendidikan terhadap akselerasi pengembangan IPTEK. Hal ini ditunjukkan dengan tingginya frekwensi rujukan paper ilimiah online dan cepatnya perkembangan bidang bioinformatika yang memanfaatkan internet secara optimal untuk bertukar data dan hasil observasi. Walaupun pada pelaksanaannya masih ada kelemahan dan kendala dalam hal keamanan, hak cipta dan lain-lain, tetapi proses digitalisasi informasi ini merupakan tahap yang harus kita lalui untuk memajukan pendidikan dan riset di Indonesia. Currently, all aspects of life associated with the digital world and the internet that makes the job easier and faster, thereby increasing the effectiveness and efficiency. Another advantage that can be obtained from the digitization of information is a form of digital books. Volumes of books can be stored in a file that is loaded on a site. Nowadays the Internet becomes a primary need in education. Education began to shift from the school / traditional universities into e-education. This is the positive influence of information online. Various studies suggest a significant contribution of online information to accelerate the development of science and technology education. This is indicated by a high frequency of references online scientific paper and rapid development of  the field of bioinformatics which optimally utilize the Internet to exchange data and observations. Although in practice there are still weaknesses and constraints in terms of security, copyright and other, but the process of digitizing this information is the stage we have to go through to promote education and research in Indonesia. The article analyzes crimes against information security of minors, committed through information and telecommunication networks (including the Internet), infringing upon such rights and interests of children as the right to life, health, sexual integrity, normal sexual, physical development and moral education, honor, and dignity. The increasing number of infringements on the information security of minors leads to the fact that the legislator formulates additional articles in the Criminal Code, or makes changes to the wording of existing ones. The authors note that there is a negative tendency in such activity, when the legislator focuses his activity only on the prompt counteraction to the emerging risks. This approach is not sufficient in order to effectively combat cybercrime, it requires complex cross-sectoral solutions. The information security of a person will not be fully ensured only by supplementing the already existing articles of the criminal law with the qualifying feature “committed through information and telecommunication networks (including the Internet). The types of information crimes, including against the interests of minors, have a steady tendency to increase. Given the importance of the problems posed in the article, it is necessary to talk about the need for a thorough scientific, technical, organizational study of the problems of cybercrimes against minors. The time has come to unify criminal and information legislation. The article concludes that there is a need to introduce into the Criminal Code of the Russian Federation the article “Dissemination of information that is harmful to the health and (or) development of children”.
