One of Indonesia policies to strengthen village economy is founding a village company owned by a smallest local government as the implementation of the Law No 32/2004 concerning Regional Administration.  As the new economic institution, some villages still face many obstacles for understanding and implementing the law, finding business ideas, not to mention human resources as well as effective management.  Ponggok Village managing its company effectively and creating inclusive economy is urgent to study as the best practice. It manages some business units (fish pond rent, convention hall, event organizer, mini market, family tourist attraction and underwater tourist attraction).  In 2018 Tirta Mandiri – the name of the company - gained 16 billion rupiahs.  It relies on the underwater attraction, as the main income.   By using qualitative method, the online media news contents of the success were analyzed. The results show the potencies of initiating the water attraction business are the political will of the village head, natural resources and cooperation with a university; while people awareness, limited human resources and financial capital are the obstacles. The milestone of underwater attraction popularity begins by a visitor’s promotion on social media and other effective managements are the cooperation with a bank and implementation of people ownership policy.  Those cause some progressive outputs which are the business management is getting improved; therefore it can hire more employees, is able to complete the facilities, and to conduct people welfare based programs.  For maintaining the developed business existence, the stakeholders’ commitment, competence, consistence and creativity must be put on the first place.

This research aims to determine the potential of tourism based on supporting and inhibiting factors of rural tourism development in Desa Kemetul and analyzing the strategy of community-based tourism in Desa Kemetul. The research was conducted in Desa Kemetul Kecamatan Susukan Kabupaten Semarang. This study uses qualitative method which the data obtained through depth interviews with Kepala Desa Kemetul, Chairman of POKDARWIS Sekar Kanthil, Local Communities, and Dinas Pariwisata Kabupaten Semarang, and then the data were analyzed using SWOT analysis. The study concluded that Desa Kemetul has a lot of tourism potential to become tourist attraction. Desa Kemetul needs to consider strengthening flagship product, the strategy of sustainable development of a tourist attraction, and strategies for institutional development and human resources.

Kampung Tajur is a unique village located in the village of Pasanggrahan, Purwakarta. Kampung Tajur has a variety of ecotourism potentials, but Kampung Tajur needs to improve the quality of service, especially in terms of guiding services. Therefore, this study was conducted to determine the interpretation of the material for guidance in Kampung Tajur. The method used in this research is descriptive qualitative method. Data collection techniques used in this research are observation, interviews and literature study. This research has several key informants in Kampung Tajur, such as tour guides and informants from the tourism industry, pokdarwis and community leaders in Kampung Tajur. Based on the research results, it was found that at this time the guides in Kampung Tajur did not have any reference material for interpretation. Interpretation is only done as it is. Meanwhile, the development of interpretation material faces several obstacles, one of which is the lack of human resources as a tour guide, especially as a guide for foreign tourists, so it is necessary to make a bilingual guidebook containing interpretation material for guides. Therefore, it is necessary to produce a bilingual guidebook containing translated material for tour guides. This is necessary to anticipate differences in interpretation between guides and clarity of interpretation for tourists.

The purpose of writing in this study is to determine and analyze the implementation of the Village Owned Enterprise Program (BUMDes) in Penarun Village, Batin VIII District, Sarolangun Regency. In this study the author uses empirical juridical research methods. The results of this research are that the Village Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency is not implemented effectively where the business program that is being run is not developing and cannot help the people of Penarun Village, Batin VIII District, Sarolangun Regency to improve their economy. The obstacles to implementing the Village-Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency consist of several factors, namely the absence of Human Resources who have innovation and creativity in Village-Owned Enterprises (BUMDes) Penarun Village, Batin VIII District, Sarolangun Regency and not the existence of community participation to develop Village Owned Enterprises (BUMDes) Penarun Village, Batin VIII District, Sarolangun Regency. Efforts were made to overcome obstacles to implementing the Village-Owned Enterprises (BUMDes) program in Penarun Village, Batin VIII District, Sarolangun Regency, namely developing business units and establishing cooperation with other Village-Owned Enterprises (BUMDes).

Village-Owned Enterprise (in Indonesia commonly referred to BUMDes) has a goal to develop the economy of the village community. Wologai Tengah Vil-lage in Ende Subdistrict, Flores Regency, East Nusa Tenggara Province, Indo-nesia is one of the traditional villages that have a tourist attraction, especially in terms of traditional houses and various rituals. One of the advantages of Wologai Tengah Village is the ability of its traditional leaders (Mosalaki) and village officials to mobilize village communities. This research aims to explore the understanding of village officials and traditional leaders in realizing the village accountability and the philosophical value of local wisdom of traditional village by supporting the accountability of BUMDes. The qualitative research method was selected in this study with informants consisting of traditional leaders, village officials, government representatives, and local village communities. Data were obtained through direct interviews and Focus Group Discussion attended by resource persons related to the BUMDes. In terms of village accountability, traditional leaders and village officials have a strong will in preparing financial reports and budget of BUMDes. The problem faced in realizing village accountability is the inadequate capacity of human resources to prepare financial reports and budgets of BUMDes.

Modern universities are small cities. They have libraries, sports complexes, swimming pools, dormitories, catering, auditoriums, payment centres, and payment terminals. There are residents in them - students, teachers and employees, there are guests - applicants, parents, employers, and partners. In order to let all these work, the proper and effective management system is to be developed. Each resident and guest of the university should have an appropriate access to the resources and services according to their role. The development of digital technologies in a single university is not yet an indicator of quality of education since such technologies are just a tool. Universities are implementing a non-profit mission, but processes are becoming more and more business units, which involves the use of business management technologies in education to increase its effectiveness in the digital economy. In order to learn how to use it in a most effective way, experience of the foreign universities where such a model is already well applied and developed is crucial. In this regard, the article considers the mechanism of implementation of this system.

The village has the right to budget as regulated in Law no. 6 year 2014 on the Village, the village is also given the responsibility to report it accountably, cleanly and transparently. Technology, Information and Communication (ICT) along with its supporters are prepared to make the village have a fast, efficient, transparent governance by sticking to local wisdom. This research uses descriptive qualitative method. Taking data through participatory observation, indepth interview and literature study to explore more deeply how the utilization of communication and information technology in Kesamben Village Kesamben District Jombang.Utilization of Technology, Information and Communication (ICT) in its identification appears on several aspects such as human resources, facilities, infrastructure. The limited human resources capable of Technology, Information and Communication become obstacles in the utilization of Village Information System along with the lack of Internet network.

AbstractPurworejo is one of the districts in Central Java which is rich in natural and human resources. One of the various regional cultural traditions that is still preserved in Purworejo Regency, precisely in Somongari Village, Kaligesing District is merti-deso or village-cleansing and commonly called Jolenan. This study was dissected using a qualitative method with an ethnographic communication approach. For the deepening of the analysis observations and interviews were conducted with respondents who were involved in the Jolenan Customary Ceremony. The results showed that the communicative situation in the Jolenan Customary Ceremony was walking in a sacred manner. The traditional Jolenan ceremony is a tradition that is carried out every two years on the Javanese calendar, Seloso Wage Day in Sapar Month. Communicative events in Jolenan Traditional Ceremony are traditions that contain myths in them. Broadly speaking, the purpose of the Jolenan Traditional Ceremony is as an expression of gratitude and thanks to Allah SWT for the abundant produce of the earth and also as a tribute to the ancestors of the Sumongari Village, Eyang Kedono-Kedini. In the Jolenan Customary Rite there are ten stages in it namely: environmental cleanliness and tombs, making and decorating Jolen, tirakatan night, festivity of the Rukun Tetangga, installation of offerings, performing arts, welcoming events, Jolen carnival, large festivals, and tayuban. Communicative actions in the Jolenan Customary Ceremony namely regarding the statement of the people of Sumongari Village on the crops given by Allah SWT and the request of the people of Sumongari Village so that the village occupied is always given an abundance of crops continuously.Keywords: Traditional Communication, Jolenan Traditional Ceremony, values, social, religious, symbolic AbstrakPurworejo merupakan salah satu kabupaten di Jawa Tengah yang kaya akan sumber daya alam dan manusianya. Satu dari berbagai tradisi kebudayaan daerah yang sampai saat ini masih dilestarikan di Kabupaten Purworejo, tepatnya di Desa Somongari, Kecamatan Kaligesing adalah merti-deso atau bersih-desa dan biasa disebut Jolenan. Penelitian ini dibedah menggunakan metode kualitatif dengan pendekatan etnografi komunikasi. Untuk pendalaman analisis dilakukan observasi dan wawancara dengan para responden yang berperan dalam Upacara Adat Jolenan. Hasil penelitian menunjukkan bahwa situasi komunikatif dalam Upacara Adat Jolenan yaitu berjalan dengan sakral. Upacara adat Jolenan merupakan tradisi yang dilakukan setiap dua tahun sekali pada penanggalan Jawa yaitu hari Seloso Wage pada Bulan Sapar. Peristiwa komunikatif dalam Upacara Adat Jolenan merupakan tradisi yang mengandung mitos di dalamnya. Secara garis besar tujuan dilakukannya Upacara Adat Jolenan yaitu sebagai ungkapan rasa syukur dan terima kasih kepada Allah SWT atas hasil bumi yang melimpah dan juga sebagai penghormatan kepada leluhur Desa Sumongari yaitu Eyang Kedono-Kedini. Dalam ritual Upacara Adat Jolenan terdapat sepuluh tahapan di dalamnya yaitu: kebersihan lingkungan dan makam, membuat dan menghias Jolen, malam tirakatan, kenduri Rukun Tetangga, pemasangan sesaji, pentas kesenian, acara sambutan, kirab Jolen, kenduri besar, dan tayuban. Tindak komunikatif dalam Upacara Adat Jolenan yaitu mengenai pernyataan masyarakat Desa Sumongari atas hasil bumi yang diberikan Allah SWT dan permohonan masyarakat Desa Sumongari agar desa yang ditempati selalu diberikan kelimpahan hasil bumi secara terus menerus.Kata kunci: Komunikasi Tradisional, Upacara Adat Jolenan, nilai, sosial, religious, simbiolik

Religious activities in the village of Kalidilem are already running but there are still some residents, especially teenagers, who get drunk and promiscuity. To overcome this problem a Kampung Qur’an program is formed. Kampung Qur'an is one of the Nahdlatul Ulama (NU, Islamic Organization) Lumajang programs that synergizes with JQH in the form of a missionary institution tasked with spreading the message of da'wah with the Qur'an. The village of the Qur'an was fully surrendered to the NU Autonomous Agency in charge of al-Qur'an. In the process of da'wah an important thing to consider is the da'wah strategy. This research uses descriptive qualitative method, with a phenomenological approach. Data collection techniques using interviews, observation and documentation. The conclusion of this study is the da'wah strategy used by the Qur'an Village there are 5 namely: 1) Sentimental strategy: conducting regular recitation, giving advice with good words, such as calling mad'u as "O my brothers, O my children" . 2) Rational strategy: invite people to discuss together. 3) Sensory Strategy: direct the practice of worship. 4) Ta'lim strategy: holding al-Qur'an illiteracy eradication program, development of tahfidzul quran, qiro'atul quran, art of calligraphy, organizing majlis of Qur'an interpretation and interpreneur of the Qur'an. 5) emulate the Prophet's strategy. The inhibiting factor of the preaching strategy of Kampung Qur'an is the lack of capable human resources in the field of al-Qur'an studies, understanding community psychology and having metacognitive abilities and philosophical thinking. This study aims to analyze the implementation of the Family Hope Program (PKH) in the context of reducing the poverty rate in Bantul Regency in 2018. The method used in this study is a qualitative method, the type of data used is secondary data, secondary data, namely collecting data and information obtained by through documentation or archives in Bantul Regency. The results showed that Bantul Regency knew the extent of community understanding of PKH, namely through socialization, as well as providing entrepreneurship training so that beneficiary families (KPM) could be more productive. In addition, Bantul Regency still has several obstacles in implementing PKH. With the PKH, it can make KPM more productive, because there is entrepreneurship training. This entrepreneurship training can make KPM more creative and can increase income in the family. In addition, Bantul Regency still has several obstacles in implementing PKH. The obstacles to PKH in Bantul Regency are the lack of funds to provide supporting facilities and infrastructure for PKH implementers, the lack of availability of human resources, namely PKH facilitators, decreased compliance of PKH participants, and PKH recipient data not being updated so that it is not well targeted. So it is better if this PKH program involves the village government so that someone monitors it directly, the community fulfills its obligations as PKH participants, and there is updating of PKH participant data.   Abstrak Penelitian ini bermaksud untuk menganalisis pelaksanaan Program Keluarga Harapan (PKH) dalam rangka pengurangan angka kemiskinan di Kabupaten Bantul Tahun 2018. Program Kelarga Harapan adalah program bantuan tunai yang bersyarat dalam bidang pendidikan dan kesehatan. PKH ini membantu untuk mencapai tujuan Pembangunan Millenium, ada 5 komponen yaitu mengurangi penduduk miskin dan kelaparan, kesetaraan gender, pendidikan dasar, pengurangan angka kematian bayi dan balita, serta pengurangan angka kematian ibu melahirkan. Metode yang digunakan dalam penelitian ini adalah metode kualitatif jenis data yang digunakan adalah data sekunder, data sekunder yaitu mengumpulkan data dan informasi yang didapat dengan melalui dokumentasi atau arsip yang ada di Kabupataen Bantul. Hasil penelitian menunjukkan bahwa Kabupaten Bantul untuk mengetahui sejauh mana pemahaman masyarakat tentang PKH yitu dengan sosialisasi. Selain itu Kabupaten Bantul masih memiliki beberapa hambatan dalam melaksanakan PKH. Kata kunci: analisis, kemiskinan, PKH, sosialisasi

Abstract- The objective of this research to explore the ability of Village-owned enterprise in realizing procedural justice. Village-Owned Enterprises should be able to provide justice for its members, but whether they are able to provide procedural justice to stakeholders, namely administrators and village communities. Research on Village-Owned Enterprises is mostly carried out in terms of governance in general, whereas specifically procedural justice has the potential to be investigated as part of governance implementation. This research was conducted with a qualitative method that traced the facts of procedural justice in the Karya Lestari Manunggal Village Company in Boyolali District. Data in the form of interviews with resource persons, namely the management of the Village Owned Enterprises and community representatives. The results of this study indicate that procedural justice cannot yet be fully realized in the Kalem Village-Owned Enterprises due to limited human resources. Conditions of procedural justice that can be realized in terms of the delivery of information in the Village Development Planning Consultation have been carried out. Procedural justice in village-owned enterprises still needs to be optimized by increasing the capacity of human resources. The Office of Community Empowerment in Boyolali District can provide more intensive training to improve human resources.   Keywords: Village-Owned Enterprises, Procedural Justice
