Povzetek Eden največjih izzivov današnjega časa je naraščanje asimetričnih groženj. Nato in EU sta tarča politično motiviranih nedržavnih in razvitejših državnih akterjev ter združenj, ki se ukvarjajo s kibernetskim kriminalom. Sovražna kibernetska kazniva dejanja spodkopavajo vse družbene ravni v državah Nata in EU ter ogrožajo politično, gospodarsko, civilno in vojaško varnost. S podobnimi grožnjami se spoprijema tudi Grčija. V članku so preučeni grška strategija kibernetske varnosti ter vzroki in posledice organiziranih terorističnih združb za nezakonite migracije v Grčiji. Prav tako je izpostavljen pomen izmenjave obveščevalnih podatkov med grško varnostno in obveščevalno skupnostjo. Ključne besede Grčija, asimetrično bojevanje, kibernetska varnost, trgovina z ljudmi, migracije. Abstract One of the biggest challenges of our time is the rise of asymmetric warfare threats. NATO and the EU are targeted by cybercrime syndicates, politically motivated non-state actors, and sophisticated state actors. Hostile cybercrime undermines all levels of society in NATO and the EU states, threatening political, economic, civil, and military security. Greece faces similar threats. This article focuses on the Greek cybersecurity strategy and analyses the causes and consequences of the terrorism-organized, illegal immigration nexus in Greece, and how essential it is to highlight the importance of collective intelligence sharing among the Greek security and intelligence community. This study aims to reveal to what extent the strategic development objectives of Romania (accession to the EU and NATO) have determined changes in the security policy of Romania between 2000 and 2007.The paper will demonstrate how the security measures adopted by Romania (including in the fight against terrorism) have influenced the economic development of the country. There are numerous debates in the literature that discuss the links between economic development and security (political, economic or military). This study adds to the literature an empirical analysis of a country considered not under a direct threat to security in the region.The research follows a descriptive analysis of the measures in the legislative, institutional and operational areas taken by the Romanian government in the period 2000-2007 in order to reach the start-up objectives (of accession to the EU and NATO). The paper intends to show that these measures taken by Romania did not represent only military and security objectives, but they constituted a platform for the economic development and had economic consequences.

In modern times, it is believed that by reducing the risk of military intervention, military security has lost its relevance, and economic security has become a priority of national interests. The principle of economic security is as follows: national interests are supported through an economic system that supports free exchange and ensures the upward mobility of the nation. The analysis of economic security is based on the concept of national interests. It is well known that the problem of national security and its components cannot be considered only from the standpoint of current interests; it is closely related to the possibilities of their implementation over a significant, long-term period. Each stage of realization of national interests of the country is characterized by its assessment of its geopolitical, geostrategic and geoeconomic conditions, security threats and the main carriers of these threats, the mechanism of realization of national interests (each of the stages has its own assessment of the main definitions and categories of security, the main vectors of geoeconomic policy). Economic security is the foundation and material basis of national security. A state is in a state of security if it protects its own national interests and is able to defend them through political, economic, socio-psychological, military and other actions. There is a close connection between economic security and the system of national and state interests, and it is through this category that the problems of economic potential and economic power of the state, geopolitical and geoeconomic positions of the country in the modern world are intertwined. At a time when regional forces are trying to expand markets, provide access to finance and the latest technology, economic security has become a necessary component of the ability of regional forces to expand their influence. The article is devoted to the study of economic security of Ukraine and its components using the model of quantitative assessment of economic security of Ukraine. Using the Fishburne method, a model is built that allows to obtain an integrated assessment of the level of economic security based on the synthesis of nine partial indicators.

In this article, we generate a “middle–ground” perspective to interrogate the range of interactions between political economic processes and everyday practices in the study of urban redevelopment. Focusing on the contested redevelopment of residential, commercial, and public spaces in the Spandauer Vorstadt neighborhood of Berlin, we examine how institutions and individuals incorporated certain local everyday practices and behaviors into renewal agendas. Such processes of incorporation were neither uniform nor homogeneous but disputed; state actors, planners, and developers, as well as residents, focused on certain existing neighborhood practices (and ignored others) in an effort to manage and control the course of neighborhood redevelopment. Conversely, everyday practices influenced redevelopment processes in ways often not intended by residents or other stakeholders. Finally, while our findings pertain to the case study of Berlin, we suggest that similar processes are at work in other cases of urban redevelopment in Western cities.

This article will investigate the ‘political crisis’ in France (Amable, 2017) to highlight two aspects often set aside in public and academic discussions: 1) the technocratic, neoliberal character of the European Union (EU) that limits democratic debate about political economic issues and 2) the socio-economic context the parties operate in. Using this perspective, I add to the debate on the inherent theoretical/conceptual tension between representative democracy and populism (Taggart, 2002) by showing how the ‘new economic governance’ increases the democratic problems of the EU by limiting the discursive space. Representative liberal democracy has particularly marginalised anti-capitalism at EU and national level. My analysis shows that the EU's discursive strategies are aligned to those of governing parties and the employers’ association. Left-wing actors and the Front National (FN) oppose the EU's discourse not necessarily for reasons of sovereignty but for political reasons concerning the politico-economic trajectory of France.

Cyber Security is an interchange between attackers and defenders, a non-static balancing force. The increasing trend of novel security threats and security incidents, which does not seem to be stopping, prompts the need to add another line of security defences. This is because the risk management and risk detection has become virtually impossible due to the limited access towards user data and the variations of modern threat taxonomies. The traditional strategy of self-discovery and signature detection which has a static nature is now obsolete in facing threats of the new generation with a dynamic nature; threats which are resilient, complex, and evasive. Therefore, this thesis discusses the use of MISP and The Triad Investigation approach to share the Indicator of Compromise on Cyber Intelligence Sharing Platform to be able to address the newt threats.

On the basis of analysis of integration processes between Nordic, Benelux countries and post-soviet states in Europe the author expresses hesitations in accepting the integration experiences gained by the EU as the criterion of efficiency and the pattern for the post-Soviet space. He does not consider that an involvement of all countries with market economy into processes of regional integration, if they do not try to achieve certain political aims through integration, is the universal regularity in the globalized world. In these cases neither free trade zones nor custom unions can be considered as integration stages, but they continue to be the tools for further development of trade. The author proposes to assess the EU evolution with regard to the legal norms of international organizations, where state sovereignty of members is strengthened, not given up to supernational bodies. In case the idea of reestablishment of an unified state on the remains of the former USSR, linked to the necessity to hand over the recently acquired sovereignty to it, is laid down to the ground for practical measures of integration, this kind of integration will hardly be attractive to the potential post-Soviet participants. This perspective is hardly desired for Russia either. The integration path of the EU reflects the peculiarities of the European situation and specific interests of its member states. Many details of the EU activity are not applicable to other integration groupings in Europe and membership criteria in every of them is not universal. Any efforts to construct integration processes in the post-Soviet space in accordance to the EU model without proper consideration to integration experiences of other countries and to political, economic, social, cultural, demographic, military peculiarities of the countries concerned seem to be not acceptable and founded.

It is rather clear that it is mandatory to understand the potentials of growth for any economy to grow. With globalization taking place, countries in general, have intensified their political, economic and social integration. Kosovo, as the youngest state in Europe, is about to transform from a devastated economy into a developing one. It has not yet been able to tap on its natural resources and neither of its potentials for a faster economic growth. Its backbone economic sectors such as agriculture, textile, mining and metal sectors are still on their initial stages of revitalization, while the privatization of the public companies has not met its expectations.Whereas, Kosovo is doing a better job on, as its international presence and subjectivity of its political status (Independence) is strengthened. More and more countries are recognizing it as a sovereign country, while the recent initiation of the Stabilization and Association Agreement with the European Union, Kosovo is undergoing through its structural reforms and alliance with the EU standards and regulations.The future of Kosovo, like of any country, will depend on the way that its human, financial and natural resources are utilized. On this regard, this paper is an attempt to explore the potentials of the economic growth on different political contexts that Kosovo has and is expected to undergo.

Introduction: The procedures and requirements for the clinical trial application (CTA) to Ethics Committees (ECs) and/or Competent Authorities (CAs) are not fully harmonised, and this is even more evident when non-EU countries are involved. This lack of harmonisation makes more difficult the approach in the case of 'small populations', such as children and patients affected by rare diseases. A phase III efficacy-safety comparative trial (DEEP-2) involving paediatric patients affected by transfusion dependent haemoglobinopathies from seven European and non-European countries (Albania, Cyprus, Greece, Italy, United Kingdom, Egypt, Tunisia) was carried out in the context of a FP7 project (HEALTH-F4-2010-G.A. n. 261483) and included in an agreed Paediatric Investigation Plan. Aims: The aims of this paper are to describe in a complex multi-national/multi-ethnic framework the different provisions and procedures to authorise a paediatric trial in EU/non-EU countries and to evaluate the possible impact of the following key indicators on the timing of ECs approval and CAs authorisation: complexity of the national/local provisions and procedures to authorise a paediatric trial, including the number of ECs and CAs to be addressed; number and type of additional local/national documentation; number of queries from CAs and ECs; geographic setting (EU and non-EU). Methods: The following information was collected from official websites and through a survey addressed to Principal Investigators: The regulatory and legal frameworks in force at the time of the submission of DEEP-2 in each involved country;The procedures required at local/national level (i.e. number of ECs and CAs to be addressed, parallel or subsequent submission to the CA and the EC, preparation of the CTA form and documents required from CAs and ECs);The timing of ECs approval and CAs authorisation, including number and types of queries, were collected from DEEP-2 Trial Master File. Descriptive analysis, Wilcoxon Rank-Sum test and General Linear Model (GLM) analysis were used to describe results and to analyse significance of the considered indicators. Results: In the EU countries, relevant legislative acts apply and include GCP and specific procedures for paediatric trials, in non-EU countries GCP guidelines apply but have not been implemented in the national laws regulating clinical trials. Moreover, within the 4 EU Member States a different approach was in place, even if under the same rules (i.e. Directive 2001/20/EC as implemented in the national law) with distinctive documents required for the CTA in almost all the EU countries compared with the EC provisions. The CTAs were performed in the period June 2012 - September 2015 in 23 trial sites. The EC approvals and CA authorisations were issued between January 2013 - September 2015. In the EU countries, the authorisation process was completed within 7,3 to 33,8 months (median = 15 months), while in non-EU countries, the authorisation process was completed by 7 months (median = 4 months) (figure 1). In particular, the comparison of the CA time authorisation shows a significant difference between EU and non-EU clusters (p = 0.001); however, if the statistical model is adjusted for the number of EC requests as covariate, the difference is not significant. Thus, it seems that the main factor influencing the time for EC approval is the number of requests for changes/clarifications (mainly on informed consent/assent, study protocol, insurance) (figure 2). Conclusion: Delays in completion of the authorisation phase in many countries seems to be a relevant issue and the timeframes for the authorisation in EU countries are not compliant with the European requirements (60 days for single opinion release and 30 days for its acceptance, as stated in Directive 2001/20/EC). The main reasons for delay is the complexity of the procedures and the requests from the ECs/CAs. In non-EU countries, procedures are different and faster with less requests from ECs and CAs. The upcoming application of a stronger set of rules, CT-Regulation (EU) 536/2014, is expected to harmonise practices in Europe and possibly outside Europe. The article investigates the duration of comparative advantage indices in the European Union (EU-27) agri-food exports using the normalised revealed comparative advantage index on the global market. There is employed both a descriptive analysis of the duration of comparative advantage, and examined the major drivers using discrete-time duration models with proper controls for unobserved heterogeneity. The robustness of the models is tested with alternative estimation procedures and sub-samples. Estimations show that the comparative advantages for most agri-food products survived for a certain number of years, but a high percentage of them have a shorter duration. Larger trade costs decrease the probability of survival in comparative advantages, while the level of economic development, the size of the country, the agri-food export diversification, and being a new EU member state increases it. Implications for the EU-27 member states and agri-food policies are suggested in the conclusion.
