ENGLISHRegulation of Pati Regency No. 54, 2012 includes the obligation for health facilities to support the increase of breastfeeding. The purpose of this study was to illustrate the role of health facilities to support breastfeeding among mothers who work as civil servant in Pati Regency. This research used qualitative approach. Subjects were chosen using snowball sampling. Data were analyzed descriptively. The results show that some informants failed to give exclusive breastfeeding for 6 months to their child. It caused they gave infant formulas to their baby during first six months. Not all health facilities have implemented 10 steps of exclusive breastfeeding, such as: (1) socialization of the exclusive breastfeeding necessity toward pregnant mothers; (2) Guidance for delivery mother to do first breastfeeding initiative; (3) Avoidance for feeding infant, except with breastfeeding; (4) Conducting rooming in. The efforts are needed to increase exclusive breastfeeding among civil servants in Pati Regency by providing support for health facilities to run 10 steps to succesful breastfeeding and preventing infant formula promotion. INDONESIAPerbup Pati No. 54 Tahun 2012 berisi antara lain kewajiban instansi pelayanan kesehatan dalam upaya peningkatan pemberian ASI. Tujuan penelitian untuk menggambarkan peranan dukungan sarana pelayanan kesehatanan dalam pemberian ASI eksklusif pada ibu yang bekerja sebagai PNS Pemerintah Kabupaten Pati. Penelitian menggunakan pendekatan kualitatif. Pemilihan subjek penelitian menggunakan teknik snowball sampling. Data dianalisis secara deskriptif. Hasil penelitian menunjukkan belum semua informan berhasil memberikan ASI eksklusif pada anaknya. Penyebab kegagalan pemberian ASI eksklusif karena bayi diberi susu formula pada saat bayi baru lahir atau diberi susu formula sebelum usia 6 bulan. Belum semua sarana pelayanan kesehatan melaksanakan 10 langkah menyusui eksklusif. Diantara langkah yang belum dilakukan adalah: 1) Sosialisasi pentingnya ASI eksklusif kepada semua ibu hamil; 2) Membantu pelaksanaan inisiasi menyusui dini pada ibu yang melahirkan 3) Tidak memberikan makanan dan minuman apapun selain ASI pada bayi baru lahir; 4) Melakukan rawat gabung. Perlu upaya untuk meningkatkan pemberian ASI eksklusif di kalangan Pegawai Negeri Sipil Kabupaten Pati melalui peningkatan dukungan sarana pelayanan kesehatan dengan melaksanakan semua langkah dari 10 langkah menuju keberhasilan menyusui serta tidak mempromosikan susu formula baik secara langsung maupun tidak langsung.

The focus of the research is the Giot Ipas work culture. Informants of the research choosed by purpossive sampling technique, especially civil servant form Mandailing ethnict. This research also used the snowball sampling and convenience / accidental technique. And then the interpretation of field data is done referto the statement  Geertz (1973: 2000) interpretation of the data with the thick description.The results of the research is the giot ipas work culture are efective and effeciency but there is negative impact because civil servant unfocus on work. The work culture of civil servants in this decentralization era tends to come fromthe working culture of each ethnic. The difference of culture applied causes thedifference of civil servants’ way, behavior, and action when performing their work. Thisresearch article aims to discuss one of the working cultures of the civil servants fromMinangkabau ethnic group named galie. This research was conducted by usingdescriptive-qualitative approach, and the data was collected trough observation,interview, and documentation study. Data is validated by triangulation and sourcetriangulation methods.Tthe data analysis is based on Miles and Huberman (2000). Theresult of the research shows that the galie work culture has usually been inherited in thefamily and society for a period time; hence the galie work culture is also implementedwhile working in the local government organization of Pasaman Barat regency. Theresearch concluded that the galie work culture does not cause work culture that canharm others, but whenever the work culture exists, the civil servants would be annoyed.Civil servants who have this work culture tend to avoid risks and prefer simpler workthan their colleagues.Key words: work ethnict culture, galie, civil servant, Minangkabau ethict

AbstractThe rise of legal issues on the involvement of civil servants in practical political activities shows that the regulation on civil servants was still not strong enough to prevent violations of neutrality principle in local elections. Based on that condition, this paper analyzes the legal reconstruction regarding the violation of civil servant neutrality and create appropriate mechanism dealing with the violation of neutrality principle. The study concluded that it is an urgently need to strengthen the role of government to handling violation of neutrality principle among relevant institutions’ which integrated.IntisariMaraknya persoalan hukum atas keterlibatan PNS dalam kegiatan politik praktis menunjukkan dengan jelas bahwa peraturan perundang-undangan di bidang kepegawaian masih belum cukup kuat untuk mencegah pelanggaran asas netralitas dalam pelaksanaan Pemilihan Umum di daerah. Atas hal tersebut, tulisan ini mengkaji tentang rekonstruksi hukum terhadap pelanggaran netralitas PNS dan membuat mekanisme yang sesuai dalam penanganan pelanggaran asas netralitas PNS. Hasil penelitian menyimpulkan bahwa diperlukannya penguatan peran pemerintah untuk mengantisipasi pelanggaran dengan pembentukan pola penanganan pelanggaran netralitas antar lembaga yang terintegrasi.

In the past couple of decades, a wide range of managerial reforms have been witnessed in many OECD countries. These reforms may have significantly affected the identity of top civil servants. This change in identity may, in turn, have an impact on the performance of top officials, their roles, their views, their relations with political personnel and their expected competencies. Within a sample of countries (Belgium, Canada, Denmark, and the Netherlands) we explore these reforms, the changes that have occurred in top officials’ identity (personal, role and social) with document analysis and a series of interviews. We conclude that in all cases, regardless of the goals or the intensity of the reforms, there is now more individualization, more mobility, fixed-term contracts and more accountability. We did not find a full-blown managerial or any unambiguous evolution towards a pure managerial identity. Points for practitioners Managerial reforms certainly affect the relationships between politicians and top civil servants. Role perceptions of top civil servants are, depending on the context, more resistant to change than expected. Despite the omnipresent managerial discourse, the role of policy advisor remains very important. Corporate management designs tend to facilitate corporate identification, the type of employment relationship, contract and level of goals, thus affecting the social identity of top civil servants.

The article is devoted to the discussion of the carbohydrate component of infant formula for feeding healthy and sick children. The role of glycemic and non-glycemic carbohydrates is shown. In addition to lactose, the following glycemic carbohydrates can be used in infant formulas: maltose, sucrose, glucose, glucose syrup, maltodextrins, pretreated starch and gelatinized starch. Resistant oligosaccharides, nonstarch polysaccharides, and resistant modified starches are also used in child nutrition. The composition and amount of lactose, the main carbohydrate of women’s milk, is discussed. The article presents data on the role of galactose, which is conditionally essential for children in the first months of life due to the rapid growth rate of the infant. Information is presented on the lactose breakdown, the importance of enzymes in the digestion and assimilation processes, the prebiotic effects of lactose, and its effect on the absorption of calcium and other minerals. Advantages of lactose include its low glycemic index, as well as its reduced sweetness, which affects the proper development of taste and low risk of dental caries compared to other fermentable sugars. Specific requirements for the carbohydrate composition of low-lactose and lactose-free formulas are discussed because of the often unwarranted increase in the frequency of their use. Evidence is presented using the Cochrane Systematic Review (2018) that reducing or eliminating lactose from infant formulas in infants with infantile colic is not always appropriate. Special low-lactose and lactose-free formulas replace lactose with glucose polymers such as maltodextrin, glucose syrup, and solid glucose syrup, which are produced by hydrolyzing starches (corn, rice, or potato). The article discusses the data on the effect of maltodextrin on the state of the intestinal mucosa, the microbiota of the large intestine and the possible role of this ingredient in the pathogenesis of chronic inflammatory bowel diseases. The results of various studies regarding the effect of maltodextrin on the intestinal microbiota are contradictory. However, special low-lactose or lactose-free products are prescribed in the presence of symptoms of lactase deficiency in an artificially fed baby. It is a major mistake to prescribe lactose-free mixtures on the basis of intact protein or partially hydrolysed ones for secondary lactase deficiency caused by an allergy to cow’s milk proteins. The carbohydrate component of Friso therapeutic hydrolysates contains no maltodextrin, and lactose is partially or completely replaced with glucose syrup.

This study aims to examine the role of the government internal auditor (APIP) on civil servant performance. Further this study analyze the effect of motivation (intrinsic and extrinsic motivation) as mediating variable between the role of the APIP on civil servant performance. The study is conducted in Kudus Regency, Central Java, Indonesia. This research was conducted through a survey with a random sampling method to all civil servants in the Government of Kudus, Central Java, Indonesia. The sample of this research consists of 272 employees. The statistical analysis using SEM-PLS for hypothesis testing. The results shows that the APIP role has positive influence on employee performance. Further, the study provide evidence that intrinsic motivation mediating the relationship between APIP role and the civil servant performance. However, extrinsic motivation do not mediate the relationship between the role of APIP and civil servants performance. The result shows that the increase of APIP role and intrinsic motivation positively affect civil servant performance.

Knowledge of exclusive breastfeeding has been proven, through previous studies, as one of the factors that affect the readiness of pregnant mothers in exclusive breastfeeding. It is also widely reported about the job or profession mothers (especially those done outside the home) as factors inhibiting the implementation of exclusive breastfeeding. This study aims to examine the role of the moderator job as the relationship between knowledge of exclusive breastfeeding with maternal readiness in exclusive breastfeeding. Cross-sectional study performed on pregnant women with first child, a sample of 139 respondents was taken to the criteria does not work (housewives) or working outdoors. Enclosed questionnaire was used to measure the knowledge and readiness of mothers in exclusive breastfeeding. The data analysis technique used is the linear regression model. The results showed that the significant effect of knowledge on the readiness of pregnant women at work (R = 0.412; p = 0.002) but not significant in pregnant women who do not work (R = 0.187; p = 0.086). It can be concluded that the work has a role as moderator effect of exclusive breastfeeding knowledge about the readiness of pregnant mothers in exclusive breastfeeding.

Maraknya perceraian antara istri yang suaminya Pegawai Negeri Sipil di Kota Bima membuat peneliti tertarik meneliti. Terutama mengenai kedudukan istri setelah diceraikan oleh suami, dan hak apa saja yang diperoleh istri setelah diceraikan oleh suami. Permasalahan tersebut kemudian ditinjau berdasarkan PP nomor 10 Tahun 1983 jo PP nomor 45 Tahun 1990 bagi Pegawai Negeri Sipil. Tujuan penelitian ini untuk mengetahui kedudukan hukum istri setelah diceraikan oleh suami, dan untuk mengetahui hak-hak apa saja yang seharusnya didapatkan oleh istri setelah diceraikan oleh suami yang berstatus Pegawai Negeri Sipil. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, di mana yang menjadi obyek dari penelitian ini adalah masyarakat yang melakukan perceraian terutama dikalangan Pegawai Negeri Sipil di kota Bima. Pemilihan subyek dilakukan secara purposiv sampling yaitu secara sengaja berdasarkan kriteria yang ditentukan, sedangkan pemilihan informan penelitian dilakukan secara snowball sampling yaitu proses penyebaran sampel penelitian secara beranting dari informan awal ke informan berikutnya sampai pada titik jenuh. Pengumpulkan data dilakukan melalui wawancara, observasi, dan dokumentasi. Data dianalisis dengan cara mereduksi, menyajikan, dan kemudian menarik kesimpulan. Hasil penelitian menunjukkan bahwa ada beberapa faktor penyebab terjadinya perceraian di antaranya adalah selingkuh, ketidak cocokan antar suami dan istri, kekerasan dalam berumah tangga. Kedudukan antara suami dan istri berdasarkan pasal 79 kompilasi hukum Islam di atas dapat dikatakan bahwa, kedudukannya sudah jelas namun pada prakteknya banyak yang belum tahu. Terpenting bagi keduanya adalah tidak merugikan salah satu pihak. Adapun hak-hak yang dipenuhi oleh seorang suami setelah perceraian adalah; a). hak mut'ah (pemberian suami kepada istri berupa barang atau benda). b). nafkah lahir selama masa iddah. c). harta gono-gini. d). perawatan dan pendidikan anak. Apabila seorang PNS ingin bercerai selain harus memenuhi syarat formal dan syarat substansil juga harus mendapat ijin dari atasan. The rise of divorce between the wife of her husband's civil servants in the town of Bima to make researchers interested in researching. Especially regarding the position of the wife after the divorced by husbands, and what are the rights obtained by the husband after wife divorced. The problem then is reviewed based on PP No. 10 Years 1983 jo PP number 45 the Year 1990 for civil servants. The purpose of this research is to know the legal position of the wife by the husband divorced once, and to find out what rights are supposed to be obtained by the wife after the divorced my husband that is a civil servant. This research uses a descriptive method with the qualitative approach, in which one becomes the object of the research is the community who do divorce mainly among civil servants in the town of Bima. The selection of subjects is carried out purposive sampling that is deliberately based on specified criteria, while the selection of the research done on informant snowball sampling namely deployment process research sample's from the informant early into next to the point of saturation. Pengumpulkan data is done through the interview, observation, and documentation. The data were analyzed by means of the reduction, serves, and then draw conclusions. The results showed that there are several factors cause the occurrence of divorce among them is having an affair, the mismatch between husband and wife, violence in preclude. The position between husband and wife under article 79 of the compilation of Islamic law over it can be said that its position was clear but in practice many of the uninitiated. The most important for them is not detrimental to either party. As for rights that are met by a husband after divorce is; a). mut'ah rights (granting of the husband to the wife in the form of goods or objects). b). living during this time she was born. c). treasures of the gono-gini. d). the care and education of children. If a CIVIL SERVANT wants to divorce in addition to formal and have to qualify the terms of substance must also get permission from superiors.

The purpose of this study is to determine the impact of civil servant recruitment on improving the performance of Bengkulu Province civil servant employees. The method used in this study is a descriptive method using a qualitative approach. Data acquisition techniques were conducted by interviewing, observing, and recording documents related to the civil servant recruitment process carried out by Bengkulu local civil servants. The data acquired will be investigated and qualitatively analyzed for all the data collected, and an interview with Duncan's theoretical approach to stress, whose effectiveness can be seen in three indicators: goal achievement, integration, and adaptation Supported by the results of. The results of the field survey came to the correct conclusion as the implementation of labor recruitment carried out by local civil servants in the Bengkulu Province is more transparent and responsible.
