Conflict of Interest in the Reclamation Policy of the Benoa Bay Area in Bali Province. Study of the Concept of Tri Hita Karana. This study aims to analyze the occurrence of conflicts of interest in the reclamation policy of the Benoa Bay area which is associated with the traditional development concept of Tri Hita Karana. This study uses a qualitative approach with descriptive method. Data is collected through interviews, observation, and documentation. In determining the informants used purposive techniques and snowball sampling. To analyze the data used Fisher’s theory, with the stages of data collection, data reduction, data presentation and drawing conclusions. The results showed that there was still a conflict of interest between the government, the private sector and the community in the Benoa Bay reclamation policy. Conflict of interest occurred because of the issuance of Presidential Regulation No. 51 of 2014 which was deemed not in accordance with several laws and regulations, Regional Regulation (Perda) in Bali, and the development concept of Tri Hita Karana. Conflict resolution efforts have been carried out by the government but are considered to be less than optimal. Keywords: reclamation, conflict of interest, tri hita karana

Sekida Village as a Creative Tourism Village is an embryo for the community's economic development. The Creative Tourism Village has provided a space for participation for the community through various activities. Thus, this study aims to determine forms of community participation in supporting the development of the Creative Tourism Village in Sekida Village. The research approach used is phenomenological with qualitative descriptive method. The research stages consisted of data collection, data reduction, data presentation and drawing conclusions. The results of the analysis concluded that the largest form of community participation was manpower and expertise with a percentage of 82% and 72%, respectively. Based on their characteristics, the people who are dominant in contributing to supporting the development of the Creative Tourism Village through their participation are the older adults with an elementary education level.Keywords: Community Participation, Creative Tourism Village, Sekida Village.

Abstraksi   Masyarakat Sumbawa dikenal sebagai masyarakat yang heterogen, karena dihuni oleh penduduk dari berbagai suku, etnis, bahasa dan agama dengan konsekuensi terhadap pembawaan adat-istiadat serta sistem hidup yang berbeda-beda. Kondisi ini adalah salah satu modal utama yang jika disalahgunakan akan bisa berdampak negatif dengan munculnya sentimen-sentimen dan konflik komunal yang bisa merusak sistem kehidupan bermasyarakat. Proses mediasi, arbitrasi dan negosiasi adalah salah satu pendekatan yang digunakan  dalam meresolusi konflik selama ini. Sedangkan masih banyak metode atau pendekatan lain yang dirasa cukup efektif dan kadang terlupakan dalam pendekatan pencegahan dan resolusi konflik yaitu melalui pendekatan Kecerdasan Budaya.Sehingga riset ini, mencoba mengangkat masalah urgensi kecerdasan budaya dalam mencegah dan meresolusi konflik. Adapun masalah yang diangkat dalam penelitian ini adalah: 1).Faktor-faktor apa saja yang bisa menyebabkan terjadinya konflik dalam masyarakat?, 2). Siapa saja yang berperan sebagai struktural, akselerator dan pemakin atau trigger dalam konflik tersebut?, 3). Pendekatan apa saja yang selama ini digunakan dalam upaya mencegah dan menyelesaikan konflik dalam masyarakat oleh pemerintah?, 4). Mengapa kecerdasan budaya sangat penting dalam mencegah dan menyelesaikan konflik tersebut? Metode riset yang digunakan adalah deskriptif-kualitatif.Dengan tujuan agar pengungkapan fenomena di lokasi penelitian secara leluasa memungkin untuk mendapatkan hasil yang maksimal karena data tersebut valid dan dapat dipertanggung- jawabkan secara ilmiah dan rasional. Teknik pengumpulan data yang digunakan ada  yaitu teknik observasi, interview dan dokumentasi. Teknik analisis data dimulai dari proses pengumpulan data, reduksi data, penyajian data, dan keabsahan datayang terdiri dari Derajat kepercayaan (credibility), Keteralihan (transferability), Ketergantungan (dependability), dan Kepastian (comfirmability). Hasil penelitian, bahwa Terjadinya konflik di Kabupaten Sumbawa disebabkan karena adanya faktor Struktural, Akselerator dan Trigger (SAT) konflik, misalnya seperti: masih ada dan kuatnya Political Memory dalam Masyarakat. Serta pentingnya Kecerdasan Budaya dalam mencegah dan menyelesaikan konflik, karena semua aspek-aspek yang ada dalam Kecerdasan Budaya seperti: Pengetahuan, Strategi, Motivasi dan Perilaku ternyata memiliki relevansi dan kemampuan untuk mendorong dan menciptakan suasana yang aman, damai dan harmonis dalam masyarakat sepanjang masyarakat bisa dan mampu menginternalisasikan nilai-nilai tersebut dalam kehidupan sehari-hari. Kata Kunci: Kecerdasan Budaya, Pencegahan, Resolusi, Konflik   The Sumbawa community is known as a heterogeneous society, inhabited by people of various ethnic, ethnic, linguistic and religious backgrounds with consequences for different customs and systems of life. This condition is one of the main capital that if misused will be able to negatively impact the emergence of sentiments and communal conflicts that can damage the system of social life. The process of mediation, arbitration and negotiation is one of the approaches used in resolving conflicts over the years. While there are many other methods or approaches that are considered quite effective and sometimes forgotten in the approach of prevention and conflict resolution is through the approach of Cultural Intelligence. So this research, trying to raise the urgency issue of the cultural intelligence in preventing and resolving the conflict. The problems raised in this study are: 1). What factors can cause conflict in society ?, 2). Who actor that acts as a structural, accelerator and trigger or trigger in the conflict ?, 3). What approaches have been used in preventing and resolving the conflict in society by the government ?, 4). Why is cultural intelligence so important in preventing and resolving the conflict? The research method in this research is descriptive-qualitative. The aim of this research that the disclosure of the phenomenon in the research location freely possible to get maximum results because the data is valid and can be accounted scientifically and rationally.Data collection techniques that is used in this research are techniques of observation, interview and documentation. Data analysis techniques start from the process of data collection, data reduction, data presentation, and data validity consisting of credibility, transferability, dependability and comfirmability. The result of the research, that the occurrence of conflict in Sumbawa Regency caused by Structural factor, Accelerator and Trigger (SAT) conflict, for example: there is still and strong Political Memory in Society. As well as the importance of Cultural Intelligence in preventing and resolving of conflicts, as all aspects of Cultural Intelligence such as: Knowledge, Strategy, Motivation and Behavior have the relevance and ability to encourage and create a safe, peaceful and harmonious atmosphere in society as long as society can and able to internalize these values ​​in everyday life. Teaching materials in the teaching of Arabic in middle school One of them is the translation of some short and long sentence, as in the conversations and topics of choice that fit the curriculum. It is also taught to students of simple Arabic wholesale. However, from the information obtained by the researcher from the Arabic teacher he says that the students could not master this skill, this situation can be seen from their duties in translating the Arabic language into Indonesian language still suffer from limitations in the syntax of the sentences and the choice of words in the particular expression. The difficulty of the text can be related to the translator's level of ability. There are two things that are interrelated: the text is easy because the translator's level of ability is very good, or the text is difficult because the translator's level of ability is still very low. This background is what drives the researcher to look into the problem of translation that is happening to students at the second Inter-Governmental Secondary School Bengkulu. The researcher uses a method of qualitative descriptive method. Research subordinates are students in the second semester of the second Islamic secondary school Bengkulu. The method of collecting data used by the researcher is interview, observation and documentation. Data analysis used is data collection, data identification, data presentation and data mining. The results of the research obtained by the researcher are from the data collected by the researcher, whether from the interviews, observations and documentation obtained by the researcher, the problems faced by students in translating the Arabic texts into the Indonesian language of students in the second semester in the second intermediate Islamic Islamic State School Bengkulu are two main problems, namely the linguistic problem and the non-linguistic problem

The formation of national character which is mandated through education in schools at every level, but in its implementation has not given optimal results. The Strengthening Character Education Program designed by the government focuses on three main activities, namely Strengthening Class-Based Character Education, Strengthening Community-Based Character Education, and Strengthening School-Based Character Education. Strengthening Community-Based Character Education is intended to support and strengthen the character education that has been given in classrooms and schools. This study discusses local wisdom that is still adhered to by the indigenous people of Kampung Naga as a reinforcement for community-based character education. This study uses a qualitative approach with descriptive methods. Data collection techniques are observation, interview, and documentation study. Data analysis is based on Miles & Huberman (2014), in the form of data collection, data reduction, data presentation, and drawing conclusions. The results showed that the indigenous people of Kampung Naga reflect the main character values contained in Character Strengthening Education. These character values include religion, nationalism, cooperation, independence, integrity, and cooperation. The manifestation of these character values can be seen in their lives, both physically (in the form of houses, clothes, and furniture), social (life of social interaction, cooperation, deliberation system), and culture (certain arts and ceremonies). warning). Therefore, the indigenous people of Kampung Naga can be used as school partners as a learning resource for Strengthening Community-Based Character Education.

Abstract This study aims to express the factors that influence the existence of Madam balanse dance at Seberang Palinggam. Type of this research was a qualitative study with using descriptive method. The main instrument of this study was the researcher. The additional instruments used were such as stationery, camera and flash disk. Techniques of data collection werecarried out by using literature study, observation, interviews, documentation. The steps in analyzing data were data collection, reduction, data presentation and drawing conclusions of the research. The results show that the dance originated from trading activity which led to cultural encounters, namely Portuguese culture (dance) with Nias culture (maena). The cultural meeting creates a form of art performance  namely Madam Balance Dance. The existence of the Madam balanse dance is influenced by several factors such as: customs, religion, community and government environment. This dance has changed its function from dance as a custom to dance as entertainment, this is because of the lack of interest in the community and the government of Padang to preserve and learn the Madam Balanse dance. One of the efforts to keep the Madam Balanse dance alive and sustainable is that the government have to promote or introduce the Madam Balanse dance again to the public. Keywords: Factors Affecting the Existence of Madam Balanse Dance

Implementasi Program Sekolah Ramah Anak merupakan salah satu indikator capaian Kota Layak Anak sebagai upaya pemenuhan hak dan perlindungan anak di pendidikan. Pemenuhan hak anak merupakan suatu konsep yang dibuat oleh Pemerintah sebagai suatu strategi dalam menentukan indikator-indikator hak anak dalam Sekolah Ramah Anak. Untuk itu diperlukan pembangunan dan sumber daya Pemerintah untuk mendukung setiap upaya yang bertujuan menjamin pemenuhan hak dan perlindungan anak. Penelitian ini bertujuan untuk mengetahui implementasi Program Sekolah Ramah Anak beserta faktor pendukung dan penghambat. Penelitian ini menggunakan metode penelitian kualitatif dengan pengumpulan data melalui observasi, wawancara, dan dokumentasi. Penentuan informan dilakukan dengan menggunakan snowball sampling. Analisis data dilakukan melalui tahapan pengumpulan data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan Program Sekolah Ramah Anak dalam mewujudkan Kota Layak Anak di Kota Batu belum berjalan dengan baik. Beberapa indikator meliputi sosialisasi yang tidak konsisten, ketersediaan sumber daya manusia, anggaran, peralatan yang minim, partisipasi Sekolah untuk terlibat sangat rendah dan lemahnya koordinasi dan kerjasama antar pemangku kepentingan dan pelaksana kebijakan. Faktor pendukungnya meliputi kesepakatan/komitmen Daerah menuju Kota Layak Anak dan aturan yang mendukung tegaknya perlindungan anak. Faktor penghambatnya yaitu sosialisasi tidak konsisten, minimnya sumber daya, rendahnya partisipasi Sekolah dan lemahnya koordinasi antar pemangku kebijakan. The implementation of Child Friendly School Program is either achievements indicator to City worth child as an effort to fulfill children's rights and protection in education. Fulfilling children's rights is one concept that created by the Government as a strategy to determine children's rights indicators in Child friendly School. Therefore, development and government resources are needed to support every aimed effort at ensuring the fulfillment of children's rights and protection. The purpose of this research is to determine the implementation of Child friendly School Program with supporting and inhibiting factors. This study uses qualitative research methods by collecting data through observation, interviews, and documentation. The determination of informants is using snowball sampling. Data analysis were carried out through the stages of data collection, data presentation and drawing conclusions. The results showed that the implementation of realizing Child friendly School Program in City Worth Childof Batu City was not going well. Some indicators include inconsistent socialization, unavailability of human resources, budget, minimal equipment, low participation of schools, weak coordination and also the cooperation between stakeholders and policy implementers. Another supporting factors include regional agreements/commitments towards City Worth Child and rules that support the protection of children. The inhibiting factors were inconsistent socialization, lack of resources, low school participation and weak coordination among the policy makers.

Purpose: In this short story, the author describes the experience of a man as an online motorbike driver. What is interesting to observe is the use of language between online driver and his three consumers, especially in terms of politeness in language. Implicitly, this short story illustrates the relationship between politeness in language with other factors outside of language, namely technological sophistication and power. Therefore, this research attempts to analyze the language impoliteness in the short story by title “Sore”. Methodology: In this article used the descriptive qualitative method. The data source comes from the "Sore" short story taken from the Facebook fan page. The descriptive method is carried out in several stages, namely the stage of data collection, data analysis stage, and data presentation stage. Main Findings: The study shows that the short story by title “Sore” containing about 60% of impolite utterance and about 40% is polite utterance. Language impoliteness found in this short story mostly trigged by utterance that does not obey the principles of tact maxim, generosity maxim, and sympathy maxim. This impoliteness is characterized by diction having negative connotations, sentences using the direct command, coercive sentences, accusative sentences, derogatory sentences, derogatory sentences, abusive sentences, arrogance sentences, and physical violence. Applications: This research applicable used as the model in understanding or interpreting language impoliteness in a text. Novelty/Originality: This short story show that language politeness is no longer merely determined by age and gender. This short story shows the relationship between the sophisticated technology, power, and religiosity with language politeness. Improving the quality of public services is an important concern for the government, this is evidenced by the enactment of Law Number 25 of 2009 concerning Public Services. The recording service for electronic resident identification cards is an administrative service provided by the government to its citizens. However, the reality in the field of electronic ID card recording service at Kanor District Office is not in accordance with the expectations of the community in obtaining public services, this can be explained from the lack of service speed, courtesy and friendliness of service personnel, implementing competence, and facilities and infrastructure in the service room. This study aims to find out and explain the service of recording electronic identity cards in the Kanor sub-district office (study of the quality of public service). The approach mix method in which qualitative data generalised through whislt quantitative data. Determination of informants using purposive snowball sampling. Data analysis uses data collection, data reduction, data display, and conclusion drawing / verifying. The results showed that the service quality of electronic resident card recording at the District Office of Kanor was from the aspect of infrastructure and facilities, implementing competence and good implementation behavior, but from the aspect of slow service time (not good).

The purpose of this study to indentification form presupposition of Aimer songs in Daydream album and to describe the meaning of presupposition. The resources which used in this research are five song titled For Lonenly, Insane Dream, Kataomoi, Kowairo and Ninelie. This study use theory by Yule.The method of this study is use watch and note method for collection data, then use descriptive method for analysis data. In descriptive method will identify song lyrics by Aimer in album Daydream that contain presupposition and then analysis data with detail descriptive. The data presentation stage use informal method.The result of the study in song lyrics For Lonenly, Insane Dream, Kataomoi, Kowairo dan Ninelie are found that there are 63 data presupposition, such as 19 data of existence presupposition, 19 data of factual presupposition, 2 data of non-factual presupposition, 11 data of lexical presupposition, 7 data of structural presupposition and 5 data of counterfactual presupposition. The form of presupposition that often appears are existence presupposition total of 19 data and factual presupposition total of 19 data.

Prostitution is a phenomenon that has existed for a long time in the world, not least in Indonesia. Someone does prostitution most of the problem lies in economic factors and the low skills they have. The government does not remain silent due to this phenomenon, the government has also prepared a variety of skills training programs held in various rehabilitation institution, one of which is in the rehabilitation center of the Semarang city agriculture with empowerment programs through competency-based culinary skills training. The purpose of this study is to describe and analyze the planning, implementation, and results achieved in empowering prostitutes through competency-based culinary skills training. This study uses a qualitative approach. Data collection techniques are carried out by observation, interviews, and documentation. Data analysis techniques include data collection, data reduction, data presentation and conclusion drawing. Check the validity of the data using source triangulation and methods. The results of this study is planning of prostitutes empowerment programs through training in cookery skills includes: identification of needs, formulating learning objectives, determining curriculum to be used, choosing learning resources, and sources of funding. The implementation includes three main steps, namely opening activities, core activities, and closing. The results achieved are that the residents learned how to make steamed sponge, potato donuts, stuffed dumplings, banana chocolate roll omelet.
