The article describes one of the important directions of increasing the level of innovative development of the oil and gas complex of Russia - the development of hard-to-recover hydrocarbon reserves (HTR). The search, exploration and development of hard-to-recover reserves can bring the domestic oil and gas and related industries to a new level of technological development, provide a significant multiplier effect for related industries, and create new jobs and infrastructure. The authors estimated the share of HTR in modern oil production, analyzed the dynamics and structure of hydrocarbons of special quality and conditions.

The article analyzes the current state of the oil and gas complex in Russia. Steady trends in changes in the structure of production by major mining macro–regions and companies have been identified. Systematized conditions that contributed to the deterioration of the parameters of the oil and gas complex of Russia. Among which are a reduction in oil production in the framework of the agreements between the participating countries OPEC + transaction in April 2020, falling oil prices on the world market, in particular Urals, to $ 15–20 per barrel, reduced demand for oil and other energy carriers due to the multiplier effect on the production and other sectors of the economy from the spread of coronavirus.

Current state of innovative development in the oil and gas industry has been considered. The importance of the oil and gas industry for the economic development of the Russian Federation has been noted. Comparison of the results of research and development funding levels among domestic and foreign companies has been performed. A system of private indicators to assess the level of development of innovative activity of companies, taking into account the financial, production and technological indicators of companies, has been proposed. The results of testing this system of indicators have been adduced. The main approaches to the formation of Innovative Development Programs of companies with state participation have been considered. The main tasks of technological development for the domestic oil and gas complex have been highlighted.

Subject. This article discusses the development of a differentiated strategy of innovative development taking into account the distinguishing features of Russia's regions. Objectives. The article aims to improve the effectiveness of innovative development strategies for Russian regions, which vary in the level of science, technology, and innovation capacities. Methods. For the study, we used statistical, and economic and mathematical methods, normalization principle, the methods of comparative, and expert and sociological analyses, foresight techniques, and original region assessment techniques. Results. The article presents certain criteria for differentiation of Russia's regions, taking into account the level of development of scientific and technical activities, and it proposes three modifications of the regional innovation strategy, corresponding to the main types of Russian regions by scientific and technological development. Conclusions. A differentiated approach to a regional innovation strategy development can improve the efficiency and targeting of government innovation policies by making better use of available resources.

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.

Significant amounts of produced water, spent drilling fluid, and drill cuttings, which differ in composition and characteristics in each drilling operation, are generated in the oil and gas industry. Moreover, the oil and gas industry faces many technological development challenges to guarantee a safe and clean environment and to meet strict environmental standards in the field of processing and disposal of drilling waste. Due to increasing application of nanomaterials in the oil and gas industry, drilling wastes may also contain nanometer-scale materials. It is therefore necessary to characterize drilling waste in terms of nanomaterial content and to optimize effective methods for their determination, including a key separation step. The purpose of this study is to select the appropriate method of separation and pre-concentration of silver nanoparticles (AgNPs) from drilling wastewater samples and to determine their size distribution along with the state of aggregation using single-particle inductively coupled plasma mass spectrometry (spICP-MS). Two AgNP separation methods were compared: centrifugation and cloud point extraction. The first known use of spICP-MS for drilling waste matrices following mentioned separation methods is presented.

The study is aimed at determining the oscillators of crisis manifestations when the Russian economy tries to make transition to the path for accelerating technological development and forming an innovative economy. Short-term cycles were determined in the development of the Russian economy from 1995 to the first half of 2020 through the Fourier spectral analysis. Using the Granger test, causal relationships between the leading indicators of the economic crisis and the real GDP index in Russia were identified and substantiated. They reflect the influence of the key rate dynamics on the volume of lending, savings, investments, the yield on securities and the exchange rate; volumes of bank loans per the share of non-performing and bad loans and innovative development of the economy. Based on the constructed neural models of the oscillator influence on the level of real GDP in Russia, it was determined that the rapid growth of bank and mortgage lending, the devaluation of the ruble, a decreased volume of gross foreign investment and the level of innovative development predetermine crisis manifestations in the national economy. The lags of the influence of changes in the leading indicators of the economic crisis on the development of the economy were calculated. The results obtained can contribute to the effectiveness of the anti-crisis regulation strategy in Russia. They can serve as a basis for increasing the efficiency of long-term innovative development and creating appropriate conditions for increasing the scientific and technological potential of the country.

Internationally the research of low permeability oil reservoir is a difficult point in the exploration and development of oil and gas field. This thesis, based on the research methods of low permeability reservoirs at home and abroad, summaries several major problems encountered in the process of low permeability oil exploration and development under the current technical conditions as well as the corresponding, but more effective technical measures that need to be constantly improved. And that exploration and development of low permeability of the reservoir will be the main battle field for some time in the future of oil exploration and development.

Abstract Shipping activities, oil production and transport in the sea, oil handled in harbors, construction and exploitation of offshore oil and gas pipelines have a number of negative impacts on the marine environment and coastal zone of the seas. In 2004-2014 we elaborated several operational satellite monitoring systems for oil and gas companies in Russia and performed integrated satellite monitoring of the ecological state of coastal waters in the Baltic, Black, Caspian, and Kara seas, which included observation of oil pollution, suspended matter, and algae bloom at a fully operational mode. These monitoring systems differ from the existing ones by the analysis of a wide spectrum of satellite, meteorological and oceanographic data, as well as by a numerical modeling of oil spill transformation and transport in real weather conditions. Our experience in the Baltic Sea includes: (1) integrated satellite monitoring of oil production at the LUKOIL-KMN Ltd. D-6 oil rig in the Southeastern Baltic Sea (Kravtsovskoe oil field) in 2004-2014; (2) integrated satellite monitoring of the “Nord Stream” underwater gas pipeline construction and exploitation in the Gulf of Finland (2010-2013); (3) numerical modeling of risks of oil pollution caused by shipping along the main maritime shipping routes in the Gulf of Finland, the Baltic Proper, and in the Southeastern Baltic Sea; (4) numerical modeling of risks of oil pollution caused by oil production at D-6 oil rig and oil transportation on shore via the connecting underwater oil pipeline.
