Gampong Kuala Leuge, Peureulak District is one of the National Priority Rural Areas (KPPN) which has been designated as a Capture and Cultivation Minapolitan area by the Ministry of Marine Affairs and Fisheries because most of its people are fishermen. The conditions faced by the community regarding climate and weather, when the weather is hot, it is very easy to dry the fish, while in the rainy season generally, the salted fish will decrease. Thus, household scale competition also faces increasing competition in the digital age because people still use traditional tools and are very dependent on the climate. Therefore, in an effort to balance the competition it is necessary to increase the quality, productivity, and efficiency of the business by taking into account the aspects of food safety through the activities of the Village Development and Empowerment Holistic Program by creating a Rotary Drying System technology as a substitute for stocking to ensure the quality of fish and avoid contamination of microorganisms. From the problems obtained in the form of the dependence of the drying process on weather conditions so that salted fish products are not optimal, conventional marketing techniques have changed to modern ones by providing online shops, and financial management that has not been recorded properly has changed using digital transaction software.

This study aims to formulate village financial management based on local traditions of village communities. The research method uses a qualitative descriptive approach, which is a method that seeks to present a picture of the objective reality that occurs in a condition or environment in a particular place. Environmental context (Site) in this study is Sindang Pakuon Village, Cimanggung District, Sumedang Regency and Ciburial Village, Cimenyan District, Bandung Regency, West Java Province. Presence of village funds is acknowledged to have changed the face of the village which previously seemed neglected, now looks better. Village infrastructure such as village roads is more convenient for motorists and pedestrians. Road to distribution of agricultural products has been built so that the travel time to move agricultural products from the fields to the market location is faster. Although village funds have brought changes to public facilities in the countryside, they have a fading effect on aspects of village tradition. Emergence of this fading is because the nomenclature that regulates the use of village funds does not yet accommodate the local aspects of rural areas.

ABSTRAK Desa Sikakap berada di Kecamatan Sikakap, Kabupaten Kepulauan Mentawai yang terletak di pulau Pagai Utara dengan potensi perikanan yang sangat tinggi. Salah satu sumber penghasilan bagi masyarakat di desa tersebut adalah usaha ikan kering asin. Selama ini proses pengeraingan hanya mengandalkan energi matahari saja. Namun, karena letaknya yang dikelilingi lautan, maka iklim di wilayah ini sangat dipengaruhi oleh angin musim. Curah hujan berkisar antara 2.500 - 4.700 mm/tahun dengan jumlah hari hujan antara 132 - 267 hari hujan per-tahun. Oleh sebab itu perlu diupayakan adanya teknologi pengeringan dalam mengatasi tingkat curah hujan yang tinggi tersebut. Disamping itu, dalam pengelolaan organisasi khalayak sasaran yang bergabung dalam Kelompok Jaring Apung (KJA) Selat Sikakap dan KJA Saruso Mudo, perlu ditingkatkan kemampuan anggotanya agar dapat menjalankan usaha dengan baik. Melalui program IbM, tim pengabdian melaksanakan kegiatan (1) pembuatan alat pengering hybrid dan evaluasi kinerja alat, (2) introduksi alat ke mitra, dan (3) melakukan pelatihan tentang tata kelola organisasi, pembukuan dan pemasaran. Hasil kegiatan menunjukkan bahwa mitra sangat terbantu dalam melakukan usaha produksi ikan asin dengan adanya alat pengering hybrid. Alat pengering hybrid yang diintroduksikan memiliki ukuran 220 cm x 90 cm x 100 cm (p x l x t) dengan sumber energi matahari dan gas  Liquified Petroleum Gas (LPG). Disamping itu, melalui kegiatan ini terjadi peningkatan pengetahuan dan keterampilan kelompok KJA dalam hal tata kelola organisasi dan pengelolaan keuangan serta strategi pemasaran usaha. ABSTRACT Sikakap Village is in Sikakap District, Regency of Kepulauan Mentawai located on the island of North Pagai with a very high fishery potential. One of the activities undertaken by the community as a source of income in the village is salted dried fish business. However, the process to produce the salted dried fish only relies on solar energy. Due to its location which is surrounded by oceans, the climate in this region is strongly influenced by the wind season. Rainfall ranges from 2,500 - 4,700 mm / year with the number of rainy days between 132 - 267 rain days per year. Therefore, there should be a drying technology in overcoming the high rainfall level. In addition, capabilities of to govern organization of communinity who joint Kelompok Jaring Apung (KJA) Selat Sikakap and KJA Saruso Mudo should be improved to run the business properly. Through the IbM program, team carries out activities: (1) manufacture of hybrid dryers and performance evaluation tools, (2) introduction of tools to partners, and (3) conduct training on organizational governance, bookkeeping and marketing. The results show that the partners are very helpful in doing the business of salted fish production in the presence of hybrid dryers. The introduced hybrid dryers have a size of 220 cm x 90 cm x 100 cm (p x l x t) with solar and Liquified Petroleum Gas (LPG) energy sources. In addition, through this activity there is an increased knowledge and skills of KJA groups in terms of organizational governance and financial management as well as business marketing strategies. In 2014, the Government enacted Law No. 6/2014 on Villages with a view to reconstructing village financial and asset management arrangements to accelerate the inclusive and sustainable development of rural areas. The purpose of this study is to analyze the influence of village financial management on the performance of rural development. The study was conducted on 326 Villages in Pandeglang District. The analytical tool of the study using Geographically Weighted Regression (GWR) modeling will look at how the village expenditure is included in the Village Revenue and Expenditure Budget (APBDes). Expenditure of development (infrastructure) of the village has the greatest impact on the performance of village development with the value of elasticity of 0.637. The influence of village expenditure on the GWR model is strongly influenced by the geographical, demographic, and socio-economic conditions of rural communities, resulting in varying outcomes in each village.

Current situation and agricultural management on the non-black earth area of Russia arebeing gradually worsen by the negative natural factors such as a significant increase of weather based climatic abnormal risks, deterioration of agro-meliorative conditions of agricultural lands because of colonization by tree and shrubbery vegetation and secondary bog formation, hidden degradation of soil fertility. When combined with functional loss of ameliorative complex and meliorative systems amortization, regional agriculture adaptation possibilities were rapidly limited. Production shortfall due no abnormal weather conditions for particular field crops was 19…48% during last five years, level of business realization of bioclimatic potential on a field was decreased by 7…12%.The complete realization of regional agricultural adaptive potential to weather based climatic changes and limitation of greenhouse gases emissions is possible on a basis of regeneration ofalll functions and aspects of ameliorative complex management. Toward this goal the coordinated actions of federal and regional management of Agricultural Complex, Scientific and Educational institutions, project foundations and managers are needed in a relation to human resources, scientific and regulatory supply. Any incomplete treatment in these fields inherent in visual negative consequences for food security and social economic development of rural areas of non-black earth zones not only at the current historical moment, but in a future also. Fundamental influence of solving of these problems deserves to scientific supply of innovative ameliorative complex, renewal of which should be based on principals of resources and energy preservation, nature management, computerization and digitalization management. During a long term research it was established that increase of average vegetation period temperature by lоСhas increased productivity of winter wheat, barley and summer wheat in average on 0,7 tons per ha, winter wheat and oat on 0,4 tons per ha, potatoes – 8,2 tons per ha, edible roots-6,4 tons per ha, cabbage 9,8 tons per ha, dry basis of herbage of multi and one age grasses–0,5 and 0,7 tons per ha. Increase of СО2 Concentration from 0,35 to 0,45% during last twenty years contributed into grow of yield in regional agriculture which can be estimated as 0,3 tons per ha per measure; searching remedy for agroclimatical risks decreasing production became drainage and irrigation systems (decrease 3…5 times);new method of reclamation of abandoned areas with transformation of biomass of tree and shrubbery vegetation into biochar makes it possible to decrease СО2 emissions up to times and get an adverse balance of СО2;secondary reclamation of lands covered by trees and shrubbery on area of 22ha used for vegetables and area of 37ha used for forage crops could supply a farmer with work and revenue sufficient for maintenance of one child what is on the major facts of population declaim in rural areas.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

Diversity of Indonesian Batik hanging area. One of the very well-known Indonesian batik is Batik Madura. Batik Madura has become a pride for Indonesia, especially for Madura. The purpose of the study is to model the Sumenep pride to Batik Madura and to see the level of risk or tendency of batik madura pride for the community group Sumenep. This research method uses a non parametric regression used a non-parametric regression because the dependent variable in this study is the variable Y are variables not normally distributed. The results of this study states that the level of risk of the village in Sumenep proud of batik is almost 5 times higher than the islands while people in this city who live in the district town at risk Sumenep proud of Batik Madura 8-fold compared to the archipelago. So it can be concluded that the city is much more proud of batik than those who reside in rural areas especially those who reside in the islands. This study uses data from 100 questionnaires were analyzed using logistic regression analysis. The conclusion of this study is the pride of the batik model as follows: Function logistic regression / logit function: g (x) = 0,074 + 1,568X4(1)+2,159X4(2 this is case the islands as a comparison, X4(1)  is the place to stay in the village and X4(2)  is the place to stay in town, so the Model Opportunities p(x) = EXP(g(x))/1+EXP(g(x)).  Hopes for further research is to conduct research on the development of batik in an integrated region, the need to be disseminated to potential areas of particular potential in Madura batik, especially for residents who reside in the Islands.Keywords: Pride, Batik, Sumenep.

The article analyses the accessibility of medical facilities in rural areas of modern Russia and the specifics of their organization and development. The authors reveal causes why rural residents have much less opportunities to seek quality medical care than urban ones, what leads to a disparity between the inhabitants of the city and the village. The thesis is substantiated that state programmes that should make health services accessible to the rural population to a greater extent do not cope with the task at hand. An attempt is made to highlight the public’s response to the existing disparity in the health services of the villagers compared to urban dwellers. Such a reaction can be considered an outflow of people from rural areas, and an increase in self-medication among rural people as a result of the difficulty in obtaining health services. The decrease in the number of treatment facilities in rural areas leads to a deterioration in the medicine situation in rural areas. That, according to the authors of the article, justifies the need to study the issues associated with the provision of medical care to the rural population.

As the Indonesian government has been committed, that the national development should be puting more focus from the outer-ring or rural areas. One of the instrument to boost the rural development is Village Fund. This decentralization transfer purposively targets to improve the village society’s welfare and alleviate social gap existed among societies. Village-owned enterprise (Badan Usaha Milik Desa or BUMDes) is provided as one of the strategic mechanism to create the welfare by proactively engage the community itsefl. In fact, BUMDes may incorporate Village Fund as capital alternative to support their establishment. This paper highlights the crucial factors in order to establish a village-owned enterprise (BUMDes) in case of Cibogo Village, Cisauk Sub-regency, Tangerang Regency. The study deploys a qualitative approach. To collect the data, we are scouting, interviewing and establishing Focused-Group Discussion that involving the possible parties which may contributes in creating BUMDes. The result has not yet concluded as the process of the research still going on. We predicts that the communities engagement, empowerment and also government support should be taken into account in the early process of establishing BUMDes. Eventually, proactive society’s control and participatory would be decent factors to support the operations of BUMDes itself.

This study examines the institutional strengthening Sokop village in the district of MerantiIslands. The village of institutional issues Sokop be a reflection of the condition of the villagesare located in coastal areas and outer islands in Indonesia. Limitations accessibility of informa-tion, transport and communication are key issues faced by the region (read-Village Sokop) sothat the development of institutional capacity and its derivatives is not as advanced and as fastas the accessibility of the region are within easy reach. By putting itself on the theoretical frame-work of institutional strengthening these studies focus to see phenomena institutional VillageSokop especially from the aspect of good governance and administrative capacity Sokop Vil-lage Government officials. This study used a qualitative approach and to optimize the study, theauthors used the strategy phenomenology.The results of this study indicate that the institutional capacity of the village governmentSokop not support in efforts to achieve regional autonomy, it is characterized by weak institu-tional role Desa Sokop in building independence of the village, institutional structuring andmanagement of village governance, weak financial management, and lack of community par-ticipation in development village (participatory development).

The village independence is an essential idea for the village community where they are located. Inaccordance to support this goal, the central, provincial and district/city governments provide fundsto villages that must be managed properly. Village financial management apparatuses endeavor inplanning, implementing, administering, and financial reporting in accordance with applicableregulations with supervision from the Village Consultative Body. This study aims to identifyindicators and determinants in village financial management and examine its effect on the villageindependence variable. This research will be carried out in villages of Yobeh, Ifaar Besar, Sereh,and Yahim, in Sentani District in Jayapura Regency. The analysis tool that will be used is FactorAnalysis to find key indicators and variables in financial management. The results showed thatreporting variables became the key in financial management, followed by financial accountability,planning, and implementation. This shows that respondents felt the reporting was very importantand needed to be considered in financial management.
