The use of information technologies in the field of online drug crime as a threat to public safety

Today, the issue of drugs distribution through the Internet is especially urgent, since the World Wide Web has become an integral part of the life of the population, especially among adolescents and the youth. The article reveals the problem of the contact-free sale of narcotic drugs through virtual networks, which poses a threat to state and public security. Factors for the growth of cybercrime in the fi eld of drug trafficking have been identifi ed. In the information society the status of information is changing: this main value of global civilization becomes an important resource of socio- economic, technological and cultural development. The rapid development of virtual technologies and the growing number of Internet users in Ukraine and in the world causes the new challenges to communication of each organization. The book publishers are also obliged to respond to these processes. However, the works devoted directly to publishers’ communication in the modern media space are still lacking in Ukraine. The objective of the article is to clarify peculiarities and conditions of the activities of Ukrainian book publishers in today’s media space which is an important issue today. It is analyzed the literature and sources on this issue and it is ascertained the theoretical and practical possibilities to take into account the trends in the world of modern media in the PR-activity of book publishers. Also the prospects for further scientific study and practical use of PR-communications in the activity of publishers are determined. The analysis of current changes in the modern information space allows us to trace the general tendencies: the new subject and object areas are formed; the number of subjects is expanded; the new formats of interaction within the system of communications of the organization and in society as a whole are created. That means that publishing house’s PR-communications are complicated by the emergence of new elements, such as active audience, social networks as communication channels, promotions on the Internet and others. PR communication in the Internet space is the most effective and inexpensive tool for interaction of publishers with active audiences. Thus, the activation of PR communication in the modern media space is associated with the emergence of the latest information technologies, online media as well as development of Internet. The use of online channels of Internet for communication with the target audience of publishing organizations has certain advantages over traditional media. At the same time, it is necessary to take into account the information saturation of media space, which complicates the way of PR-messages of book publishers to the reader.

Possibilities of legal regulation of cyber bullying are considered in modern conditions. Aggressive behavior in the Internet space is gaining momentum in its distribution among adolescents not only in Russia but throughout the world. Cyber bullying is one of the newest, most dangerous, and also depressing emotional states of a teenager in terms of the consequences of the risk they face. The concept of “cyber bullying” is considered; its forms are specified; proposals aimed at neutralizing the bullying that occurs among adolescents in the Internet space are formulated.

The features of the Internet as a leading institution of information law in the XXI century have been studied in the article. It has been determined that a characteristic feature of the Internet is that geographical boundaries do not play any role here. The Internet space is an electronic information space of communications for which there are no borders. That is why it is difficult to ensure effective legal regulation of the Internet, as there is no systematic legislation regulating the relevant types of relations on the World Wide Web, besides, there are objective features of the Internet functioning. It has been stated that an important point of solving the problems of using the Internet is the adoption of the Laws: "On the protection of freedom on the Internet", "On e-democracy", "On distance learning on the Internet". It has been noted that in modern society, the Internet has made it possible to influence greatly the life of every person. As a result of globalization processes, the World Wide Web performs the function of forming a person's world-view. Unfortunately, standards that do not conform to the ideas of humanism are often promoted on the Internet. New forms of communication on the Internet have led to the separation of the culture function of this means of mass communication, as a result of which a specific information culture is being formed. Thus, an important factor in building a global information society is the formation of the individual new information culture on the Internet network.

The world of commerce has undergone a transformation since the early 1990s, which has increasingly included the utilization of information technologies by firms across industry sectors in order to achieve greater productivity and profitability. In other words, through use of such technologies as mainframes, PCs, telecommunications, state-of-the-art software applications and the Internet, corporations seek to utilize productive resources in a way that augment the efficiency with which they provide the most appropriate mix of goods and services to their ultimate consumer. This article is based on the notion of ‘sousveillance’, which was invented by Steve Mann to describe the present state of modern technological societies where anybody may take photos or videos of any person or event, and then diffuse the information freely all over the world. The article shows how sousveillance can be generalized both to the real world and to the virtual world of the Infosphere using modern information technologies. As a consequence, the separation between public and private spheres tends to disappear. We believe that generalized sousveillance may transform the overall society, e.g. modern public transportation like the Paris subway might have to change the way it disseminates information due to the impossibility of managing the flow of information coming from its infrastructures. To attempt to elucidate a society based on generalized sousveillance, the article introduces the notion of the ‘Catopticon’, derived from Bentham’s Panopticon: while the architecture of the Panopticon was designed to facilitate surveillance by prohibiting communication and by installing surveyors in a watchtower, the architecture of the ‘Catopticon’ allows everybody to communicate with everybody and removes surveyors from the watchtower. The article goes on to explore the opportunities the Catopticon might offer if extended to the whole planet. It also shows the limitations of the extended Catopticon; some are extrinsic: they consist of various resistances which restrict access to the Internet; others are intrinsic: for instance, we can exchange simultaneously only with a few people, while we may have millions of contacts. As a consequence, the various new ‘regimes of distinction’ mentioned above play a key role in modern societies.

In the article, the author comments on the concept of communication. Opinions are expressed about the place of information technologies in the formation of public consciousness today. It raises questions about the global development of the Internet, its impact on the integrity of not only one state, but also the world, the benefits and harms. Currently, in the era of progressive development of scientific technologies, the concept of communication has become not just an obsessive, but a subconscious concept. The translation of this term from the Latin communicatio comes in the sense that communicatio is universal. In a broad sense, it can be interpreted as ways and channels of communication with the ability to perceive and distribute various information. We should know that communication is not only an object of several social disciplines, but also an object of exact sciences.

The aim is to open the discussion of the concept of education and school that emerged as a result of the changes in information technologies and to provide insight into the future educational institutions. Firstly, the effects of changes in the world on educational institutions were discussed. The skills needed by the world were introduced and finally the 21st century Web 1.0, 2.0, 3.0, and 4.0 technologies, which are information sharing methods that enable data sharing over the internet. In the conclusion part, a school structure where principles such as personalized ways and methods of access to information, development of creativity, acquisition of necessary methods for reasoning, integration of information with systematic attitude is proposed. For the schools of the future, it has been concluded that the elements of education such as classrooms, technique, methods, tools, and materials, and the role of the teacher should be reconsidered, and the school should be designed in a way that individuals can establish their own knowledge sphere within the boundaries of the school buildings.

The crisis caused by the COVID-19 pandemic, as well as the migration policies of various countries around the world, lead to the radicalization of the most marginal social groups, including right - wing extremists. Due to the development of information technologies, right-wing extremists receive new channels for spreading their destructive ideas. Since the main users of data networks are young people, primarily schoolchildren and students, the prevention of extremism in public social media is particularly relevant. The authors of the article believe that an effective tool for preventing extremism is the collection and processing of data on the activity of right-wing radicals in social networks. Such work, according to the authors, can not only increase the effectiveness of identifying extremists on the Internet, but also establish productive interaction with the main target audience of social media - young people. In the interests of sustainable development, it is necessary to cooperate with authorities, technical specialists, and educational institutions in order to develop a unified policy to counter extremism both in the Sverdlovsk region and in Russian Federation and around the world.
