Pre-school education, early education and upbringing are a topic that re-emerges on the agenda of educational institutions in all countries. Pre-school education is an integral part of the unique education system in Kosovo, which is organized to function within nine years of education. Pre-school education in Kosovo aims to establish a legal basis for editing, improving and promoting and imroving upbringing at this level. The stated goal, but also all other goals of preschool education are regulated by law. In practice, the situation is different. That is why the Ministry of Education, Science and Technology (MONT) in Kosovo wants to introduce changes that are reflected in the implementation of the new curriculum and internal and external evaluation of schools. Therefore, the main subject of this work is the level of tolerance for changes in the staff in pre-school institutions in Kosovo. The aim of the research is to determine the level of tolerance for changes in employees in Kosovo pre-school institutions, whether it is private or state institucion. The data we will obtain with this research are essential for improving the process of upbringing and education at preschool level. In order to open up questions for further research, we consider it important to examine this area, and on the basis of the obtained results, help both the staff in pre-school institutions and all the leaders who are in charge of regulating the legal bases and regulations in Kosovo in order to improve the quality of teaching.

Представлены результаты изучения деятельности образовательных организаций по разработке и реализации внутренней системы оценки качества дошкольного образования в рамках муниципального контроля. Разработана методика контроля, определены две группы критериев, обеспечивающих эффективность оценочной деятельности. В результате обозначены проблемы функционирования внутренней системы оценки качества дошкольного образования, выявлены ключевые направления её совершенствования, сформулированы рекомендации по итогам исследования. Выводы и предложения могут выступать основанием для принятия обоснованных управленческих решений по повышению качества дошкольного образования, а также учитываться при формировании содержания дополнительного профессионального образования руководителей образовательных учреждений. The article presents the results of the study of the activities of educational organizations to develop and implement an internal system for assessing the quality of preschool education within the framework of municipal control. A control procedure has been developed and two sets of criteria to ensure the effectiveness of evaluation activities have been identified. As a result, the problems of the internal system of assessing the quality of preschool education in the practice of preschool educational institutions in Chelyabinsk have been identified and recommendations have been made based on the results of the study. Conclusions and recommendations can be the basis for making management decisions to improve the quality of pre-school education, and can be considered in the process of professional improvement of the heads of educational institutions.

The active use of interactive methods, including the widespread use of trends in improving the quality of teaching mathematics and physics in educational institutions of many foreign countries, which are recognized for the high quality of teaching, contributes to the development of students skills in solving and choosing problems in physics in the course of mathematics, the formation of their skills of creative thinking and professional orientation on the basis of interdisciplinary connections. Therefore, the article describes a methodology for choosing, constructing and solving various types of interdisciplinary algebra problems.

In this study; It is aimed to compare the pre-school education systems in South Korea and Turkish Republic of Northern Cyprus comparatively. The horizontal and descriptive approach used in comparative education studies for this purpose were used together. Using document analysis in the research; Pre-school education objectives, similarities in education system and similarities in the education system, from the Ministry of Education of  South Korea and Turkish Republic of Northern Cyprus from the Ministry of Education, the laws of countries, official pre-school education reports, education systems, articles and online databases, data on differences, skills desired to be acquired in the curriculum and educational status of teachers working in preschool institutions were obtained.

The low performance of The Trends of Mathematics and Science Study (TIMSS) results were investigated in depth through interviews with math and science supervisors from the Ministry of Education in Kuwait. A qualitative approach was employed to consider the factors that may affect TIMSS results in the past and understand the reasons of TIMSS results. The outcome of this study was limited to the perspectives of science and math supervisors who participated or worked in the TIMSS study. Their participation in TIMSS was positive even if the results of the study were not because it helped initiate reform in curriculum, assessment, and quality of teaching. However, the participants expressed concerns and variables that need to be aware of in order to perform better not only in TIMSS but also in science and math education in general.

Considered the experience of federal educational and methodological associations in the system of secondary vocational education for enlarged groups of professions, specialties created in 2015 by the Ministry of Education and Science of the Russian Federation The main objects of their activity are federal state educational standards, sample programs, quality assurance and development of the content of secondary vocational education, professional improvement of the activities of scientific and pedagogical workers. They showed the formation of a new project team. It is important to collect all railway specialties in one group to ensure the unity of approaches in the development of the content of federal state educational standards of secondary vocational education of secondary vocational education, exemplary educational programs and examination of their content, as well as to improve the quality of educational content and continuity with higher education. The corresponding specialties of higher education are included in one group 23.00.00 “Engineering and technology of ground transport”. Federal educational and methodological associations in the system of secondary vocational education provide expert services in the field of their activities. For this, an Expert Council has been created. The composition of the Expert Council is formed from the number of teachers of educational institutions of open source education. In total, during the work of the Expert Council, more than 130 examinations of educational publications on road and rail transport have been carried out.

In the educational-methodical manual deals with theoretical and conceptual frameworks, practical methods and techniques of psychological assistance to parents and other relatives of a child with disabilities. The quality of teaching materials presented United by a common concept three technologies of psychocorrectional work with families of children with disabilities: methods of psychological assistance to families raising children with disabilities V. Tkachova; technology differentiated approach in the psychological work with parents of children with disabilities, developed by E. V. Ustinova; technology "Mozart" a systemic approach to family therapy N. P. Bolotova. A teaching manual is addressed to psychologists, speech pathologists and other professionals working in the system, both General and special education, in social assistance centres for families and children, rehabilitation centres, health institutions which support the families raising children with disabilities. The book can be useful for teachers of preschool and school educational institutions, use of inclusive forms of education, and representatives of parent and of public associations.

Lately, strategic documents prepared by Lithuanian and foreign educational institutions and recent discussions held by pedagogical societies and stakeholders have considered the issues of education quality. The question of ensuring quality has become one of the key priorities of educational policy assisting the system of education in Lithuania with integration into the space of European context. The status of the family can hardly guarantee the required conditions for self / educating children at home in all cases. Therefore, high-quality facilities should be a crucial aspect of training provided by the educational institutions since early childhood. Pre-school education in Lithuania, as one of the stages of a successive educational system, meets the basic needs of a child, including safety, activity and self-expression. Therefore, assessing a real situation in pre-school institutions seems to be an important point providing information on the needs for obtaining high quality self/education and training services, which is the way to implement one of the purposes of pre-school education – to help the family with fostering all qualities of a child (intellectual, emotional, volitional and physical) determining personal maturity and social success thus offering the programme of pre-school education and/or required educational help for the child or family. Empirical research has revealed parents’ points of view to the quality of education and quality evaluation and helped with identifying the factors that may have an impact on child self/education. The issue of preschool children’s creativity formation by means of game and art materials with magic-effect isconsidered in the paper.It has been found that, in the current conditions of globalization, the child starting from their first year is surrounded by an environment filled with various processes, problems, changes, and transformations. It highlights the need and importance of creativity formation starting from preschool age. The modern information society places high demands on the competence of the younger generation and actively influences its formation. The paper provides a brief analysis of the regulatory framework on this issue. It has been found that the Law of Ukraine on Preschool Education (2021), the Basic Component of Preschool Education (2021), complex and partial programs proclaim creativity formation as a key quality of personality starting from preschool childhood. It has been found that a number of Ukrainian scientists dedicate their scientific and pedagogical research to the essence of the categories ‘creativity,’ ‘older preschool children’s creativity.’The article identifies and characterizes the creative potential of the modern game and art material with magiceffect (light boards, markers, and luminous paints). Educators of preschool educational institutions are offered to use game methods and techniques with preschool children.

vSeveral studies have shown that investment in the quality of education has a higher payoff than investment in quantity alone.1 However, in many developing countries, investment in improving educational quality is still accorded a lower priority than investment in educational quantity. Countries which commit more resources towards education are generally observed to expand their enrolment ratios while paying little attention on improving such schooling inputs as student-teacher ratio that contribute towards improvement of educational quality (Table 1).2 There is also a tendency to allocate minimal resources towards upgrading existing schools by improving quality of teaching, facilities, and curricula. Greater emphasis is placed on rapid expansion of the number of educational institutions to reach out a large proportion of population.

The report draws attention to the early childhood and preschool period in the context of continuous development and personality self-realisation; this period is crucial for the holistic development of a human. The significant achievements of the national preschool education system are presented. The notable achievements of the National Academy of Educational Sciences of Ukraine researchers on the scientific and methodological support for the development of preschool education based on human-centeredness and humane pedagogy given the latest educational approaches are enlightened. The productive cooperation with the Ministry of Education and Science of Ukraine and the Subcommittee on Early Development and Preschool Education of the Verkhovna Rada Committee on Education, Science and Innovations are characterised. The priority issues of early childhood and preschool education are emphasised, and the ways to solve them, among which the establishment of the Institute for Early Childhood Development and Preschool Education of NAES of Ukraine, are outlined. The essential tasks facing the NAES of Ukraine researchers under the global challenges and digital transformations of all spheres of society are defined.
