On some aspects of R&D monitoring of R&D and technological works of military and dual-use character: between security and science

The article analyzes the role and importance of monitoring research, development and technological works of military and dual-use character performed by organizations subordinate to the Ministry of Education and Science of Russia. The problems related to the process of collecting and processing information are considered. The ways of increasing the effectiveness of monitoring, aimed primarily at ensuring the security of the state and the development of its scientific, engineering and technological potential, are proposed.

В статье рассмотрен гособоронзаказ как драйвер развития предприятий оборонно-промышленного комплекса, требования обеспечения финансовой устойчивости предприятий при исполнении ими гособоронзаказа. Диверсификация оборонно-промышленного комплекса РФ и конверсия производства предприятий, входящих в данный комплекс, ориентированные на производство продукции двойного назначения, а также повышение объемов продаж в среднесрочной перспективе рассматриваются как факторы повышения их финансовой устойчивости. The article considers the defense procurement and acquisition as a driver for the development of enterprises of the military-industrial complex; the requirements for ensuring the financial stability of enterprises when they perform a state contract under the state defense order. The diversification of the Russian military-industrial complex and the conversion of production of enterprises included in this complex, focused on the production of dual-use products, increasing sales in the medium term, are considered as factors for increasing the financial stability of enterprises in the military-industrial complex.

The purpose of the research is to study the autochthonous Georgian grape variety Grdzelmtevana in the Pridonie region to identify the adaptive, economic and technological potential in comparison with the control Riesling Rhine variety. The studies were carried out at the Donskaya ampelography collection YA.I. Potapenko (Novocherkassk, Russia) in 2016–2020 Agrobiological using modern and classical study methods. The wines were prepared according to the classic technology of winemaking for dry white wines. On the basis of the conducted studies it was concluded that the Grdzelmtevana grape variety adapted well in the Pridonie region, has high rates of buds break and an average bunch weight. It surpasses the control grape variety in terms of productivity by twice as much and at the wherein has a higher  accumulation sugar of grapes berries and optimal titratable acidity of berry juice for obtaining high quality table dry white wines. Degustation evaluation oа wine is 8,6 points ( for 10 point scale). Therefore, the Grdzelmtevana grape variety introduction into the State Register of Grapes for the Pridonie region will diversify the assortment of wine products, satisfying different consumer tastes.

It is widely acknowledged that a great effort is necessary to cope with environmental problems. Focus is often upon technological change as the main way to achieve sustainability. But is it reasonable to place so much faith in technological change? The main dividing line between the optimistic and the critical view relates to the importance of distributional issues. First, an over-narrow focus upon technology diverts attention from the need to deal with distributional issues as an integral part of coping with environmental problems. Second, the technology optimists underestimate the need for changes in fundamental mechanisms, power structures and basic ideas as preconditions for influencing the direction of technological change. The paper deals with the state interventionist version of technology optimism, where it is emphasized that active industrial and technology policies should supplement market-based instruments to make sure that the technological potential for solving environmental problems is realized.

In the restructuring and reforming of European education, e-learning has become one of the priorities of the Ministry of Education, Higher Education and Research in France. Since 2001, e-learning virtual campuses have been promoted by the state. Within the context of Economics and Management, the CANEGE project (CAmpus Numérique en Economie-GEstion) was created. Identified as a form of network organisation, this virtual campus will be explored in this chapter in relation to its functioning and its management. Through the academic literature covering network organisation, the main purpose of this chapter is to make recommendations and establish best practices regarding the management of e-learning virtual campuses based on the CANEGE experience. This chapter explores what the authors consider to be the most relevant aspects that need to be considered in relation to the establishment and implementation of virtual campus initiatives that comprise several partners.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

Even before Greece took over the administration of the Dodecanese, the Ministry of Education in Athens had sent the Director of the Monuments Restoration Service, Professor A. Orlandos of Athens University, to examine the state of the antiquities of the islands. It was thus possible for the local Archaeological Service, soon after the Greek Military Administration was installed in 1947, to start at once repairing the grave damage caused to the ancient monuments of Rhodes during the war. The main damage has been described in the official English publication Works of Art in Greece, the Greek Islands and the Dodecanese (London 1946), issued by the British Committee on the Preservation and Restoration of Works of Art, Archives and other Material in Enemy Hands, as also in the supplement to the above Report by T. W. French in the Annual of the British School at Athens XLIII (1948), 193 ff.

The article examines the dialectical relationship between the balance of private and public interests and the effectiveness of legal regulation of the dual-use goods. The concepts of dual-use goods and the legal regime of dual-use goods are examined and the conclusion is made that there is an interdependence between the categories «fair balance of private and public interests» and «the form and content of the dual-use goods regime». The structure of the legal regime system, consisting of interconnected subsystems that are in functional unity with each other, is analyzed. The dynamic property of the legal regime of dual-use goods to change the status of the goods and the status of the subject, depending on the state of the balance of private and public interests, is revealed. A special mechanism has been identified for regulating the system of the legal regime for dual-use goods, arising from the process of unification of legal norms, both at the international and national levels. The author proposed measures to improve the mechanism for regulating the legal regime of dual-use goods, based on the achievements of scientific and technological progress. Thus, increasing inter-industry relations through the unification of legal norms, as well as the use of modern technologies in the export control process, will ensure a fair balance between private and public interests. Meanwhile, state intervention in the property relations of individuals should be of an exceptional nature, providing for the existence of a mechanism for judicial protection of the weak side, for example, in the form of an institution for consumer protection. It is a focused approach based on the additional role of the state that will improve the effectiveness of the dual-use goods regime, as well as eliminate archaic methods of legal regulation of the turnover of dual-use goods based on the permissive type of regulation. In that way, the system measures that allow integrating advanced technologies into the mechanism of dual-use goods regime include: - introduction of a risk-based approach in the export control system; - transition to the notification procedure for export control; - transition to automatic identification of dual-use goods; - creation of a unified technological platform for controlling the turnover of dual-use goods; - creating a virtual image of dual-use goods with the function of saving the history of their use; - chipping of dual-use goods; - use of distribution registers in transactions with dual-use goods.

Governments are showing an interest in, or incorporating, gamification into their governance processes and/or services to citizens. The article describes the concept of gamification, examines its potential from the point of view of using elements of the game in public administration, for example, on the websites of authorities and special platforms, as well as in offline mode. The conclusion is made about the goals of introducing gamification into the practice of public authorities. The state administration can not only be the author of these projects, but also assist civil society institutions (public associations, citizens) in their development.

The priority task for ensuring the economic security of a country, which is especially noticeable in the rapidly changing conditions of the contemporary global world, is to forecast challenges and threats. Economic security is one of the necessary conditions for state development, which provides guidelines for making major social and economic decisions. There are a few studies on the determinants of the economic security and no data about security determinants that are required to monitor it. The study aims to identify possible links between leading determinants of the economic security. For this purpose, on the example of Ukraine, causal links between the formation of real GDP (as the leading determinant that characterizes the economic security of the state), 11 determinants that indicate the level of international economic development, and 6 determinants of social development for the period 2014–2020 were determined. With a 5% level significance, the impact on the volume of real GDP of 14 determinants of state economic security was noted and specific time lags were defined. Besides, the bilateral causal effect and lack of causal connection between individual determinants were mentioned. Findings are helpful for effective public administration. In addition, active measures are needed to combat corruption, shadow and criminal economy, and state protection of domestic producers operating in the military, food, information, and energy security sectors.
