The effectiveness of implementing the Regional Government Information System (SIPD) is the purpose of this research. The problems that occur in this research are related to the effectiveness of the application of SIPD at the Transmigration and Manpower Office of West Aceh Regency. To see the purpose of the point of the application of SIPD, the authors use research with a qualitative descriptive analysis model. The primary technique used in data collection is conducting interviews with other supporting instruments in observation and documentation. The conclusion that has been obtained by the author based on analytical research on the use of the Regional Government Information System (SIPD) application at the SIPD quality point is that the SIPD application has been practical. Employees feel that work is easier and faster even though 60-70% of system users still do not understand the input clearly, thus requiring more supervision. Before SIPD, PerBup could only be issued at the beginning of the year. However, after the implementation of SIPD in 2020, every January, the PerBup in 2021 can be issued

Pendataan yang bersifat manual menjadikan permasalahan pada proses dilakukannya pendataan, hal ini juga terjadi pada Dinas Pendidikan dan Kebudayaan Kota Pasuruan dimana pendataan masih bersifat manual dengan keterbatasan jumlah Sumber Daya Manusia (SDM) yang ditugaskan untuk melakukan pendataan, oleh karena itu pada kegiatan pengabdian ini dilakukan pelatihan sistem informasi untuk meningkatkan waktu pendataan dan mengurangi kompleksitas dalam proses pendataan pada pegawai di Dinas Pendidikan dan Kebudayaan Kota Pasuruan. Pelatihan sistem informasi yang dimaksud adalah sistem informasi pendataan berbasis masyarakat, yang berisikan data dasar yang diperlukan oleh Pemerintah Daerah dalam rangka penyusunan rencana pembangunan. Data informasi tidak akan memberikan manfaat jika tidak dijadikan sebagai bahan acuan dalam penyusunan rencana pembangunan sehingga pelatihan dan pendampingan perlu dilakukan untuk tercapainya tujuan.Kata Kunci : Sistem Informasi, Berbasis Masyarakat, PendataanABSTRACT Manual data collection causes problems in the data collection process, this also occurs in the Pasuruan City Education and Culture Office where data collection is still manual with a limited number of Human Resources (HR) assigned to collect data, therefore this service activity is carried out information system training to increase data collection time and reduce complexity in the data collection process for employees at the Pasuruan City Education and Culture Office. The information system training referred to is a community-based data collection information system, which contains basic data required by the Regional Government in the framework of formulating development plans. Information data will not provide benefits if it is not used as a reference in the preparation of development plans so that training and assistance are needed to achieve the goals.Keywords : Information System, Community Based, Data Collection

This paper aims to determine the policies implemented by the Papua National Narcotics Agency against drug trafficking. This article is a qualitative descriptive study. Data collection methods through interviews and literature study. Data analysis using descriptive analysis model. The results showed that the role of BNN Papua is very central in the eastern region and the Indonesian border. The policies that have been planned by BNN with multi-stakeholder have been implemented, but the new modes adopted by the international network vary. The drug subscription policy cannot be carried out by one institution only, it needs to be supported by other government agencies and the community. The need for a serious role for the regional and central government in both preventive efforts and subscription programs in synergy with the Papua Provincial BNN.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

This research aims to determine the effectiveness of the realization of capital expenditure budget in the Trade and Industry Board of Musi Banyuasin. It has been reached the goal budget target in the government of Musi Banyuasin Regency. The methods of research used are qualitative methods. The data collection techniques used are interview research, documentation, and library studies. Data analysis was conducted using qualitative descriptive analysis methods and the use of capital expenditure budget data and the realization of capital spending in 2016 to 2018. The results showed that The Trade and Industry Board of Musi Banyuasin Regency in realization of the capital expenditure budget in the year 2016 to 2018 can be said to be effective and in positive growth. In 2016 to the year of 2018, The Trade and Industry Board of Musi Banyuasin Regency is still dependent on local government so that the implementation decentralization of capital expenditure budget can be said to be effective.

Abstract The study aims to determine the policy of publishing identity cards for children in Semarang. The method of approach taken in this study is normative juridical. Data collection is obtained from the results of interviews and through library research. The data analysis method used is a qualitative descriptive analysis method. The results showed that the Regional Government of Semarang City in carrying out KIA issuance made PERDA No.4 of 2016, but its implementation was in 2017. Delay in the implementation of MCH due to the lack of coverage of ownership of birth certificates for children. The preparations made by the Semarang City Government in the context of the implementation of the MCH in 2017 are collecting data on children, discussing the additional benefits of KIA with several official agencies and the private sector, conducting comparative studies in regions that have implemented KIA and the basis of its arrangements. Preparation of the Regional Government of Semarang City in the issuance of KIA experienced several obstacles, among others, the unclear distribution of KIA forms, limitations and delays in budgeting, lack of competent human resources for the operation of SIAK. For ITU, the Semarang City Government made an effort to procure KIA sheets themselves, prepare computerized system training or SIAK, and make Mayor Regulations as technical implementation of Regional Regulation No.4 of 2016 concerning Implementation of Population Administration. Keywords: Child Identity Card, Policy, City of Semarang Abstrak Penelitian bertujuan untuk mengetahui kebijakan penerbitan kartu identitas anak di kota semarang . Metode pendekatan yang dilakukan dalam penelitian ini adalah yuridis normatif, Pengumpulan data diperoleh dari hasil wawancara dan melalui penelitian kepustakaan. Metode analisis data yang digunakan adalah metode analisa deskriptif kualitatif. Hasil penelitian menunjukkan bahwa Pemerintah Daerah Kota Semarang dalam melaksanakan penerbitan KIA membuat PERDA No.4 Tahun 2016, namun pelaksanaannya pada tahun 2017. Keterlambatan pelaksanaan KIA karena masalah cakupan kepemilikan Akta Kelahiran anak yang masih kurang. Persiapan yang dilakukan Pemda Kota Semarang dalam rangka pelaksanaan KIA di tahun 2017 adalah mengumpulkan data anak-anak, membahas penambahan manfaat KIA dengan beberapa pihak dinas dan pihak swasta, melakukan studi banding ke daerah yang sudah melaksanakan KIA dan dasar pengaturannya.  Persiapan Pemda Kota Semarang dalam penerbitan KIA mengalami beberapa kendala antara lain ketidakjelasan pendistribusian blanko KIA, keterbatasan dan keterlambatan pemberian anggaran, kurangnya sumber daya manusia yang kompeten untuk pengoperasian SIAK. Untuk ITU Pemda Kota Semarang melakukan upaya yakni pengadaan blanko KIA sendiri, mempersiapkan pelatihan sistem komputerisasi atau SIAK, dan membuat Peraturan Walikota sebagai pelaksanaan teknis dari Perda No.4 Tahun 2016 Tentang Penyelenggaraan Administrasi Kependudukan. Kata Kunci: Kartu Identitas Anak, Kebijakan, Kota Semarang

The Village

<p><em>Bukit Buluh temple is one of the kawitan of the homeland / Tutuan people who are in the village of Adat Gunaksa Dawan District Klungkung Regency. Pura Center citizens Tutuan Bukit Buluh has an inscription which until now still stored and awake its existence in Pura Bukit Buluh.</em><em> </em><em>Issues to be discussed include: (1) The contents of the Inscription Ki Mantri Tutuan. (2) The Value of Hindu Religious Education In Prayer Ki Mantri Tutuan. (3) The Function of Inscription Ki Mantri Tutuan. This study aims to determine: (1) the contents of the Inscription Ki Mantri Tutuan. (2) The value of Hindu Religious Education contained in the Inscription Ki Mantri Tutuan. (3). Function of Inscription Ki Mantri Tutuan.</em><em> </em><em>Theories used to analyze problems are: Value theory, hermeneutical theory and structural functional theory. Subject of this research is Inscription Ki Mantri Tutuan. Methods of data collection are interviews, observations, literature studies and documentation. Data that has been collected is analyzed by qualitative descriptive analysis research method.</em></p><p><em>The results showed: (1) The content of Prasati Ki Mantri Tutuan is telling about the birth of  Ki Mantri Tutuan in the kingdom of Keling Kediri Java until becoming the king of Bali Ida Dalem Tegal Besung and established pasraman in the reed hill which is now known as pura hill reed. As good citizens, when we gather among fellow language users who have different regional languages, we must always use Indonesian as a language of unity. This study aims to describe how the language behavior between the employees of the Buton tribe and the Buru tribe at the Buru Jazirah Namlea Multipurpose Cooperative and how the language behavior barriers between Buton and Buru tribe employees at the Buru Jazirah Namlea Multipurpose Cooperative in Namlea Buru Maluku Regency. This qualitative descriptive study examines linguistic phenomena. The data source in this study is the utterances used between the employees of the Buton tribe and the Buru tribe in the Buru Jazirah Namlea Multipurpose Cooperative which contains the regional languages of the two tribes. The method of data collection is done through non-participant observation. While the technique of data collection is done through the technique of referring to skillful engagements, recording techniques, and note-taking techniques. The data that has been classified is then analyzed by qualitative descriptive analysis techniques. The results of this study revealed that the language behavior between the employees of the Buton tribe and the Buru tribe at the Buru Jazirah Namlea Multipurpose Cooperative was initially not very good considering they communicated with each other in their respective languages but over time this could be overcome so that between the Buton tribes and the Buru tribe cooperated well. Subsequent findings of language barriers between Buton and Buru tribes employees at the Buru Jazirah Namlea Multipurpose Cooperative influenced their respective regional languages, between the two tribes unable to understand each other because the two tribes used their respective regional languages. when interacting.  Sebagai warga negara yang baik, ketika kita berkumpul antara sesama pengguna bahasa yang saling berbeda bahasa daerah, kita harus selalu menggunakan bahasa Indonesia sebagai bahasa persatuan. Penelitian ini bertujuan mendeskripsikan bagaimana perilaku berbahasa antara karyawan suku Buton dan suku Buru di Koperasi Serba Usaha Buru Jazirah Namlea dan bagaimana hambatan-hambatan perilaku berbahasa antara karyawan suku Buton dan suku Buru di Koperasi Serba Usaha Buru Jazirah Namlea di Namlea Kabupaten Buru, Maluku. Penelitian deskriptif kualitatif ini mengkaji tentang fenomena kebahasaan. Sumber data dalam penelitian ini adalah tuturan-tuturan yang digunakan antara karyawan suku Buton dan suku Buru di Koperasi Serba Usaha Buru Jazirah Namlea yang mengandung bahasa daerah kedua suku tersebut. Metode pengumpulan data dilakukan melalui observasi nonpartisipasi. Sementara teknik pengumpulan data dilakukan melalui teknik simak bebas libat cakap, teknik rekam, dan teknik catat. Data yang sudah diklasifikasi kemudian dianalisis dengan teknik analisis deskriptif kualitatif.            Hasil penelitian ini mengungkapkan bahwa perilaku berbahasa antara karyawan suku Buton dan suku Buru di Koperasi Serba Usaha Buru Jazirah Namlea pada awalnya kurang begitu baik mengingat mereka saling berkomunikasi dengan menggunakan bahasa daerah masing-masing, namun seiring dengan berjalannya waktu hal tersebut bisa teratasi sehingga antara suku Buton dan suku Buru terjalin kerja sama dengan baik. Temuan berikutnya hambatan-hambatan  yang terjadi dalam perilaku berbahasa antara karyawan suku Buton dan suku Buru di Koperasi Serba Usaha Buru Jazirah Namlea yaitu pengaruh bahasa daerah masing-masing antara kedua suku tersebut tidak bisa saling memahami karena kedua suku tersebut menggunakan bahasa daerah mereka masing-masing ketika berinteraksi.

This study aims to describe the distribution of the capacity level the coastal area of west Buleleng Regency from the threat of sea level rise and to know the ratio of the capacity level. The subjects in this study are village officials and staff BPBD Buleleng Regency, while the object of the research is level of capacity. The phenomenon described in this research is distribution of capacity level of coastal area in west Buleleng Regency. Stages conducted in this study consisted of data collection, weighting, determining the level of capacity until finally mapping the level of capacity. data analysis technique that used is qualitative descriptive analysis combined with spatial comparative analysis based on Geographic Information System (GIS) which is aimed to analyze comparison of capacity level among villages in coastal area. The results show that the distribution of the capacity of all coastal areas in west Buleleng Regency is the medium category. Assessments of capacity level indicate a lack of capacity indicators for several villages, particularly on the availability of threat maps and early warning systems. Therefore it is necessary to socialize the document of disaster study which has been made by BPBD of Buleleng Regency.

This study aimed to determine the marketing activities of pilgrim package tour that have been performed by PT. Dongan Sahuta Tour and Travel, develop strategies and also marketing programs that can be implemented by the company. Data collection by observation, interviews, questionnaires and literature study. The sampling technique used purposive sampling. Data were analyzed using qualitative descriptive analysis, analysis of the Likert scale and SWOT analysis approach. The results obtained there are four teen indicators of strengths, weaknesses of tree indicators, four indicators of opportunities and four indicators threats. Marketing strategies that can be implemented by the firm such as 1)create and develop a quality product, 2)provide rebates to customers who have used the services of PT. Dongan Sahuta Tour and Travel several times.The advice given are more active in the promotion by giving rebates, conduct marketing activities as E-commers, expand cooperation with business trips or individuals.

The research aims to identify the nonverbal communication especially kinesics aspect in the Simpsons memes in “memes.com” instagram. The nonverbal communications in the Simpsons memes convey the meme users’ emotions, feelings and messages through expressive actions. By analyzing the non verbal communication, the meme users are able to understand the meaning of the meme and the meme readers are able to understand what the memes senders try to communicate. The research was conducted by means qualitative descriptive analysis. The data of the research was the Simpsons meme and the source of data was “memes.com” instagram. The data collection was qualitative audio and visual material because the data is a picture. The sample of the research was forteen Simpsons memes. Facial expression, posture and gesture are the kinesics aspect that found in the Simpsons memes in “memes.com” instagram. The results of the researchwere one meme showed posture and gesture, two memes showed facial expression and gesture, three memes showed facial expression and posture, memes only showed posture and five memes showed the character’s facial expression in conveying the message.
