The current planning and budgeting paradigm has changed from money follows function into money follows program but this paradigm is considered to not provide clear and concrete benefits. Likewise, the implementation of the money follows program was still problematic, such as program restructuring and problematic activities. Based on these problems, the purpose of this study is to determine the implementation of restructuring programs and activities of local governments and the factors that support and hinder the implementation of restructuring programs and activities in local governments since the enactment of the money follows program. The method used in this study is a descriptive method with a qualitative approach. The results show that programs and activities planned by using the money follow program approach have been implemented in several locus study areas (West Sumatra Province, West Java Province, and Yogyakarta Province). However, the implementation still varies. There are still doubts for the regions in the implementation, especially because it is related to the legal basis. Likewise, there are several inhibiting factors such as human resources, policy substance, implementer behavior, and network interactions. For this reason, the study concludes that it is necessary to make adjustments to the central government policies related to regional development planning guidelines and budget allocation.

This study aims to determine the tourism promotion strategy at the Mamasa Regency Tourism Office. This research use desciptive qualitative approach. Data collection techniques obtained from observation, interviews and documentation. The results of his research show that the seven main strategies carried out by the Mamasa Regency Tourism Office have been implemented but all of them have not run optimally so the desired results have not been achieved according to the target. This is due to inhibiting factors, namely insufficient facilities and infrastructure; human resources are still lacking; lack of regulations and a strong legal basis to regulate Mamasa tourism; and forms of overlapping management between government, foundations or families and the private sector.

This research is to find out the efforts of the sub-district government itself in improving its services within the framework of meeting the needs of its citizens. This study uses a qualitative descriptive method that is a study by using data obtained through observation, interviews and documentation. The results of the study found that the obstacles in implementing Aceh Tamiang District Regulations Number 14 Year 2016, namely in carrying out the transfer of some of the Regent's authority to the District Head through the District Integrated Administration Services that have not been maximally provided to the community, can be seen from the PATEN assessment conducted by the Regency Government towards the District Government. This has several inhibiting factors, namely the lack of qualified human resources, the availability of inadequate budgets and is described from Hamdi's theory, namely from the productivity dimension, the Linearity Dimension, and the Efficiency Dimension. As well as having factors that influence, among others, Policy Sustansi, Implementing Task Behavior, Work Network Interaction, Target Group Participation, and Resources.

AbstractThis research aims to describe (1) the form of the application of the learning commons concept in the Archives Service and Library West Sumatra Province; (2) the concept of learning commons in the Archives and Library of West Sumatra Province; (3) efforts to realize learning commons in the Archives and Library of West Sumatra Province; and (4) factors that must be considered in applying the concept of learning commons. This study uses a descriptive method with a qualitative approach, which is collecting data by conducting observations and interviews with librarians and library users in the Archives Service and Library West Sumatra Province. The results of the research that have been carried out show, First, the form of the application of the concept of learning commons in the Archives and Library of West Sumatra Province is applied in information technology, namely by using the INLISLite application to provide technology-based services as well as maximum utilization of library space and facilities. Second, there are three concepts of learning commons that exist in the Archives and Library of West Sumatra Province, namely, the concept of learning, the concept of discussion, and the concept of information technology. Third, the efforts made in realizing learning commons in the Archives Service and Library of West Sumatra Province are influenced by the performance of librarians in the Archives and Library West Sumatra Province. Fourth, there are seven factors that must be considered in implementing the concept of learning commons, namely, user-centered, flexible, repetitive questions, join resources, delete remove barriers, trust your users, and publicize. All these factors have been carried out by the Office of Archives and Library of West Sumatra Province although there are still some applications that have not been maximized.Keywords: library; concept; learning commons.

This study aims to determine Public Services through the E-filling System at the Cilegon Primary Tax Service Office and to determine the supporting and inhibiting factors. The research used is a descriptive qualitative approach. The data sources used are primary and secondary data. To deepen the data analysis interviews, observation, and documentation were carried out. The theoretical basis used is public service. The results showed that the public service through the e-filling system was running well-reviewed with the theory of public service. But there are several supporting and inhibiting factors found. Supporting factors 1) employee upgrading, 2) socialization. The inhibiting factors are 1) lack of human resources, 2) e-filling applications are down or error

This study aims to examine the forms of social injustice by the presence of mining companies and local residents in the Tayan Hilir, Sanggau. This study used a qualitative approach accomplished through a descriptive method, and which was then analyzed using qualitative analysis to describe the form of social injustice for society by the presence of mining companies. Results of the study explained that point on begins the social injustice originated from government policies that tend to favor the mining entrepreneurs. With the capital and support of the state, these persons are in superior position to act half “forceful” against the society’s land concessions. On the other hand, society who does not possess the knowledge and power become the injured party. It is based on the reality that occurs when land concessions in Embaloh and Semerah Hamlet (Dusun) which were not in accordance with the contractual agreement. Relocation offered by the company was far off and there are no public facilities.

Implementation of Policy for Supervision and Control of Sales of Alcoholic Beverages in Muara Enim Regency, South Sumatra Province. This study aims to determine and analyze the implementation, inhibiting factors and appropriate strategies in the policy of monitoring and controlling the sale of alcoholic beverages. The research method used in this study is descriptive with a qualitative approach. Data obtained through observation, interview, documentation and triangulation techniques. The results of the study indicate that the implementation of the policy of monitoring and controlling the sale of alcoholic beverages in Muara Enim Regency has not gone well. This is seen based on several performance indicators, among others: not yet well implemented Regional Regulation No. 4 of 2005, the lack of quality human resources and limited budgets, and related interagency communications that have not been implemented properly. Financial and asset management area must be transparent and accountable in accordance with the principle of good governance. However, in Lamongan financial and asset management area is not running optimally. This research was conducted to describe and analyze the financial and asset management area processes as well as problems in the area of financial and asset management in Lamongan. This research used a descriptive method qualitative approach and using an interactive model of data analysis from Miles Huberman. Research results showed the financial and assets management area in Lamongan is not optimal. There are still obstacles in management, there are constraints on the discussion of budget planning areas that are not timely in the legislature and the lack of human resources accounting background. In the asset management area there are problems in the areas of asset inventory data processing is still less well and local government land that has not been certified.

Abstract: The inventory of Land Tenure, Ownership, Use, and Utilization (IP4T) which is conducted by the City/Regency Land Office, often constrained by limited human resources and State Budget (APBN). For the solution to solve the limited human resources and APBN, in the IP4T implementation, then it needs to conduct an activity based on the participation of society. An activity based on the participation of society is called the Participatory IP4T, in the context of IP4T. This research aims to find out the stages of the Participatory IP4T activity which involves parties, as well as to find out the benefits of the Participatory IP4T results for the Complete Systematic Land Registration (PTSL) activity in Madiun Regency. This research used the descriptive method with the qualitative approach. The research results showed that the stages of Participatory IP4T consist of four stages namely: (1) Planning Stage, (2) Preparation, (3) Implementation, and (4) Supervision, Monitoring and Evaluation. The results of the Participatory IP4T activity was (1) Work Map which can be useful as the work map for the PTSL activity, (2) the textual and juridical data, can be utilized for the initial data of the PTSL data. The PTSL in Madiun Regency was supported by the existence of the Participatory IP4T activity.Keywords: participatory IP4T, APBN, PTSL. Intisari: Inventarisasi Penguasaan, Pemilikan, Penggunaan, dan Pemanfaatan Tanah (IP4T) yang dilaksanakan oleh Kantor Pertanahan Kabupaten/Kota sering terkendala oleh sumberdaya manusia dan Anggaran Pendapatan dan Belanja Negara (APBN) yang terbatas. Solusi untuk mengatasi keterbatasan sumberdaya manusia dan APBN yang terbatas dalam pelaksanaan IP4T, maka perlu dilakukannya kegiatan berbasis partisipasi masyarakat. Kegiatan berbasis partisipasi masyarakat, yang dalam konteks IP4T disebut IP4T Partisipatif. Tujuan dari penelitian ini adalah untuk mengetahui tahapan kegiatan IP4T Partisipatif yang melibatkan para pihak serta mengetahui manfaat dari hasil IP4T Partisipatif untuk kegiatan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Madiun. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa tahapan IP4T Partisipatif terdiri 4 tahapan yaitu: (1) Tahapan Perencanaan, (2) Persiapan, (3) Pelaksanaan, dan (4) Supervisi, Monitoring dan Evaluasi. Hasil kegiatan IP4T Partisipatif berupa: (1) Peta Kerja yang dapat berguna sebagai peta kerja kegiatan PTSL, (2) Data yuridis dan tekstual yang dapat dimanfaatkan untuk data awal data PTSL. PTSL di Kabupaten Madiun didukung oleh adanya kegiatan IP4T Partisipatif.Kata Kunci: IP4T partisipatif, APBN, PTSL.

The purpose of this study was to analize the implementation of policies for handling and controlling covid-19 on the tourism sector in Tomohon City. The method used in this research is descriptive method using a qualitative approach. The research was conducted in Tomohon City using empirical data obtained through observations and interviews to 15 informants. The results showed that the implementation of policies for handling and controlling covid-19 on the tourism sector was carried out based on standards and policy targets through programs, namely physical distancing and work form home and the Tomohon City government program through the announcement of the mayor of Tomohon and Tomohon Mayor Regulation Number 28 of 2020 which is implemented based on the principles of implementing policies for handling and controlling covid-19 on the tourism sector in Tomohon City. In implementing this policy, communication factors between policy implementers, resources, disposition and bureaucratic structures are very influential in implementation. However, in implementing the policy, there are several weaknesses of these factors, namely the lack of communication between institutions, especially in the tourism sector, for example from the tourism office to the Indonesian Tourism Guides Association in Tomohon City, budget constraints, and lack of human resources as executors either as professionals or as professionals, tourism observers, especially on the tourism sector in the city of Tomohon.

This study aims to analyze and describe the implementation activities of revitalization policy of Traditional Market Sarijadi by PD. Pasar Bermartabat of Bandung City which includes organization, interpretation and application. This research uses qualitative approach with descriptive method of analysis. Data collection techniques were conducted with in-depth interviews, observations and literature studies. The results of the study indicate that the organization has not been supported by human resources and facilities in accordance with needs, while the funds are sufficient. Establishing  a thematic organic vegetable market for Sarijadi Market and direct socialization to higher education and comparative study followed by traders and employees and Directors of PD. Pasar Bermartabat of Bandung city  is an organizing method. Interpretation of activities related to work programs and revitalization activities has not been supported by future guidelines and targets because no Strategic Plan has been determined yet. While the application activity of the Implementation of Sarijadi Traditional Market Revitalization Policy by PD. Pasar Bermartabat of Bandung City associated with the service has been using information technology for levy and maintenance services of Business Registration Letters and promotions for rental offerings. Research report on the Implementation of Sarijadi Traditional Market Revitalization Policy by PD. Pasar Bermartabat Bandung City has not yet run. Research suggestions need to be established immediately in the Strategic Plan, training and training facilities are needed, the addition of infrastructure.
