The article reveals the features of the activities of personnel departments from the point of view of legal specifics and their role in the implementation of the tasks assigned to the internal affairs bodies. The constantly changing regulatory framework governing the activities of human resources departments requires a high level of qualification and the ability to analyze and master it in a multitasking environment. The problems and shortcomings in the level of preparedness of personnel departments for modern conditions of service are shown. The features of their professional development are revealed. The author analyzes the domestic and foreign experience of professional development of law enforcement agencies and police officers, in particular. The analysis of foreign literature allows us to compare the domestic experience of professional development with foreign experience in terms of applied methods and technologies. Intensification is highlighted as a way to increase the effectiveness of training in a short time. The author’s employee training program is presented, revealing the organization, content, technologies and methods that contribute to the intensification of training. The experience of implementing this program and its effectiveness are described. The description of evaluation tools is given, the comparative data of training according to the experimental and traditional program with the use of quantitative and qualitative indicators confirming the effectiveness of experimental work are given.

The article discusses the issues of crime detection as one of the criteria for the effectiveness of the law enforcement agencies. Every year the number of undetected crimes remains at a consistently high level. This confirms the relevance of the problem under consideration and indicates the need for further developments in this direction. The authors managed to conclude that the full definition of the term “crime detection” is not presented in any legislative act, i.e. this scientific category has actually always been outside the legal field, which led to its arbitrary interpretation by individual scientists and practitioners. Also, the authors concluded that there is a close relationship between the concepts of "crime detection" and "countering detection", which was the basis of this article. The article was prepared considering foreign experience. In general, this approach allows using the effective means and methods in the fight against crime, as well as modern technologies in crime detection.

Foreign experience of problem of professional development of future specialists is examined in the article, professional preparation of future teachers of labor studies and technologies is analyzed in particular. A study of scientific materials is undertaken in relation to experience of professional development of future teachers of technologies in countries, that is distinguished by the high level of pedagogical education, - to the USA, Great Britain and Poland. Exactly these countries on the draught of many years demonstrate the high indexes of quality education in relation to professional preparation of future teachers and them professional development in further pedagogical activity. The special attention is deserved by schools of professional development of teachers of technologies in the USA, that not only prepare future teachers but also care of professional development of practical teachers-workers, increase of level of their pedagogical activity. Also, it is marked in the article, that at higher school of Great Britain there is support of the state from development of technology, that shows up in providing of standards and software with the aim of realization of competence approach and professional self-development of future teachers and teachers that work. Different vector of forms of organization of educational process at higher school of Great Britain assist a free choice the student of certain form of studies or their combination, to academic mobility with taking into account of his inclinations and making and professional increase of the future specialist. On the basis of analysis of professional preparation at higher school of Poland investigational, that professional development of future specialist comes true through at level to the licentiate and master's degree studios and provided by configuration of approach of the systems from introduction of the Polish system of vocational orientation on studies on speciality to realization of practical preparation with introduction of the modern practice-oriented forms and methods of studies in the conditions of application of interactive technologies in the subject-subject interaction with the teacher of higher school and orientation on self-realization, achievement of success on the stage professional preparation and further professional to development. The results of logical-systemic analysis of scientifically-pedagogical literature in relation to professional development of future teachers of technologies in foreign countries allow to assert that scientists show the increase personal interest the problem of preparation of teachers in other countries. Aspects of choosing a profession and career planning are closely related to the description of the features of the image of the profession, otherwise known as the image of the profession. The choice of profession is an essential part of life, which has a significant influence upon the person and their further occupation. Furthermore, the choice of profession and job is related to the satisfaction of financial, social and personal needs. Therefore, it is very important that the choice of profession is as accurate as possible and that the profession evokes a strong feeling of vocation. A career develops accordingly, if a person is satisfied with the job and one’s current expectations meet the current situation, then the career development is successful and thrives as individually sought. For a career to follow a successful developing process it is vital to meticulously systematize the characteristics of a particular profession that would help to decide whether one wants to choose it not. Due to these reasons whilst researching the police officer’s image it is crucial to assess the point of view of current police officers in regard to the officer’s image. Correspondingly, the purpose of the article is evoked - to reveal the perception of police officers of the image of their profession. To achieve it, the concept of choosing a profession is discussed, emphasizing the importance of vocation and the path of professional development - career; the change in the attitude of police officers about the image of their profession and its factors are determined. The hypotheses are confirmed disparately. After an empirical study, the first hypothesis - the average of the respondents' assessment of the current attitude towards the characteristics of the police officer profession is statistically significantly different from the attitude before choosing this profession - was confirmed. The second hypothesis was only partly confirmed. It was revealed that the average assessment of the characteristics of the police profession for both men and women decreases depending on the degree of the police officer.

The process of professional development of a future teacher cannot be successfully carried out without its combination with advanced foreign technologies of professional training and their reflection in domestic state and regional programs of the development of pedagogical education. Progressive achievements of the foreign countries (Germany, France, Canada, Denmark, the Netherlands, Finland, etc.), which demonstrate a high level of professional training of teachers in accordance with world standards; preserve the rich historical traditions of education, which ensures their leading role in the scientific and educational field; have accumulated significant experience of training teachers in new socio-cultural conditions present particular interest. The professional training of future teachers in these countries is used as a flexible element of professional and personal development of a person throughout life. The article identifies the main trends in the training of future teachers in Germany, France, Canada, Denmark, the Netherlands, Finland and others in the context of their personal and professional development and its adaptation to the conditions of professional training of future teachers in the domestic educational space of higher education institutions. Foreign experience in the training of future teachers has opened up new opportunities to improve the system of professional development of future teachers in Ukraine.

In modern Russia, the problem of countering socially dangerous manifestations acts as a national project that proclaims the right of citizens to safe living conditions. Much attention is paid to the ability of law enforcement officers to resist criminal expansion legally, to be able to protect themselves and others by means of legal use of force against persons who commit socially dangerous encroachments. Guided by the concept of deviance, the authors made an attempt to analyze the problem of lawful behavior by law enforcement officers, primarily police officers. The researchers came to a reasonable conclusion about the need to adjust the current state of affairs. The legislation and the practice of its application cannot satisfy the interests of representatives of law enforcement agencies engaged in official activities for the protection of public order and ensuring of public safety. Imperfect legislation is the main reason of deviant behavior of police officers who are in permanent stress situations. Their abundance also provokes deviant behavior of police officers, which sometimes manifests itself in extreme brutality towards lawbreakers. From our point of view, the current norms of the Criminal Code of the Russian Federation, primarily the norms of Chapter 8, are not clear enough. Moreover, their legislative wording is far from being perfect and gives the opportunity to shift the blame for causing harm to persons who do it in circumstances that exclude the criminality of the act. The proposed careful adjustment of the norms of criminal legislation will significantly increase the effectiveness of their practical implementation, instill confidence in the consciousness of police officers about the importance and possibility of offensive legitimate steps to influence crime, as well as to increase their legal protection.

The increasing crime rate and apparent reduction in combatting crime by law enforcement agencies in Nigeria, particularly the Nigerian Police, deserve attention from a psychological point of view. This study examined the extent to which locus of control and emotional intelligence (EI) predict readiness to combat crime among police officers in Osun State Police Command, Nigeria. The study used primary data embedded in a descriptive survey design. A multistage sampling technique was adopted to obtain data from the sample population. Three police area commands in Osun State, namely Osogbo, Ile-Ife and Ilesa, were selected for the study. The sample comprised 258 police officers selected using a stratified random technique with different units of command as the basis of stratification. Three instruments, the Work Locus of Control Scale, Brief Emotional Intelligence Scale and Readiness to Combat Crime Scale were used. Data were analysed using descriptive (percentage count) and inferential statistics (linear regression and t-test). The results showed that locus of control did not significantly predict readiness to combat crime among police officers in Osun State Command [ F(1,214) = 0.371; p > 0.05], whereas EI [ F(1,225) = 131.045; p < 0.05] did. The study concluded that EI successfully predicted readiness to combat crime among police officers in Osun State Command, whereas locus of control had no influence.

The paper presents the evaluation plan and the first results of DIDeL (Didactics in e-Learning), a research and development project of the University of Florence, aimed at promoting faculty professional development on e-learning methods and technologies. From a theoretical point of view the project is based on a multi-levels model characterized by the combination of methodological approaches and teaching tools. The evaluation plan reflects this articulation with the aim to measure users' satisfaction, the impact of the programme on teachers' techno-didactic competences on the short and medium run, as well as the impact on students' career progression. Specifically, this papers illustrates and discusses the results of a questionnaire administered online to all the teachers who participated in at least one of the project's training activities during the first half of 2018: it was investigated the level of satisfaction of training and teachers' self-perception of learning in terms of knowledge and skills. 166 teachers answered the questionnaire. The results show a high level of appreciation for the various types of training initiatives, which confirms the design hypotheses and the methodologies adopted.

The author has studied the issue of further approach of the police service to the people – members of the united territorial community. The emphasis has been placed on the need to take further steps to strengthen partnership between the police and community members. Special attention has been paid to the important role of the National Police in the process of implementing the decentralization, taking measures to ensure public order and security in the territories of united communities, taking into account the views, positions and recommendations of residents of united territorial communities, the importance of interaction between community police officers and the population. The author has highlighted the importance of the pilot project “Community Police Officer” to further increase of public confidence in the police. The author has suggested appropriate measures for more effective promotion of this project, in particular: to initiate for the Department of the National Police of Ukraine to take measures aimed at creating a legal base that can ensure the effective operation of community police officers according to the legal point of view, as well as their interaction with other law enforcement agencies, introducing relevant amendments into existing regulatory documents; to prepare propositions in regard to these provisions; to develop routes and time of foot patrol by community police officers of the assigned territory, taking into account the analysis of street offenses, the location of places visited by a significant number of residents of the united territorial communities and other features of a particular united community; to make propositions for the creation of a “basic” united territorial communities in Kharkiv oblast, in terms of community police officers’ activities, to initiate and provide assistance to the Department of Preventive Activities of the Main Directorate of the National Police in Kharkiv oblast in organizing and conducting practical classes with this category of employees with visiting the specified united territorial communities; to introduce training of community police officers on the basis of Kharkiv National University of Internal Affairs, to prepare appropriate educational and methodical material; to improve the work of community police officers to ensure effective exchange of information, opportunities to quickly make decisions in case of complications, create an Internet group in the application “Telegram”, which should include police officers working within the pilot project “Community Police Officer”.

Cash waqf in Indonesia has been long enough implemented based on some rules enacted by government and other rules defined by The Waqf Board of Indonesia (BWI). However, the implementation of cash waqf has not reached the level of success. Therefore, this article studies the application of cash waqf law in Indonesia according to Friedman’s legal system theory. The legal system theory of Friedman firstly looks at the substance of the law, which is the rules or regulations; and secondly it examines the structure of the law, encompassing the law enforcement agencies, such as judge, prosecutor, police and legal counselors. And lastly the theory examines the element of legal culture, which is a response from Muslim society. The first two examinations indicate that there is nothing to be a problem. But from the last examination there is a problem regarding the trust from Muslim society. From the legal culture point of view, the implementation of cash waqf by the government, which is performed by BWI, needs attracting society’s credentials in order to improve and maximize the performance of cash waqf in Indonesia.

BACKGROUND: This paper deals with territorial distribution of the alcohol and drug addictions mortality at a level of the districts of the Slovak Republic. AIM: The aim of the paper is to explore the relations within the administrative territorial division of the Slovak Republic, that is, between the individual districts and hence, to reveal possibly hidden relation in alcohol and drug mortality. METHODS: The analysis is divided and executed into the two fragments – one belongs to the female sex, the other one belongs to the male sex. The standardised mortality rate is computed according to a sequence of the mathematical relations. The Euclidean distance is employed to compute the similarity within each pair of a whole data set. The cluster analysis examines is performed. The clusters are created by means of the mutual distances of the districts. The data is collected from the database of the Statistical Office of the Slovak Republic for all the districts of the Slovak Republic. The covered time span begins in the year 1996 and ends in the year 2015. RESULTS: The most substantial point is that the Slovak Republic possesses the regional disparities in a field of mortality expressed by the standardised mortality rate computed particularly for the diagnoses assigned to the alcohol and drug addictions at a considerably high level. However, the female sex and the male sex have the different outcome. The Bratislava III District keeps absolutely the most extreme position. It forms an own cluster for the both sexes too. The Topoľčany District bears a similar extreme position from a point of view of the male sex. All the Bratislava districts keep their mutual notable dissimilarity. Contrariwise, evaluation of a development of the regional disparities among the districts looks like notably heterogeneously. CONCLUSIONS: There are considerable regional discrepancies throughout the districts of the Slovak Republic. Hence, it is necessary to create a common platform how to proceed with the solution of this issue.
