This paper aims to find out the Development of Human Resources Capacity in Public Service at the Pasuruan District Labor Office. The research method using qualitative approach is done scientifically, more descriptive, emphasizing the process rather than the public about improving the human resources of pasuruan community by the Pasuruan District Labor Office. The results showed that the Pasuruan District Employment Office implemented an increase in human resources developed according to the theory of capacity building in minimizing the unemployment rate, and as an effort to improve human resources precisely in the field of placement and expansion of labor (PENTA). The motivation, disciplinary and training is very influential to human resources and minimize the unemployment rate in Pasuruan Regency.

This study aims to determine Public Services through the E-filling System at the Cilegon Primary Tax Service Office and to determine the supporting and inhibiting factors. The research used is a descriptive qualitative approach. The data sources used are primary and secondary data. To deepen the data analysis interviews, observation, and documentation were carried out. The theoretical basis used is public service. The results showed that the public service through the e-filling system was running well-reviewed with the theory of public service. But there are several supporting and inhibiting factors found. Supporting factors 1) employee upgrading, 2) socialization. The inhibiting factors are 1) lack of human resources, 2) e-filling applications are down or error

Abstract: The purpose of this study was to describe and analyze the implementation of DPMPTSP Ponorogo Regency public services with SIJITU. The research method used is qualitative research, data collection techniques through interviews, documentation, and observation. The results showed that the implementation of online services based online with SIJITU had not run optimally as seen from the fact that there were not many people who used the online-based licensing service, because there were several barriers including ignorance of the public about the online licensing system. the internet access network has not fully supported (in some areas of Ponorogo Regency, especially remote areas, internet access is still difficult), and the limited human resources of DPMPTSP who have expertise in informatics and other supporting technical fields. Keywords: Public Service; integrated licensing Abstrak: Tujuan penelitian ini adalah untuk mendiskripsikan dan menganalisis pelaksanaan pelayanan publik DPMPTSP Kabupaten Ponorogo dengan SIJITU. Metode penelitian yang digunakan adalah penelitian kualitatif, teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi. Hasil penelitian menunjukkan bahwa pelaksanaan pelayanan publik berbasis online dengan SIJITU belum berjalan secara maksimal terlihat dari belum banyaknya masyarakat yang memanfaatkan pelayanan perizinan berbasis online tersebut, karena adanya beberapa hambatan, antara lain ketidaktahuan masyarakat akan adanya sistem perizinan online, masyarakat belum memahami bagaimana cara menggunakan aplikasi online tersebut, akses jaringan internet belum sepenuhnya mendukung (di beberapa kawasan Kabupaten Ponorogo terutama daerah pelosok akses jaringan internet masih sulit), serta terbatasnya SDM DPMPTSP yang memiliki keahlian di bidang informatika dan bidang-bidang teknis pendukung lainnya. The success of a company depends on its branding managed human resources. Therefore it is important for the company to pay attention to the image or image attached to the company. This article seeks to find out how employer branding is implemented at the e-commerce company Shopee Indonesia. This research was conducted using a qualitative approach and a case study research method. Data collected from interviews with key informants throughout 2018. The results stated that the application of employer branding in Shopee Indonesia is carried out through a program that refers to the company's vision and mission, personality, and core value. Employer branding program refers to the Employee Value Proposition (EVP) strategy of internal marketing and external marketing. Shopee packages the program through #LifeAtShopee which is run by several departments within Shopee. Employer branding programs at Shopee are not only to attract potential employees and keep employees as company assets, but also to influence Shopee's image in the eyes of the public externally and internally.

This study aims to analyze and explain the quality of public services at Tomohon Municipal Market Agency. The research method used a qualitative approach and informants as data sources were determined by purposive (purposive sampling) and snowball sampling. Data was collected through interview, observation, and documents. Data analysis is an interactive qualitative analysis with data analysis activities, which are data reduction, data presentation, and drawing conclusions or verification. The results showed that the public service quality of Tomohon Municipal Market Agency responded by the community as service recipients, traders or sellers and visitors of Tomohon Beriman Market was not satisfactory. This response is based on an assessment of 4 out of the 5 dimensions used to analyze and measure service quality, (1) physical aspects (tangibles), (2) dimensions of awareness or desire to help the community or customers and provide fast service, (3) dimensions of politeness, trust, and respect for consumers, and (4) dimensions of approaching, and trying to determine consumers’ wants and needs have not been implemented properly, excluding for dimension (5) the ability to provide services appropriately and correctly has shown the professionalism expected in carrying out its services.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

<em><span lang="EN-SG">Along with increasing population mobility and increasing road users the need to have a SIM is increasing every day. Where the administration of traffic and services, such as SIM, STNKB and BPKB are oriented to the principle of quick and easy without ignoring the identification and extension of the letter. This research uses descriptive research method. Descriptive research is intended to explore and clarify phenomena or social realities. From the results of the study showed that the implementation of public service quality in making SIMs at the Karimun Regional Police Traffic Unit Office was seen from the aspect of physical facilities (tangible), reliability (responsiveness), responsiveness, assurance and empathy were running pretty good. Especially relating to the ability and reliability to provide trusted services, the ability to help and provide services quickly and appropriately, as well as being responsive to consumer desires, abilities and friendliness and employee courtesy in assuring consumer trust and firm but attentive attitudes of employees towards consumers . Although it is indeed an inhibiting factor for SIM services such as human resources, the level of awareness and facilities and infrastructure are still found in the service of making SIMs at the Karimun Regional Traffic Unit Office</span></em>

<p>This research began from the emergence of character problems or character crisis by shifting the students’ ethics values in the school. Where the students don’t respect teachers and friends, there is brawl among students, even violence occurs in the classroom, this is a threat of disintegration of the nation. The formulation of the problem is how the strengthening strategy of character education. The purpose of this research is to know the strengthening strategy of character education in the school, related to implementation, monitoring evaluation, supporting factors, obstacles and obtained result. The research method used qualitative approach on natural subject or natural setting, by using observation data collection techniques, interviews and documentation, data analysis techniques through data reduction, verification and took a conclusions of processed data. The research was held at SMK 45 and SMK IT NU Saguling, West Bandung. The result of this study. Students become intent on strengthening the character education activities, responsive to social activities in the society, although not all students can implement it yet. The level of discipline is good because students feel shy if they aren’t disciplined, the result of the shame cultural, some students who used to come late to be in time even though not all students feel ashamed when coming late. The supporting factors the implementation of the strengthening of character education in the schools is a good strategy from the principal, the committee and a team of the parent class of students. The Obstacle factors, the shame culture is not held in the school yet, not all teachers become a role models in the schools who give good examples for students. Not all teacher become a strong and intelligent character. So that the presence of educators is as a key actor in the learning process, a professional and have a strong and intelligent character must really have atmosphere in the school, because through educators who have strong and intelligent character will create human resources which is a reflection of a nation that has strong and intelligent character, and virtuous morals.</p><p>Penelitian ini berawal dari munculnya permasalahan karakter atau krisis karakter dengan menggeser nilai-nilai etika siswa di sekolah. Dimana siswa tidak menghargai guru dan teman, terjadi tawuran antar siswa, bahkan terjadi kekerasan di dalam kelas, ini menjadi ancaman disintegrasi bangsa. Rumusan masalah adalah bagaimana strategi penguatan pendidikan karakter. Tujuan dari penelitian ini adalah untuk mengetahui strategi penguatan pendidikan karakter di sekolah terkait dengan pelaksanaan, evaluasi monitoring, faktor pendukung, kendala dan hasil yang diperoleh. Metode penelitian yang digunakan pendekatan kualitatif pada subjek alam atau setting alam, dengan menggunakan teknik pengumpulan data observasi, wawancara dan dokumentasi, teknik analisis data melalui reduksi data, verifikasi dan pengambilan kesimpulan dari data olahan. Penelitian dilaksanakan di SMK 45 dan SMK IT NU Saguling, Bandung Barat. Hasil penelitian ini. Siswa berkeinginan kuat untuk memperkuat kegiatan pendidikan karakter, tanggap terhadap kegiatan sosial di masyarakat, meskipun belum semua siswa dapat melaksanakannya. Tingkat kedisiplinannya baik karena siswa merasa malu jika tidak didisiplinkan akibat adanya budaya malu, sebagian siswa yang dulunya terlambat datang tepat waktu padahal tidak semua siswa merasa malu jika datang terlambat. Faktor pendukung pelaksanaan penguatan pendidikan karakter di sekolah adalah strategi yang baik dari kepala sekolah, komite dan tim kelas orang tua siswa. Faktor penghambatnya, belum adanya budaya malu di sekolah, belum semua guru menjadi panutan di sekolah yang memberikan keteladanan yang baik bagi siswa. Tidak semua guru menjadi karakter yang kuat dan cerdas. Sehingga keberadaan pendidik sebagai aktor kunci dalam proses pembelajaran, seorang yang profesional dan berkarakter kuat dan cerdas haruslah benar-benar memiliki atmosfir di sekolah, karena melalui pendidik yang berkarakter kuat dan cerdas akan tercipta sumber daya manusia yang merupakan cerminan. bangsa yang memiliki karakter kuat dan cerdas, serta berakhlak mulia.</p>

ABSTRAK Tujuan penelitian ini adalah untuk mengetahui dan menggambarkan mengenai tahap membagikan, mengoptimalkan, mengelola serta mengikutsertakan pada  pengelolaan cyber  public  relations  dalam  membentuk  corporate  branding  di PT  Len Industri (Persero). Konsep  yang digunakan dalam penelitian ini yaitu konsep  model melingkar  untuk  sosial  media  menurut Regina  Luttrell . Metode penelitian yang digunakan yaitu menggunakan metode deksriptif dengan pendekatan kualitiatif. Pengumpulan  data  yang  digunakan  yaitu dengan wawancara, dan observasi.  Hasil  penelitian dilapangan, dapat disimpulkan bahwa praktisi  humas  PT Len Industri (Persero) dalam pengelolaan cyber public relations guna membentuk corporate branding memiliki  empat  tahapan  yakni : 1) tahap  membagikan  konten terdiri dari: a) berpartisipasi  menggunakan  media  sosial , b) saling terhubung dengan publik, c) membangun  kepercayaan publik . 2) tahap pengoptimalan pesan  yang dilakukan  yakni  dengan : a) melakukan  pengecekan hashtag, b) melakukan postingan lima kali sehari, dan c) melakukan  postingan yang memiliki unsur teknologi. 3) mengelola dibagi menjadi tiga, yaitu : a) media monitoring, b) interaksi dalam waktu yang sebenarnya, dan c) memberikan respon cepat. 4) mengikutsertakan publik dengan tiga unsure yaitu : a) menjalin hubungan dengan para influencer, b) mengetahui dimana dan siapa audiens, serta c)  meraih target audiens. Kata Kunci: Pengelolaan; Cyber Public Relations; Corporate Branding. ABSTRACT The  purpose  of  to  find  out and describe the sharingstage,optimize,manage  and engage in cyber public relations management in forming a corporate branding in PT Len Industri (Persero). The concept  used  in  this research is the concept of  The Circular model of Some to Regina Luttrell. The research method using  an  adaptive  method  with  a  qualitative  approach. Data collection used in this study is by interview,and observation. The results of the research in the field can be concluded that PT Len Industri (Persero) public  relations  practitioners  in  the management  of  cyber  public  relations  to  form  corporate  branding  has  four  stages : 1) The share stage consists of: a) participating  in  social  media  (participate), b) connect with public (connect), c) build  public  trust (build trust). 2) optimize phase messages that are carried out by: a) checking hashtag, b) posting  five time a day, c) do posts that have technological elements. 3) The  manage  divided  into: a) media  monitoring, b) interaction  in  real  time, c)  provide quick response. 4) engage  the  public  : a) establish  a  relationship  with  influencer, b) where and  who  is  the  audience, c)  reach  the target  audience. Bureaucratic reform is an effort to reform and change fundamentally in a system of governance that involves institutional aspects (organization), management (business process) and human resources apparatus to realize good governance. In Law No. 5 of 2014 concerning the State Civil Apparatus where has a function as the executor of public policy and public servants. The lack of civil servants within the Bantul Regency Government, such as teachers, health workers and technical personnel, are caused by the presence of retired employees and the enactment of the civil servants candidate (CPNS) moratorium policy which causes the workload (ABK) figures of an organization and employees to be heavier than before which can affect public service quality. The method used in this study is descriptive qualitative. The results showed that the performance of civil servants in the Education, Youth and Sports department was very good, besides that the arrangement of work plans was also in accordance with the standards of the organization. However, there are some obstacles, especially in the timeliness of completing assignments, and the ideas or initiatives of civil servants in delivering ideas are still lacking. Meanwhile, the factors that influence civil servants performance in carrying out their tasks are lack of human resources, the presence of seniority and the lack of awareness of ASN about the importance of implementing education and training.
