Fostering awareness of state defense or what is commonly called PKBN is the government's effort to create deterrence to strengthen the defense of the Unitary State of the Republic of Indonesia in the face of all opportunities and threats from within and outside the country. The East Java 'Veteran' National Development University implemented PKBN through extracurricular activities through the Student Activity Unit (UKM) so that a policy of fostering state defense awareness was formed for bidikmisi students at the East Java 'Veteran' National Development University. The purpose of this study was to determine the implementation of state defense awareness policies in bidikmisi students at the 'Veteran' National Development University in East Java. This research is a descriptive qualitative research with research focus based on Edward III's policy implementation model, namely communication, resources, disposition and bureaucratic structure. The results showed that the implementation of the policy of fostering awareness of state defense in Bidikmisi students at the National Veterans Development University of East Java could not be carried out optimally.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. The research objectives are to discuss the implementation of gender mainstreaming policies in the implementation of the duties and functions of the DPR and to compile a new concept from the results of the discussion on the implementation of gender mainstreaming policies in the implementation of the tasks and functions of the Indonesian Parliament. The implementation of gender mainstreaming policies in the implementation of the duties and functions of the DPR is not yet optimal to support the realization of gender equality and justice in the life of society, nation, and state, especially to improve the position, role, and quality of women. With the Grindle public policy implementation model it can be revealed the performance of gender mainstreaming policies according to the parameters of interests affected; type of benefits; the extent of change envisioned; site of decision making; implementor program; committed resource; power, interests, and strategies of actors involved; institution and regime characteristic; compliance and responsiveness. The new concept structured on the Strategy for Implementing Gender Mainstreaming Policies in National Development with the definition: Strategy for Implementing Gender Mainstreaming Policies in National Development is a structured strategy, tips and ways in implementing policies, programs, and activities to increase the position, role, and quality of women to realize equality and gender justice consisting of formal legality strategies, structural synergy strategies, cultural adaptation strategies, and individual strengthening strategies.

The Wali Nanggroe Institution, which functions as an adhesive media for the Acehnese people politically, is still considered unable to implement the Helsinky MoU. Although there have been several studies of political dynamics in Aceh after Helsinky, there have not been any studies that have explored the implementation of policies regarding the Wali Nanggroe Institution in Aceh. Although a memorandum of understanding was signed between the Government of the Republic of Indonesia and the Mardeka Aceh Movement (Independence of Aceh), the implementation of the MoU was not yet complete. The lack of attention of researchers about the implementation of the Wali Nanggroe policy because there are many parties who are unsure about the existence of the institution. This study is an academic response in order to find scientific answers to the presence of the Wali Nanggroe Institution which is formulated in the form of three research questions, namely How is the implementation of Qanun Number 9 of 2013 concerning the Wali Nanggroe Institution, what are obstacles and supportive factors of policy implementation - policy of the Wali Nanggroe Institution Qanun and What is the Wali Nanggroe Institution's Policy Implementation Model. The author combines qualitative data of 30 informants to find the cases as well as conflict resolution models in Aceh. The quantitative data support answers that are in accordance with the demands of research questions. The results of the study show that the Wali Nanggroe Institute was born after the Helsinki MoU to resolve the Aceh conflict that was legally recognized by the State to maintain the integrity of peace, it has the right to immunity. Qanun is influenced by aspects of policy content. It unites the Aceh political leaders who are conflicting in preparing budgets in the Aceh Parliament.Qanun alsohas the power to regulate upper house and functional assemblies. The implementation of qanun has been running since the issuance of Law Number 11 of 2006 concerning the Government of Aceh (UUPA). Legal basis for the birth of the Nanggroe UUPA institution Article 96 (1) The Wali Nanggroe Institution is an indigenous leadership as an independent unifying community, not a political and government institution in the Province of Nanggroe Aceh Darussalam. Therefore, the author concludes that the policy implementation of the WaliNanggroe Institution in Aceh is a new approach. The Government of Aceh, the Government of Indonesia and countries experiencing almost the same conflict model can use the results of this study to encourage conflict resolution through a permanent political settlement.

Subject. After the collapse of the USSR, smaller countries chose different paths in their economic policy during the globalization and the multipolar world. The EU, USA and Russia made a palpable contribution to the economic policy of smaller countries. Some countries of the former USSR failed to find their course, while the others immediately followed their development strategy and stuck to it persistently. Objectives. I examine the economics of the monodirectional strategy of smaller countries of the former USSR. I also evaluate how the countries found their position among different leading countries as points of attraction. The study is based on the assumption that the single direction of the national development and adherence to the same point of attraction will ensure the sustainable development. However, the economic development level depends on the health of a certain economy as a point of attraction. Methods. The study is based on the systems approach, comparative and statistical methods for analyzing macroeconomic data series. Results. I investigated the dynamics of key macroeconomic data in the Republic of Belarus, Latvia and Estonia, such as GDP per capita in current values, unemployment rate and Purchasing Power Index. Given the current phase of globalization and multipolar world, it is crucial for smaller countries to choose a development strategy to follow persistently and achieve proper macroeconomic indicators that depend on the economic stability of counties they treat as their benchmarks. Conclusions and Relevance. I should mention the successful economic policy of Estonia and Latvia, which followed the same course as the other EU countries, as opposed to the Republic of Belarus tending to the policy of the Russian Federation. Nevertheless, the monodirectional development strategy also helps smaller countries ensure their economic stability.

Subject. To achieve a high level of economic security is a key priority of national development. Employment reveals one of the most important aspects of social development of the individual that is associated with his or her needs satisfaction in the sphere of employment and is boon to economic security. Objectives. The purpose of the study is to show the impact of unemployment on economic security in employment. Methods. I apply such scientific methods as dialectical, historical and logical unity, structural and functional analysis, traditional techniques of economic analysis and synthesis. The methods of multivariate statistical and comparative analysis serve as a methodological basis of the study. To determine the indicator of unemployment, I use the band theory. Results. I underpin the growing role of employment in ensuring economic security. The paper presents a comprehensive assessment of the unemployment status and a comparative analysis of the indicator in the Republic of Mordovia, the Volga Federal District, and the Russian Federation as a whole. I identify trends in the average duration of unemployment, show the distribution of unemployed by level of education and age groups. Conclusions. The average annual unemployment rate in the Republic of Mordovia is lower than in Russia and the Volga Federal District. The findings may be useful for public authorities to substantiate their employment policy at both macro- and meso-levels, for designing programs and strategies for socio-economic development of regions and the social security doctrine, as well as in practical activities of employment services.

The Republic of Turkey was founded in 1923. In the first 20 years of its existence, the political leadership of the republic embarked on a process of nation building in Anatolia and at the same time changed the face of Turkish society, stamping on it a particular brand of secular modernity. This article tries to find out what were the common characteristics of the small band of men who made up the leadership of the republic and to what extent their shared background and experience can help explain the course they charted for Turkey after its creation. One of the conclusions is that Turkey, although located geographically for more than 90% in Asia, is in fact a creation of Europeans, who shaped the country after their own image.

The purpose of this study was to determine the implementation of the Healthy Indonesia Program with a Family Approach which is indispensable as a determinant of the success of the Bandung Regency Government's performance in the health sector. The Healthy Indonesia Program with a Family Approach is a priority program of the Ministry of Health which is implemented by the Center for Community Health. The implementation of the Healthy Indonesia Program with a Family Approach in Bandung Regency was only carried out in 2017 with program socialization activities at the Health Office and Community Health Center levels. The research method used is descriptive qualitative with the approach of Donald van Meter and Carl van Horn's policy implementation model. The findings from the implementation of the Healthy Indonesia Program with a Family Approach in Bandung Regency have been implemented but have not yet reached the target of total coverage. The Bandung Regency Healthy Family Index is included in the unhealthy assessment (<0.8). So that the success of implementation will be achieved when making improvements from deficiencies, both in terms of standards and policy targets or policy measures and objectives, resources, characteristics of the implementing organization, attitudes of the implementers, communication between organizations and implementing activities, and the social, economic and political environment. Suggestions from this study are to improve the empowerment of family roles and community potential with training methods for community cadres, continue the enumerator recruitment program to assist with home visits and data collection and data input, advocate for budget allocations sourced from regional revenue and expenditure budgets.

The purpose of the present study is to analyse the restrictions on the freedom of religious worship introduced by the Polish executive authorities in the face of the spreading COVID-19 epidemic. The analysis aims to answer questions not only concerning the conformity of these actions with the Constitution of the Republic of Poland and statutory laws, but also pertaining to the issue of the level of preparation of Polish law for an epidemic. In reference to these questions, the author concludes that the introduction of restrictions on the freedom to manifest religion by acts of worship in the regulations issued by the Minister of Health and the Council of Ministers exceeds the bounds of statutory authorisation and is inconsistent with the Polish Constitution. According to the Constitution of the Republic of Poland, passing a law remains the only admissible way of introducing restrictions on the freedom of manifestation of religion, and there are no exceptions to this rule even in states of emergency. On the other hand, the author also points out that if the effectiveness of combating this kind of epidemic really depends on possibility of introducing the above-mentioned restrictions without a long legislative process, it means that Polish executive authorities have been confronted by the constitutional legislator and the legislature with a choice between being efficient and acting in conformity with the Constitution and statutory laws. Therefore, the article postulates that it is necessary to make deep changes to the current law. Elaborating a broad concept of these changes requires further analysis, and the relevant discussion needs to take into account the experience gained so far in combating the coronavirus epidemic, the importance of freedom of thought, conscience and religion, and the solutions adopted in other countries. A clear and balanced, as well as properly sequenced and democratically justified specification of the rules that should be followed by the executive when introducing restrictions related to the spread of the epidemic, even with regard to such important values as the freedom to manifest religion through acts of worship, is undoubtedly more appropriate than formally ruling out the possibility of taking action that may turn out necessary in the future.

This research has been set in view of the increasing exposure of children and youth to the media and the challenges of the modern education system. The aim was to establish the existence and representation of extracurricular activities in school curricula aimed at media literacy of students in primary schools in the area of Virovitica-Podravina and Požega-Slavonia Counties in the Republic of Croatia. The data were collected by studying the documentation - analysis of 25 school curricula for the 2020/2021 school year, which are available on websites of the schools. The results are described by the descriptive method and point to the existence of extracurricular activities aimed at media literacy of students, but not in all schools. Such extracurricular activities are more represented in higher grades of primary school (5th -8th grade) and are mostly oriented toward journalism, while in lower grades (1st - 4th grade) the most frequent activities are related to Computer Science or a specific aim set within media literacy education. Finally, this research can be a starting point for other research projects for determining the causal links that led to such results and an incentive to improve educational practice in Croatian schools.
