The article examines the features of training future law enforcement officers of Ukraine through the prism of the competenceapproach. It is noted that the state, acting as a reformer, sets the task of improving efficiency of the Ministry of Internal Affairs ofUkraine in ensuring security, protecting human rights and freedoms as the main goal of administrative reform, which requires consi -dering the administrative activities structure of law enforcement bodies as an integral system. The principles of reforming law enforcementbodies, as related and universal categories, can be summarized as follows: the rule of law, depoliticization, demilitarization, decentralization,accountability and transparency, close cooperation with the public and local communities, professional training.It is emphasized that the on-going reforms of law enforcement bodies greatly affect the process of professional training in educationalinstitutions of the Ministry of Internal Affairs of Ukraine, as well as call for the quality of their professional culture and training,readiness to perform specific tasks requiring special knowledge, abilities, and skills. Today, graduates of educational institutions of theMinistry of Internal Affairs are required to show high professionalism, lawfulness, and humanity at the same time in the performanceof their duties. According to many researchers, the best way to increase the efficiency of law enforcement bodies is to develop a theoreticallysubstantiated system for the formation and development of professionalism of law enforcement officers. In addition,researchers emphasize that increasing role of a law enforcement officer requires a high professional self-awareness, the developmentof which is possible through the formation of a sense of responsibility for their actions, understanding the need for continuous improvementof their professional skills, taking into account the features of activities in particular units of law enforcement bodies and by deve -loping new professional and psychological approaches to the training.It is concluded that the reorientation to the competence approach in educational activities aims primarily to minimize the shortcomingsof the disciplinary system of education, to expand knowledge as a result of the process of cognitive activity, abilities as thecapability to perform certain work in accordance with knowledge acquired, skills as repetitive actions made automatic in the processof applying competence approach to education. In this case, according to a number of researchers, competence is understood as know -ledge and experience necessary for effective activities in a given subject area, through matching with the requirements of the profession,as the professional’s having the necessary amount of knowledge, abilities, and skills, constituting the basis for his or her professionalactivities, communication, and personality. The competence approach can be interpreted as a set of general principles for determiningthe goals of education, shaping educational programs, organizing the educational process, and evaluating educational results.

The aim of the study is to analyse the process of using «Virtual tours» technology in the educational process. This technology allows you to transfer the lesson from the passive into the interactive forms, to activate the cadets’ cognitive activity and to involve them into the educational process. The use of visualization techniques develops broad-minded thinking and enhances a better learning of the curricular material. The main tasks of the research are to analyse the process of using «Virtual tours» technology in the educational process of law enforcement officers; to estimate the functional practice of «Virtual tours» technology. The study is fundamentally based on the dialectical-philosophical method alongside with the general scientific and specific scientific methods.

The article deals with defining directions for improving the training of specialists for pre-trial investigation bodies of the National Police. Every year, more demanding demands are placed on law enforcement activities of state bodies, in particular the National Police, which in turn requires an increase in the amount of knowledge required by police officers. Increasing the intellectual level of criminals, using offenders more sophisticated methods and means of committing offenses, careful training, masking criminal acts require adequate response of law enforcement agencies, which in turn requires appropriate training of Interior Ministry employees. An analysis of the publications which initiated the solution of this problem showed that today there is a lack of thorough research on the directions of improving the training of specialists for the bodies of pre-trial investigation of the National Police, which determines the relevance of the investigated problems. At present, within the structure of higher education institutions of the Ministry of Internal Affairs of Ukraine, the specialization of training police officers is focused only on the process of training police officers of criminal police (Dnipropetrovsk State University of Internal Affairs - financial and economic security; Odessa State University of Internal Affairs - units of counteraction etc.). In turn, the process of training specialists for pre-trial investigation bodies does not have such an extensive system of training areas. As a result of the conducted research, it is concluded that there is an urgent need to improve the training of specialists for pre-trial investigation bodies of the National Police. The main directions for improving the training of specialists for the pre-trial investigation bodies of the National Police should be: 1) increasing the requirements for the quality of legal education and professional training of future employees of investigative units; 2) introduction of training of experts for pre-trial investigation bodies according to the profiles assigned by the Ministry of Internal Affairs of Ukraine; 3) introduction of an effective model of conducting binary classes with the involvement of experienced staff of pre-trial investigation bodies in the process of training specialists for such bodies.

Introduction: according to the official statistics, the number of acts involving information technology is increasing every year in Russia. In particular, currently, the types of crimes in the field of information technology are changing qualitatively and continue to evolve continuously, becoming highly organized and more sophisticated. Through the use of information technologies in Russia, such crimes as hacking, illegal data acquisition (information espionage), theft of other people’s property from payment (settlement) cards and accounts of citizens, trafficking of drugs, arms, human beings are committed; the extremist literature is distributed, new members of terrorist groups are recruited; pornography, including children, is spread, illegal gambling and online games are conducted; fraud through the use of cellular and IP-telephony services, theft of personal data in large amount and selling them, and other crimes are committed using information technologies. The current type of computer fraud – phishing – is gaining momentum. Its essence is that cybercriminals seek to get hold of the data of ordinary people through computer technology, and using this data, get hold of their funds, including financial ones. It seems that such actions can neither contribute to the development of Russian society, nor to the development of civilized relations in society, nor to the development of information networks themselves. After all, any technology can be used for both constructive and non-constructive technologies. And when these goals are destructive, the law enforcement agencies, in our opinion, should have an effective level of training to deal with such violations. We believe that it is not enough to calculate, detect, and establish. We still need to be able to bring the culprit to criminal responsibility. In this regard, the most important thing is to ensure that anonymity not only creates the illusion of impunity, but also that the law enforcement agencies have a sufficient legal, organizational and, first of all, personnel basis to expose the criminal. In order to successfully thwart crimes in the field of information technology, the availability of implementation of the adopted standards and the key to the implementation of the state policy in the field of information security is the training and education of appropriate personnel who would provide “breakthrough” results in this area. The purpose of the research is to study the issues of improving the training of the law enforcement officers in countering crimes committed through the use of information technologies. Methods: the research uses a comparative analysis and generalization of the examples of the educational methods used in the educational organizations of the Ministry of Internal Affairs in the field of information security. The authors study, in particular, the general theoretical and practical orientation of the educational process in this area, synthesizing the results obtained, whose purpose is to improve the training of highly qualified specialists for the Internal Affairs bodies capable of countering crimes in the field of information technologies. Results: the authors formulate the main directions for improving the training of the law enforcement officers to counter crimes committed using information technologies, in particular, on the example of the educational organizations used in the educational process of the Ministry of Internal Affairs of Russia. Thus, one of the measures proposed by the authors in this direction is the opening of a new specialty – cyber-investigator or cyber-criminalist. The entry of developed countries into the sixth technological order and the further active digitalization of the world economy predict a huge scale and replication of crimes using information technologies. This circumstance actualizes the need to popularize the profession of a cyber-investigator – a specialist with an interdisciplinary education, i.e. experience in the investigative agencies will have to be combined with the skills of a criminalist and a specialist in the field of information protection.

The introduction actualizes the urgent need to reform the system of departmental education of the Ministry of internal Affairs of Russia, implemented both in structural and organizational tasks and in content. The purpose of this article is to substantiate professional training in educational organizations of the Ministry of internal Affairs of Russia from the position of axiological, practice – oriented and competence-based pedagogical approaches. In the main part of the article, the restructuring of educational organizations of the Ministry of internal Affairs of Russia is presented as the need to optimize them, which directly affects the increase in the level of efficiency of professional training of police officers. It is noted that the use of educational systems based on competence-based, axiological, practice-oriented approaches in the educational process of departmental educational organizations contributes to solving the problem of unprofessionalism, and as a consequence, the problem of the quality of professional training of police officers. A specific example of a pedagogical system for the formation of professional values for cadets of educational organizations of the Ministry of internal Affairs of Russia is given. And the article discusses also an example of a practice-oriented approach in training of specialists for the juvenile divisions of the Moscow University of the MIA of Russia named after V. J. Kikot within the complex (multi-step) practice. The results of the analytical study showed the significant importance of modern pedagogical approaches in the professional training of law enforcement officers in educational organizations of the Ministry of internal Affairs of Russia. The article concludes a general conclusion based on the results of the analytical examination.

Rationale and relevance: the collection and analysis of objective information about the success service graduates institutional schools at the initial stage of professionalization allows you to define promising directions in system of professional training of employees of law-enforcement field and to adjust the educational process in accordance with the needs of operational activities. Objective: to study the satisfaction with the quality of educational services by their consumers (graduates) and employers (managers). The research method is a questionnaire survey of managers and graduates, including four sections. The first section assessed the readiness of graduates to carry out professional activities. The second section assessed the General cultural, business and personal qualities of graduates. The third and fourth sections identified shortcomings and advantages in the training of specialists. the article describes the results of a survey of managers and graduates regarding satisfaction with the quality of educational training. Description of research procedure and sampling: the survey was conducted a year after graduation from educational organizations, it took part 319 of the heads of the expert, investigative and operational units of the Moi of Russia in Volgograd region and 348 graduates of the Volgograd Academy of the MIA of Russia. Among 204 interviewees and evaluate the graduate of the specialty "Legal national security", 53 "Judicial expertise" and 91 "law Enforcement" 2008–2012 set. Results of the study: a high level of professional training was revealed in 59% of graduates of police operatives, 61% — investigators, 60% — experts. The average level of training by mentors was observed in 39% who graduated from the Academy with a degree in "Forensic examination", "Legal support of national security" and 40% — "law Enforcement". The results of the comparative analysis of the expert evaluation of managers and self-assessment showed that graduates are able to adequately assess the level of formation of the necessary competencies. This conclusion is confirmed by the results of the correlation analysis (the lowest correlation coefficient was 0.55). In conclusion, taking into account the results indicated the need for a systematic analysis of the effectiveness of educational and psychological training, the effectiveness of professional activities of graduates of educational institutions of the Ministry of internal Affairs of Russia.

The purpose of the work is theoretical substantiation and experimental verification of the effectiveness of the author's training methodology for future law enforcement officers, aimed at improving the level of special skills. On the basis of the analysis of the peculiarities of the patrol police officers' activity, the current normative documents that regulate the specifics of professional training of future law enforcement officers, requirements for the professional preparedness of law enforcement officers are established. It is ascertained that the professional readiness of the patrol police officer is determined by the armed knowledge of the legislative base, the formation of special motor skills, the development of professionally important features, the availability of practical experience. A thorough study of job situations shows a low, and sometimes insufficient, level of enforcement of police enforcement measures. The effectiveness of the author's training methodology aimed at increasing the level of special police officers' skills development is substantiated and experimentally tested. The essence of innovations is the introduction of specially developed situational tasks, variational situational tasks and complex development of professionally important qualities in the educational process. The study was attended by trainees of the police training course (n=61) of the National Academy of the Interior's Academy of Police Center for Primary Professional Training. In the context of the professional activity of patrol police officers, identifying the level of special skills and skills required to identify three indicators: 1) «Formation of skills and skills in self-defense tactics»; 2) «Formation of skills in fire training»; 3) «Effectiveness of scenario solving». The results of the pedagogical experiment proved the effectiveness of the author's teaching methodology. The use of the proposed innovations contributed to the development of indicators that characterized the special skills and skills of future law enforcement officers. At the end of the pedagogical experiment, a significant difference in the development of the indicators of «Formation of skills and skills in self-defense tactics» (p<0.05) and «Effectiveness of scenario solving» (p<0.001) and unreliable in the indicator of «Formation of skills in fire training» (p>0.05). Prospects for further research are to substantiate the technique of improving the special skills of patrol officers during training in the system of official training.

The paper theoretically substantiates the didactic foundations of professional training of future law enforcement officers of the Armed Forces of Ukraine in terms of earning a bachelor's degree. It is established that a future officer as a object of training needs to instill the ability to independently replenish his knowledge, skills, be aware of modern military scientific information, adequately assess events that occur in society, and most importantly to shape motives and motivation for professional self – determination and constant self-improvement. It was found that one of the goals of the development of the Armed Forces of Ukraine is a high level of combined arms training of future officers, which is possible to achieve if the model of professional training of future law enforcement officers of the Armed Forces of Ukraine is introduced into the educational process in terms of earning a bachelor's degree, which fully ensures the implementation of pedagogical conditions in the educational process for training future officers, which are united on the basis of didactic principles of military education, the introduction of ideas and technologies of personality-oriented training, the transition from an authoritarian model of training future officers to a personality-oriented one, which should be based on the principles of modern didactics.

In the article, the problem of preventing professional marginalism, which is relevant and insufficiently developed in national psychological and pedagogical researches, is considered in the aspect of the formation of its antipode as the professional identity of employees of internal affairs bodies in the educational process of departmental universities. Professional marginalism of internal affairs officers is defined as an integrative psychological phenomenon reflecting the state and personal non-belonging to the professional morality of the officers’ community, which is generated by the loss of moral values of law enforcement, deformations of professional self-awareness while maintaining formal involvement in the chosen profession. The directions and dominants of pedagogical activity are determined, ensuring the effective formation of the professional identity of future specialists in the educational process of departmental universities, contributing to professional marginalism preventing. The program of formation of professional identity and prevention of professional marginalism of future specialists of internal affairs bodies in the educational process of departmental universities is proposed. The section «Physical training» of the proposed program is given as an example including the characteristic of local goals and objectives, methods and means of conducting physical training classes, organization of cadets’ extracurricular work and their independent activities, diagnostic tools that allow for a criterion assessment of the dynamics of professional identity forming in accordance with its value, motivational, cognitive, activity and reflexive components, methodological support and results. The pedagogical conditions that need to be created in physical training classes for the effective implementation of the developed program are revealed.

Along with the development of society, comes the development of crime. Advances in science and technology are used not only for constructive purposes, but also for destructive, criminal ones, making the work of law enforcement officers much more difficult. In order to effectively confront the crime that keeps pace with the times, attention must be paid to the process of training cadets – future law enforcement officers. As one of the most important aspects of preparing cadets for future professional activity the author highlights the formation of research skills. Based on the analysis of the literature on the research activities of students of higher educational institutions, the prerequisites for the formation of research skills among cadets are revealed. The stages of mastering of research activities by students are described, as well as barriers that hinder such mastery. The manifestations of creativity and research activities are specified, which are necessary even in the conditions of the Ministry of Internal Affairs system with the dominance of subordination and imperative methods of interaction. As a result of the research, it was concluded that the future professional activity of cadets inevitably includes a research component. The article substantiates the psychological and pedagogical features of the process of professional training of future law enforcement officers of the Armed Forces of Ukraine in a bachelor's degree. It is established that the professional training of future law enforcement officers is gradually moving to the readiness of the future officer to perform professional tasks. It is specified that the educational process in military institutions of higher education takes place in conditions of contradictions between new constantly growing requirements to the modern level of training of future officers and insufficient traditional level of training, between creative level of teaching and reproductive character of training which can be solved by introduction of new innovative technologies. and teaching methods. It has been determined that the process of formation of knowledge, skills and professional skills of future law enforcement officers should be based on two main stages: problem-subject, during which there is a primary perception and understanding of the content and experience of further professional activity; value-regulatory, according to which the formation of team skills and professional skills of the future officer, the development of creative style, the formation of motives, values, leadership qualities, etc. Psychological components that affect the training of future officers are identified: motivation to learn, emotional and volitional personality traits of the future officer, intellectual readiness to solve professional tasks, formed skills and abilities to perform professional tasks, a set of personal and professional qualities of the future officer, reflex. It is determined that the level of professional training of future law enforcement officers is determined by the degree of their activity as a subject, features and opportunities to independently organize their actions, behavior, activities in general on the basis of intellectual readiness and awareness of personal and professional tasks, including professional tasks. Including the ones on a tactical level.
