The analysis of the draft law On Media No. 2693, submitted for consideration by the Verkhovna Rada of Ukraine in December 2019. The official reason for its development was the lack of working mechanisms to ensure information security and protection of the national media space of Ukraine in a hybrid war. The main task of our study is an attempt to determine the place of the bill in the reformed system of legal regulation of the media in Ukraine, from a position neutral to the process of the scientific community. (The following draft law On Misinformation, which is also under consideration by the Verkhovna Rada, speaks in favor of a systematic policy of reforms in the media sector of Ukraine). To this end, a detailed content analysis was conducted, which showed that the potentially ambiguous wording of the adopted document at the stage of its enforcement leaves the regulatory authorities free to interpret them depending on the interests of the parties, rather than on the letter of the law. The key to understanding the risks associated with its entry into force is the section on the National Television and Radio Broadcasting Council of Ukraine, which will have jurisdiction over all aspects of the country's media structures, including economic ones. Thus, the proposed material may be of interest and be considered as a contribution to the development of criteria for a comprehensive scientific analysis of the legislation governing media structures, while the need for the participation of the scientific community in the development of such documents and public discussion at the stage of their preparation is obvious.

The relevance of the article is due to the need to analyse the problem of transmitting cultural values in the modern media space through the Internet, television and cinema. Today, the audiovisual mass media are the main vehicles of ideas, traditions, values, as well as the most important institution for managing public consciousness, which is particularly emphasised in this research. The article is interdisciplinary in nature as it combines research in the field of cultural studies, philosophy, journalism and media communication. The theoretical and practical significance and scientific novelty of the work lies in the attempt the author makes to investigate the essence of audiovisual technology when transmitting cultural values. The author interprets the term media space in an axiological sense, which allows linking it with the mechanism of cultural continuity, inheritance of traditions, cultural and other values and norms, and, in general, with the transmission of social experience. It is emphasised that traditional spiritual values belong to the strategically important heritage of Russian culture. They constitute the conceptual core of the domestic cultural policy, including youth-oriented policies. The author notes that modern youth culture is simultaneously enriched by the achievements of world culture, is under the active influence of mass culture, anti-culture, and loses many national features and traditions. According to the author, the formation of the cultural and moral values of the younger generation takes place in an actively changing information and communication space therefore, the most important in the promotion of cultural and moral values is the use of the capabilities of the media space (Internet, television, cinema). The author notes that the Internet, born in the West, still broadcasts Western culture to a greater extent. At the same time, the use of information and communication technologies in the field of culture and in the system of humanitarian education with the aim of strengthening the system of spiritual and moral values should become important components of the state cultural policy. At the same time, according to the author, the theory and methodology of organising the cultural education of the youth in the context of the media space formation are unacceptably slow. For the purposes of ensuring national security, it is especially important to carry out social and legal regulation of the broadcasting of information in the modern media space.

The paper is devoted to the analysis of the phenomenon of media education in the modern world. Based on the work of domestic and foreign researchers, the author believes that the modern situation in the world makes media education a necessary attribute of every person who uses the Internet. The work proves the pervasive nature of the mass communication media (SMK) in the life of modern man and society. Any sphere of human activity (from labor to entertainment) is in one way or another connected with the media space, whether it is the Internet or television. Therefore, training potential recipients in competent interaction with the media medium is an urgent pedagogical task. Currently, the problem of the recipient differentiating the content offered by the QMS into trustworthy or noteworthy and the so-called «information noise» is especially acute. Only purposefully nurtured media literacy can help in this matter.

The article considers dissemination of experimental fake messages by research organizations through analysis of media and audience feedback. The objective of the research is to study the main techniques of fake creation on the basis of experimental fakes traced in the Ukrainian information space. The methods used in the article are the following: analysis – to study the state of media landscape as to availability of fake news; the system method – to establish the ways of fake dissemination; the systematization method – to determine fakes’ features and characteristics. The preconditions, reasons and specifics of creation and intentional dissemination of false information in the society are studied in the article. As a result of the research, the role of pilot projects related to fake dissemination as part of popularization of ideas of media literacy and media education has been identified. It is analyzed the impact of experimental fake news on the media and the general public, in particular on dissemination of messages by the users in social networks. Simultaneously the thesis that regional journalists automatically rewrite and repost the Ukrainian mass media is refuted, as we have traced their professional response to dissemination of false information. The verification of facts (fact checking) is mandatory for journalists and necessary for every consumer of information, as making the media responsible for the facts is not an indication of media literacy.

Purpose. The article is devoted to the identification of manipulative headlines in the media space of Ukrainian-language online publications in 2020 and the analysis of manipulative technologies applied to them. The purpose of the article is to identify manipulative technologies applied to headlines in the modern Ukrainian-language media space.Methods. To achieve this goal, the paper uses appropriate research methods: the method of continuous sampling for the selection of manipulative media headlines that occur in online publications; method of content analysis to study the implicative content of manipulative titles of publications of Ukrainian online publications in 2020. Results. The title in the online edition is a communicative unit that performs a number of functions: nominative-informational, advertising-expressive, graphic-distinctive.Manipulative technologies used by journalists and editors for verbal design of headlines of materials published in online publications are analyzed. Among them – the use of stereotypes, labeling, repetition of information, anonymous authority, statement of fact, distraction, the principle of contrast, psychological shock.Conclusions. As a result of the content analysis, which was to identify the implicative content of manipulative titles of Ukrainian online publications in 2020, the authors of this investigation found that journalists and editors productively use manipulative technologies that increase clickability and, consequently, bring profit to owners media. But there is a trend: the more actively mass media use these technologies, i.e. the clickability increases, the lower the quality of information content in the media space. Poor performance of the main function of mass media in society – information – causes a violation of the process of socio-political communication. The analyzed techniques create manipulative content, the purpose of which is to attract the attention of media consumers (the main thing is the advertising-expressive function of headlines), which play an important role in the media space, because they disseminate information on social networks or orally.Key words: manipulation, media manipulation, manipulation technology, content.

The article analyzes methods of explication of the traditional and widely used stable biblical expression «forbidden fruit». The study is based on a diachronic section – from the interpretation of the biblical text to the communicative intention of dialogue participants in the media space illustrating nuclear and peripheral meanings. The analysis includes biblical texts that realize the archetypal meaning of the biblical expression «forbidden fruit» in which it is called the tree of knowledge of good and evil. The secularized interest in the kind of tree, on which forbidden fruits grew, is motivated by a realistic presentation of a sad history of the first people’s fall in the Book of Genesis. Scientific hypotheses have their origins since the Middle Ages, when artists recreated the author’s story of eating the forbidden fruit. For religion, the variety of the fruit is not of fundamental importance, however, visualization in the works of art has become an incentive for the further use of the biblical expression with a new semantic segment. Modern media texts actively represent the transformation of the biblical expression«forbidden fruit» for different purposes: in advertising texts for pragmatic one, in informative, educational, ideological texts for cognitive one, in entertaining textsfor communicative one, lowering the spiritual and semantic value register of the modern language. Therefore, the process of desemantization and profanization of the biblical expression results in the destruction of national stereotypes in Russian people’s worldview.
