COUNTERING CRIMINAL INCULTURATION OF CONVICTS IN DETENTION FACILITIES AS AN INDEPENDENT DIRECTION OF PENAL OFFICERS`ACTIVITY: NEW APPROACHES

В статье анализируется важность обучения сотрудников уголовно-исполнительной системы основам противодействия криминальной субкультуре в целях профилактики ее негативного распространения преступниками-профессионалами среди осужденных, грамотного противодействия рецидивистам и реализации качественной воспитательной работы с осужденными. Автор вносит ряд предложений: ввести в ведомственных вузах правоохранительной системы в качестве самостоятельного спецкурса дисциплину «Основы противодействия криминальной инкультурации в местах лишения свободы»; совершенствовать институт «шефства» над молодыми сотрудниками, а также курсы первоначальной подготовки и повышения квалификации. Воспитательная работа с осужденными не перестает нуждаться в особом внимании. Следует внедрять новые формы, методы и приемы воспитательной работы с осужденными или совершенствовать уже имеющиеся. Автор подчеркивает, что в современных условиях для эффективного осуществления служебной деятельности в дополнение к строгому соблюдению прав, запретов и обязанностей, содержащихся в ПВР, каждому сотруднику УИС следует применять профессиональную смекалку в общении с осужденными, которая была бы направлена, главным образом, на стимулирование их внутриличностных изменений в положительную сторону. The article analyzes the importance of training employees of the penitentiary system in the basics of the criminal subculture in order to prevent its negative spread by professional criminals among convicts, competent counteraction to recidivists and implementation of high-quality educational work with convicts. The author makes a number of proposals: to introduce the discipline «Fundamentals of countering criminal inculturation in places of deprivation of liberty» in departmental universities of the law enforcement system as an independent special course; to improve the institution of «patronage» over young employees, as well as initial training and advanced training courses. Educational work with convicts does not cease to need special attention. It is necessary to introduce new forms, methods and techniques of educational work with convicts or improve existing ones. The author emphasizes that in modern conditions, apparently, it is clearly not enough to think only within the framework of the rights, prohibitions, and duties prescribed in the PVR for the performance of official activities. In addition to this, each employee of the penal institution should use professional ingenuity in communicating with convicts, which would be aimed mainly at stimulating their intrapersonal changes in a positive way.

In accordance with the Concept for the Development of the Penal System of the Russian Federation until 2020 one of the key directions in the process of correcting convicts is the use of advanced methods and methods of organizing educational work, which imply a competent building of relations by an employee with persons serving a sentence. Each employee of the correctional institution carries out educational work with convicts. At the same time the chief of the detachment has the greatest burden associated with the organization and preparation of various materials and documents, the conduct of cultural and physical activities, as well as the organization of circle work with a special contingent. To carry out the entire range of measures, it is necessary to create decent working conditions, equip the workplace of the head of the detachment (employee of the department for educational work with convicts) with special software. The article examines the applied aspects of using modern software for the automation of office activities in the field of educational work with convicts. The article discusses the methodology for organizing work in the environment of the AKUS IK (KP) software complex for employees of territorial bodies enrolled in professional retraining and advanced training courses for heads of correctional institutions. An algorithm for the creation and further use of the data exchange clipboard for educational work in the AKUS software complex is proposed. The article describes the possibility of optimizing the work when filling in the data on the subscribers of the card index by the head of the detachment.

The results of this study indicate a lack of adherence to immunoprophylaxis of coronavirus infection both among the surveyed pharmaceutical workers, who are both senior students of the pharmaceutical faculty, and the population, and the need for educational, informational and educational work among them. The topic of immunization of coronavirus infection and other infectious diseases can be one of the topical topics in advanced training courses for pharmacists and pharmacists. In turn, the information and educational work of the pharmacist among the population, carried out in accordance with the labor functions of professional standards, can help improve people's knowledge about the device and mechanisms of action of vaccines against coronavirus. Comprehensive and understandable informing the population about vaccines, from scientific, medical, pharmaceutical, ethical, religious and other positions, can help to overcome internal anti-vaccination attitudes in people and form a commitment to immunoprophylaxis of coronavirus infection and other infectious diseases. In general, this will help people make an informed, independent and free decision about immunization.

The paper discusses the results of a survey of a translation teacher profile in the context of Russian academia. It reveals that there is no integral profile of a translation teacher in Russia today. Translation teachers can be categorized into certain groups according to their initial training, practical experience in translation and age. The survey shows that a significant number of translation teachers have had no translation training. Regardless of their initial training, almost all translation teachers are engaged in practical translation, however only few of them perform translation or interpreting on a regular basis. Among those who teach Translation Theory there are some who have never been taught it, thus they may be regarded as self-educated theorists. Virtually no translation trainers in Russian universities have ever been professionally educated in translation didactics. 75% of the total number of translation teachers have completed short-time advanced training courses, which does not seem to be sufficient to become an experienced translation teacher. A large number of those who do have initial translation training teach translation copying their own teachers. It is doubtful that all of them possess translation mode of thinking and are able to develop it in their students. The overall conclusion is that a comprehensive system for training and retraining translation teachers is required.

In the Russian Federation, combating corruption is considered as a strategic state task, for the solution of which the efforts of state authorities, local self-government, civil society institutions, organizations and individuals are mobilized. The textbook consistently reveals the legal and organizational foundations of combating corruption in the Russian Federation, reflects theoretical and methodological approaches to combating corruption, and also takes into account law enforcement practice, including issues of legal responsibility in this area. The explanations and recommendations contained in the book will be useful both for teachers organizing the learning process and for students (students and undergraduates, state and municipal employees, employees of organizations undergoing advanced training in educational organizations of higher education) in educational, methodological, social and educational work.

Methods of training in advanced training groups formed from the staff of personnel divisions of the MIA of Russia, which involve the use of anti-corruption education at different stages of professional activity are discussed in the article. A comprehensive approach to the formation of anti-corruption behavior, which allows using various forms of training of police officers in their relation is described. The effectiveness of this approach in the system of professional development was shown. A comprehensive approach allows the training process to pay attention to the needs and difficulties in the field of corruption prevention without spending time on basic training information. Several stages in the organization and content of training are considered. Each of them corresponds to different stages of professional development of specialists of personnel divisions of internal affairs bodies. Described in detail every stage is aimed at a separate audience and has its own value. The possibilities of anti-corruption education are presented, starting with the selection of personnel for service in the internal affairs bodies and ending with the preparation for dismissal. The anti-corruption educational activities carried out at the present time are analyzed. Methods of intensifying each of them and the possibilities of optimal inclusion in the developed complex of content and forms are determined. The proposed approach can be used for majority posts. It is not limited to human resources units. In addition, the developed methodological material can be used by students in the course of their professional activities in the field after studying at advanced training courses.

Abstract Background High quality health promotion (HP) depends on a competent workforce for which professional development programmes for practitioners are essential. The “CompHP Core Competencies Framework in HP” defines crucial competency domains but a recent review concluded that the implementation and use of the framework is lacking. The aim was to develop and validate a self-assessment tool for HP competencies, which should help evaluate training courses. Methods A brief self-assessment tool was employed in 2018 in Austria. 584 participants of 77 training courses submitted their post-course assessment (paper-pencil, RR = 78.1%). In addition, longitudinal data are available for 148 participants who filled in a pre-course online questionnaire. Measurement reliability and validity was tested by single factor, bifactor, multigroup, and multilevel CFA. A SEM proved for predictive and concurrent validity, controlling gender and age. Results A bifactor model (X2/df=3.69, RMSEA=.07, CFI=.95, sRMR=.07) showed superior results with a strong general CompHP factor (FL>.65, wH=.90, ECV=.85), configurally invariant for two training programmes. On course level, there was only minimal variance between trainings (ICC<.08). Structurally, there was a significant increase in HP competencies when comparing pre- and post-course measurements (b=.33, p<.01). Participants showed different levels of competencies due to prior knowledge (b=.38, p<.001) and course format (b=.16, p<.06). The total scale had good properties (m = 49.8, sd = 10.3, 95%-CI: 49.0-50.7) and discriminated between groups (eg by training length). Conclusions The results justify the creation of an overall scale to assess core HP competencies. It is recommended to use the scale for evaluating training courses. The work compensates for the lack of empirical studies on the CompHP concept and facilitates a broader empirical application of a uniform competency framework for HP in accordance with international standards in HP and public health. Key messages The self-assessment tool provides a good and compact foundation for assessing HP competencies. It provides a basis for holistic, high quality and sustainable capacity building or development in HP.

The Collegium of the NKZdrav of the RSFSR recognized it necessary to create a State Institute of Physicians in Moscow from the next academic year. The Presidium of the Moscow City Council also decided to reorganize the advanced training courses for doctors into the Institute of Medical Personnel. The Institute will be based on the institutes and preventive institutions of the NKZdrav and the Moscow Soviet.

The article presents the results of an empirical study focused on identifying the features of the attitude of college teachers to their additional professional education, continuous self-development and self-improvement. The article examines the ideas of 214 college teachers about the ideal teacher of the secondary vocational education system, the peculiarities of their perception of themselves as subjects of pedagogical activity, their attitude to the existing requirements of periodic training in advanced training courses, the degree of interest in them and the content of their educational needs. The analysis of the survey results showed the need to take into account the peculiarities of their educational needs and the variability of their professional and personal development when organizing advanced training courses for college teachers.
