Цель работы охарактеризовать существующую степень автоматизации процедур управления технологическими процессами гидромелиоративных систем, включая формирование мелиоративного режима агроэкосистем и энергетического потенциала мелиорированных земель и рассмотреть направления совершенствования последних. Установлена потребность в модернизации теории и практики назначения управляющих воздействий. Новизна исследований - в разработке научного обоснования необходимости и целесообразности цифровизации системы управления мелиоративным водохозяйственным комплексом на основе технологий решения основополагающих задач агропроизводства, формируемых информационной компьютерной цифровой платформой сферы мелиорации. Практическая значимость в определении принципиальных положений разработки функциональной структуры и организационных мероприятий внедрения мощного инструментария полнофакторной автоматизации процедур регулирования мелиоративного режима агроэкосистем. Методическая основа работы - информационно-аналитический метод исследований, экспертные оценки, системный анализ и синтез. В качестве действенного направления совершенствования методических подходов к автоматизации, электронизации и информатизации технологических процессов агропроизводства, способствующих успешности цифровизации системы растениеводства на мелиорируемых землях, предложена разработка и внедрение информационно-аналитического программно - технического обеспечения, интегрированного в составе специализированной цифровой платформы мелиоративного водохозяйственного комплекса, пилотный проект которой рекомендовано реализовать в действующей Программе цифровой экономики.The purpose of the work is to characterize the existing degree of automation of procedures for managing technological processes of hydro-reclamation systems, including the formation of the reclamation regime of agro-ecosystems and the energy potential of reclaimed lands, and to consider ways to improve the latter. There is a need to modernize the theory and practice of assigning control actions. But-wizna research in the development of scientific substantiation of the necessity and appropriate-STI digitization management system reclamation water complex technology based solutions to the fundamental problems of agricultural production generated information computer digital platform sphere of melioration. Practical significance - in determining the basic provisions of the development of the functional structure and organizational measures for the introduction of powerful tools for full-factor automation of procedures for regulating the reclamation regime of agroecosystems. The methodological basis of the work is the information and analytical method of research, expert assessments, system analysis and synthesis. As an effective direction for improving methodological approaches to automation, electronics and information of agricultural production processes that contribute to the success of digitalization of the crop production system on reclaimed lands, the development and implementation of information-analytical software and technical support integrated as part of a specialized digital platform of the reclamation water management complex, the pilot project of which is recommended to be implemented in the current program of the digital economy, is proposed.

The purpose of the article is to explore the prospects for the development of grain production in the Kirovograd region. Research methods. The study used dialectical methods of cognition, a systematic approach to the study of economic phenomena, monographic (generalizing domestic and foreign experience in determining the economic essence of food security), analysis and synthesis (in studying the levels of production of cereals and legumes and the level of grain supply), statistical groups (in identifying the place of regions in the national production of cereals), economic and statistical (in the processing of mass statistics), abstract and logical (in substantiating theoretical generalizations and drawing conclusions). Research results. The potential of grain production development in Kirovohrad region is considered. The analysis is based on statistical data of the crop industry. Problems of industry development are revealed and ways of solutions are offered. Scientific novelty. Analysis of the level of crop production in the Kirovohrad region in terms of using the latest technologies and yield monitoring. Practical significance. Along with some positive changes in the region's grain production, obstacles to their development have been identified. Purpose. The purpose of the scientific article is to study the modern information society, as well as to consider the conditions for the development of global information and communication networks, the global information exchange system. The author has studied the current legal regulation of freedom of speech to achieve this goal. Methodology. The article applies general scientific methods of system analysis and synthesis, as well as private scientific methods: comparative, sociological. The use of methods of analysis and synthesis will determine the key scientific concepts for research. In addition, an institutional research method will be used. On its basis, in particular, the originality of the forms of regulation of the right to freedom of opinion has been revealed; specificity of regulation of restrictions of this right. The article concludes that the existing regulation does not correspond to the level of development of public relations. The fact that there are no legal instruments that can prevent the falsification of information in the media indicates that there are problems in ensuring the right of citizens to freedom of expression in cyberspace, which ensures the relevance of the study. Scientific and practical significance. Within the framework of the research, a complex scientific theoretical and legal analysis of the constitutional and legal category “the right of citizens to freedom of opinion” in cyberspace was carried out; a comparison of Russian and foreign legislation. Results. It was suggested that the concept of the right to freedom of opinion in cyberspace be structured into separate elements. Following the logic of the proposed classification, the author proposes the main directions of improving the legal regulation of this right. The significance of the study is made by proposals to improve Russian legislation in the sphere of securing the right of citizens to freedom of opinion, as well as further development of mechanisms for the realization of this right in cyberspace.

The most important prerequisite for achieving the main goal of the country’s agro-industrial complex ensuring its food security and efficient agricultural production is the optimal location of its individual industries and production facilities by territorial units. The urgency of increasing the efficiency of agricultural production in general, and grain production in particular, has increased with Russia’s accession to the World Trade Organization. The purpose of the study is to develop scientifically grounded proposals and practical recommendations to improve the efficiency of grain production location in the Republic of Tatarstan. The study’s objectives: to reveal the economic essence of agricultural production location taking into account the main principles and influence of the main factors; to assess the current state of grain crop production location in the region; to develop the directions of grain production development at macroand micro-economic levels. Abstractological, statistical-economic, calculation and balance methods of research were used in the work. In the article the criteria and indexes of level and efficiency of production placement are offered; the condition and tendencies of development of grain crops placement are analyzed; methodical approaches and project decisions on perfection of grain crops placement on the regional level are grounded. The practical significance of the obtained research results lies in the fact that the developed measures contribute to the substantiation of optimal parameters of grain crop production location in the Republic of Tatarstan in the context of its natural and economic zones and municipal administrative districts.

Annotation Purpose. Improving the efficiency of growing agricultural products by harmonizing the parameters of technical equipment with the characteristics of production plans. Methods. Statistical analysis, system analysis and synthesis, monographic, economic and mathematical. Results. Scientific and methodological bases of coordination of parameters of technical equipment with characteristics of production plans of machine-technological systems of tillage, fertilizers and sowing of agricultural crops are developed. Conclusions 1. It is established that the process of coordination of parameters of technical equipment with the characteristics of production plans of machine-technological systems of tillage, fertilization and sowing of winter and spring crops should be considered at strategic (prospective), tactical, operational (current) levels, which increases efficiency technical resources in crop production. 2. The possibility of mathematical description of events in the models of strategic, tactical and operational planning is the basis for the development of an appropriate information and analytical system to improve the management of field harvesting projects. 3. The harmonization of the parameters of technical equipment with the characteristics of production plans will help increase the efficiency of agricultural production. The question of the purpose and functions of the participation of the prosecutor in the civil process is relevant, since the idea of them helps to increase the efficiency of his activities. This article is devoted to a comprehensive study of the possibility of applying foreign experience in the prosecutor's participation in institution development in Kazakhstan civil procedure. The article used both general scientific methods of cognition – logical, analysis, and synthesis – and private scientific methods – formal legal, system analysis. It analysed the various points of view on the issue of the legal status and functions of the participation of the prosecutor in the civil process. The scientific novelty is determined by the fact that functions describe the procedural status of the subjects of civil procedure, allowing the streamlining of the multilateral procedural activities of state bodies, officials and other persons involved in civil proceedings. The practical significance of the study is determined by the fact that its results can be used for in-depth research of the functions of the prosecutor in civil proceedings.

Abstract Introduction. The strategic imperatives of guaranteeing food security of the state, preserving rural areas, increasing efficiency of agricultural production and its competitiveness in the context of globalization actualize economic and social problems, which can only be solved on the basis of integration relations, in the system of which all agricultural producers are involved. Purpose. The goal of the research is to form the theoretical and methodological bases for development of the integration relations in the agrarian sector of economy. Methods. During the study, the such methods were used: abstract-logical, monographic, generalization, system analysis and synthesis, graphic. Results. The theoretical bases of integration relations development in the agrarian sector of economy are disclosed. It is proved that the integration relations in the agrarian sector of the economy are the separate economic category, a metatype of the economic relations, which are integrally connected with the system of productive forces’ development. The methodological basis of the integration relations in the agrarian sector of economy is created by its formalized structuring, systematization, specification and verification of the principles, laws and regularities of development of the integration and quasiintegration relations, their system and organizational properties and functions of integration interaction. Scientific and practical approaches to estimation of the integration’s level in the agrarian sector of the economy are systematized. The model of economic growth in the agrarian sector of economy based on neoindustrial development of the integration relations is created. The theoretical and methodological principles of system strategic management of the integration relations in the agrarian sector of economy are improved. The concept of grocery integration development is proved, continuum of its strategy is developed, and the methodological basis of the strategic choice is specified. The mechanism of innovative and integration development of the agrarian sector of Ukrainian economy on the contract bases is improved. Models, organizational and economic principles of all economic operators’ involvement into the integration relations in the agrarian sector of economy, in particular based on production contracting, are developed. The strategic directions of regulating development of the integration relations in the agrarian sector of economy are justified and conceptual principles of rental policy in this system are disclosed. This paper describes the key points in the development of a digital platform for the agrarian economy of Russia. The main problems of transition of the Russian economy to a digital format of work, development, expansion of digital literacy, ways of solving the problems of digitalization of agricultural production are revealed. The creation of complex digital models of production processes in agriculture will increase the productivity of the business of agricultural producers. This requires generally valid agricultural production management systems with hundreds of parameters and analysis of big data, which includes the formation and algorithmization of management: equipment, devices, things, processes, money supply. Each platform is built on the management of the processes of crop production, livestock production, logistics of supply and sale. The basis of the digital platform which is being created as a knowledge platform that reflects the availability of professional staff in creating the necessary programs and providing farms with new IT opportunities to increase productivity. Thus, according to our research, improvement of digital infrastructure can be attributed to the main directions of development of digital technologies in the agricultural sector; updating the human resources of citizens by reducing the digital divide; orientation towards the use of domestic scientific and technical developments; development of domestic technologies correlated with scientific developments. A comprehensive scientific and technical program should also include a training system for the development and functioning of digital agriculture, and this requires the modernization of the entire educational process in agricultural educational institutions.

Abstract. Loss of soil organic carbon (SOC) from agricultural soils is a key indicator of soil degradation associated with reductions in net primary productivity in crop production systems worldwide. Simple technical and locally appropriate solutions are required for farmers to increase SOC and to improve cropland management. In the last 30 years, straw incorporation has gradually been implemented across China in the context of agricultural intensification and rural livelihood improvement. A meta-analysis of data published before the end of 2016 was undertaken to investigate the effects of straw incorporation on crop production and SOC sequestration. The results of 68 experimental studies throughout China in different edaphic, climate regions and under different farming regimes were analyzed. Compared with straw removal, straw incorporation significantly sequestered SOC (0–20 cm depth) at the rate of 0.35 (range 0.31–0.40) Mg C ha−1 yr−1, increased crop grain yield by 13.4 % (range 9.3 %–18.4 %) and had a conversion efficiency of the applied straw-C as 16 % ± 2 % across the whole of China. The combined straw incorporation at the rate of 3 Mg C ha−1 yr−1 with mineral fertilizer of 200–400 kg N ha−1 yr−1 was demonstrated to be the best combination for farmers to use with crop yield increased by 32.7 % (range 17.9 %–56.4 %) and SOC sequestrated by the rate of 0.85 (range 0.54–1.15) Mg C ha−1 yr−1. Straw incorporation achieved higher SOC sequestration rate and crop yield increment when applied to clay soils, under high cropping intensities, and in areas like Northeast China where the soil is being degraded. SOC responses were the greatest in the initial starting phase of straw incorporation and then declined and finally were negligible after 28–62 years, however, crop yield responses were initially low and then increased reaching their highest level at 11–15 years after straw incorporation. Overall, our study confirmed that straw incorporation did create a positive feedback loop of SOC enhancement together with increased crop production, and this is of great practical significance to straw management as agricultural intensifies in China and other regions in the world with different climate conditions.

In the context of the coming digital globalization of the economy, an important factor in increasing the level of development of ameliorated agriculture is the widespread introduction of innovative agricultural technologies and agricultural production management into the practice of the domestic agro-industrial complex. The methodological basis of research is based on information and analytical methods, methods of expert assessments, system analysis and synthesis. Based on the results of the studies and the performed assessment, the role of innovation systems in the structure of the agricultural production economy and the experience of their application in the ameliorative sector of the economy in comparison with developed foreign countries are characterized. The influence of innovations on the efficiency and productivity of labor is shown and proposals are presented to reduce and eliminate the technological backwardness of agricultural production on reclaimed lands, consistent with the trends in the development of technologies for the production of advanced industries of the domestic and world economy. The main stages of the formation of production management systems, which provide support for the assignment of control actions, are presented. Reasons are revealed that hinder the full use of innovative technologies in agricultural production, associated with the lack of free funds among small-scale agricultural producers and their proper understanding of the strategic importance of innovations in the production process. A prognostic analysis of the innovative development of agricultural production based on “intelligent agricultural technologies”, is presented which unites objects via the Internet for receiving and exchanging information from built-in services.

Digitalization of agricultural production is an existing reality. About 50% of farms to some extent use elements of digitalization in the implementation of technological and managerial tasks. A system analysis to the objects of agricultural production, as to the information environment when describing them in the information space, is applied to the study. The main problems of digitalization of agriculture associated with large amounts of data and the required accuracy of the resulting solutions are shown. The main tasks in the use of digitalization by agricultural producers are identified and justified. The general requirements for the volume of information for solving problems of agriculture, crop production and means of processing this information are revealed. The amount of information when using digital methods of managing technological processes in agriculture is determined from the necessary resolution when managing technological processes and the volume of arable land in the subject of Russia. The analysis of positive trends allowed us to formulate main messages in the application of digital technologies in agricultural production at the present stage of its development.
