The article discusses possible effects on the success of an investment project when rights of the public concerned have been infringed during construction planning. The administrative proceedings defending the rights of the public concerned infringed during territorial planning have been analysed for that purpose. For any construction project, judicial dispute is an undesirable risk factor and can disrupt the entire project. The article, therefore, looks into an actual dispute that reached the court and took place between an investor and the public concerned. The negative effects of this judicial dispute, both on the investor and the public concerned, have been determined. The investor's blunders that prevented any chance of escaping the judicial dispute and led to several years of litigation have been also determined. The article looks into the behaviour of disputing parties at various stages of the judicial dispute. Based on the research, a conceptual model was crafted to enable analysis of formal model behaviour in future studies and to build a complex system that would facilitate any construction project with planning and application of preventive measures that would mitigate the risk of a judicial dispute as early as during the first project planning stage.

The article analyses the possible influence of third-party rights infringed during construction planning on the implementation of an investment project. It analyses the process for defence of third party rights infringed during territorial planning. The focus in this process is on third party rights and opportunities to learn about possible infringement of such rights. In a construction project, judicial disputes are an unwanted risk factor, which may disrupt the entire project. It is therefore necessary to plan and apply preventive measures for the mitigation of such risk at the initial planning stage of a construction project. For that end, the article presents some principles of behaviour and actions that could help investors and third parties to solve conflicts, reduce their negative outcomes or reach an arrangement satisfactory to both disputing parties.

Project Risk management is known as an important workout for the achievement of desired objectives for the construction projects. Success in construction project is quantified by attaining its enactment in terms of project quality, project cost, project time, project safety. Construction projects in Pakistan, typically in the whole world have a high risk of being pointedly late and over budget. However, a bit of schedule and cost related risks are unavoidable in any construction project around the world. It was found out that the engineers were generally nominated earlier the design phase of any project. Due to this reason maximum projects did not get the advantage from SMEs at the planning stage of the project. This study also supports that project managers who are engineers be involved in construction projects site selection, in preliminary budget and schedule development by using good Engineering Management Practices.

In a construction project, judicial disputes are an unwanted risk factor, which may disrupt the entire project. It is therefore necessary to plan and apply preventive measures for the mitigation of such risk in the initial planning stage of a construction project. The article, for that purpose, presents modelling a dispute between investors and third persons on allegedly violated third-party rights with the help of a tree that illustrates the possible actions of the dispute parties. A mathematical model for dynamic programming the dispute on allegedly violated third-party rights has been developed; it helps to determine the optimal investor's strategies for each situation that involves decision-making. Santrauka Nagrinėjama, kaip trečiųjų asmenų teisių pažeidimai, planuojant statybas, gali veikti investicinio projekto įgyvendinimą. Įgyvendinant statybos projektą, teisminio ginčo atsiradimas yra nepageidaujamas rizikos faktorius, galintis sužlugdyti visą projektą. Todėl vykdant statybos projektą jau pradiniame projekto planavimo etape būtina numatyti ir taikyti prevencines priemones tokios rizikos mažinimui. Siekiant šio tikslo straipsnyje atliktas ginčo tarp investuotojų ir trečiųjų asmenų dėl galbūt pažeistų trečiųjų asmenų teisių modeliavimas, sudarant ginčo šalių elgsenos variantų formavimo medį. Sudarytas ginčo proceso dėl galbūt pažeistų trečiųjų asmenų teisių dinaminio programavimo matematinis modelis, leidžiantis nustatyti optimalias investuotojo strategijas kiekvienoje situacijoje, kai reikia priimti sprendimus.

Resources selection and allocation at the project planning stage is an important issue for reducing project cost, duration and risk. Existing planning and scheduling methods overlook aspects of limited production capacity of construction companies (contractors) due to the fact that they are simultaneously engaged in realization of some projects. This paper presents a new methodology for project scheduling with repetitive processes using Petri nets based approach. The paper starts with an overview of current developments in the Petri nets theory. We then propose an efficient computational method based on simulation of Petri net model for construction project planning and subcontractor agreement analysis. An example of construction project simulation research is presented to illustrate the method of project planning and resources allocation.

As we know, the interest of each state in joining the WTO is to succeed in foreign trade and in particular, to benefit more. To this end, the countries of the world are closely following the global foreign trade policy and trying to establish the right policy on the path of development. The main feature of the global economic system, on which we now focus more is the subject of discussion at the international level, is the implementation of systematic and rapid changes in the system of public administration. From this point of view, it is very important for Azerbaijan to gain the necessary position in the global sense, and, of course, if there are some delays in this area, rapid changes in the global arena increase the likelihood of negative effects for Azerbaijan. To this end, it is very important that the members of the WTO Preparatory Commission are fully trained and well-directed. As a final result, I would like to note that the government of the Republic of Azerbaijan should make extensive use of the experience of member states in the negotiation process and conduct a proper assessment. In addition, I think that special work should be done to inform the public about the WTO, and more productive events should be organized.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. A number of abuses of power and position, daily committed for acquisition of unlawful profit, beyond of permitted and envisaged legal jobs, starting from the lowest level, to the so-called, daily corruption, which most often is related to existential needs and it acts harmless, not even grow into another form, to one that uses such profits as the main motive for generating huge illegal gains for a longer period of time, by exploiting and abusing high social position, corruption in public sector, but today already in private sector too, are part of corruption in the broadest sense, embracing all its forms, those who do not enter in zone of punishment and those who means committing of serious crime. It has many forms, but due to focusing on a particular problem, as a better way to contribute a solution, this paper will focus on the analysis of corruption in the public administration in the Republic of Macedonia, and finding measures for its prevention and reduction, which we hope will give a modest contribution to its real legal protection, not only in declarative efforts in some new strategy for its prevention and suppression.

The Soft Systems Methodology (SSM) was developed as a set of tools for identifying and making incremental steps to improve situations with poorly defined causes or solutions. The supply chain forms a key process of any construction project; however, on any given construction site, supply chain inefficiencies could arise from many different avenues. Opinions vary, though, on which of these avenues is more important for increasing supply chain efficiencies; whether any problem even exist across the different aspects of the supply chain; as well as what steps should be taken to resolve them. It was therefore studied, here, whether SSM could be employed as a useful tool to systematically apply in the supply chains of a construction project in South Africa, for understanding and targeting the problematic situations that arise. Following thorough cyclical open-ended interviews with 17 workers, supervisors, foremen, site clerks, senior managers, and the CEO of the principal contractor at a new office park construction project in Rosebank, Johannesburg, and a thematic analysis of the data, SSM was performed to understand the existing challenges, and develop a suitable model for improvement. The study found that SSM was a good tool for understanding the ‘messy’ circumstances surrounding the chosen construction project supply chain, as well as actions that could be taken to improve the supply chain’s efficiency on site. The findings add weight to the argument that SSM could be a good tool for project managers to systematically introduce into their project planning regimens
