This paper examined the prominent role played by security of life and properties in the development of the society. Its primary focus is that security is the major determinant of development of any society. It also critically examined the role of security in the development of the Nigerian nation. It ramified the concepts of national security and national development, how they are intertwined and linked them to the Nigerian society. The paper examined the causes of national security challenges in Nigeria such as corruption, injustice, poverty, poor health care delivery services, decayed and collapsed infrastructure, environmental degradation and socio-religious crises. The paper examined the correlations between all these causes of insecurity and the crises of underdevelopment in Nigeria particularly in the area of abject poverty, unemployment, lack of functional industries, low foreign investment, diversion of public funds, youth restiveness, religious and social violence, poor tourist attraction, and negative effect on the psychological wellbeing of the citizenry. It evaluates the issues raised and concluded that the issues are meant for pro-active reaction of the generality of the Nigerians and not the government alone.

National Security is the main elements in the on- going process of nation building for any country, not limited to the developing and developed countries, An imperative for all countries that need to survive and gain prominence in the community of nations. While nation building is guided and directed by the political leadership, various actors contribute significantly to the process of nation building. Media, which is considered as a fourth pillar of the democracyand proper channel between the public and the government, is one of the major actors which contribute enormously to the exercise of nation building. The objective of this paper is to without national security the motive of nation building will ruin and media is the main instrument to protect national security which is the major step of nation building. My Research question of this Paper is "Whether the media is positively contributing in nation building with keeping in mind the important factor of National Security or The media misguided or obsessed with selfish or partisan interests, can destroy nations.In this paper we will critically analyze the role of media in Nation building, their Scope, functions of the Media, The concept of Nation building and national interests. Media and National security, Examine the factors which influence the role of media in national development. To make the study richer we will make a brief glance on the cases in which media play a positive and negative role. To conduct this research I will adopt the research methodology which is both in nature doctrinal and non-doctrinal. By these methods we can definitely reach towards the most viable and authentic conclusion that how media can effectively contribute in maintaining the National security viz-a-viz Become a voice of the public interest in the front of the government.

Conducts of by-elections in recent times have been fraught with a lot of security challenges. This has been as a result of the violence that characterized the conduct of by-elections in recent times in Ghana. Violence during by-elections in Ghana plays a vital role in securing election victories for political parties. In all the by-elections characterized by violence in Ghana, they were won by parties that were accused of inciting the violence. The main tenets of election violence as identified by the paper included, actors, motives, timing, consequences, and patterns. The paper adopted the content analysis method in its investigation of the two violent by-elections in Ghana. The paper revealed that there was a correlation between violence during by-elections and victories of incumbent parties. This was because, in the two by-elections understudy, those accused of starting the violence and using national security operatives won the elections. The paper also found out that by-election violence impacted negatively on Ghana’s democratic maturity in several ways, such as; low voter turnout, weakening of democratic foundation and breeding an atmosphere of insecurity. Finally, the paper also revealed that political parties especially those in government resort to violence during by-elections in Ghana because they fear losing it will mean the government was underperforming as argued out by Feigert and Norris and also because they want to add to their tally in parliament.

This study analyzes the role of sukuk in national economic development. During this time the source of development financing consists of several kinds including taxes, bonds, foreign debt and Islamic bonds (sukuk). Sukuk has been developed in Indonesia since 2002 (published Indosat) and is still growing and the number of issuers are even greater. The research method using descriptive quantitative, data source in this research is secondary data obtained, balance of payments in the government, the state budget. This study uses a quantitative descriptive approach. Data were processed using matrix comparison of the performance of sukuk and conventional bonds to finance national development. The role and contribution of sukuk to finance the construction has been increasing. In 2011 amounted to 34% of financing needs are met through sukuk. Until 2016 the proportion was 60%. Instead the role of foreign debt be decreased. In 2011 only 7%, and by 2016 the portion close to 0%.


Development on national basis is imperative to the sustenance and growth of a Nation. The focus of the paper is on the imperative of insurance and technical education towards national development. The methodology adopted is mainly secondary source, relevant materials were considered and opinion formed. The various development plans in Nigeria from First Development Plan (1962 – 1968) to the most recent of National Industrial Revolution Plan of 2014. Technical education as a strategy for National Development. The experience of countries such as Malaysia, South Korea, Australia and Japan among others as guide for Nigeria. Means of acquiring technical education was also explained. The challenges encountered by the provider of technical education, such peoples attitude to technical education, dearth of teachers and instructors on technical education, funding among others. The paper also took a critical look at the role of insurance in National Development. These roles includes; offering Insurance and financial protection, instilling sense of security and peace of mind, acting as stabilizing factor, acting as institutional investor, and public safety and new product development. Other roles include; enhancing financial security and peace of mind among others. It was further stated that for insurance to function effectively in this role, the government and other stakeholders have a role to play. In conclusion, suggestions for improvement to enable insurance and technical education contribute positively to national development includes Government training Institutions, Parent and Guardian, Development Partners and Employers as stakeholders who must be ready to play a proactive role to achieve a sustainable national development of our dream.

This paper examined youth empowerment, wealth creation and security as key to national development. The paper was guided by three objectives viz-a-viz; finding out how the empowerment of youth enhances national development, determining how wealth creation in the country is capable of enhancing national development and examining the role security play in entrenching national development. Reviews of literature were carried out in line with the objectives of the study using secondary data as method of data collection. The paper concluded that youth empowerment, wealth creation and national security enhance a nation’s positive and sustainable development. The paper suggested that government should make youth empowerment and wealth creation process in the country seamless so that majority of her unemployed youth can key into the scheme to uplift self and enhance national development. Also, the government should make national security a priority at all times. This is because without adequate security in the country, the zeal to be creative will be discouraged, investment will be limited, thus making development of the country to be stagnated as interested persons and organizations will be scared to invest. This thesis is entitled “ The Role of Government in the Implementation of Local Development (Case Study in the Administrative Post of Uatolari) “ Local development is a measure of national development where the development growth in an advanced sub-district will automatically reflect the development itself. In the sub-district, development has been carried out which in the research will highlight physical development. Physical development in the sub-district in accordance with its implementation has not reached the planned target in accordance with the expectations of the community in the Uatolari sub-district. Thus, the problem can be formulated as follows: How is the government role in implementing local development?. The theoretical basis used in this chapter, the writer wants to explain the theory according to Prajudi (2000), the role of government in the implementation of development, while the method used in this research is descriptive method with research techniques such as qualitative data analysis, the subject of what is being studied is The functions and tasks that exist in the Uatolari sub-district and the object under study are affirming the implementation of physical development in the Uatolari sub-district consisting of 6 people, the instruments used are observation, interviews, documentation and interviews (asking and answering) to collect data and to process data to completion. The conclusion from the research results found that the role of the government in implementation in the uatolari sub-district is still lacking due to a lack of control, therefore it is necessary for the central government to monitor, supervise the physical development that is being built or in progress so that it will accelerate according to the specified time. Recommended to the Ministry of Home Affairs and Regional Development to pay attention to the Viqueque district national development agency in order to accelerate the process of implementing local development, in accordance with the expectations of the community, especially the ongoing infrastructure development in accordance with the national development strategic plan.

This study analyzes The Role of Digital Economy  to Enhancing Sustainable  Economic Development. The general objective of this research is to assist the government in determining the right policy on the implement of digital economy and its impact on the the sustainable economic development, especially in Indonesia. In Indonesia the digital economy has increasingly developed in the field of ecommerce. The ecommerce industry is not merely talking about buying and selling goods and services via the internet. But there are also other things in it such as inter-service providers, telecommunications providers and others. This is the reason why the ecommerce industry must be adapted to be able to push the economic pace forward. The government is currently declaring Indonesia as the largest digital economy in 2020 and is targeted to be the largest in Southeast Asia. One of the foundations of national development in this declaration is the digital sector. The government targets ecommerce transactions to reach US $ 130 billion and creates 1,000 technopreneur with a business value of US $ 10 billion in 2020.  Therefore this research will provide policy benefits in strengthening government institutions in order to control the implementation of digital economy in Indonesia so that it give the positive impact on the sustainable economic development to be able to prosper the community and have a positive impact on the environment and increasing the economic value.

The important role of MSME in the national development, particularly in economic growth, employment provision, and GDP is the main reason why MSME should be one of the prioritized attention given by the government and public.  This study was aimed at assessing the effect of government (central and local) policy and the involvement of stakeholders (educational institution, financial institution, cooperative, business association, and NGO) on the performance of MSME.  A quantitative method and analysis of regression and correlation analysis were used.  Results showed that the government has given a special attention to MSME through Law No. 20 Year 2008 and regulations of central and local government through the service office of cooperative and MSME.  Involvement of stakeholders in training, coaching, mentoring, funding, and partnership had an important role in the improvement of MSME performance.  It was expected that the government be able to make or amend laws and regulations which were in favor to MSME and able to create conducive business environment.  Sustainable involvement of stakeholders in the empowerment of MSME was needed by MSME.

This paper looked at leadership and education for national security: the role of educational management. This paper posits that leadership and education are vital tools to maintaining national security in Nigeria. The challenges to national security in Nigeria ranges from Boko Haram insurgency, Fulani herdsmen killings, kidnapping and adoption of school children, ethnic and tribal crises, among others. It was suggested that for maintenance of peace and security in the country, the educational managers must ensure that core subject areas in the school curricula are emphasized such as civic education, social studies and peace and conflict resolution studies as well as entrepreneurship and vocational subjects for self employment. The government on her part must ensure that unemployment rate is reduced.

AbstrakRadikalisme adalah salah satu akar penyebab utama dari aksi terorisme. Radikalisasi pada kalangan masyarakat umum menjadi ancaman serius bagi stabilitas keamanan nasional. Masyarakat saat ini rentan menjadi sasaran perekrutan kelompok-kelompok radikal, pembentukan jaringan kelompok radikal transnasional, pengarahan tindak kekerasan dan terorisme bahkan melalui radikalisasi diri sendiri. Kurangnya kepedulian dan sistem pengawasan di dalam komunitas masyarakat dianggap juga menjadi katalisator radikalisme. Karena hal itulah, ketahanan komunitas terhadap ancaman terorisme dan radikalisme merupakan aspek penting dalam berhasilnya kontra-radikalisasi di dalam suatu negara.  Terlebih jika komunitas yang berada di dalam suatu negara merupakan komunitas yang pluralistik dan memiliki budaya, bahasa, dan agama yang berbeda. Tulisan ini bertujuan untuk menganalisis peran komunitas dan mengemukakan pentingnya ketahanan dalam komunitas dalam usaha memerangi terorisme.  Hasil penelitian menunjukkan bahwa sebagai bagian dari kontra-terorisme, pemerintah harus mengadopsi prinsip, “adanya strategi lebih baik ada dibanding tidak ada sama sekali” jika terkait dengan kerjasama bersama komunitas. Selain itu pemerintah harus dapat berinvestasi secara tepat untuk membangun pengetahuan masyarakat terhadap terorisme. Selanjutnya pemerintah juga perlu untuk memfokuskan kembali pada tujuan akhir pemberantasan terorisme pada deradikalisasi dan hal ini harus dilakukan terpisah dari sifat aksi hulu yang dilakukan komunitas. Terakhir, komunitas harus dipayungi organisasi besar yang merupakan perpanjangan dari program pemerintah yang mengajak masyarakat untuk fokus pada upaya memperkuat ketahanan dan kapasitas semua lini masyarakat yang dianggap rapuh.Kata kunci: Amerika Serikat, Inggris, Kontra terorisme, Peran komunitas AbstractRadicalism is one of the main root causes of acts of terrorism. Radicalization among the society poses a serious threat to the stability of national security. Communities today are vulnerable to the recruitment of radical groups, the formation of radical networks of transnational radicals, the directing of acts of violence and terrorism even through self-radicalization. Lack of awareness within the community and absence of monitoring system from government are also considered to be a catalyst for radicalism. Because of this, community resilience to the threat of terrorism and radicalism is an important aspect of successful counter-radicalization within a country. Especially if the community within a country is a pluralistic community and has different cultures, languages and religions. This paper aims to analyze the role of the community and highlight the importance of community resilience in the fight against terrorism. The results show that as part of counter-terrorism, the government should adopt the principle, "the existence of suffice strategy is better than nothing at all" particularly when it is related to community resilience. In addition, the government should be able to invest properly to build public knowledge of terrorism. Furthermore, the government also needs to refocus on ultimate goals of eradicating terrorism and deradicalisation and this should be done separately from the nature of the upstream action of the community. Finally, the community must be protected by a larger organization that is an extension of a government program that calls on communities to focus on strengthening the resilience and capacity of all fragile communities.Keywords: Community Resilience, Counterterrorism, United Kingdom, United States
