This study examined principals’ administrative effectiveness in the implementation of quality assurance standards in public secondary schools in Edo and Delta States. To guide the study, three hypotheses were raised. The study adopted the descriptive research design. The population of the study comprised all the principals and teachers in the public secondary schools in Edo and Delta States, Nigeria. Simple random sampling technique was used to select 240 principals and 720 teachers from the schools. Data was collected using ‘Administrative Effectiveness and Implementation of Quality Assurance Standards Questionnaire (AEIQASQ)’ to find out principals’ level of administrative effectiveness in the implementation of quality assurance standards using the Normative mean of 62.5 which was established from the instrument as the benchmark for effectiveness. The findings revealed that principals’ administrative effectiveness was high in the public secondary schools in Edo and Delta States. There was also a significant relationship between administrative effectiveness and implementation of quality assurance standards in the States based on principals’ gender and experience. It was therefore recommended that since principals in public schools are effective, Government should provide them with adequate funds and all necessary support to ensure that quality assurance standards are fully implemented in the schools. Also, experience and gender should be considered in appointing principals among other criteria as experienced female principals were found to be more effective.

Acknowledging that the external context visibly affects any organization, this investigation seeks to constitute a specific contribution to the study of the importance of public image in organizational administration. To that end, a collection and documentary analysis of news stories from the newspaper O Fayalense on the Asylum for the Disadvantaged Children of Horta [Asilo de Infância Desvalida da Horta], an institution located on Faial Island, Azores, Portugal, covering the time period of 1858 to 1895, is performed. In the presentation and discussion of the results, a comparison is made between two periods that involve a single president because they vary in the type of news stories published (at the level of sources and subjects). It is concluded that the news stories published cover three large types of references, which, given the period in question, vary substantially: factual information (on the celebrations occurring in the asylum, communications about donations received and appreciation of benefactors, or institutional information on the elections of the asylum directorate), praise (regarding the asylum’s mission, operation, or administration), and censures (including responses to external criticism, criticism of previous managements, and stories regarding the asylum’s precarious circumstances). The implication of the study is that the importance of a positive public image, especially a positive image that is supportive of the leadership, should not be overlooked for the organizational administration to have greater chances of success.

This study examines compliance issues with public procurement regulations in Ghana. The simple random sampling technique was used to draw a sample size of 100 practitioners from public institutions in Ghana. The collected data were analysed using descriptive and inferential statistics. The study revealed that although public procurement entities in Ghana have made some strides in improving compliance levels with the public procurement law, majority of public institutions disregard their management systems and contract management processes among others. The study indicates that familiarity (p-value = 0.020) though inversely related, incompetence (p-value =0.023), political interference (p-value =0.000) and poor monitoring (p-value =0.010) were significant factors in explaining non-compliance with the legal framework of public procurement in Ghana. The research further discovered that officials in charge of public procurement flout the rules and regulations with impunity. To address the issue of non-conformance by public officials, it is imperative for the Public Procurement Authority to desist from embarking on what could best be described as selective justice and apply the law equally on all non-conforming public institutions. The authority must also strengthen its monitoring systems to ensure that offenders are apprehended and adequately sanctioned according to the law.

This study examines the extent to which the Nigerian journalists comply with ethical values in the course of their reportage. Two national dailies – The Nation and Daily Trust newspapers were selected for content analysis, using systematic random sampling technique to pick 26 editions per newspaper. A period of six months from 14 December 2014 to 14 June, 2015, covering the 4th phase of the state of emergency was chosen. Tables, figures, and sample percentage counts were employed in making the research data easily understandable. The findings revealed that though the newspapers appeared to be ethically compliant in their reportage, none of the two newspapers was neutral in its reportage of the state of emergency rule. Majority of their stories were considered unpleasant and capable of aggravating the crisis in the troubled states. The hypothesis were tested, one showed that there is a significant difference between the number of news stories and the number of ethical breaches in the selected newspapers; hypothesis two showed a significant difference between ethically breaching and ethically standard reports/content of the selected newspapers; hypothesis three showed a significant difference between the ethical breaching of Daily Trust and those of The Nation –X2 = 0.09; P<0.05, df1. The study therefore, recommends that journalists should always have a healthy regard for the public interest, desist from slavish adulation and join hands with the government in bringing about lasting peace to the troubled states and desist from publishing inflammatory stories.

The study employed the descriptive research design of the survey type. The population consisted of all teachers from the public primary schools in the state. The sample for this study was 300 teachers which were selected from 20 public primary schools using multi-stage sampling procedure. The first stage involved the use of simple random sampling technique to select 10 Local Government Areas from the thirty- three Local Government Areas of the State. The second stage involved the selection of 20 public primary schools using purposive random sampling technique. Also, 15 teachers were selected from each of the public primary schools using simple random sampling technique at the third stage to make the total of 300 teachers as a sample for the study. A self-structured questionnaire tagged Teachers’ Questionnaire on Job Mobility, Satisfaction and Qualification (TQJMSQ) was used to elicit relevant data for the study. Research questions were answered using simple percentage, mean score and standard deviation while the hypothesis was analysed using t-test, ANOVA and Scheffe posthoc test at 0.05 level of significant. The study shows that job satisfaction and teachers’ qualifications determines job mobility in primary schools in Oyo State. This study has assessed the effectiveness of agricultural extension workers through the use of six indicators. Simple random sampling technique was used to select 180 farmers and 60 extension workers from 12 Local Government Areas of Delta State. Interview schedule and questionnaire were used to collect data from respondents. On average, farmers have 7 – 12 contacts per year with agricultural extension workers. Age, extent of contact with extension workers, and education level make a significant contribution to farmers' perception on the quality of agricultural extension workers. This study found no significant relationship between adoption level and extent of contact with extension workers. Agricultural message situation is good in terms of purpose, content and treatment but the provision of logistics for field work of extension workers is not sufficient. The study reveals that agricultural extension service in Delta State is not effective. There is no significant difference in the agricultural extension workers' effectiveness in the three agricultural zones of Delta State. For a better coverage of extension cells, more extension workers should be recruited. The Delta State Government should exhibit renewed vigor in properly funding the public agricultural extension service to ensure improved effectiveness.
