Methods of training in advanced training groups formed from the staff of personnel divisions of the MIA of Russia, which involve the use of anti-corruption education at different stages of professional activity are discussed in the article. A comprehensive approach to the formation of anti-corruption behavior, which allows using various forms of training of police officers in their relation is described. The effectiveness of this approach in the system of professional development was shown. A comprehensive approach allows the training process to pay attention to the needs and difficulties in the field of corruption prevention without spending time on basic training information. Several stages in the organization and content of training are considered. Each of them corresponds to different stages of professional development of specialists of personnel divisions of internal affairs bodies. Described in detail every stage is aimed at a separate audience and has its own value. The possibilities of anti-corruption education are presented, starting with the selection of personnel for service in the internal affairs bodies and ending with the preparation for dismissal. The anti-corruption educational activities carried out at the present time are analyzed. Methods of intensifying each of them and the possibilities of optimal inclusion in the developed complex of content and forms are determined. The proposed approach can be used for majority posts. It is not limited to human resources units. In addition, the developed methodological material can be used by students in the course of their professional activities in the field after studying at advanced training courses.

The article presents the results of the study of individual psychological characteristics of adaptive behavior of recruit men and women police officers. The study develops theoretical knowledge on the problems of adaptation of new members of police, expands the boundaries of the problem field; the empirical data clarify ideas about the features of adaptation of employees in the host environment depending on gender. In the course of the empirical study, depending on gender, differences in individual psychological characteristics of adaptive behavior of newly appointed employees of the low enforcement agencies bodies were revealed. This may determine the specifics of their entry into the host environment. Newly appointed policewomen employees with impaired adaptive behavior are characterized by a higher rejection of professional activity than men, unacceptable working and living conditions, a feeling of constant anxiety in the process of social interaction, but less negative attitude to life.

The author has studied the peculiarities of academic motivation of final-year cadets (n=323) of higher education institutions with specific educational conditions. It has been determined that the dominant motivation for their professional training is internal motivation. They make independent decisions about their professional activities and seek to continue their service within the National Police. Adequate and situational types of professional motivation are typical for cadets. Respondents are aiming for theoretical knowledge. The motives for the professional activities of final-year cadets do not affect their motivation to acquire theoretical knowledge, but they affect the acquisition of professional skills and abilities. The “romantic halo” of the profession remains in the perception of the profession by final-year cadets, but the material component also becomes important. The status of the profession in society and its material remuneration, as well as the curiosity of the chosen profession have significant influence on the motivation of future professional activities of fourth-year cadets. The motivating factor for internally motivated cadets is a sense of effectiveness, as well as status and state’s high salary for labor of law enforcement professionals. Externally positively motivated cadets in case of the decrease in the status of the profession, unrealized career ambitions or the reduction of the material rewards of law enforcement officers may begin to perform their duties formally or may leave the service. Externally negatively motivated cadets are not interested in performing professional duties. On the basis of the obtained data, the author has concluded on the importance of mentoring in the process of professional development of young specialists and the continuation of professional training in the system of postgraduate education and service training of police officers. The author has emphasized the importance of further motivation of final-year cadets within professional activity, in particular the introduction of a “motivational” package for police officers by the state.

The article analyzes the legal framework for the health care of police officers and their families. Three main models of providing police officers with health services (health insurance, budgetary, mixed) are outlined, and it is noted that Ukraine finances departmental health care institutions at the expense of budgetary funds and provides basic services that are free of charge. It is emphasized that the fundamental rules governing the relevant issues are contained in the Law of Ukraine “On the National Police”. Article 95 of this Law is analyzed, according to it the main categories of persons who are entitled to free medical care in the health care institutions of the Ministry of Internal Affairs (police officers, their families - children 18 or 23 years of age in the study in higher education institutions, husband or wife) main forms, family members of the dead or missing police officers, police officers with disabilities in service). It is stated that such services are eligible for some categories of former police officers and their families. It is also about the legal provision of rehabilitation, sanitary and health resorts, wellness as well as recreation measures in departmental medical rehabilitation centers, sanatoriums, rest homes, boarding houses and health institutions of different categories of police officers, their families. Various instructions and regulations are being analyzed to clarify the categories of persons applying for medical care, rehabilitation and recreation in departmental health care facilities, conditions for free rest, etc. The study also reveals a list of institutions that are part of the departmental health care system.

As a result of the rapid development of intercultural communication and global transformations taking place in the world in the 90s of the XX century, it became necessary to create a new personality with a new set of qualities and competencies that are urgently needed for the rational functioning in a multicultural world. For the successful performance of professional duties is not enough to be a specialist who knows job, today. Modern Ukrainian society needs educated professionals who can think critically and make decisions independently in a situation that requires a choice, that is, to be dynamic, mobile, creative. That is, the main feature of professional activity is its development, which requires constant updating and improvement of skills. Each specialist should acquire new knowledge and improve their skills, and, consequently, improve their professional qualities. According to research, professionals who are not engaged in improving professional competence, there comes a time in life when they have internal dissatisfaction with their activities and they need to improve professional skills, or even change their professional orientation. Given the large variety of information technologies at all educational levels, it is not difficult to improve your professional level, and mobile learning is a way to solve a number of educational problems today. In this regard, the relevance of communicative education of future police officers is increasing. After all, the need to train a competent police officer capable of effective professional activity in a multi-ethnic environment is a priority in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the professional training of future police officers is not only the formation of communicative competence, but also the space of interpersonal relations, in which a holistic culture of the individual is formed. The article presents an analysis of the diagnostic results of the formation of communicative competence of the future police officer. The results demonstrate the levels of formation of communicative competence of future police officers in cognitive, emotional and behavioural components.

This paper discusses aspects related to the formation of professional and legal competence in the process of scientific and educational process of training bachelors of engineering and technical profile. A modern professional should be not only qualified literate, but also socially competent, and also often legally literate, be able to coordinate, manage and obey himself, resolve conflicts and be able to make decisions within the existing legal framework, etc. For this, it is advisable for a future bachelor know legislative and other regulatory legal acts, be able to use them productively in practical professional work. Purpose of the study: to determine the essence and properties of the structural components of the formation of legal competence of bachelors in the process of vocational training. When solving particular problems of theoretical research, methods were comprehensively used such as analysis of methodological, philosophical, sociological, psychological, pedagogical literature on the problem of research, study of legislative and regulatory acts on higher education and the functioning of technical institutions, synthesis and generalization of information received on subject of research. The structure of legal competence, as well as objective and subjective properties of legal competence are revealed. Legal competence is presented as a complex, integrative education, consisting of a complex system of knowledge, abilities, skills and individual qualities of a future bachelor of engineering and technical specialties. Moreover, the content of legal knowledge should be adequate to the professional activity of the future bachelor, and only if this condition is met this knowledge will contribute to the improvement of his legal competence.

We consider main aspects of intuition as a psychological phenomenon and its peculiarities in legal defending activity. The difficulty of the topic is noted according to intuition irrational nature. We study the historical aspect of intuitive human mind development from the earliest to the modern time and find differences in the information part of the world understanding. The reasons for formation of intuitive thinking of Internal Affairs Agencies workers in untypical situations are explained. The research has the scheme of conditions for intuition provocation, among which there are the problem situation, “hint” availability, fundamental understanding of the issue. In Russia the psychological service of Ministry of Internal Affairs investigates intuitive abilities of Internal Affairs Agencies workers. There are methods types of intuition study: experimental methods and action tests; surveys; instrumental methods showing priming; implicit learning; “illocal” intuition; psychophysiological methods. The essence of experimental methods, action-tests and instrumental methods are shown. The conclusions of necessity of to practically include developments obtained in the process of intuition thinking investigation of Internal Affairs Agencies are made. The peculiarities of intuition study within the framework of psychological researches. We consider the role of intuition in professional activity of Internal Affairs Agencies workers. We tried to create methodological tools of intuition study of police workers.

Directives 2015/849, and 2018/843 on Money Laundering require continuous adaptations of the legal framework to respond to threats of the use of new technologies in money laundering. Directive 2018/843 extends the scope of Directive 2015/849 to providers engaged in exchange services between virtual currencies and fiat currencies as well as custodian wallet providers. Undoubtedly, the new payment systems facilitate money launderers’ criminal activity. These systems are better than cash for moving large sums of money, non-face to face business relationships favour the use of straw buyers, and false identities, the absence of credit risk, as there is usually a prepaid payment, discourages service providers from obtaining a complete, and accurate customer information, and the nature of the trade, and the speed of transactions make it difficult to control property or freezing. However, the development of technologies, including the internet, has unquestionable advantages involved and even provides, through online resources, verification of identity, or other duty of surveillance, for the prevention of money laundering. In addition, the reform of June 22, 2010 introduced in Spain the criminal liability of legal persons, and incorporated money laundering together with other crimes to this innovative model of criminal responsibility. Soon after, Organic Law 1/2015, of March 30, modified the hereto barely applied regulation. Itis quite surprising that Organic Law 1/2015 boasts of making a technical improvement, as it incurs obvious contradictions by exempting criminal liability to legal persons for a money laundering, that should not have existed due to the adoptionand effective execution of suitable or adequate compliance programs to prevent it, as well as taking into account to limit the punishment non-serious breaches of supervisory, monitoring, and control duties, when letter b) of the first paragraph of article 31 bis only takes into consideration serious breaches of those duties. Already in 2010, in order to introduce the criminal liability of legal persons, the Spanish Legislator invoked the alleged need to comply with international commitments. However, this model of responsibility was not mandatory, because international agreements normally only require effective, proportionate, and dissuasive sanctions. In addition, managers and executives, who have not adopted an effective compliance program, will be held liable together with the company, given that now all act as police officers. In conclusion, the use of dummy corporations for money laundering is frequent, as it is evidenced by the judgments of theSupreme Court of June 26, 2012, and February 4, 2015, but until recently, the accessory consequences and the doctrine of piercing the corporate veil were sufficient.

Psychological characteristics of police officers are now thoroughly investigated in legal psychology. At the same time development of the problem was, both in terms of psychological analysis of the structure of professional law enforcement officers, and in terms of the psychological characteristics its inherent set of psychological characteristics. Even the cursory reviews of the basic psychological characteristics and structural elements of the employee’s professional activity shows how complex and multifaceted its activities. It makes them a variety of requirements, among which one of the most important - having developed important professional qualities of the individual.

The authors have studied the problems of theoretical principles and methodical tools of carrying out professional research at the National Police of Ukraine, in particular, the issue of developing a job description of community police officers. It has been demonstrated that job descriptions represent a complete description of the specifics of a particular profession, they reveal the content of professional work, as well as the requirements that a profession brings to a person; this is a document that provides a comprehensive, systematic and comprehensive description of the objective characteristics of the profession and the totality of its requirements to individual and psychological features of a man. An important part of the job description is a psychic profile containing a complete description of the actual psychological characteristics and professionally important personal qualities of specialists. Theoretical bases and structure of the experimental process of professional research have been provided; the possibilities of using some of its methods and means for the development of a modern professional profile of community police officers have been revealed. It has been emphasized that scientifically substantiated professional research of professional police activity will create favorable conditions for increasing the efficiency of professional selection of personnel and appointment of police officers, will promote more efficient use of personnel potential of police units, enable improvement of training, retraining and professional development of police officers, rationalization of working conditions, reduction of morbidity, etc. Based on a broad pilot study involving police officers from 25 regions of the state, the authors have established a list of the main professional qualities of community police officer, have defined qualitative and quantitative psychological and psycho-physiological indicators recommended for professional activity, the authors have also established psychological and psycho-physiological contraindications to the professional activity of community police officers.
