Orrialde hauetan zehar ikusiko dugu ahalegin hori errealitate handiago baten barruan garatzen dela, Salamancako Udalean. Izan ere, udal horrek beste erritmo batzuk ditu, baina aldaketa-inguruneak egotea eta sistemak abian jartzea errazten du. Abstract: The contribution developed in the following pages endeavors to take a descriptive approach to an organizational reality in which a teleworking project has been set in motion as yet another effort to improve the public services, with the involvement and commitment of those responsible for providing them: the employees. We are witnessing a process which has been developing over the last 10 years, a long period, but not particularly so in the logics of the Spanish Public Administration. Over these pages we will see how this effort develops within a wider reality, the Salamanca City Council, which has other paces, but facilitates the existence of environments of change and the setting in motion of systems; in a collaborative, participatory and transparent logic, where the perception of persons, scientifically and systematically, both of employees and citizens, becomes a nuclear element of these processes. It does not try, however, to be an academic approximation to the subject of teleworking, nor are we going to find a formal development of systems or tools, related to this new organizational reality and specifically to organization of the work and relations in public working environments. Resumen: La aportación que se desarrolla en las siguientes páginas intenta realizar una aproximación descriptiva de una realidad organizacional en la que se ha puesto en marcha un proyecto de teletrabajo, como un elemento más de un esfuerzo por la mejora de los servicios públicos, con la implicación y el compromiso de los encargados de su prestación: el personal empleado. Estamos ante un proceso que se viene desarrollando los últimos 10 años, periodo largo, pero no tanto en las lógicas de la administración pública española. A lo largo de estas páginas veremos cómo este esfuerzo se desarrolla dentro de una realidad mayor, el Ayuntamiento de Salamanca, que tiene otros ritmos, pero facilita la existencia de entornos de cambio y la puesta en marcha de sistemas; en una lógica colaborativa, participativa y transparente, donde la percepción de las personas, de forma científica y sistemática, tanto de personal empleado como la ciudadanía, se convierten en elementos nucleares de estos procesos. No intenta, sin embargo, ser una aproximación académica al tema del Teletrabajo, ni tampoco nos vamos a encontrar con un desarrollo formal de sistemas o herramientas, vinculadas con esta nueva realidad organizacional y específicamente de organización del trabajo y las relaciones en los entornos laborales públicos.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. <p>O objetivo deste artigo é contribuir ao debate acerca da gestão do Poder Judiciário tendo como referência o princípio constitucional da eficiência na administração pública e os princípios da gestão da qualidade. Sob esse enfoque são abordados os temas da crise na administração pública e na administração judiciária. Através de uma revisão bibliográfica em livros e artigos levantou-se as contribuições de autores sobre o tema em análise. Uma correlação entre os princípios da qualidade e a realidade encontrada na administração de unidades judiciárias, através das fontes analisadas para o estudo, é realizada com o fim de demonstrar a validade da aplicação dos princípios para nortear as mudanças necessárias para a melhoria da prestação jurisdicional e a aumentar a satisfação da sociedade. O artigo apresenta a aplicabilidade de um sistema de gestão da qualidade, conforme o modelo da norma ABNT NBR ISO 9001:2015, como uma alternativa eficaz para que o Poder Judiciário apresente a resposta mais adequada para a necessidade de melhoria na eficiência da gestão do Poder Judiciário.</p><p> </p><p>The purpose of this article is to contribute to the debate about the management of the Judiciary having as point of reference the constitutional principle of efficiency in the Public Administration and the principles of quality management. This approach addresses the issues of crisis in the public administration and judicial administration. Through a bibliographical review in books and articles the contributions of authors on the subject under analysis were compiled. A correlation between the principles of quality and the reality found in the management of judicial units, through the sources analyzed for the study, is established in order to demonstrate the validity of the application of the principles to guide the changes necessary to improve the jurisdictional performance and to increase the satisfaction of society. The article presents the applicability of a quality management system, according to the model of ABNT NBR ISO 9001: 2015, as an effective alternative for the Judiciary to provide the most appropriate response to the need of improving the efficiency of the Judiciary management.</p><p> </p>

The article considers the issues of administrative services provided by the bodies of the Antimonopoly Committee of Ukraine and other bodies of public administration in the field of application of the legislation on protection of economic competition. The range of subjects of public services in the field of application of the legislation on protection of economic competition to which it is offered to carry bodies of the Antimonopoly committee of Ukraine, the Cabinet of Ministers of Ukraine and the Ministry of Economy of Ukraine is defined. The list of services provided by the Antimonopoly Committee of Ukraine is determined. These include: 1) granting permission for concentration; 2) granting permission to coordinate actions; 3) issuance of additional copies of certified copies of decisions on issues provided for in part two of Article 34 of the Law of Ukraine "On Protection of Economic Competition"; 4) preliminary conclusions on the qualification of actions (Article 14 of the Law of Ukraine "On Protection of Economic Competition"); 5) preliminary conclusions on concentration, concerted actions. It is proposed to extend the provisions of the Law of Ukraine "On Administrative Services" to services provided by the Antimonopoly Committee of Ukraine insofar as it does not contradict the legislation on protection of economic competition. Proposals have been developed to amend the Regulations on the procedure for submitting applications to the Antimonopoly Committee of Ukraine for prior obtaining a permit for concentration of economic entities in terms of clarifying the subjects of application for a concentration permit. Administrative services of the Antimonopoly Committee of Ukraine are service activities of the Antimonopoly Committee of Ukraine defined by normative legal acts aimed at meeting the private needs (interests) of business entities in the field of legal relations arising in connection with the application of legislation on protection of economic competition. related to the protection of their legitimate rights and interests). The administrative service of the bodies of the Antimonopoly Committee of Ukraine is provided exclusively on the basis of the application of the relevant business entity. Based on the results of the administrative service, the Antimonopoly Committee of Ukraine provides the subject of the application with an administrative act (permit) or a document.

LABURPENA: «Giza Eskubideetan Oinarritutako Ikuspegiaren» irismena azaltzeko asmoa dauka artikulu honek, zer-nolako aldagaiak eta kontzeptuak biltzen dituen ulertze aldera. Horren bilakaeraz eta indarraldiaz arituko gara, bai eta horren modalitate aplikatua nola nabarmentzen den azalduko ere. Horretarako, Nazio Batuen Erakundearen esparruan garatu diren ekarpenak eta gaiaren inguruko doktrina aditua erabiliko ditugu. Administrazio Publikoan duen indarra ezin ukatuzkoa da; izan ere, estatuak eta horri atxikitako erakundeek oso kontuan eduki behar dute politika publikoak norbanakoen eta komunitateen beharrei arreta ematen ari zaien jakiteko balio duela ikuspegi horrek, edota politika publiko horiek kontu emanez gardentasun publikoa eratzen ari diren nahiz edozelako diskriminazioa saihesten ari diren jakiteko balio duela. RESUMEN: El presente artículo tiene la intención de exponer los alcances del «Enfoque Basado en Derechos Humanos», con la finalidad de entender que variables y conceptos involucra. Haremos un recuento de su evolución, vigencia y cómo se evidencia su modalidad aplicada, a través de diferentes aportes desarrollados en el marco de la Organización de Naciones Unidas, así como de la doctrina estudiosa del tema. Su vigencia en la Administración Pública es de primer orden, puesto que el Estado y sus entidades adscritas, deben tener muy en cuenta que el enfoque citado, sirve para conocer si las políticas públicas, están atendiendo necesidades de individuos y comunidades concretas; generando transparencia pública a través de rendición de cuentas, así como evitando cualquier tipo de discriminación. Finalmente, se analizará su vigencia e impacto en algunos antecedentes jurisprudenciales de la Corte Interamericana de Derechos Humanos. ABSTRACT: This article intends to expose the scope of the «Human Rights Based Approach», in order to understand what variables and concepts it involves. We will recount its evolution, validity and how its applied modality is evidenced, through different contributions developed within the framework of the United Nations, as well as the doctrine studious of the subject. Its validity in the Public Administration is of the first order, since the State and its affiliated entities must take into account that the aforementioned approach serves to know if public policies are addressing the needs of specific individuals and communities; Generating public transparency through accountability, as well as avoiding any type of discrimination. Finally, its validity and impact will be analyzed in some jurisprudential antecedents of the Inter-American Court of Human Rights.

The re-establishment of historical district government offices in the Hungarian public administration system will ensure the availability of the provided public services on an integrated, citizen-friendly level. Reorganising of district borders and changing the district centres as well the settlement new administration services in the central cities will predictable restructure the citizens public transport attitudes. This study deals with the motivation, quantity and direction of the possible modifications on the public transport demand in Hajdú-Bihar County. The study goals to present the possible public transport organising interventions, and to find a balance between the changing demand and the regulation provided public transport instruments.

Este artigo tem como objetivo discutir as ações dos Conselhos Municiais dos Direitos da Pessoa com Deficiência em relação a Educação. Consideramos que a consolidação deste Conselho se deu com reivindicações, lutas e disputas de diferentes segmentos da sociedade, e que, portanto, pode ser um espaço importante para as lutas das pessoas com deficiência, mesmo que como espaço de direitos formais. Para esta pesquisa, buscamos elucidar as demandas, disputas e reivindicações relacionadas direta ou indiretamente, com a educação dos sujeitos deficientes, objetivando refletir sobre os limites e possibilidades da ação do CMDPD referentes aos assuntos relacionados a educação. Para tanto, utilizamos como procedimento metodológico a análise de documentos, dos quais se destacam decretos e normativas e 17 atas de reuniões com CMDPD de Florianópolis. Obtivemos com essa análise a compreensão de como surgiu este conselho no Brasil e no município em tela; os sujeitos que os compõem; as temáticas mais debatidas e, foco de nossa análise, como, com quem e qual a discussão efetivada sobre o tema educação. Compreendemos que alguns litígios relacionados a educação especial permanecem nesse Conselho como a relação Público x Privado. A temática da educação é efetivamente invisível nesse conselho e que nos faz a identificar outra seara: a pouca importância dada a efetiva escolarização dos sujeitos com deficiência nessa sociedade.Palavras-chave: Conselho Municipal. Educação. The Municipal Council for the Rights of Persons with Disabilities of Florianópolis: the invisibility of the education themeABSTRACTThis article aims to discuss the actions of the Municipal Councils of the Rights of Persons with Disabilities in relation to Education. We believe that the consolidation of this Council has resulted in, struggles and disputes of different segments of society, and that, therefore, can be an important space for the struggles of people with disabilities, even as an area of formal rights. For this research, we seek to elucidate the demands, disputes and claims related directly or indirectly, with the education of disabled subjects, aiming at reflecting on the limits and possibilities of the CMDPD relating to matters related to education. For this, we used as a methodological procedure the analysis of documents of which stand out decrees and regulations and 17 minutes of meetings with CMDPD of Florianópolis. We obtained with this analysis the understanding of how this council appeared in Brazil and in the municipality in screen; the subjects that compose them; the most debated topics and, the focus of our analysis, how, with whom and what the actual discussion about the subject of education. We understand that some litigation related to special education remains in this Council such as the Public x Private relationship. The issue of education is effectively invisible in this council and which makes us identify another crop: the little importance given to the effective schooling of the subjects with disability in this society.Keywords: City Council. Consideramos que la consolidación de este Consejo se dio con reivindicaciones, luchas y disputas de diferentes segmentos de la sociedad, y que, por lo tanto, puede ser un espacio importante para las luchas de las personas con discapacidad, pero como espacio de derechos formales. Para esta investigación, buscamos elucidar las demandas, disputas y reivindicaciones relacionadas directa o indirectamente, con la educación de los sujetos discapacitados, con el objetivo de reflexionar sobre los límites y posibilidades de la acción do CMDPD sobre los asuntos relacionados con la educación. Para ello, utilizamos como procedimiento metodológico el análisis de documentos, de los cuales se destacan decretos y normativas y 17 actas de reuniones con CMDPD de Florianópolis. Obtuvimos con ese análisis la comprensión de cómo surgió este consejo en Brasil y en el municipio en pantalla; los sujetos que los componen; las temáticas más debatidas y, foco de nuestro análisis, cómo, con quién y cuál la discusión efectuada sobre el tema educación. Comprendemos que algunos litigios relacionados con la educación especial permanecen en este Consejo como la relación público x privada. Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

The author of the article has provided the results of the analysis of the methods of administrative and legal protection taking into account the changes within the relations between public administration and taxpayers and the course chosen by the state for liberalization of tax relations. The place of the concept of the methods of administrative and legal protection in the term system of the science of administrative law and their dialectical relations with the methods of public administration and administrative activity has been established. The author has indicated generic and specific features of the methods of administrative and legal protection of tax relations, where the latter will depend on the peculiarities of the means and methods of influence used by the public administration for the purpose of exercising security functions. The system of methods of administrative and legal protection of tax relations has been offered to form from three elements: general methods of administrative activity (persuasion and coercion), service tools of influence (provision of administrative services, creation of electronic services and publication of open data sets) and organizational methods. The expediency of distinguishing service means of influence into a separate group of methods of administrative and legal protection has been proved. It is conditioned by their special functional purpose – creation of conditions for independent prevention of possible breach of protected relations by the taxpayer. The role and correlation of persuasion and coercion in the system of methods of administrative and legal protection of tax relations have been clarified. Despite the presented importance of the persuasion within the relationship between the controlling agencies and the taxpayers, it has been stated that state coercion remains the main mean of administrative and legal protection of tax relations. Particular attention has been paid on the need to reconsider the correlation of tax and administrative coercion within tax relations. It has been proved that the basis of their delimitation should be not the branch of legislation, where the authority to apply the appropriate measure is assigned, but the essential criterion and the subject matter of regulation (influence) – relations arising from incomplete calculation and late and incomplete payment of taxes and fees, or relationships related to the organization and enforcement of tax responsibilities and the proper exercise by the supervisory authorities of their powers. It has been emphasized that tax coercion, unlike administrative, performs both punitive and compensatory functions.

In this article we focus on identifying the specificity of digital transformation within the public sector. The aim of the article is to present the main mechanisms resulting from the introduction of digital innovations that have changed the functioning of the public sector. Starting from a discussion on the technological requirements of digital transformation, we briefly characterise the use of computers and the Internet in public administration, resulting in the development of e-services and administration. The main part of the article is devoted to discussing the specificity of the implementation of the new digital technologies in public administration, focusing mainly on artificial intelligence and blockchain technologies. Our thesis is that the impact of innovative digital technologies on the operation standards and structure of public administration should be analysed through the prism of interrelated mechanisms of datafication and platformisation, characteristic for the digital economy. The adopted methodology, which is based on an analysis of the subject literature and an analysis of new technology implementations in public administration in EU countries, indicates the pilot, random and non-transformational nature of these implementations, partly due to the lack of well-established methodologies to study and assess the maturity of digital transformation within the public sector.
