AbstractAt the beginning of 2020, the whole country was struck by the Corona virus pandemic (Covid-19) which caused panic in all countries where hundreds of thousands of people were infected and thousands more died. For Indonesia Corona virus itself (Covid-19) has been determined as a national disaster that must be completely eradicated, for that the central government has appealed to each local government to provide guidance to the community in overcoming this outbreak so that it can run effectively and efficient. One of them is the regional government in Pontianak, where Pontianak is the highest number of Corona (Covid-19) positive patients in West Kalimantan, with 78 positive patients infected with Corona (Covid-19) compared to other regions in West Kalimantan . Therefore this study aims to analyze the behavior of Pontianak city people in dealing with the Corona virus pandemic (Covid-19). Samples taken were 382 people in Pontianak City. The results of this study indicate that the behavior displayed by people who do not comply with government regulations is based on the perception of the Pontianak city community itself. The research method used by this research is literature study with a quantitative descriptive approach. Untuk virus Corona Indonesia sendiri (Covid-19) sudah ditetapkan sebagai bencana nasional yang harus diberantas tuntas, untuk itu pemerintah pusat mengimbau kepada setiap pemerintah daerah agar memberikan pembinaan kepada masyarakat dalam menanggulangi wabah ini agar dapat berjalan efektif. dan efisien. Salah satunya adalah pemerintah daerah di Pontianak, dimana Pontianak merupakan jumlah penderita positif Corona (Covid-19) tertinggi di Kalbar, dengan 78 penderita positif terjangkit Corona (Covid-19) dibandingkan daerah lain di Kalbar. Oleh karena itu penelitian ini bertujuan untuk menganalisis perilaku masyarakat kota Pontianak dalam menghadapi pandemi virus Corona (Covid-19). Sampel yang diambil sebanyak 382 orang di Kota Pontianak. Hasil penelitian ini menunjukkan bahwa perilaku yang ditampilkan oleh masyarakat yang tidak mematuhi peraturan pemerintah didasarkan pada persepsi masyarakat kota Pontianak itu sendiri. Metode penelitian yang digunakan dalam penelitian ini adalah studi literatur dengan pendekatan deskriptif kuantitatif. Kata Kunci: Pandemi Covid-19, Perilaku, Kota Pontianak

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. This paper, which is focused on evaluating the policies and institutional control of the Brantas River Basin, East Java, Indonesia, aims to review government regulations on watershed governance in Indonesia. A qualitative approach to content analysis is used to explain and layout government regulations regarding planning, implementation, coordination, monitoring, evaluation, and accountability of the central and local governments in managing the Brantas watershed, East Java, Indonesia. Nvivo 12 Plus software is used to map, analyze, and create data visualization to answer research questions. This study reveals that the management regulations of the Brantas watershed, East Java, Indonesia, are based on a centralized system, which places the central government as an actor who plays an essential role in the formulation, implementation, and accountability of the Brantas watershed management. In contrast, East Java Province’s regional government only plays a role in implementing and evaluating policies. The central government previously formulated the Brantas watershed. This research contributes to strengthening the management and institutional arrangement of the central government and local governments that support the realization of good governance of the Brantas watershed. Future research needs to apply a survey research approach that focuses on evaluating the capacity of the central government and local governments in supporting good management of the Brantas watershed.

This study aims to examine the effectiveness, contribution, local retribution on local revenue and the level of independence of Kota Pariaman. The data analysis method used in this research is quantitative descriptive analysis method. This method is a method of analysis by using the calculation of the financial data obtained to solve problems in accordance with the research objectives. The average level of regional independence in Kota Pariaman during 2014-2018 is 6.09% with a pattern of instructive relationships. It can be seen that the level of regional independence of Kota Pariaman is very low, only around 6% during 2014 to 2018 with a pattern of instructive relationships. This means that the city of Pariaman is very dependent on financial assistance from the center. the role of the central government is more dominant than the independence of the regional government.

Bukit Jamur is a tourist attraction located in the Bengkayang Regency, West Kalimantan Province, Indonesia. Originally, Bukit Jamur is protected forest area, because of this place has a tourist attraction, the West Kalimantan Provincial Forestry Office established Bukit Jamur as a Forest Park in 2018. The goal is to be managed as a tourist attraction. This destination is managed by the Pokdarwis Organization, but its management is still not optimal. This can be seen from the condition of the untreated destination and the management system of visitors who are still irregular, causing a lot of garbage that pollutes the destination environment due to tourists visit. This research was conducted to find out what are the problems in the Bukit Jamur destination visitor management system and strategies that can be done to overcome the problem of the visitor management system. This research uses a qualitative descriptive approach. Data sources used are primary data and secondary data, while the data collection techniques are by literature study, interviews, observation, and documentation. Data analysis techniques in this study by compiling all data that has been obtained to be compiled and processed so that it can produce a concise research discussion and a clear as well as an easy comprehensive   conclusion.

Objective Provincial government is part of the central government which autonomously has its own authority in carrying out its APBD so that it can be utilized as much as possible for the prosperity of the people. Good financial performance of the regional government will make the welfare of the people in the area also better. This research is a literature study on the regional government of the province of Nangroe Aceh Darussalam for ten years 2009-2018. Method - The type of data used is secondary data, APBD (Regional Budget) reports in the form of audited budget and realization. Financial performance instruments are measured based on effectiveness, efficiency and independence. Data were analyzed using Pearson bivariate correlation analysis. Results - Research has fulfilled the classical assumption test, and the results of Pearson's bivariate correlation show that revenue, expenditure and taxs have a very close positive relationship with the financial performance of the Aceh government, while capital and grand have a weak relationship. Implications - The results show that the financial performance of the Nangroe Aceh Darussalam provincial government is quite good. This good condition can be improved to be very good through efforts to focus improvements on the variables that are lacking, namely capital and grand.

Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.

Objective - This study will analyze the evaluation of effectiveness on management transfer of Land and Building Tax for rural and urban sector from central government to regional government. Methodology/Technique - The research methodology used which includes the literature study, field study, and data analysis. A literature study by reading and studying the theories related to the topic will be discussed by the author. This information is obtained from books, the interview, the author simply involves employee in Regional Revenue Offices and Section Extensification in Tax office. The number of samples Regional Revenue Office employee who conducted the interview are 3 (three) people and Extensification Section employee in Tax Office are 2 (two) people. Findings - the transfer of the collection of PBB-P2 from the central government to the municipality or county has been running effectively and efficiently. In terms of implementation of the PBB-P2 delegation, there are still obstacles that need to be dealt with quickly and appropriately so in accordance with the implementation of the specified targets Novelty - Land and Building Tax is one of the important sources of regional government revenue for financing the implementation of regional government activities. Therefore, cooperation needed between the central government (the giver) and regional government (the receiver) so the delegation of authority to collect the PBB-P2 (Land and building tax for rural and urban sector) can be effective. This study aims to find out the model of the fiscal application of Rasul SAW in the context of the fiscal management of Palembang City Province. This research was conducted in two stages. Phase I, namely describing Rasul SAW's fiscal management model and implemented it in the management of the fiscal city of Palembang and its implications for the level of security and welfare of the people of Palembang city. Phase II, namely the development of Rasul SAW's fiscal management model, became the model rule for the fiscal management of Palembang city. Fiscal management includes the use of government spending, taxation, and loans to achieve the desired goals in building a country, fiscal management becomes the main tool for the state for welfare, this management is applied by the Prophet Muhammad in Medina. The Prophet Muhammad's fiscal resources consisted of Zakat, Ghanimah, Kharaj, Jizyah, and other sources burupa Usyir. The position of fiscal management plays an important role in the Islamic economic system compared to monetary management, with the prohibition on usury and obligations regarding the importance of fiscal position compared to monetary. The economic and fiscal system applied to the government of Palembang City refers to the policies contained in the Pancasila, the Act, and government regulations both the central government and regional government regulations. The fiscal becomes regional original income (PAD) sourced from; (1) Results of regional tax collection; (2) Regional retreat; (3) Management of regional wealth 4) and others.

Abstract Poverty alleviation is not an easy job. Lack of coordination, inaccurate data, and slow information are factors leading to inappropriate decisions making. This research aims to learn in detail about the Integrated Social Welfare Database (ISWD) and how to use the ISWD for Poverty Programs. This research used a literature study approach through collecting, classifying, analyzing, visualizing, validating data, and drawing conclusions. The results of the research showed that the ISWD is an electronic data system containing social, economic, and demographic information in Indonesia which consists of 16 variables, namely: welfare status of households and individuals, education, health, employment, and primary information households covering the lowest share of 40% of the Indonesian population based on welfare states. The ISWD provides many benefits for the central government, regional governments in Indonesia, for example, supporting the analysis or the planning of poverty alleviation activities/programs, determining the target beneficiaries of social protection programs such as the Raskin Program, Jamkesmas, Assistance for Poor Students, Family Hope Program, and other programs managed by the regional government.

The increasing number of airlines that provide flight routes to Bali, causes tourists to consider various factors before making the purchase of an airline ticket that would be used to go to Bali. This study aims to determine the factors that influence the decision of domestic tourists to purchase airline tickets to Bali with a quantitative descriptive approach. Data collected through observation, questionnaire distribution, and literature study. The sample in this study amounted to 100 tourists who were obtained accidentally. With the help of factor analysis using SPSS version 17, out of 26 indicators, six major factors were formed that influenced the behavior of domestic tourists in purchasing airline tickets to Bali, including: psychological factor, social factor, cultural factor, marketing mix factor, employment factor, and personal factor. The dominant factor that has influenced the behavior of domestic tourists in purchasing tickets is psychological factors with an eigenvalue of 14.135 and a variance percentage of 42.832%. As for forming psychological factors, airline image factors got the biggest loading factor which is a number of 0.881.
