Lack of animal food availability to meet the needs of food security in Indonesia causes the government to import to various countries so that food stock needs are safe, this indicates that our country still depends on other countries to meet the needs of animal food, the lack of adequate empowerment of Ternak farmers, especially in West Sumatra made the writer to be the background for this research. To solve the problem of the lack of empowerment of Ternak farmers, the government has made innovations, by making the I application of Ternak and the application of data grouping . The method used in this research is descriptive by conducting interviews with several sources with qualitative analysis, the results obtained that the application provides benefits to Ternak farmers, this can be seen by increasing investors and increasing coordination between Ternak farmers.

This study focuses on the linkage between institutional changes and food security in Mtwara region. Institutional changes in terms of increase numbers of financial, commercial, hospitalizes, education, infrastructures and improved moral and altitudes of farmers have a direct relation with food availability and accessibility. Both formal and informal institutions have potentials to help improvement of food availability and accessibility. However, despite institutions dealing with food security having changed in Mtwara, food security is low. The fundamental question is which one among these institutions, has high impact on food security.This study sought to determine the linkage between institutional changes and food security in Mtwara region. The specific objectives of the study were to identify institutions existing and their functions at household level, analyze various sources of food grains and states of food security at the household level in Mtwara region, and assess the linkages between institutional changes and food security. Structured questionnaire, Focus Group Discussion and Oral interview had been useful for collecting primary information in which the best recorded interviewees were analyzed supplemented by documentaries (text and photography). Findings revealed that financial institutions and education have high impact on food security in the study area. Generally, this study concluded that banks, SACCOS, traditions (moral, attitudes, beliefs), and roadshave slightly difference effect on food security. Since 2010these institutions had been increased and improved and have a direct relation with food security.It is recommended that the, government and other stakeholders should create true transformation in rural people to provide them decent jobs, good living conditions, and different opportunities in order to maintain youth to stay in rural area for maximizing the food production. Further studies should be done on the factors influencing people to stay in rural areas in which agricultural activities are being done.

AbstractFood security becomes an aspect that needs to be considered, especially when the population and degradation of agricultural land are increasing. Many variables that affect the measurement of the food security index, and what is often used is the availability, affordability, and utilization of food. This study aims to determine the effect of food availability, affordability, and utilization variables on the food security index. This study uses a correlational design and multiple regression analysis techniques. All regions in Central Java Province were the objects of this study, there are 35 districts/cities. The results from this study showed that the three variables did not significantly influence the increase of the food security index. The result shows that the current food security index has been influenced by other variables.  Therefore, the government needs to examine more closely the new variables that affect the food security index in order to develop a strategy to improve the food security index in Central Java Province, especially in the era of the industrial revolution 4.0. Keywords: Food Security Index; Food Affordability; Food Availability; Food Utilization

Public service can be defined as providing services (serving) the needs of people or communities who have an interest in accordance with predetermined basic rules and procedures. Public services view the public as a service target so that they are expected to be able to provide the best dedication in serving a more selective and educative public, as well as managing public policies run by the public bureaucracy. In order to create this, an application of innovation is needed. Innovation is an application or an effort to bring new ideas into implementation with a fairly large change of steps, lasts quite a long time and is quite general in scale. Padang Pariaman Regency is one of the rice producers in West Sumatra Province. Not only that, Padang Pariaman also has agricultural potential such as food crops, plantations, and so on. The agricultural sector is a sector that is able to survive and is utilized by the government to overcome the global economic crisis. For this reason, in addition to making innovations related to health and administration, the West Sumatra Provincial Government is focusing on increasing public service innovation in agriculture. This study aims to identify innovations in the West Sumatra Provincial Government related to improving public services within the Government. This research uses descriptive quantitative method. As a result, the Padang Pariaman Regency Government can improve food security, improve agricultural market information services, farm business administration, and increase plantation yields, which can facilitate and improve the lives of farmers. Suggestions for increasing public service innovation in the agricultural sector of Padang Pariaman Regency are expected that the Government can continue to evaluate the innovations that have been implemented.

Food stock has become a concern of the Government since before the independence days. The Government always seeks to maintain food security so that the community would be sure needs their meal.The development of food security policy since the days of old order up to this time show the concentration of policies that are more or less the same, namely the availability of rice as a staple food. The purpose of this study is to: (1) decsribe and analyze the policy implementation on the rice availability in order to increase food security in Rembang District. (2) Describe and analyze what factors that support and hinder the policy implementation on the rice availability in order to increase food security in Rembang District. (3) Formulate a policy implementation model of rice availability in order to increase food security in Rembang for five years into the future. This research used a qualitative approach and including phenomenological research, with the research instrument of the researchers themselves. Data sources informants specified in purposive sampling, observation and documentation as well as supported by technical discussion. The results of this research indicate in general implementation of the food security policy in particular the rice availability in Rembang has not been implemented to its full potential, as well as the achievement of results. Rice availability policy implementation model proposed, namely: (1) increasing coordination with Regional food security Board optimization of Rembang, (2) Formulating policy areas which are more tangible, a clear change of degree movies, and the support of stakeholders be optimized especially from the head Area, (3) communication is increasingly clear through the medium of a simple but striking. (4) The structure of the organization or the bureaucracy that comes with it’s SOP.

Theft is a behavior that causes harm to victims who are targeted and can cause victims. The level of theft behavior is increasing in each region due to the increasing number of unemployment and lazy nature of work that makes a person commit theft to make ends meet. The purpose of this study was to analyze using the technique of datamining in the area of perpetrators of theft crimes by province. The technique used is clustering with the K-means method. Data sourced from the Indonesian Central Statistics Agency with the url address: https://www.bps.go.id/. The results of the study using this technique are clustered in areas in Indonesia which have the highest crime theft rates. From the results of the study using the K-means technique, that there are 17 provinces out of 34 provinces that have the highest crime theft (C1) areas, namely: Aceh, North Sumatra, West Sumatra, Riau, Jambi, South Sumatra, Lampung, DKI Jakarta, West Java, Central Java, East Java, Banten, West Nusa Tenggara, East Nusa Tenggara, South Kalimantan, South Sulawesi, Papua. The results of the study are expected to be information for the government in conducting policies to reduce the crime crime rate in Indonesia which is very high (50%).

Early marriage has become an important issue in Indonesia. Even though the rate of early marriage shows a decline until 2020, the number still makes Indonesia become the country with the second highest early marriage in Southeast Asia. Early marriage that occurs can hinder the achievement of the Sustainable Development Goals (SDG) and can have an impact on the Human Development Index. The existence of a relationship between early marriage and HDI encourages researchers to conduct studies that aimed at examining the effect of the prevalence of early marriage on HDI in each district/city in Indonesia on 2020. This study uses the Geographically Weighted Logistic Regression (GWLR) analysis method with the data sourced from the National Socio-Economic Survey (SUSENAS) raw data in March 2020 and publication data on the website of The Central Bureau of Statistics. The results of the analysis found that the prevalence of early marriage has a negative and significant effect in several districts/cities in the Provinces of Aceh, North Sumatra, West Sumatra, Riau, Jambi, South Sumatra, Bengkulu, Lampung, Bangka Belitung Islands, Riau Islands, West Java, Central Sulawesi, South Sulawesi, Southeast Sulawesi, Maluku, and West Papua. This research is expected to be a recommendation for the government and community organizations to conduct socialization regarding the maturity age of marriage and the adverse effects that can be caused by early marriage.

<p>La presente investigación tiene como objeto determinar los avances y progresos de las políticas y estrategias implantadas en materia de seguridad alimentaria en Ecuador, en los últimos diez años. Para ello, se realiza una revisión de la literatura en relación a los avances y logros de las políticas y programas implantados desde el Estado y sus instituciones, con el propósito de cumplir los objetivos de la seguridad alimentaria. Se evidencia un esfuerzo destacado por parte del Gobierno en procura de garantizar, la disponibilidad, acceso y consumo de alimentos a la población. No obstante, existen asignaturas pendientes en la concreción de lineamientos y directrices que permitan acciones concretas y sistemáticas; además la incorporación de los actores y agentes del desarrollo en la elaboración y ejecución de programas y proyectos debiera ser coordinada en mayor medida para materializar y garantizar los resultados, la sostenibilidad y mejora de la calidad de vida de la población ecuatoriana.</p><p> </p><p><strong>Palabras claves:</strong> <em>seguridad alimentaria, avances y progresos, políticas y estrategias, población ecuatoriana.</em> </p><p align="center"><strong>SUMMARY</strong></p><p> </p><p>This research aims to assess advance and progress of food security policies and strategies implemented in Ecuador for the last ten years. The purpose of this research is that the results of the utilization of fish resources in producing marine fisheries by fishermen can be good using the K-Means clustring method. Data was obtained from the Central Statistics Agency (BPS) and assisted using RapidMiner software. Data used from 2013-2017 consisted of 21 Provinces. With these data can be obtained data with high-level clusters (C1), namely Central Java with production 587002.8 and low-level clusters (C2) provinces of Aceh, North Sumatra, West Sumatra, Bengkulu, Lampung, Bangka Belitung Islands, DKI Jakarta, West Java , DI Yogyakarta, East Java, Banten, Bali, West Nusa Tenggara, West Kalimantan, Central Kalimantan, North Sulawesi, Central Sulawesi, South Sulawesi, Southeast Sulawesi and Gorontalo with a production of 20302.28. This can be input to the government for provinces that have low water catchment areas to be of more concern based on the cluster that has been done.Keywords: K-Means, Sea Fish Production, Clustering, Territory

Food security is very much needed during the Covid-19 pandemic, where all activities are limited due to lockdown. The government advocates maintaining distance from each other and avoiding crowds. This socialization is to create a contribution to society in facing the Covid-19 pandemic to maintain food availability independently by inviting people to independently create living pharmacies and nutritional plants. So the hope is that residents do not need to shop for food needs outside the home because of the availability of various vegetables in the yard of the house. Student learning is also hampered. Because it is replaced by online learning, students have difficulty understanding the material, so parental guidance is needed.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.
