Background. Spiritual threats have always existed, and this is one of the strongest factors leading to the loss of national identity, the end of existence of the state as a state. Uzbekistan is being renewed. Spiritual threats are being renewed for instance. Also, a political and legal basis is being created to improve the types of fighting against various forms of spiritual threats. Similar issues will be discussed in this article. Methods. In recent years, the importance of education in the world has been steadily increasing, and it has become one of the most important factors in bringing not only the economy, but also society to a qualitatively new level. Results. Because while moral values form the basis of spiritual security, at the same time spiritual security is the foundation of our national security.

The maintenance of civil peace and harmony in the Russian state from time immemorial has been defined as a priority that allows maintaining the integrity of both state and territorial. Global processes taking place in the world, epidemic waves of viruses, incessant local wars, diligent attempts to separate people and peoples bring to the fore the need to consolidate society in order to ensure the national security of the country. In this context, the importance of statistics increases, which significantly affects the perception of the dominant values by society, forms the attitude of people to the state policy being pursued. At the same time, the understanding of statistical information (figures, data) in a number of cases does not correspond to reality, making it difficult to adequately assess the existing situation, which is associated with an insufficient level of statistical literacy of the population, officials and specialists in various fields of activity.

Abstract The freedom of expression is vital to our ability to convey opinions, convictions, and beliefs, and to meaningfully participate in democracy. The state may, however, ‘limit’ the freedom of expression on certain grounds, such as national security, public order, public health, and public morals. Examples from around the world show that the freedom of individuals to express their opinions, convictions, and beliefs is often imperilled when states are not required to meet a substantial justificatory burden when limiting such freedom. This article critiques one of the common justificatory approaches employed in a number of jurisdictions to frame the state’s burden to justify limitations on the freedom of expression—the proportionality test. It presents a case for an alternative approach that builds on the merits and addresses some of the weaknesses of a typical proportionality test. This alternative may be called a ‘duty-based’ justificatory approach because it requires the state to demonstrate—through the presentation of publicly justifiable reasons—that the individual concerned owes others a duty of justice to refrain from the expressive conduct in question. The article explains how this approach is more normatively compelling than a typical proportionality test. It also illustrates how such an approach can better constrain the state’s ability to advance majoritarian interests or offload its positive obligations by limiting the freedom of expression of minorities and dissenting voices.

The narcotics problem has plagued humanity throughout all stages of its development. However, in conditions of 21th century, the threat of narcotism has become very urgent. Studying the world experience in the narcotism control measures implementation, we can identify several main mechanisms of counteraction. In this study, we present and analyze these mechanisms in detail. As for Russia, we can say that we are implementing a repressive social control model, but there are rudiments and predispositions to a restrictive model. In general, the narcotics problem has plagued our country throughout history. We show the relation and ways of fight against narcotics in the conditions of different historical stages. However, in the 21th century, narcotic addiction has reached unprecedented proportions and now represents a very dangerous threat to our state. The involvement of a large number of people in such a harmful social phenomenon was influenced by a number of certain factors characteristic of Russia. The very dangerous threat of narcotism to the Russia national security is also shown by the state counteraction dynamism against this phenomenon. This study shows the main mechanisms of narcotism implementation.

The issue of protecting critical infrastructure as one of the components of national security is analyzed. The following methods were used in the study: bibliographic, dialectical, empirical, and theoretical, comparative, and legal. The essence of the term "critical infrastructure” is explained both according to the opinions of scientists and from the very position of the authors of the article. The importance of proper protection and proper functioning of infrastructure in Ukraine is well founded. It emphasizes the fact that for many years the issue of the importance of protecting critical infrastructure has been almost forgotten and is not relevant to the governing bodies of the state. In addition, this situation applies to many other countries in the world. The current situation shows that there are countries that, despite being among the most prosperous and innovative, did not pay attention to their situation with their own security infrastructure. It is concluded that, based on a comparative analysis of international experience, in addition to exploring the peculiarities of national realities, the article proposed measures to improve the internal state of protection of critical infrastructure.

The cultural heritage and historical monuments are silent witnesses of social development and they deserve a special place in the world?s annals, both in material and in spiritual sense. In this regard, UNESCO has undertaken a number of measures which recognize such values. However, the current international events directly usurp cultural and historical features using international politics which in the process of globalization puts in an uncertain position the characteristics of certain national identities. The jurisdiction of this international organization is compromised by pressures of leading international subjects. By defining its strategic objectives, the position of the state sovereignty of its member states is determined. Consequently, it is necessary to induce the criteria and proposals to prevent such tendencies in order to preserve not only the cultural heritage of a nation, territory, religious population, but also its identity and its statehood.

AbstractThis article seeks to come to terms with the extraordinarily swift demise of the debtors' prison in multiple countries during the nineteenth century. While focusing primarily on the reform debate in England, I argue that the debtors' prison quickly came to be seen as a barbaric aberration within the expanding commercial life of the nineteenth century. By turning to a copious pamphletic literature from the era of its demise, I show how pamphleteers and eye-witnesses described the debtors' prison in the idiom of ritual; it was seen as a dangerous sanctuary that radically inverted all capitalistic economic practices and moral values of the world outside its walls. Reformers claimed that, inside these shrines of debt, citizens were ritually guided and transformed from active members of society into “knaves” or “idlers,” or both. As such, the debtors' prison needed to be eradicated. To do so, reformers mobilized at least three critical discourses, all of which sought to mark the debtors' prison as a zone of barbarism that threatened the civility of the state and its citizenry. By focusing on the debtors' prison as a powerful and transformative ritual zone, the article provides a counterintuitive history of this institution that was so crucial to the regulation of credit and debt relations for centuries. In so doing, the article contributes to a broader literature on the spatiality of debt.

The article says that young people, starting with kindergarten, school, higher education institution, along with their mentor mentors, should deal with the issues of consolidation of Ukrainians. By the way, uniting Ukrainians, for whom the unresolved war with Russia is a big problem, there is a falsification of real facts in mass media, changing worldview, vital values and judgments is rather difficult. After the restoration of Ukraine's independence, the issue of the dissemination of truthful information about Ukraine and Ukrainians around the world became very relevant, which directly involves the Ukrainian Ukrainian Civic Congress (UCU), whose activities help to bring the full political, social, economic and other aspects to the Ukrainian and world community. the life of the Ukrainian diaspora and the Ukrainian state. I think that the most important thing in this issue is the formation of a national identity. I set myself before the goal to find out how the world can influence or help a person who does not realize which national group she belongs to. What does she know about her own historical territory, does she owns and uses the language of the state of Ukraine, which (its) citizen considers himself ... Not the formation of a national identity leads to a threat to the national security of the state - the layered society, the low level of culture and political culture (it prompts buckwheat), separatism intensifies, civil society is not seriously formed or in any way formed ... Returning to the main task of the UWC - the preservation of the national identity of Ukrainians, we must emphasize that this is the support and development of Ukrainian culture, the protection of the rights and interests of Ukrainians both in the diaspora and in Ukraine, the coordination of the international ties of their constituent organizations that support and develop Ukraine's national identity, spirituality, language, culture and heritage of Ukrainians around the world. The UWC assists in the development of public life of Ukrainians in the countries where they live, and also strengthens the positive attitude towards Ukrainians and the Ukrainian state and protects the rights of Ukrainians, regardless of their place of residence, in accordance with the Universal Declaration of Human Rights. So the article is intended for educators in the first place. To sum up, it should be noted that the formation of a national identity is one of the main tasks of the Ukrainian state at the present stage. To implement it, it is necessary to actualize the efforts of educators of all levels and non-governmental organizations in the field of public and, above all, interethnic relations.

Ensuring public administration of national security is currently gaining extreme significance as seen from the perspective of geopolitical transformations. The addressed issue is particularly relevant and calls for a thorough and systematic research, in view of the global economic crisis, the fight against the COVID-19 pandemic and the global geopolitical transformations and threats that have swept over the world during the recent decade. Despite the sound regulatory framework for public administration in the field of national security and the existing mechanisms of state regulation therein, the effectiveness of public administration in protecting national interests and ensuring the security of individuals, society and the state from external and internal threats requires further enquiry. That said, public administration of national security encompasses the mechanisms to ensure the safeguarding of vital interests of man and citizen, society and the state, and accordingly the sustainable development of society, prompt detection, prevention and neutralization of real and potential threats to national interests.
