Presidential Regulation Number 20 of 2018 on the Use of Foreign Workers mandates new administrative duties for Immigration Agency in terms of granting residence visas and permits for Foreign workers. The online single submission, is an application in which integrates the system of the Directorate General of Immigration and the Ministry of Manpower. It is expected that the administrative procedure for foreign workers in entering Indonesian will be less complicated than before in order to boost national economic growth in the Unitary State of the Republic of Indonesia. For this reason, the study aims to figure out a standard of public service in Immigration Clearance for Foreign Workers at Immigration Checkpoints.  This study uses an empirical-normative approach that examines the Immigration Clearence procedure for Foreign Worker after the enactment of Presidential Regulation Number 20 of 2018 concerning the Use of Labor. This research begins with library and field research. The data collection techniques used in this study are observation, interviews, and documentation. Furthermore, to analyse the system of Immigration clearance of foreign worker at Immigration Checkpoint, I will utilise the public service standard from The act number 25 of to 2009 about public services. The result of the study indicates that the implementation of Online Single Submission hasn’t been fully met the ideal public service standards.

The Directorate General of Immigration, under the auspices of the Ministry of Law and Human Rights of the Republic of Indonesia as a public organization, should provide public services to the community. Various efforts have been made to provide the best passport services, but there are still some complaints from the public and problems with passport services. Therefore, it is crucial to improve the quality of passport services for Indonesian citizens. The problems discussed in this study are how the strategy in improving the quality of passport-making services can be applied by the Immigration Office in Indonesia and the obstacles faced in improving the quality of passport services in Indonesia. The research method used in this research is a qualitative method with a descriptive approach. The results of this study are that there are 4 (four) steps and strategies to improve the quality of passport services: Improving employee competence in public services, meeting community needs, setting service standards and standard operating procedures, and building a culture of excellent service.

Accountability and oversight are constitutional requirements in all the spheres of government in the Republic of South Africa and their foundation is in the Constitution of the Republic of South Africa of 1996. All spheres of government are charged with the constitutional mandate of providing public services. The level of responsibility and public services provision also goes with the level of capacity of a particular sphere. However, most of the direct and visible services that the public receives are at the local sphere of government. As such, enormous resources are channelled towards this sphere of government so that the said public services could be provided. It is imperative that the three spheres of government account for the huge expenditures during the public service provision processes. The parliaments of national and provincial governments exercise oversight and accountability over their executives and administrations through the Public Accounts Committees, while the local sphere of government relies on the Municipal Public Accounts Committees. This article is theoretical in nature, and it seeks to explore the current state of public accountability in South Africa and to evaluate possible measures so as to enhance public accountability. The article argues that the current public accountability mechanisms are not efficient and effective. It is recommended that these mechanisms ought to be enhanced by inter alia capacitating the legislative bodies at national, provincial and local spheres of the government.

It is the purpose of this paper to highlight the relation between official toponymy in comparative and domestic law. Toponymy is legally regulated. After the analyzing of the position of official toponymy in the comparative law, selected legal aspects of its regulation in the Bosnia and Herzegovina and the Republic of Srpska legal systems are presented: the constitutional regulation of the names of country, constitutive unites and capitals, the constitutional and law regulation of the official use of language and script, the legal regulation of the local-self-government unit names and official place names, as well as the administrative procedure of the place names change.

Public Service-Based Information Technology and Communication (ICT), Electronics Neighborhood/Pillars of Citizens (e-RT/RW) (Study of e-Government in Kelurahan Talang Semut Kecamatan Bukit Kecil Kota Palembang). This study is based on the new way to manage public sector-oriented management services to the community forward, rather than the interests of the government. E-Government Program is a program of e-RT/RW Surabaya. The results showed the program e-RT/RW sourced from Palembang Mayor Factors supporting the program e-RT/RW in the Kelurahan Talang Semut, Bukit Kecil, Palembang is the full support of the government and relevant parties, the basic service standards and infrastructure are qualified. Whereas the inhibiting factor is the public interest, a lack of internal party support, and lack of maintenance of infrastructure. From the research, the researchers suggest that the necessary socialization harder, but not merely socialization but also training to people to operate online. Transparent financial accountability. Holding intense communication forum, addition of website content, and control of technical problems with a thorough evaluation.

The concept of the welfare state upholds the existence of the legal system under the premise of legal certainty and the protection of basic human rights. Paragraph IV of the 1945 Constitution of the Republic of Indonesia emphasizes the existence of “state obligations” and “the government duty” to protect and serve all public interest. The normative basis of the Constitution was translated as the national principle to embody the public services. The Public Service Law Number 25 of 2009 is a formulation of legal certainty. However, the main problem that occurs in the public services is maladministration in bureaucracy. It is important to build interpretations of the authority attached to the bureaucratic system or on subjects who become government officials. By analyzing the Constitution, this article states that the government official dimensions must be considered as an interrelated issue, so that the articulate practice must be seen as inherent social conditions. Complaints communities in the developing countries, especially Indonesia to the public service are still extremely high.  Perceived imbalances such as in: obscurity of time, cost and method of service; discrimination in services based on the relationships of friends, family, political affiliation, ethnic and even religious;  chain length the more entrenched bureaucracy and bribery and extortion.  This condition is a signaled for the government to seek strategic solutions to improve public services. This study aims to discover the design of public service operations in accordance with the expectations of society by measuring the performance of the public service.  Recommended design is a design that lead to e-Government and reinventing goverment to give birth standard operating procedures (SOP) and minimum service standards (SPM) for public services in Indonesia, especially in the public service that is closest to the village community  with Quality function deployment (QFD) in house of quality (HOQ) method. In the first phase of the study mapped 36 public expectations of public services, which are shown in this analysis that the public is not getting an appropriate and satisfying service, although does not show the high gap. On the other hand mapping the public response to the internet-based administration showed the unpreparedness of the people against the internet-based public services. The majority of respondents claimed to feel more comfortable and definitely served in the village office immediately met with the officers.  Queue and the possibility of intervention or extortion is not a problem for society.  In the second phase of this study will examine the true public service bureaucracy and the possibility of cutting the bureaucratic process that is more streamlined, clear, fast, and facilitate community. Last step is to benchmark the Chinese State as densely populated countries such as Indonesia, to make strategic steps and implementable in problem solving public dissatisfaction with public services and the number of maladministration. Based on the Work Plan of the Ministry of Manpower of the Republic of Indonesia, the number of foreign workers entering Indonesia in 2018 were 353,630 workers, causing the Indonesian workers to find job more difficult in their country. The Research Objectives are: (a) To describe policies and implementations to decrease unemployment rates in Southeast Sulawesi Province; (b) To Analyze an expert Chinese Foreign Worker accompanied by ten Indonesian Workers for transfer of knowledge and transfer of jobs; (c) To Identify Chinese Foreign Workers and Indonesian Workers who are employed in Chinese Companies. The research design is a cross sectional design. The sample consisted of 100 people, while the data analysis used flow models, correlation and respondents' perceptions. The results showed that there were 10 Chinese workers and 90 Indonesian workers who worked in a chinese companies, but there are discrimination in different position and payroll system that Chinese workers salary were higher than Indonesian workers.

Specificity of autonomy Jakarta as the Capital of the Republic of Indonesia that is placed on the area provincial level, so that the government area consists of 5 (five) City and 1 (one) Thousand Islands District up units at the lower level, namely District and Village is a unit of government administrative and technical services. Urban Village as a government bureaucracy that deal directly with the public is the frontline in the public service. The existence of the village chief and deputy village chief was reinforced by law No. 147 of 2009 on the Organization and Work Procedure village, which strengthened the position of deputy village chief duties and functions as an auxiliary Lurah such a heavy burden of their duties to serve citizens of the capital densely populated. The reform of the bureaucracy over the birth of Jakarta Bylaw No. 12 of 2014 concerning the regional Organization still beg the question why the position of deputy village chief who is still listed in the rules of the "vacated" in all regions of Village Capital. Occurred in the dilemma between the demands of expectations as a public service town, but on the other hand the reform of the bureaucracy is still a "maintenance of structures" without "tightening" of personnel staffing.

В статье рассматриваются вопросы, связанные с педагогическими основами подготовки кадров для гражданской службы на примере Республики Татарстан (РТ) в контексте их профессионального становления и развития. Тенденции развития современного российского общества, как глобализация и цифровизация, повышают требования не только к интенсивности работы государственных служащих, но и развитию их как субъектов профессиональной деятельности. Ведущая идея статьи заключается в том, педагогическими основами профессионального развития молодых госслужащих является не только система основного и дополнительного образования, но и институт наставничества, что актуализирует вопросы субъектно-ориентированного подхода и развитие госслужащих как субъектов профессиональной деятельности через различные системы их подготовки и переподготовки. В этой системе подготовки и переподготовки госслужащих особое внимание уделяется институту наставничества на основе теоретического анализа изучаемой проблемы и результатов пилотного исследования. The article examines issues related to the pedagogical foundations of training personnel for the civil service on the example of the Republic of Tatarstan (RT) in the context of their professional formation and development. The development trends of modern Russian society, such as globalization and digitalization, increase the requirements for not only the intensity of the work of civil servants, but also their development as subjects of professional activity. The leading idea of the article is that the pedagogical foundations of the professional development of young civil servants are not only the system of basic and additional education, but also the institute of mentoring, which actualizes the issues of the subject-oriented approach and the development of civil servants as subjects of professional activity through various systems of their training and retraining. In this system of training and retraining of civil servants, special attention is paid to the institution of mentoring on the basis of a theoretical analysis of the problem under study and the results of a pilot study.
