This study introduces a new research perspective to the investigation of factors affecting management’s attention to the rendering of their organisation’s managerial and public accountabilities. It draws on management studies of the fit between organisational strategy-types and capabilities and extends this literature to a new organisational context of government-owned business enterprises (GBEs) that act as fully competitive profit-making enterprises, but are made strongly accountable to the government minister, the parliament and the public. Sets of capabilities-strategy alignments are modelled, including prospecting GBEs with technology strengths, defender GBEs with market-linking capabilities and analyser GBEs with a balance of capabilities. These sets are then assessed in terms of their consequences for the emphasis given by management to processes and systems for discharging the GBE’s accountability outcomes. Data is collected through a questionnaire to senior managers of 141 GBEs in Australia. The findings are mostly consistent with prior studies conducted in private sector companies, even though strategy-capabilities alignments are related to accountability rather than financial performance. The findings provide insights to GBEs’ management and relevant government ministers concerning the continuing need to appropriately align strategies and capabilities of GBEs and the consequences of such alignment for the rendering of accountability.

Abstract This study aims to express the factors that influence the existence of Madam balanse dance at Seberang Palinggam. Type of this research was a qualitative study with using descriptive method. The main instrument of this study was the researcher. The additional instruments used were such as stationery, camera and flash disk. Techniques of data collection werecarried out by using literature study, observation, interviews, documentation. The steps in analyzing data were data collection, reduction, data presentation and drawing conclusions of the research. The results show that the dance originated from trading activity which led to cultural encounters, namely Portuguese culture (dance) with Nias culture (maena). The cultural meeting creates a form of art performance  namely Madam Balance Dance. The existence of the Madam balanse dance is influenced by several factors such as: customs, religion, community and government environment. This dance has changed its function from dance as a custom to dance as entertainment, this is because of the lack of interest in the community and the government of Padang to preserve and learn the Madam Balanse dance. One of the efforts to keep the Madam Balanse dance alive and sustainable is that the government have to promote or introduce the Madam Balanse dance again to the public. Keywords: Factors Affecting the Existence of Madam Balanse Dance

The condition of Green Open Space (or Open Space) in Salatiga City has not reached the minimum standard of 30%, as the public Open Space in this City was still 5.61%, and Private Open Space was 6.4%. Active Public Open Spaces were distributed in three sub districts. Minister of Public Work’s Regulation Number05/PRT/M/2008 about guidelines of Open Space providing and utilization in urban area mentions that active public open space should provide at least a park for each of administration at smallest scale of RT (neighborhood association), RW (citizens associations), Kelurahan, Sub District and City. For that reason, identification should be made on the potential location to be developed into active public open space. The compatibility of Open Space location was analyzed using Weighted Overlay analysis taking Percent of Influence value or weight with Analytic Hierachy Proccess (AHP) method to 4 exspert . The result of analysis was the map of compatibility of active public Open Space location with respective width of 26,12 % for compatible class, 59,27% for adequate class, and 12,54 % for incompatible class. This research is a new research, because the final result of determining the location of Active Public RTH in the form of 29 points of location of government-owned land using intersect analysis on GIS. This study is a follow-up for the Salatiga City government to create a disincentive policy related to the fulfillment of KDH, such as the imposition of taxes and compensation that can be used to replace green land that the government can provide.

This study mainly explores the communication preferences of the public; their level of trust in the government; and the factors affecting their risk/crisis perception amidst the COVID-19 pandemic. The key findings —derived from the data collected through an online survey and analysis using descriptive statistics, cross-tabulations, and Structural Equation Modeling (SEM), provide insights on how Local Government Units (LGUs) can improve their risk/crisis communication in this current health crisis. Among the key takeaways include the use of social media platforms, like Facebook, and native/local language for effective risk/crisis communication which may, consequently, foster trust building between the LGUs and the public.

Purpose: The purpose of this study was to establish the factors affecting adoption of donor funded ICT projects in the public sector.Methodology: The research was carried out through a descriptive survey research design. The sampling frame of this survey was a list of state owned enterprises in Nairobi County. The study targeted a population of all the 205 state owned enterprises in Kenya out of which 67 are located in Nairobi County.Results: The relationship between technological factor and adoption of donor funded ICT projects was positive and significant. The findings imply that technological factor has significant effect on adoption of donor funded ICT projects. The relationship between Infrastructural factor and adoption of donor funded ICT projects was positive and significant.  The findings imply that Infrastructural factor has significant effect on adoption of donor funded ICT projects.Unique contribution to theory, practice and policy: It was recommended that government should consider implementing a robust public sector policy that aims at enhancing ICT use, the development of donor funded ICT project and making ICT hardware and software accessible and affordable to majority of individual and firms. It is recommended that the government considers improving the adoption of donor funded ICT project in public sectors through training in school and institution of higher learning. The management of public sectors should also continue to adopt new forms of technology that would assist in improving donor funded ICT projects. Management of companies should appreciate that in adoption of donor funded ICT project there are benefits of first adapters or first movers.

The purpose of this study was to determine the factors affecting awareness of phishing among Generation Y in Malaysia. Specifically, this study identified three factors that may influence awareness of phishing by applying the Theory of Technology Threat Avoidance. The factors are social engineering, anti-phishing knowledge, and security concern. Data was collected through a questionnaire survey. This study found that all the factors significantly influenced awareness of phishing among Generation Y in Malaysia. The findings of this study provide a further understanding of the factors that affect awareness of phishing. This study would benefit the public, especially Generation Y, the government, and all types of businesses, including financial institutions, by raising awareness of phishing and reducing phishing attacks. Currently, religiosity has become an emerging topic in the literature of public administration. Most research examines the dimensions of religiosity and their relationships with various organizational dimensions. Much less attention, however, has been paid to analyze the factors affecting employees’ religiosity, particularly in the context of public organization. Therefore, this study investigates the critical factors affecting employees’ religiosity. This study is conducted on 262 public servants in the Government of Kepulauan Riau Province. An extensive literature and questionnaire were used to identify the factors affecting employees’ religiosity. This study applied statistical methods with ranking and factor analyses to verify and analyze the factors. Ranking analysis results the most important factors, namely family religious activity. Factor analysis constructs 5 components, including personal belief system, implementing  religious belief, family religiousness, religious practices, and belief on the death. Theoretical, methodological, and practical implications are provided in the light of these findings.

The emergence of copyright infringement in various forms and types, both the quantity and quality of one of them is a work of art in music is an attitude does not appreciate the work of others. Rampant piracy in Indonesia song made a lot of pressure from developed countries to the Government of Indonesia to try harder to enforce rules in the field of IPR. The problem in this thesis is related to factors offense, violation, regulatory and legal safeguards of the rights of songwriters in Indonesia since the enactment of Law No. 28 of 2014 in lieu of Law Number. 19 of 2002 on Copyright.This study uses normative juridical approach namely the study of documents, ie using secondary data sources are in the form of peraturah-regulation, legislation, legal theories and opinions of the leading legal scholars.The results showed that the factors affecting copyright infringement song in Indonesia. Factors affecting copyright infringement of songs or music in Indonesia is a factor of economic, social and cultural factors, educational factors, and weak law enforcement against offenders. Further forms of Copyright Infringement in Indonesia namely Bootleg which piracy is done when the singer performed Counterfait the piracy of songs performed by doubling direct, replicate exactly cover and packaging and Pirate which is done using a variety of songs and various records were sold in market. As for the legal protection efforts carried out either by means of prevention (preventive) and repression (repression). Mitigation is done by way of dissemination to the public. Although the Government has been doing a lot of action, but the work done by the Indonesian government in the framework of the protection of copyrighted works is apparently not produce maximum results.

Penelitian ini bertujuan untuk mendeskripsikan implementasi dimensi kompetensi manajerial dan periodisasi Kepala Sekolah SD Negeri 006 dan SD Negeri 008 Kecamatan Kuala Kampar, Pelalawan. Penelitian ini merupakan penelitian kualitatif dengan jenis penelitian studi kasus. Subjek penelitian adalah kepala sekolah, guru, Pengawas dan Kepala UPTD Pendidikan Kecamatan Kuala Kampar. Data penelitian dikumpulkan melalui wawancara dan dokumentasi serta dianalisis secara kualitatif menggunakan teknik analisis data model interaktif Miles & Huberman. Hasil penelitian ini adalah sebagai berikut: (1) implementasi dimensi kompetensi manajerial kepala sekolah di kedua SD belum terlaksana dengan baik; (2) faktor-faktor kendala pelaksanaan dimensi kompetensi manajerial kepala sekolah di kedua SD yaitu: (a) jarak antara sekolah dengan kota menjadi penghambat program-program sekolah; (b) kurangnya sarana dan prasarana untuk menunjang proses belajar mengajar di sekolah; (c) Kepala sekolah telah bertugas lebih 25 tahun tanpa adanya periodisiasi jabatan sehingga motivasinya rendah; (d) Kepala sekolah belum memiliki kompetensi sesuai dengan Permendiknas; (e) kurang kerja sama antara kepala sekolah dengan bawahannya; (3) Faktor-faktor yang mempengaruhi periodisasi jabatan kepala sekolah: (a) permohonan dari tokoh masyarakat di lingkungan sekolah kepada Kepala UPTD Kecamatan Kuala Kampar karena kepala sekolah dianggap sebagai salah satu tokoh yang dibutuhkan oleh masyarakat; (b) ada kekhawatiran kepala sekolah baru tidak dapat beradaptasi dengan kondisi lingkungan masyarakat; (c) ada kekhawatiran timbulnya dampak sosial di masyarakat apabila kepala sekolah tetap diganti.Kata kunci: kompetensi manajerial, kepala sekolah THE DIMENSIONS OF MANAGERIAL COMPETENCE OF THE HEADMASTER OF SDN 006 AND SDN 008 KUALA KAMPAR SUBDISTRICT, PELALAWANAbstractThe purpose of this research is to describe the implementation of Managerial Competence and Periodization of The Headmasters of SD Negeri 006 and  SD Negeri 008, Kecamatan Kuala Kampar, Pelalawan. It is a qualitative research with a case study. The subject of the research is the headmaster, teachers, Supervisor and the Head of UPTD of Kecamatan Kuala Kampar. The data were collected through interview, observation, and documentation which were also analyzed qualitatively using an interactive model data analysis technique by Miles & Huberman. The results of the research are as follows: (1) the implementation of managerial competence of the headmasters of both schools has not been implemented well yet suited to the indicator of managerial standard competence; (2) the factors inhibiting the implementation of managerial competence in both schools are as follows: (a) the location of the schools is far from the city which inhibit the school programs; (b) the lack of means and infrastructures to support the teaching and learning processes at schools; (c) the lack of motivation by the headmasters. The headmasters had been in charge for 25 years without any periodization of the position, (d) the headmasters do not have a standard competence of headmaster according to the government regulation; (e) the lack of coordination and cooperation between the headmasters and their subordinates; (3) the factors affecting the periodization of headmaster position: (a) the request from the public figure in the school environment to the Head of UPTD of Kecamatan Kuala Kampar, since the headmaster is one of the figures needed by the society; (b) there is a worry from UPTD that a new headmaster will not be able to adapt to the environment of the society; (c) There is a worry from UPTD for the social impact arises in the society if the headmaster is replaced.Keywords: managerial competence, headmaster

Recent scholarships in public administration and legal studies have agreed on the role of public information disclosure as a necessary requirement in eradicating corruption. Moreover, it is evident that accessibility of public information to the citizen helps to improve governance reform and policy making. In that situation, the citizen is involved in the participatory process and subsequently tightens public oversight to the government. Nevertheless, the literature might only be valid in relatively homogenous societies or in countries successfully achieving their development goals. This article seeks to confront this scholarship to the prevalence of a country experiencing ongoing construction of administrative law framework amidst discrepancies of development progress across regions. Three provinces in Indonesia are chosen to explain this matter by identifying relevant actors and mapping their understanding about public information disclosure against corruption. We employ qualitative research by process-tracing methods to identify causal mechanisms over multiple determining factors affecting the understanding. Data is inquired through in-depth interviews and analyses of open, accessible electronic data. Our recent work progress suggests that impediments to undertake public information disclosure against corruption come from very basic situations, including a sort of misunderstanding of predefined terminology between disclosed or classified information to the public and over-reliance on prevailing laws related to the issue without any improvements of the regulatory framework or policy instruments.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.
