This article will discuss and analyze the implementation of the Samarinda Mayor Regulation Number 12 of 2016 concerning Additional Income Allowances for Civil Servants at the Regional Personnel, Education and Training Agency of Samarinda City. By using a qualitative approach, data collection through observation, documentation, and interviews, as well as a descriptive analysis model with coding techniques, the results of the research shows that the implementation of the additional income allowance policy still experiences several obstacles that reduce the optimization of policy implementation, such as communication errors that still occur between implementers and employees, limited resources that affect the quality of performance, the process of disposition and division of tasks that are still not optimal, and SOPs that have not been optimally implemented are related to too large a workload, so that the role and function of monitoring cannot be carried out. Keywords: implementation, allowances, additional income

Flipped learning methodology has the potential to be combined with a multitude of didactic actions and techno-pedagogical resources that are adapted to the needs of the student. Access to resources and training outside the classroom can be carried out from various platforms. Following this line, Twitch is an interactive video transmission platform that is presented as an interesting digital resource to enhance the motivation of students in turning over learning moments. The objective of the study is to analyze the motivation of students in two different methodological approaches, one traditional and the other innovative through the Twitch application. A quasi-experimental pre-post design was carried out. A total of 52 Spanish students from the fourth level of secondary education participated in the research. Data collection was carried out by adapting the Motivated Strategies for Learning Questionnaire (MSLQ) instrument to the Spanish context. The results reflect higher levels of motivation in the implementation of Twitch with respect to its materialization without using said techno-pedagogical complement. This difference is especially significant in intrinsic motivation, since in the case of extrinsic motivation, the difference between both pedagogical proposals is smaller. In short, the implementation of Twitch in the flipped learning supposes an optimization of this pedagogical methodology, increasing the extrinsic and intrinsic motivation of the students and modifying the centers of interest of students from quantitative aspects to other, qualitative ones.

purpose of this study was to determine and analyze the ability of village apparatus in compiling village profiles and utilizing village profiles in village development planning. This research is descriptive analysis with a qualitative approach. The results showed that the profile of Tarai Bangun village had not been arranged accurately, actual and comprehensively because in filling out the village profile it had not fully used the correct data sources and procedures. This is inseparable from the low level of village apparatus capacity and lack of community participation and the lack of budget used in collecting village profile data. Furthermore, in utilizing village profile data which is expected to be used as a baseline with village development actors in supporting planning, organizing, implementing, controlling, evaluating and policies, programs and activities in Tarai Bangun village, it cannot be realized. Another obstacle is the lack of attention of the regional government in collecting village profiles so that the use of village profile data cannot be used as inputs or sources of information in village development planning. Therefore, there is a need for local government policies to improve the knowledge and skills of village officials through the provision of training and training or assistance in filling out village profiles in accordance with the format of the Minister of Home Affairs Regulation No. 12 of 2007.

This study investigated American college students’ reading motivation. A total of 1,437 (533 male and 904 female) college students across interdisciplinary areas voluntarily participated in the study by completing a self-reported survey. Two major research questions were addressed in this study. The second question asked what variables influence American college students’ motivation to read by comparing gender, classification, age, race, language backgrounds, grades in major subjects and minor subjects. Descriptive analysis indicated that the mean scores of the extrinsic motivation scale (3.07) were higher than those of intrinsic motivation (3.05), self-efficacy (3.04) and social motivation (2.35) scales. A multiple linear regression statistical analysis confirmed that gender, age, classification, grade, race, and primary language were significant factors in college students’ motivation to read. The Law on Villages has shifted the position of the Village Consultative Body (BPD) as an element of village administration to become a village institution. As a village institution, the function and position of the BPD include the village legislature. This regulation also demands changes in organizational governance for BPD, particularly in Sepakat Village (Loa Kulu District, Kutai Kartanegara Regency). This encourages researchers to look at and provide recommendations related to the organizational governance of BPD in Sepakat. The approach used in this service is a qualitative-based descriptive analysis. The process here focuses on four elements. In the first topic of discussion is the organizational structure of the BPD in Sepakat Village, the second is the division of the main tasks and functions of each BPD member, the third includes the standard operating procedure (SOP) for implementing activities and the fourth is the supervision of the BPD. Through data collection with in-depth interviews, it designed the analysis model with five units (checking the data got, reducing data, applying data, namely data processing, analyzing, and drawing conclusions). to get an overview of the field. Practical ideas suggest that there should be regular supervision and training of human resources for BPD of Sepakat Village
