This study aims to analyze the performance management of the Religious Harmony Forum, from now on referred to as FKUB, in maintaining interfaith harmony in the city of South Tangerang. This study used a qualitative approach with descriptive methods by conducting observations and interviews to collect data. In this study, it was found that FKUB South Tangerang City was not optimal in carrying out its functions and duties because it did not have good performance management. This can be seen from indicators, among others, there are still many people in South Tangerang City who do not know about the Tangsel FKUB and feel the benefits of the organization's existence, the Tangsel FKUB does not have a clear vision, mission and objectives, has not received adequate funding from the Tangsel City Government and has never carried out training for administrators. Therefore FKUB South Tangerang City needs to improve performance by using Armstrong performance management and Balance Scorecard (BSC).

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

This study aims to find out how much the growth of Regional Original Income (PAD) and the Contribution of PAD to the Regional Expenditures of the City of Manado. This research was conducted for three months from September to November 2017. The data used in this study were secondary data collected from the Central Statistics Agency (BPS) of North Sulawesi. The results showed that the growth of PAD from 2011-2016 was fluctuating with the highest growth rate in 2012 of 24.49% and the lowest in 2015 of 4.22% and with an average of 15.33%. The contribution of Regional Original Revenue to Regional Expenditures for 2011-2016 is still in the lack of criteria, with the highest contribution in 2014 amounting to 19.08% and the lowest in 2016 amounting to 14.91% and the average contribution to Regional Expenditure of 15.75% . This means that the Manado City government needs to improve performance more in exploring new sources of Regional Revenue and maximizing existing PADs to increase Regional Original Income Contributions to Manado City Regional Expenditures.*eprm*.

This objective is to describe how the Pentahelix approach model in developing sustainable tourism in the City of Bukittinggi towards a national leading tourism destination. This research is a descriptive research using a qualitative approach. Data were collected through: interviews, observation and literature study. Determination of informants using purposive presentation techniques and key informants of the Head of the Tourism and Culture Office of the City of Bukittinggi. Data analysis by means of: data condensation, data levers and withdrawals. The data validation used source triangulation. The results of the study: (1) The development of tourism in the city of Bukittinggi using the Pentahelix approach model has involved the Bukittinggi City Government, Tourism Academics and Practitioners, Communities and Communities, Business Actors, and the Media. (2) The findings from the field show that the roles and duties of stakeholders are not optimal and (3) The collaboration between stakeholders in the City of Bukittinggi from the results of the research is not synergistic.

MSMEs (Micro, Small, and Medium Enterprises) are important to the national economy. The Covid-19 pandemic has affected a wide variety of sectors, including MSMEs, all over the world. The study's objectives were to: 1. identify agribusiness SMEs in the upstream and downstream parts of the apple commodity chain; 2. investigate the position of upstream and downstream agribusiness in Batu City's GRDP; and 3. determine the impact of the Covid-19 pandemic on tourist visits and the productivity of Medium, Small, and Micro Apple agribusiness businesses. The study location was purposely decided in the city of Batu in March-April 2021. Non-probability and purposive sampling were used to determine the respondents. The information gathered is both secondary and primary. The data was analyzed using a descriptive qualitative approach. Out of 23,544 MSMEs in Assess the impact of the Covid-19 epidemic on the environment. Batu district, 1001 (4.25 %) were upstream and downstream apple agribusinesses, according to the findings. Upstream accounts for 78 % apple agribusiness and 22 % of apple agribusiness. Apple cultivation and sales of equipment for apple cultivation are examples of upstream apple agribusiness MSMEs activities. Meanwhile, the downstream apple agribusiness MSMEs is engaged in apple packaging, sales, processing, and sales of apple processed products. Upstream agribusiness accounts for 12.9 percent of Batu city's GRDP, while downstream agribusiness accounts for 20.3 percent of Batu's GRDP. In the upstream and downstream fields, the Covid-19 pandemic has a negative effect on tourist visits and MSMEs' productivity. To return to pre-Covid-19 conditions, it is recommended that the Batu City Government and MSMEs utilize digitalization technology to enhance efficiency, especially in downstream MSMEs.

The purpose of this study was to analize the implementation of policies for handling and controlling covid-19 on the tourism sector in Tomohon City. The method used in this research is descriptive method using a qualitative approach. The research was conducted in Tomohon City using empirical data obtained through observations and interviews to 15 informants. The results showed that the implementation of policies for handling and controlling covid-19 on the tourism sector was carried out based on standards and policy targets through programs, namely physical distancing and work form home and the Tomohon City government program through the announcement of the mayor of Tomohon and Tomohon Mayor Regulation Number 28 of 2020 which is implemented based on the principles of implementing policies for handling and controlling covid-19 on the tourism sector in Tomohon City. In implementing this policy, communication factors between policy implementers, resources, disposition and bureaucratic structures are very influential in implementation. However, in implementing the policy, there are several weaknesses of these factors, namely the lack of communication between institutions, especially in the tourism sector, for example from the tourism office to the Indonesian Tourism Guides Association in Tomohon City, budget constraints, and lack of human resources as executors either as professionals or as professionals, tourism observers, especially on the tourism sector in the city of Tomohon.

This research depicts the dynamics of street vendors’ resistance to the city government’s policy. The research applied qualitative approach with research strategy of case study. The research result showed that street vendors’ strategies in dealing with the city government were devised in various ways, both covert and open ones. Covert resistance tended to be put up when street vendors were already in a weak position. However, when street vendors were in a firm position, they tended to choose open resistance. The theme of resistance was adjusted to the situation and policies imposed by the government. When eviction was carried out, street vendors’ resistance was focused on the effort to ask for space for trading. When relocation was carried out, street vendors’ resistance was put up to obtain strategic locations and empowerment programs. When the zoning system was applied, street vendors attempted to intervene in the criterion of green, yellow, and red zones.

Tourism is a wide range of tourist activities and supported a variety of facilities and services provided by the public, employers, Government and Local Government. Wonorejo Mangrove Tour became one of the sights that have become icons of Surabaya citizens in the eyes of the local tourist travelers and foreign tourists. However, the actual inside Ecotourism Mangrove Wonorejo Surabaya are still many deficiencies, among others in terms of management and in terms of amenities. Associated with the condition, the author will conduct in-depth studies related to the role of manager of the parties in this case is devoted to and Sanitation Department (DKP) in developing Mangrove Wonorejo Tour as to improve tourist facilities lives in Surabaya city. The purpose of this study was to describe the role and Sanitation Department (DKP) Surabaya City Government on Mangrove Wonorejo Tour improve tourist facilities in the city of Surabaya City community. The research approach used in this study is a qualitative approach. Informants in this study is the travel manager of Mangrove Wonorejo Rungkut and surrounding communities Mangrove Wonorejo Rungkut travel. The collected data were analyzed with descriptive qualitative analysis. The results showed that the role and Sanitation Department (DKP) in Surabaya on Mangrove Wonorejo Tour in improving tourism facilities the city lives in Surabaya is just a role and focus in the cleanliness and landscaping in Wonorejo Mangrove Tour. More attention and Sanitation Department (DKP) in Surabaya to the tourist destination in this case is Mangrove tour Wonorejo Tour more emphasis on hygiene. And Sanitation Department (DKP) in Surabaya has always appealed to the manager and the local community to always keep the Mangrove Wonorejo sites. The City Government of Malang through the Dinas Perpustakaan Umum dan Arsip Daerah Kota Malang through the LAPOBRA service seeks to create friendly services especially for tuna netra. Over the past 4 years, the quality of the services provided can already be assessed. The goal is to find out the services provided to persons with visual impairment have met their expectations or not. The method used is a qualitative approach; type of analytic descriptive research; and the focus of research is the adjustment between PERMENPANRB 14/2017 and SERVQUAL. Based on the findings, the competence of the implementers (competence); implementing behavior (assurance); Handling of complaints, suggestions and input as well as efforts to understand the needs of visitors who are blind (understanding/ knowing the customer), as well as facilities and infrastructure (tangible), are felt to be in accordance with the expectations of blind visitors. Negative results appear on the ease of being contacted and met (access), the cause is due to the lack of interaction and assistance by service providers.

The city of Banjarmasin is a city known as the city of a thousand rivers, however the problem faced by the Banjarmasin City Government is the number of rivers which became shallow and narrow because of the people habits who live on the riverbank. Their habits are throwing garbage and household waste into the river. So that the Banjarmasin City government initiated activities aimed at restoring the function of the river or called river revitalization. Through this paper, the researcher described how communication approach undertaken by the Banjarmasin City Environmental Department to increase community awareness and participation in the river revitalization program. Furthermore, the result found through qualitative approach with interview techniques, observation and documentation was the Banjarmasin City Environmental Department had personal and persuasive communication  and involving river stakeholders as an opinion leader to increase community participation in maintaining rivers cleanliness and developing rivers as a potential tourist destination.Keywords: Environmental Communication, Community Participation, Maharagu Sungai.

Guna meningkatkan kinerja Pegawai Negeri Sipil dan mewujudkan Good Corporate Governance di Kota Surabaya, Pemerintah Kota Surabaya menciptakan suatu sistem informasi manajemen kinerja berbasis web dan aplikasi yang berguna untuk memonitor kinerja pegawai sekaligus pedoman dalam pemberian besaran uang kinerja PNS, yang dinamakan e-Performance. E-Perfomance diterapkan di Kota Surabaya sejak tahun 2011 melalui Peraturan Walikota Nomor 86 Tahun 2011 tentang petunjuk Teknis Uang Kinerja pada Belanja Langsung yang kini telah diubah ke Peraturan Walikota No. 13 Tahun 2019 tentang Petunjuk Teknis Pemberian Uang Kinerja pada Belanja Langsung kepada PNSD di Lingkungan Pemerintah Kota Surabaya. Tujuan penelitian ini adalah untuk mendeskripsikan penerapan e-Performance dalam  meningkatkan kinerja PNS di Kota Surabaya. Penelitian ini merupakan penelitian kepustakaan yang dianalisis menggunakan Teori e-Government yang dikemukakan oleh Harvard JFK School of Government  dengan mengkaji tiga elemen, yaitu: Support (political will, infrastruktur, dan sosialisasi), Capacity (SDM dan Sumber Daya Finansial) dan Value. Hasil penelitian ini berdasarkan ketiga elemen tersebut, e-Peformance Surabaya berhasil meningkatkan kinerja Pegawai Negeri Sipil Kota Surabaya. Namun pada elemen Support, ditemukan hambatan seperti keterbatasan sarana prasarana dan sosialisasi internal. Sementara itu pada elemen capacity, masih ditemukan permasalahan terkait kemampuan, pemahaman dan kesadaran pegawai dalam mengoperasikan sistem e-Performance. Untuk elemen value tidak ditemui hambatan di dalamnya. Saran dalam penelitian ini adalah perlunya pemenuhan sarana prasarana pendukung, perlu diadakannya sosialisasi intern yang berkelanjutan dan himbauan kepada pegawai untuk menginput kegiatannya ke dalam sistem. Kata Kunci: e-Performance, kinerja, pegawai   In order to improve the performance of Civil Servants and realize Good Corporate Governance in the City of Surabaya, the Surabaya City Government has created a web-based performance management information system and applications that are useful for monitoring employee performance as well as guidelines in granting the amount of PNS performance money, called e-Performance. E-Performance has been implemented in the City of Surabaya since 2011 through Mayor Regulation Number 86 of 2011 concerning Technical Guidelines for Performance Money in Direct Spending which has now been amended to Mayor Regulation No. 13 of 2019 concerning Technical Guidelines for Giving Performance Money in Direct Expenditures to PNSD within the Surabaya City Government. The purpose of this study was to describe the application of e-Performance in improving the performance of civil servants in the city of Surabaya. This research is a literature research that is analyzed using e-Government theory proposed by Harvard JFK School of Government by examining three elements, namely: Support (political will, infrastructure, and outreach), Capacity (HR and Financial Resources) and Value. The results of this study are based on these three elements, e-Performance Surabaya has succeeded in improving the performance of Surabaya City Civil Servants. However, in the Support element, obstacles were found such as limited infrastructure and internal socialization. Meanwhile, in the capacity element, problems are still found related to the ability, understanding and awareness of employees in operating the e-Performance system. For the value element, there are no obstacles in it. Suggestions in this study are the need to fulfill supporting infrastructure, continuous internal socialization and appeals to employees to input their activities into the system.
