The limited capacity of human resources (HR) that is competent in their field often causes the less than optimal utilization of the marine and fisheries resources in Indonesia. Maritime and Fishery Vocational Schools (MFVS) can be the solution to this problem, as they are expected to generate capable and competitive human resources; thus, utilizing and sustainably managing the vast marine resources in Indonesia, and in turn improving the efforts taken to advance Indonesian people’s welfare. However, the level of employment for MFVS graduates in Indonesia is still limited to large scale fishing activities. Additionally, since the launch of Moratorium License of Fishery Commerce of Fishery States in the Republic of Indonesia (56/PERMEN-KP/2014) by the Indonesian Ministry of Marine and Fisheries (IMMaF), most fishery companies have ceased to operate. The study aimed to determine the impact caused by this regulation against the level of employment of MFVS graduates, as well as the scheme of policies that should be applied to maximize the human resources in the field of marine and fisheries. This research used a qualitative method, where the descriptive analysis was used as a primary tool of analysis. The results of the analysis indicated that the trend of employment of MFVS graduates shifted after the enactment of this policy. The lack of synergy between policies in the field of marine and fisheries and policies in the field of education and transportation resulted in the difficulty of MFVS graduates to achieve a good career in this field..

Local and foreign scientists are now paying growing attention to various issues of property and the philosophical and ethical, political, economic, institutional, social, psychological, and other aspects of its formation, taking into account the requirements of large-scale transformation, which primarily concern post-industrial areas of social development. In consequence, as modern studies rightfully point out, considering property relations, two general restrictions should be taken into account: this is an attempt to explain the absoluteness of their roles, the presence and content of all aspects of socio-economic relations by property relations; and the denial of the role of property as one of the most important factors determining the direction of social development in the present and future.This situation forces a new look at the economic policy of the state in this area, because any financial and monetary measures taken by the government will be doomed to failure if their implementation will be without interaction with the mechanisms of the private property system. The article defines the entrepreneurial sector of the region, its interaction with the institutions of the market system operating in all sectors and spheres of the region's economy, and also shows the influence of the development of property relations on the institutions of entrepreneurship.

Vocational schools are no exception to implementing the online learning policy during the covid-19 pandemic, including students majoring in hotel accommodation. This study aims to describe how the school develops its readiness to implement the policy, particularly its challenges. This study also aims to determine the constraints and impacts of implementing the policy. Using a qualitative method, this study involved two vocational schools in Yogyakarta that have Hotel Accommodation major. The heads of the departments, the productive teachers, and some students were invited to several interviews. Documentation was also used to obtain detailed information. The results were categorized into two aspects: hard-skills and soft-skills. From the first aspect, challenges that are faced as the impact of the policy are (1) online learning at vocational schools majoring in hotel accommodation requires facilities and infrastructure that do not include internet quota, (2) teacher digital competence and teacher creativity in carrying out learning need to be improved, (3) students feel bored with online learning, so motivation needs to be grown, (4) skills/ practice-based learning implemented in school alternately with a limited number of students. The second aspect indicated that the policy makes it difficult to develop students' soft skills that are also measured as the learning objective. These constraints are important to note for the implementation of the online learning policy to be successful.

This study was aimed at analyzing the competencies that are provided and the relevance of graduate competence of vocational schools to work in the construction industry. The evaluation study used was a discrepancy model by identifying gaps between the needs of construction industry competencies and the competencies of Building Engineering graduates. The objects of the study were company owners, heads of the Human Resources Department, and head of the Building Engineering Expertise Program. The data were retrieved using a questionnaire with 60 open statements. The instruments were prepared based on the Director General of Secondary Education Decree Number 7013/D/KP/2013 which is adjusted to the theory of competence and competency of the pre-survey results. The data then were analyzed using quantitative descriptive analysis technique. The results of the study showed that industry requires seven attitude competencies, seven knowledge competencies, and six skills competencies. Industrial competency requirements that are relevant to the competencies supplied by Vocational Schools are six attitude competencies, five knowledge competencies, and one skill competency with a level of relevance in the high category which shows that vocational school graduates are competent to work in the construction industry.RELEVANSI KOMPETENSI LULUSAN SMK TEKNIK BANGUNAN UNTUK BEKERJA DI INDUSTRI KONSTRUKSIPenelitian ini bertujuan untuk menganalisis kompetensi yang dibekalkan dan tingkat relevansi kompetensi lulusan Sekolah Memengah Kejuruan (SMK) Teknik Bangunan untuk bekerja di industri jasa konstruksi. Penelitian evaluasi menggunakan model diskrepansi dengan mengidentifikasikan kesenjangan antara kebutuhan kompetensi industri konstruksi dan kompetensi lulusan Teknik Bangunan. Objek penelitian adalah pemilik perusahaan, kepala Human Resources Departement (HRD), dan kepala Program Keahlian Teknik Bangunan. Pengambilan data menggunakan kuesioner dengan 60 pernyataan terbuka. Instrumen disusun berdasarkan Keputusan Direktur Jenderal Pendidikan Menengah Nomor 7013/D/KP/2013 yang disesuaikan dengan teori kompetensi dan kompetensi hasil prasurvei. Data dianalisis dengan menggunakan teknik analisis deskriptif kuantitatif. Hasil penelitian menunjukkan kompetensi yang sangat dibutuhkan industri adalah tujuh kompetensi sikap, tujuh kompetensi pengetahuan, dan enam kompetensi keterampilan. Kebutuhan kompetensi industri yang relevan dengan kompetensi yang dibekalkan SMK adalah enam kompetensi sikap, lima kompetensi pengetahuan, dan satu kompetensi keterampilan dengan tingkat relevansi dalam kategori tinggi yang menunjukkan bahwa lulusan SMK kompeten untuk bekerja di industri konstruksi.

AbstractIslam Education (PAI) at schools has not achieved the optimum level, due to the shortage of the PAI teacher. The number of the PAI teacher in Nusa Tenggara Barat (NTB) Province is currently not comparable with the number of students, because: (i) the impact of moratorium policy of the PAI teacher’s recruitment (pengangkatan guru), (ii) the teachers are retiring, and (iii) unscattered number of the PAI teacher. This research used qualitative method, supported by quantitative data. Data collection was conducted through observation, questionnaire, interview, and documentary. Meanwhile, data processing method was editing, coding, tabulating, and interpretation through qualitative and descriptive analysis. Research found that: 1) The shortage of the PAI teachers in NTB, for level SD (Elementary School), SMP (Junior High School), SMA (Senior High School), and SMK (Vocational High School); 2) The Ministry of Religious Affairs - District/City is facing the problem to organize the PAI  teacher at schools, due to the recruitment and payroll system of the Education Board (Dinas Pendidikan); 3) The deployment of the PAI teacher has not followed the system of surplus and shortage analysis, based on education unit within the number of study groups; 4) The PAI teacher’s supervision at schools through Teachers Working Group (Kelompok Kerja Guru, KKG) and Lesson-Teacher Meeting (Musyawarah Guru Mata Pelajaran, MGMP). This research recommends that: 1) The demand of the PAI teacher at schools can be fulfilled by recruiting temporary teacher (guru honorer), done by schools and Education Board, by giving additional teaching duties for the PAI teacher who has not achieved minimum 24 hours; 2) The PAI teacher’s recruitment, deployment and supervision have to be fully authorized by The Ministry of Religious Affairs; 3) The surplus and shortage analysis of the PAI teacher is needed in Level Education Board (Dinas Pendidikan), The Ministry of Religious Affairs – District/City, and Education unit, and 4) The Ministry of Religious Affairs through Directorate of Islam Education (Direktorat Pendidikan Agama Islam) should allocate operational budget for proper KKG/MGMP actitivities of PAI.Abstrak Penyelenggaraan Pendidikan Agama Islam (PAI) di sekolah belum optimal karena kurangnya jumlah guru pendidikan agama Islam. Jumlah guru pendidikan agama Islam di provinsi Nusa Tenggara Barat saat ini tidak sebanding dengan jumlah siswa sebagai akibat kebijakan moratorium pengangkatan guru PAI, ada yang pensiun dan tidak meratanya sebaran guru PAI. Metode penelitian ini adalah kualitatif yang didukung oleh data kuantitatif. Pengumpulan data melalui teknik observasi, angket, wawancara dan dokumenter. Adapun teknik pengolahan data yang digunakan adalah editing, coding, tabulating dan interpretation data dengan menggunakan analisis deskriptif kualitatif. Temuan penelitian: 1) Jumlah guru PAI di provinsi Nusa Tenggara Barat pada jenjang SD, SMP, SMA dan SMK masih mengalami kekurangan; 2) Kementerian Agama Kabupaten/Kota mengalami kesulitan dalam mengkoordinasikan guru PAI di sekolah karena pengangkatan dan penggajian oleh Dinas Pendidikan; 3) Penempatan guru PAI belum berdasarkan kepada sistem analisis kelebihan dan kekurangan guru PAI berdasarkan satuan pendidikan sesuai jumlah rombongan belajar; 4) Pembinaan guru PAI di sekolah melalui Kelompok Kerja Guru (KKG) dan Musyawarah Guru Mata Pelajaran (MGMP). Penelitian ini merekomendasikan: 1) Pemenuhan guru PAI di sekolah dapat dilakukan melalui pengangkatan guru honorer oleh sekolah dan melalui Dinas Pendidikan, dengan memberikan tugas tambahan mengajar bagi guru PAI yang belum memenuhi jumlah minimal 24 jam; 2) Pengangkatan, penempatan dan pembinaan guru PAI seharusnya menjadi kewenangan penuh Kementerian Agama; 3) Perlunya sistem analisis kelebihan dan kekurangan guru PAI di tingkat Dinas Pendidikan, Kementerian Agama Kabupaten/Kota dan Satuan Pendidikan dan 4) Kementerian Agama melalui Direktorat Pendidikan Agama Islam perlu menganggarkan dana operasional kegiatan KKG/MGMP PAI yang memadai.

In the conditions of the Shirinsky District, monitoring was carried out for the first time for the change in number of helminthic diseases before and after fires. Fires have led to changes in the properties of the ground cover, soil, and simplification of communities; the complex of soil-dwelling arthropods has undergone a number of significant changes, which are manifested in a decrease in number and species diversity. The aim of the study is to determine the prevalence of various parasites in farm animals after large-scale fires on the example of the Shirinsky District of the Republic of Khakassia. The study subject was eggs, larvae and helminths of the studied animals. The study object was farm animals. The studies were carried out by the method of sequential washing of fecal samples. Based on the study results of 786 fecal samples from various animals, we received the following results. We have proved that the fire had a great impact on the parasitofauna of animals in the Shirinsky District; the number of invasive diseases first decreased after fires and then increased again. We found out that the decrease in number of parasitic diseases was associated with the following: fires had an adverse effect on the ecological state of the environment and changed the existence conditions of living organisms. The fire destroyed eggs, larvae and definitive hosts of the parasites.

Employee placement in Indonesia has not yet fully applied the principle of “The Right Man On The Right Place”. This causes the performance of government employees and organizations are not optimal. On this basis, the author wants to know the role of the Human Resources and Human Resources Development Agency in the placement of Structural Officials, the obstacles encountered and efforts to overcome these problems based on the Law of the Republic of Indonesia number 5 of 2014 and the opinion of Soekanto 2009 (212-213) relating to the role of the Personnel Agency and the Development of Apparatus Resources in the placement of structural officials. This research uses a qualitative method with an inductive approach. Data collection uses observation, interview and documentation techniques. While in analyzing data, the authors use data eduction techniques, data display and verification. Results of the Discussion, the Human Resources and Human Resources Development Agency of Alor Regency of NTT has performed its role well, namely to propose the placement of employees according to their competence and educational background. However, there are still obstacles faced by the intervention of the authority of the Regional Head in the placement of employees. The Human Resources and Human Resources Development Agency has made efforts to overcome these obstacles both formally and informally.

Perkembangan pandemi Covid-19 saat ini sangat mengkhawatirkan dimana terjadinya suatupeningkatan kasus corona khusus di Indonesia. Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. This study aims to identify and analyze thepolicies taken by the government in handling the Covid-19 pandemic and the steps taken bythe government to mitigate the impacts, especially the economic and social impacts of theCovid-19 pandemic. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. The results of this study are in the context of handling Covid-19, starting with thegovernment issuing a policy on Large-Scale Social Restrictions which refers to Law Number6 of 2018 concerning Health Quarantine. The implementing regulations are GovernmentRegulation Number 21 of 2020 concerning Large-Scale Social Restrictions, as well as thePresidential Decree on Health Emergencies. Media audio Gelaria (Gerak Lagu Anak Ceria) telah diterapkan di dalam pembelajaran pada TK Laboratori Pedagogia Yogyakarta. Namun, masalahnya adalah bahwa sampai sejauh ini, belum pernah dilakukan evaluasi keterlaksanaan pemanfaatannya sehingga tidak dapat diketahui tingkat keberhasilannya. Studi ini merupakan studi kasus di TK Laboratori Pedagogia Yogyakarta. Tujuan evaluasi yang dibahas di dalam tulisan ini adalah untuk mengetahui bagaimana tingkat keberhasilan penerapan media audio Gelaria dalam meningkatkan fisik motorik anak-anak TK Laboratori Pedagogi Yogyakarta. Metode yang digunakan adalah evaluasi program model Kirkpatrick dengan analisis deskriptif kualitatif. Hasil evaluasi mengungkapkan bahwa: 1) reaksi peserta didik  menunjukkan keterlaksanaan pembelajaran melalui pemanfaatan media audio Gelaria berada pada kriteria sangat berhasil (83%); 2) proses belajar peserta didik melalui pemanfaatan media audio Gelaria menunjukkan keterlaksanaan pembelajaran pada kriteria sangat berhasil (76%); 3) perilaku peserta didik menunjukkan keterlaksanaan pembelajaran dengan media audio Gelaria pada kriteria berhasil (50%); 4) dampak pemanfaatan media audio Gelaria pada peserta didik menunjukkan keterlaksanaan belajar mereka pada kriteria berhasil (70%), yang dapat diketahui melalui berbagai kejuaraan lomba yang diikuti berkaitan dengan kegiatan fisik motorik; dan 5) penerapan pemanfaatan media audio Gelaria, baik dari sisi SDM pendidik, sarana prasarana, maupun dana yang tersedia secara umum tidak mengalami kendala. Sebagai simpulan, dapat dikemukakan bahwa media audio Gelaria dapat dimanfaatkan di Taman Kanak-Kanak lainnya yang kondisinya tidak jauh berbeda (sekolah imbas). Namun, disarankan agar lembaga pengembang media audio Gelaria memberikan bimbingan teknis penerapan pemanfaatan media audio Gelaria kepada para pendidik dan sekaligus juga mengkaji ulang sintak penerapan pemanfaatan media audio Gelaria. The audio media of Gelaria (Gerak Lagu Anak Ceria or Cheerful Children's Song and Movement) has been implemented in the learning process at the Pedagogia Laboratory Kindergarten, Yogyakarta. However, until now, there has never been any evaluation on its implementation, so that the success degree cannot be identified. This is a case study in Pedagogia Laboratory Kindergarten, Yogyakarta. The objective study is to determine the success degree of the Gelaria audio media implementation in improving the students’ motoric physic at Laboratori Pedagogia Kindergarten, Yogyakarta. The method applied is the Kirkpatrick program evaluation model with qualitative descriptive analysis. The result shows that: 1) The students’ reaction indicates that learning feasibility by using Gelaria audio media is the category of highly successful (83%); 2) The students’ learning process by using Gelaria audio media indicates that the learning feasibility is also in the category of highly successful (76%); 3) Students’ behavior indicates that the learning feasibility by using Gelaria audio media is in the category of successful (50%); 4) The impact of Gelaria audio media implementation on the students indicates that the learning feasibility is in the category of successful (70%), which can be identified from various motoric-physical championships they have attended; and 5) In terms of Human Resources, infrastructures, as well as finance, the implementation of Gelaria audio media has no constraints. It can be summarized that Gelaria audio media can be implemented other Kindergardens that have relatively-common condition (induced schools). However, it is recommended that the institution developing Gelaria audio media should provide technical assistances to teachers on how to implement it, and also continuously review its implmentation syntax.

This study aims to reveal the application of Pancasila values ​​in Family Empowerment and Welfare activities in Kuripan village. This study uses a qualitative method using a descriptive analysis approach. Data was collected through observation, interviews, and document studies. The conclusion of the research, 1) Precept I, that is, every activity and daily life is used to say greetings, beginning, and ending with prayer. Always work together in work groups, carry out worship together for Muslims. The basic principle is to respect the celebration of holidays for people of different religions. 2) Sila II, is an attitude of mutual cooperation, and there is no coercion for members 3) Sila III, which means doing community service, celebrating the independence day of the Republic of Indonesia, likes to wear batik 4) Sila IV, which means prioritizing freedom to express common interests, and everything is resolved through deliberation, and 5) Precept V, Do not separate seats, the application of a frugal lifestyle is supported by a socialization program about the importance of frugal living. The implementation of Pancasila values ​​in PKK activities in Kuripan Village is a subjective and objective implementation of Pancasila, because all activities carried out in PKK activities reflect the implementation of Pancasila values. Abstrak Penelitian ini bertujuan untuk mengungkapkan penerapan nilai-nilai yang terkandung dalam Pancasila yang tercermin pada kegiatan Pemberdayaan dan Kesejahteraan Keluarga di Desa Kuripan. Penelitian ini menggunakan metode kualitatif. Pendekatan penelitian yang digunakan ialah  dengan analisis deskriptif. Untuk mengumpulkan data dilakukan dengan melakukan pengamatan, wawancara, dan studi dokumen. Kesimpulan hasil penelitian, 1) Sila I, dalam setiap kegiatan dan kehidupan sehari-hari digunakan untuk mengucapkan salam, diawali dan diakhiri dengan doa. Selalu bekerja sama dalam kelompok kerja, menjalankan ibadah bersama bagi yang muslim. Prinsip dasarnya adalah menghargai perayaan hari raya bagi umat yang berbeda agama. 2) Sila II, adalah sikap gotong royong, dan tidak ada paksaan untuk anggota 3) Sila III, yang berarti melakukan pengabdian kepada masyarakat, merayakan hari kemerdekaan Republik Indonesia, suka memakai batik 4) Sila IV, yang berarti mengutamakan kebebasan menyatakan kepentingan bersama, dan segala sesuatunya diselesaikan melalui musyawarah, dan 5) Sila V, tidak memisahkan tempat duduk, penerapan pola hidup hemat didukung oleh program sosialisasi tentang pentingnya tidak boros.

Indonesia has now entered the era of the Industrial Revolution 4.0 that impacts vocational schools which are considered the highest contributor to unemployment in Indonesia. Therefore, the government established a revitalization program in vocational schools by learning about Creative Products and Entrepreneurship as well as Teaching Factories to produce competitive human resources who are ready to become job creators. This study aimed at portraying the effectiveness of Creative Products and Entrepreneurship Learning and teaching factories to prepare for job creators in the Industrial Revolution Era 4.0. The study was conducted by employing a descriptive qualitative method by utilizing the Nvivo 11 software to classify and display the results in the form of diagrams, graphs, and models. The results revealed that the implementation of the Creative Products and Entrepreneurship, as well as the Teaching Factories, has not been effectively transforming vocational students into job creators. There were some encountered factors contributing to this phenomenon; time management, teachers’ competence, students’ motivation, and funding. Thus, evaluations are necessary in terms of planning, development, and implementation to cultivate excellent graduates that are ready to create jobs.
