With the roll-out of worlds largest vaccine drive for Severe Acute Respiratory Syndrome coronavirus 2 (SARS-CoV-2) by Government of India on January 16 2021, India has targeted to vaccinate its entire population by the end of year 2021. Struggling with vaccine procurement and production earlier, India came up with these hurdles but the Indian population still did not seem to be mobilizing swiftly towards vaccination centers. With the initial hesitancy, as soon as the vaccination started to speedup, India was hit severely by the second wave. The severe second wave has slowed down the vaccination pace and also it was one of the major contributing factor of vaccine hesitancy. To understand the nature of vaccine hesitancy and factors underlying it, we conducted an extensive online and offline surveys in Varanasi and adjoining regions using structured questions. Majority of respondents though were students (0.633), respondents from other occupations such as government officials (0.10) were also included in the study. We observed several intriguing opinions on our eleven questions. It is interesting to note that the majority of the people (0.75) relied on fake news and did not take COVID-19 seriously. Most importantly, we noticed that a substantial proportion of respondents (relative frequency 0.151; mean age 24.8 years) reported that they are still not interested in vaccination. People who have neither been vaccinated nor have ever been infected may become the medium for spreading the virus and creating new variants. This could also lead to a resistant variant of the vaccine in the future. We expect that this extensive survey may help the government to upgrade their vaccination policies for COVID-19 in North India.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

ABSTRACTObjectiveIran, in terms of disasters, is among the top 10 countries in the world. Therefore, timely coordination and provision of rescue, transport, and treatment services after disasters are of particular importance. This study aimed to investigate and provide a short report on the provision of rescue, transport, and treatment services after the 2017 earthquake in Kermanshah.MethodsThis was a review and a descriptive study conducted using the analysis of documents and news published on valid Iranian sites and reports of some service providers in 2017 after the earthquake in Kermanshah.ResultsThe most important strengths of post-earthquake services were the military force’s cooperation, people’s support, sending the popular aid and donations to earthquake areas, and the tremendous national support and religious sympathy among the people. Sending the popular aid and donations was such that they resulted in the blockage of communication routes, heavy traffic on the roads, and disrupted the relief and rescue efforts process. However, the most important weaknesses in the provision of services after this earthquake were the lack of preparedness of the government systems and the lack of orderly management for appropriate assistance and relief and, therefore, there was an inappropriate distribution of popular aid and donations among the earthquake victims.ConclusionProper coordination and service delivery after unexpected events in Iran have a considerable distance to reaching the desired point. Unfortunately, similar problems had also occurred in other earthquakes such as the Bam and Rudbar earthquakes. The repetition of these problems indicates the authorities’ lack of readiness and commitment to troubleshoot weaknesses in their emergency response plan. The article presents an analysis of the conceptual and medical context of the book “Sakhalin Island”, examines Chekhov's attitude to medicine and literature, and analyzes various (including foreign) approaches to studying medicine and problems of colonization in literary texts. The topic is also relevant because, as we know, in the XIX century publicism was rather restricted by the government, both in the choice of topics and in the ways of their coverage. In many ways, literature took on the role of defender of ordinary people, including exiled convicts. The authors examine how, in addition to the lack of basic medical care, poor sanitation, and the specific local conditions causing various illnesses in people unaccustomed to Sakhalin climate, these people had feelings such as loneliness, melancholy, despondency, and unwillingness to live - in short, all the symptoms that are now commonly referred to as depression and psychopathology. Through a number of literary devices, A. P. Chekhov creates a satirical effect and disavows the authorities' allegations. The authors show that the focus of Chekhov's book is on the living conditions of the people and the serious mistakes made by the state during the exploration of Sakhalin. Comparing Chekhov's observations with statistics and factual data from other sources, the authors emphasize that government officials do not understand the importance of Sakhalin for Russia, the need to develop its natural resources, the inadmissibility of ignoring local ethnic and cultural conditions, the neglect of people, etc. The article concludes that Chekhov's observations are closely related to legal, economic, and historical records of the time.

The global widespread of novel COVID-19 also witnessed fake news being circulated in social media. Dealing with these infodemic and providing authentic information was a big challenge for the government and media professionals. The present chapter is an attempt towards this direction to evaluate the role and initiatives of Indian media in dealing with fake news and providing authentic information to the people. A desktop analysis approach of news channels, news websites will be used to conduct the study. The study also lists various credible sources, myth busters and fact checkers on COVID-19.

AbstractSuppression of the first wave of COVID-19 in Japan is assumedly attributable to people’s increased risk perception by acquiring information from the government and media reports. In this study, going out in public amidst the spread of COVID-19 infections was investigated by examining new polymerase chain reaction (PCR) positive cases of COVID-19 and its relationship to four indicators of people going out in public (the people flow, the index of web searches for going outside, the number of times people browse restaurants, and the number of hotel guests), from the Regional Economic and Social Analysis System (V-RESAS). Two waves of COVID-19 infections were examined with cross-correlation analysis. In the first wave, all four indicators of going out reacted oppositely with the change in new PCR positive cases, showing a lag period of –1 to +6 weeks. In the second wave, the same relationship was only observed for the index of web searches for going outside. These results suggest that going out in public could not be described by new PCR positive cases alone in the second wave, even though they could explain people going out to some extent in the first wave.

Abstract Background: COVID-19 vaccine hesitancy is one of the major concerns in the roll out of vaccines in many countries. The aim of the study was to assess the level of COVID-19 vaccine acceptability among the population in Herat, Afghanistan, the third largest city in the country.Methods: This cross-sectional study was conducted between 15 April 2021 and 20 April 2021 among the general population of Herat City to examine the acceptability rate of COVID-19 vaccine. Sample size was calculated at 555. Different variables were collected using a questionnaire developed. Data were evaluated in IBM SPSS program.Results: Only 10.63% of the participants were willing to receive COVID-19 vaccine without having any concern and reservation. 45% were willing to receive the COVID-19 vaccine. 66.5% were concerned about the vaccine and its side effects and 29% were afraid of being infected by transmission of COVID-19 through the administration of vaccine on them.Conclusion: This research demonstrates that, concerns about the vaccine, myths and misinformation are widespread which will undermine the vaccination process. This study recommends the initiation of more health-related campaigns and awareness programs by the government for general population to enhance and expedite the roll out of COVID-19 vaccine.

The government is expected to develop a public service paradigm from a centralized service to a service that focuses more on community satisfaction-oriented management. Moreover, the village apparatus (gampong in Acehnese language) as part of the state apparatus has a direct relationship so that they should better understand the living conditions of the people who are within the scope of their administration. In this case, the author takes a case study of the Gampong Empee Trieng Government, where the author performed community service tasks. To meet the demands of excellent administrative services, Gampong government officials are required to provide good services, especially in providing professional services, having work systems and service procedures that are transparent, integrated, responsive, and adaptive to any changes. This study uses a descriptive approach with qualitative research that will provide an overview of how the performance of the Gampong Empee Trieng government in improving the quality of public services for its people. The three principles of government administration that focus on public services will be used as indicators to measure the quality of public services in Gampong Empee Trieng, Darul Kamal District, Aceh Besar District.

The paper intends to study the socio-economic conditions of the tribals residing in the remote hilly and forest areas, in the area of Thane and Raigad districts in Maharashtra. The people are very poor economically, socially and educationally. They are living hand to mouth. They depend mostly on the forest produce and agriculture for their livelihood. The government officials for the upliftment and development of the tribal are over there but many people are not aware about the government programmers and schemes. In terms of methodology, both primary and secondary data have been used. Data are both qualitative and quantitative in nature. Wherever necessary, quantitative data have been presented in tabular and graph forms. The paper concludes that in both Thane and Raigad districts, the socio-economic status of the tribal people is substantially lower than the general people. There is an urgent need to launch income generating, educational, and health awareness programmes to help them to take up opportunities given by NGOs and government.

Abstract Background: risk perception influences the behavior of the people. With gradual unlocking in India it is important to understand the perceived risk of people for COVID-19 issue as it might influence number of new positive cases in India.Material and method: this was an online survey which measured the perceived risk under two domain, risk perception of disease and trust people have in authorities and themselves to fight against COVID-19. SPSS 23.0 was used for data analysis.Result: Total sample size is 797. Only participants above age of 60 have high risk perception. But overall risk perception is low. All have high trust in scientist to develop an effective vaccine soon. The overall trust of participants is high which resulted in low risk perception. According to our study participants have low perceived risk. Conclusion: with low perceived risk, there and chances of increase of cases in COVID-19 positive patients. And people should not be misled by false sense of immunity and authorities should be prepared for second wave.
