State support for the development of agro-tourism in Moscow region

Agrotourism promotes not only countryside development, but also development of region as a whole. However, nothing can happen of itself, so every movement needs a push. And this is truly for agrotourism. The state has the means to support activities in the field of rural tourism, and particularly agrotourism. Thus, it can and should be a driving force. State support is reflected in the existing normative legal acts, regulating these types of tourism activity, as well as in the creation of new programs and projects for the development of rural areas. Unfortunately, the legal restrictions that appear on the basis of existing laws interfere with full realization of the state support programs. For example, only legal entity, having financial security, liability insurance, able to follow the cultural and environmental side of its activity, can be engaged in agrotourism. Today this fact hampers the development of this type of tourism. Therefore, in the near future, regulatory and legal framework for this and other similar issues should be settled. In addition to the direct support of agrotourism activities, an important task of government programs is to engage entrepreneurs, especially among rural people, in this activity.

This article systematizes the legal framework, forms, and volumes of support for agriculture from the federal budget of Russia and the regional budget (on the example of the Tyumen Region). The authors have performed a detailed analysis of the directions of such support for 2016-2019. The historical, economic and social features of the relationship between the state and agriculture are shown. State support for agriculture is objectively necessary, and competent budget planning makes it possible to develop. However, the dominance of direct forms of spending support does not stimulate cost-effective and innovative activities, which in the future can bring the industry to a competitive level. There is very little and irregular support for social forms, the development of farming and other forms of private farming in rural areas. The authors conclude that the policy of state support is sufficiently provided by legislative acts, resolutions and state programs. Many programs are updated, and new versions are adopted even before the previous ones expire. Such strong volatility hurts strategic projects and agricultural initiatives. Less expensive forms of activity-mediation and trade turn profitable. Living conditions in the villages significantly stay behind in quality and opportunities, which leads to the human capital leaving rural areas. The authors propose to pay more attention to the development of indirect forms of support, to stimulate economic activity and small businesses.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The chapter provides a retrospective analysis of entrepreneurship development in Russia from the 9th century to 2020. It highlights four periods in the development of SMEs in Russia and gives characteristics of each of the periods. It also highlights criteria for classifying enterprises as small and medium-sized businesses according to Russian legislation. A retrospective analysis of government programs to support SMEs from 1994 to 2020 was carried out. The state support program, effective since 2016, “Strategy for the Development of Small and Medium-Sized Businesses in the Russian Federation for the Period Ending 2030,” is considered in detail. Attention is paid to target indicators of SME development until 2030. An analysis of measures of state support for SMEs in the context of the COVID-19 pandemic has been carried out, highlighting the most affected industries. An analysis of SMEs by region of Russia was also carried out. An analysis of SMEs in effected industries in the post-pandemic period is carried out.

This chapter considers how the Children Act 1989 provided a legal framework within which the state can support children to remain with their families through difficult situations and intervene to protect them when they face unacceptable risks. The chapter starts by giving a brief history of child protection law. The chapter then looks at the inherent tension in protecting children while aspiring to support their life with their families, before considering local authorities' powers and duties, resources, and the ever-increasing numbers of children who are involved with social services, whether as c hildren in need, looked after children, or as subjects of child protection investigations or applications.

In view of their features, as well as the low level of production, agricultural producers need government support. It stands out in different directions according to the state program. At the same time, there is support to novice farmers in the form of grants from the state, the purpose of which is to help develop business in any branch of agriculture: in breeding horses, cows, sheep, goats, pigs, poultry, growing potatoes, grain crops, vegetables in the open and closed ground, fruits and berries, fishing, beekeeping. Grants are provided to persons registered as an individual entrepreneur for at least a year who have a business plan for expanding or modernizing the economy. Support is provided 1 time, for 10 years. Assistance to novice farmers is provided in two main areas: the creation (development) of the economy 1.5–3.0 million rubles; help for the device of life up to 250 thousand rubles. The purpose of the study is to examine the theoretical aspects of state support, analysis of assistance to novice farmers, as well as the development of recommendations for the provision of grants. The article uses abstract logic and design methods. Analyzed the activities of agriculture at the federal and regional levels. The concept of “state support for agriculture” was clarified and supplemented: state budget funds aimed at developing the industry and rural areas in certain areas; direct increase in their profitability, through the production of necessary agricultural products; the main criterion for which remains the effectiveness of the use of this support. The state farmer beginner state support program has been improved, recommendations on introducing changes to this program have been developed.

Abstract. The article discusses the influence of human capital on the efficiency of the agro-industrial complex. The purpose of the study is to analyze the use and management of human capital from the standpoint of practice, the development of systems that are used to manage and develop employees of an organization. Results. The article reveals the results of the analysis of the development level of the agro-industrial complex and the state of the social infrastructure of the region as the most important conditions for the formation of human capital, functioning within a particular region. On the basis of theoretical generalizations, the analysis of statistical data, the desired dependencies and the rating of countries according to the human development index were obtained. The state and development of human capital is based on the initial data of Russian agricultural organizations for 2017–2019. As a result of the analysis, two types of models were proposed – linear and nonlinear models; correlation and regression analysis of statistical data was carried out. The main importance is the setting of the prospects for the development of human capital and, on this basis, the possibility of creating and strengthening food self-sufficiency. In the formation of human capital, the topical issue is the qualifications of specialists and its constant growth. The article presents in the most detail the results of processing the theory of statistical information on the example of correlation-regression analysis. Scientific novelty. The results obtained in the process of work have theoretical novelty and practical value, because, first of all, in the context of a pandemic, the formation of the importance of an emphasis on the progressiveness of the regulatory and legal framework and the improvement of stimulating the demand for highly qualified specialists in rural areas has been accomplished. Achieving competitive advantages is possible on the basis of sustainable development as a factor in ensuring economic stability. The structure of the process of using human capital includes progressive elements based on a balance between the increase and depletion of available resources. The results of the study confirmed the significance of the proposed indicators of human capital, however, they refuted the hypothesis of a direct relationship between the number of employees with higher education and the efficiency of the agro-industrial complex.

Currently, agriculture is one of the priority sectors of the Russian economy. In view of the requirements for quality, quantity of products and the presence of specific features of business activities, agricultural producers need government support. The aim of the work was to assess the state support provided for agriculture in Russia, regions of the European North of Russia, and mainly in the Vologda region. It has been proposed, when providing state support, to take into account such areas as the formation of a comfortable environment for work and life in rural areas in order to attract personnel to the industry; in order to consolidate the actions of the state and business, it was proposed to organize “round tables” with the participation of persons interested in the development of the industry; Also of interest is the development of a system for acquiring agricultural equipment on the terms of leasing, hiring, and rating due to the poor state of the material and technical base.

The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 was introduced in India to create employment opportunities for the rural people. As per the provisions of the said Act, the State Government shall, in rural areas in the state, provide to every household whose adult members volunteer to do unskilled manual work not less than one hundred days of such work in every financial year. The present study attempts to review the performance of the scheme implemented in different states of India. On the basis of some selected parameters, performance of the states, in implementing the Act, has been measured. Ranks have been assigned to the states according to their merit in implementing the scheme.

This paper analyses the existing methods of state support of agriculture in Russia, develops recommendations for their improvement, proposes new measures of state support that meet the changing economic conditions and requirements of the time in this strategically important sector of the economy. Efficiency of production and competitiveness of the Russian products within the country and in the world, the financial results of farms, their profitability depend not only on the introduction of new equipment, the latest innovative technologies in production, but also on the possibility of selling products. One of the reasons for the low profitability of Russian agribusiness is that the current distribution system is weak and does not meet the needs of agricultural producers. The Russian producers cannot invest in production, take loans if there is a constant risk of impossibility to sell their products. Only the resolution of current problems with logistics, places for distribution and storage of products, organization of markets, road infrastructure will allow manufacturers to clearly plan future costs and revenues. Large processing enterprises, retail chains are not interested in working with small agricultural producers due to the small volume and inconsistency of the supply of raw materials. The role of the state is to support the preservation of rural areas, allocate subsidies for the renewal of technology, and help producers to unite in trade cooperatives. Thanks to the practical implementation of the proposed ways to improve state support for agriculture, it will be possible to stimulate scientific and technological progress to a greater extent, organize the required starting conditions for capital accumulation, expanded reproduction, and generally contribute to progressive development of agriculture in Russia.

Публикация продолжает рассмотрение причинно-следственных связей низкой эффективности государственной политики в сфере продления периода активного долголетия с несистемным подходом к формированию и реализации государственных программ. В контексте анализа причин недостаточной эффективности действующих государственных программ в сфере совершенствования социальной поддержки пожилых граждан гериатрия позиционируется как составная часть геронтологии - направление прикладных исследований, обеспечивающих решение медицинских, социальных, психологических и иных проблем, возникающих у граждан старших возрастных групп. В частности, эти проблемы связаны с психофизиологическим, социально-экономическим, образовательным, культурным и правовым статусом указанной категории граждан. Формализуется область использования гериатрической помощи и ее статус как базовой составляющей комплексной медико-социальной помощи гражданам старшего поколения. Обосновывается влияние геронтологии и гериатрии в процессе обеспечения системной поддержки повышения качества жизни пожилых граждан, являющейся одним из приоритетов государственной политики России. Мотивируется необходимость изменения действующих законодательных актов и нормативных документов, регламентирующих оказание государственной поддержки гражданам старшего поколения, системной переработки действующих государственных программ в указанной сфере, основанной на использовании научного подхода к решению проблемы адаптации государства к процессам постарения общества. The publication continues to consider the cause-subsequent relationships of low efficiency of the state policy in the field of prolonging the period of active longevity altogether with unsystematic approaches to the formation and implementation of state programs. In the context of the analysis of the reasons for the insufficient effectiveness of existing state programs in the field of improving social support for senior citizens, geriatrics is positioned as an integral part of gerontology - an area of applied research that provides solutions to medical, social, psychological and other problems that arise among citizens of elderly. In particular, these problems are associated with the psychophysiological, socio-economic, educational, cultural and legal status of this category of citizens. Geriatric care and its status as a basic component of comprehensive medical and social assistance to senior citizens are formalized. The influence of gerontology and geriatrics in the process of providing systemic support for improving the quality of life of senior citizens, which is one of the priorities of Russian state policy, is substantiated. The motivation is the need to amend existing laws and regulations governing the provision of state support to senior citizens, systematic processing of existing government programs in this area, based on the use of a scientifi c approach to solving the problem of adapting the state to the aging processes of society.
