The agro-industrial complex is the most significant largest inter-branch complex of the modern Russian economy. Indicators of the agricultural production dynamics under conditions of external sanctions pressure indicate that at present it is necessary to increase the strategy of improving the food security of the Russian Federation. At the same time, the implementation of the agro-industrial complex development requires the involvement of highly qualified specialists of a new type: with an appropriate education level, a tendency towards goal setting and the ability to respond to non-standard situations. This article describes the rationale for determining the level of professional compliance with the requirements of workers in the agro-industrial complex based on qualimetry methods. A comprehensive indicator of the quality of personnel at enterprises of the agro-industrial complex, as well as a method for determining the level of professional compliance, have been developed.

The article describes the targeted admission in the system of higher agricultural education in Russia as an institutional mechanism for the reproduction of the personnel potential of the country’s agro-industrial complex. The problem of reproduction of specialists in the agrarian sector has a deep contradiction and is characteristic not only for Russia or its individual regions, but at the global level. The empirical part of the study was carried out by the method of statistical analysis of data on the quality of targeted admission in the system of higher agricultural education in Russia in 2020. The article contains the characteristic of targeted admission in the system of agricultural education as an institutional mechanism for the reproduction of the personnel potential of the industry: all agricultural universities comply with the requirements of the legislation of the Russian Federation, carrying out the admission of applicants for targeted training; customers are local authorities, state authorities of the regions, state enterprises; employers are mainly business entities of the agro-industrial complex; for the period 2018-2020 the admission of applicants to targeted training in agricultural universities decreased by 37.4% due to the reduction in the targeted figures for general admission and low interest of applicants; for training programs for highly qualified personnel, the quotas for the study period were filled from 12.5% to 22.5%. Conclusion: the targeted method in the system of higher agricultural education of the Russian Federation as an institutional mechanism does not fulfil the assigned tasks and requires improvement.

The main problems hindering the development of agro–industrial complex are revealed. The main factors of development of agriculture contributing to the competitiveness of production and output of domestic products on the world market are proposed.

Aim. Development of a new type of mutton chopped semi-prepared products with addition of an antioxidant and chickpea extrudate to increase the biological and nutritional value. Materials and Methods. Beef (GOST R 54704-2011), mutton (GOST 34200-2017), chickpea extrudate, antioxidant "Lavitol" and spices were used for the preparation of samples of mutton chopped semi-prepared products. The production of samples of chopped semi-prepared products was carried out in accordance with GOST 32951-2014. Sampling and preparation of samples was carried out according to a single method in accordance with the requirements of GOST R 51447-99 (ISO 3100-1-91). Determination of organoleptic characteristics was carried out in accordance with the requirements of GOST 32951-2014; the mass fraction of fat was determined according to GOST 23042-2015; protein – according to GOST 25011-2017; moisture – according to GOST 33319-2015; trace element composition – according to GOST R 55573-2013, GOST 32009-2013; amino acid composition of animal protein – according to GOST 34132-2017. Results. Comparative analysis of two samples showed that when introducing chickpea extrudate, moisture increases by 0.7%, this contributes to an increase in the quality of finished chopped meat products and a decrease in thermal losses. The mass fraction of protein is greater in the experimental sample by 5.65% than in the control, and the fraction of fat is less by 2.79%. The research results indicate the positive effect of chickpea extrudate and antioxidant on the nutritional and biological value of chopped semi-prepared products. Conclusion. The formulation of chopped semi-prepared products with the use of an antioxidant and chickpea extrudate has been developed, which makes it possible to expand the range of functional meat products.

In the article various approaches to determination of quality of labor life are considered and on their basis author´s definition of this concept is given. As an element of quality of labor life the special attention is paid to a control system of labor protection. The acts and normative documents regulating labor protection in the Russian Federation are provided in the article. Process of development and deployment of a control system of labor protection at the enterprise is presented in the form of creation of business process by IDEF0 technique. The program of formation of a control system of labor protection according to requirements of GOST 12.0.230-2007 is also developed.

The goal- at present there is no clear concept for the long-term development of infrastructure of agro-industrial complex in the republic, and the degree of support for agricultural sector is inferior to the level of advanced countries, which may lead to a restriction of the population's access to quality food. Methods - abstract-logical, monographic, sociological survey, economic-statistical, analytical. Results - the best world practice of rural entrepreneurship was reviewed. The experience of farmers of the Russian Federation, economically developed countries of the EU, Eastern Europe, advanced Asian States, including Japan and South Korea, is presented. It is indicated that the main condition for preservation and multiplication of the achievements of the AIC of the Republic of Kazakhstan is the socio-economic growth of rural settlements. The authors focus on the issue of ensuring food security - one of the main tasks of the economy of each country, the key areas of implementation of which are public support for agricultural sector, improving the quality of life of rural residents. The activity of agricultural producersis analyzed, problems of development of agribusiness in these countries and Kazakhstan are reflected, recommendations for their solution are presented. Conclusions - the following basic factors contributing to the formation and expansion of entrepreneurship in agro-industrial production are highlighted: improvement of the regulatory and investment base; business management, which implies transformation of the structure and advanced training of specialists of enterprises of agro-industrial complex, as well as the heads of peasant (private) farms. Access to markets is a serious problem for small and medium-sized enterprises in agricultural sector, which has a significant impact on the sphere of agricultural production and processing of agricultural products. The research results can be used in the development of measures to support SMEs in agricultural sector at the regional level.

Abstract The purpose of this study is to identify the main trends in the agro-industrial complex development of the Russian Federation, substantiate the organizational and economic recommendations aimed at stimulating Russian agricultural production and enhancing of this economy sector competitiveness. An extensive corpus of empirical data reflecting the agro-industrial complex development in the Russian Federation in 2016-2020, as well as its place in foreign trade operations of the Russian Federation has been thoroughly studied in frames of this research. Using the tools of statistical data processing (sampling, observation, summary and grouping), the methods of econometric analysis, the dynamics of agro-industrial complex products manufacturing, the rate of the main indicators’ change, the place of agro-industrial complex in export-import operations of the Russian Federation have been revealed, the main indicators have been compared. The geographic conditions diversity of the Russian Federation, combined with a wide range of climatic features, the availability of land and water resources creates favorable conditions for productive agricultural activities. It has been established that large-scale agricultural producers dominate in agro-industrial complex of the Russian Federation. The directions of agro-industrial complex, in particular, crop production and cattle rising, are unevenly developing in the Russian Federation. The constituent entities of the Russian Federation, which administratively represent the Southern Federal and North Caucasian Federal Districts specialize mainly in the cultivation of grain and oilseeds due to the natural and climatic factors’ action. State authorities of the Russian Federation successfully implement the tools to stimulate agricultural production, in particular: preferential taxation regime, subsidies for lending to the agro-industrial complex economic entities from the state budget, leasing development, etc. The state support mechanism effectiveness can be intensified by using the organizational and economic tools substantiated by the authors.

In this article, the authors investigate an urgent problem for the Belgorod region related to the provision of the agro-industrial complex of the region with highly qualified and innovation-oriented personnel. The results of the sociological research carried out by the authors convincingly indicate the existence of a significant gap between the requirements of modern employers to workers and the quality of knowledge, skills and abilities that university graduates currently possess. The overly theoretical nature of the education received and its isolation from the realities of production activity are noted. To eliminate the gap that has arisen, according to the authors, it is possible only if the mechanisms of social partnership between education and business are actively developed. On the example of the Belgorod State Agrarian University named after V.Ya. Gorin, the authors of the article investigate a successful example of organizing such a partnership.

The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.

The article discusses various aspects of the crisis in Russia. It is specified that in Russia there is management, financial and economic crisis, deepened by aggressive policies of the USA and its satellites, the obvious one is the next stage of new geopolitical repartition of the world. The main reasons that led to the current state of the domestic economy are given. To improve the situation the most important aspect is innovative government policy, and knowledge management, in which special place is occupied by information resources and education of labor resources. It is determined that the new ideas that are being developed by highly qualified personnel, possessing deep knowledge in modern conditions, become a source of economic development of the region. The necessity of integration of educational institutions with research institutions on the basis of industrial complex and business structures in the form of a scheme "education – science – personnel – investment – firm - region – business", representing a set of interrelated and interconnected processes that form the overall innovation potential of any economic system, is proved. In the Russian economy, which is based on knowledge, the structure of employment is changing; an increasing share is for workers of intellectual labor in the structure of the working population, the proportion of employees with higher education increases, which is a natural result of development of productive forces in the course of scientific and technical progress. One of the modern requirements to the employees is their ability to train and re-train. A special role in the formation of highly qualified personnel for the Russian economy is designated to information resources, the value increases significantly, they are easily replicated, have increasing marginal utility, they are characterized by positive externalities and discriminatory prices.

The article analyzes the correspondence between the national development goals of the Russian Federation and the UN sustainable development goals in the field of ensuring the quality and accessibility of education. It has been substantiated that the implementation of sustainable development goals in Russia is of great importance for activities to achieve the country’s national goals and development priorities. A comparative analysis of the education system in Russia as a source and factor of socio-economic development and improving the population’s quality of life is carried out. An analysis of the comparison between SDG 4 and the national project “Education” led to the following conclusion: the consistency of national policy measures with plans to achieve SDG 4 depends, first of all, on political priorities and national interests of the country and requires intersectoral coordination in planning and monitoring the implementation of targeted activities. Analysis of the compliance of the development goals of Russia within the framework of the implementation of the national projects “Labor productivity and employment support” and “Small and medium-sized entrepreneurship and support of individual entrepreneurial initiative” and SDG 8 showed the importance of institutional and financial instruments, the active use of which in the Russian economy is facilitated by the significant changes in legislation. The problem of mismatch of indicators of the studied documents is determined. For these are no statistical data in the framework of the implementation of sustainable development goals. It is concluded that the national development goals of the Russian Federation in the field of ensuring the quality and accessibility of education are generally consistent with the UN sustainable development goals.
