Social participation is a model of the community empowerment process. This is one of a direct program which is an impact on well-being improvement. This analysis was supported to explains community development basics of participation through Kampung Ramah Anak program in Badran Village of Yogyakarta City. Qualitative methods with collecting data of observation, in-depth interviews, and documentation are using as an interpretation of data. This study is seeking the program management it which isn’t optimality. This criterion has been founded by program continuing with early childhood education programs activity, Posyandu, and Bank Sampah. The activities have anomaly because it still depends to fund of government charity. After that can be analysis, an anomaly has been influencing society awareness lowly to follow the activities by participative. Besides, society has still had potential to grow up participation optimality, i.e. the potentiality is supporting by any group, community, and social institution. Otherwise, the society has had though, carrying attitude, and spirit part of citizenship to empowerment program. For the optimality of Badran society spirit is needs of the government to involving academics and non-government organizations. It is very important to building of development step and accompaniment that as a spirit of simultaneous. Furthermore, the people also creation of program innovation without big budgeting but right on target and useful.       Partisipasi masyarakat masih menjadi model pelaksanaan pemberdayaan, terutama program yang berkaitan dengan kesejahteraan anak. Analisis inilah yang mendorong peneliti untuk mengkaji pelaksanaan pemberdayaan berbasis partisipasi masyarakat melalui program “Kampung Ramah Anak” di Badran Rukun Warga 11 Kota Yogyakarta. Metode kualitatif dengan teknik pengumpulan data observasi, wawancara mendalam, dan dokumentasi digunakan sebagai bahan analisa. Hasil studi ini menunjukkan bahwa pengelolaan program tersebut berjalan kurang maksimal. Kriteria ini dibuktikan dengan berjalannya program inti seperti kegiatan Pendidikan Anak Usia Dini, Posyandu, dan Bank Sampah. Namun kegiatan inti tersebut mengalami anomali karena masih begantung pada bantuan dana pemerintah. Setelah dianalisis, anomali disebabkan masih rendahnya kesadaran masyarakat untuk mengikuti kegiatan secara partisipatif. Meskipun demikian, masyarakat masih memiliki potensi untuk lebih optimal dalam berpartisipasi, yaitu didukung oleh banyaknya kelompok, komunitas, dan kelembagaan masyarakat yang ada. Disamping itu, masih terdapat potensi pemikiran, sikap kepedulian, dan semangat sebagian masyarakat terhadap program pemberdayaan. Untuk mengoptimalkan pemberdayaan partisipatif masyarakat Badran, pemerintah perlu melibatkan peran akademisi dan swasta. Hal ini penting sebagai stimulan untuk membangun step pemberdayaan dan pendampingan. Selain itu, masyarakat juga hendaknya menciptakan inovasi program tanpa pendanaan besar atau low budgeting namun tepat sasaran dan bermanfaat.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

This article reports on the result of an exploratory qualitative study with in-depth interviews conducted with postgraduate students in Chinese universities. The data were collected from five schools of social work, covering three provincial-level administrative regions of Beijing, Shanghai and Shandong. The principal aim of this article is to understand the development of social work and student perspectives on the government’s role in social work development and the function of social work in China. The study shows that Chinese social work is still developing, and the expansion and function of social work education and practice is mandated by the state. Despite a robust authoritarian hold by the government, the study finds hope among the graduate students about the mission and future of social work in China.

Poverty is still an urgent agenda that needs to be addressed by the Government in Gowa Regency, especially the poor, to empower the people in Bujjulu area. The purpose of the study was to analyze poverty reduction by community empowerment through integrated coconut products in Bujjulu District, Gowa Regency. The research method used is a qualitative approach. The data collection techniques used are observation methods, interview methods, and documentation methods. The data analysis technique in this study used are data condensation, data display (data presentation), conclusion drawing/verification The result of the research is that Bujjulu Village, Gowa Regency is mostly carried out with the principle of learning by doing so that this integrated coconut program can be expected to produce an increase in family income in particular. The implementation of this training focused on making flower pots from coconut fiber, making charcoal and briquettes as alternative fuels as a substitute for oil and gas which are currently difficult to obtain, making nata de coco, and transforming the coconut into copra.

Population arrangement to islands for settlement is one of the important policies in many ways of each nation. This study was conducted to provide an understanding of the current situation and impacts of the migration to Tho Chu Island, Phu Quoc District, Kien Giang Province, Vietnam. In-depth interviews and survey questions were used to collect preliminary data on displaced people, insular living conditions, positive and negative impacts of the migration process on the socio-economic development on the island. They are also supplemented by secondary data which were collected from various sources in research process. The study shows that the migration to the island not only helps to supplement the labor force for the island, contributes to economic and labor structure restructuring on the island but also contributes to diversifying island economic activities and expand the space, enrich the cultural life of the island. However, the process of migration to the island also poses a number of problems for the people and the government on the island.

<div class="translate-tooltip-mtz hidden"><div class="header"><div class="header-controls"><em>The people of Gunung Meriah still find many addictions to drinks that can be intoxicating, such as drinking tuak. Therefore, this study aims to find out how the supervision of the government and the community in minimizing wine drinkers and sellers in Gunung Meriah District and Islamic views on the law of drinking tuak, as well as how to sanction those who drink it. To complete this research, the writer uses qualitative research. The techniques used in data collection are observation and in-depth interviews with informants. The result of the research shows that some of the people of Gunung Meriah like to drink tuak, both from officials and ordinary people. 25% of Mount Meriah people are addicted to this tuak drink, it is drunk on certain occasions such as parties or other days. The government does not pay much attention to the problem of tuak drinks, which can be seen from the lack of cases of drinkers and sellers of wine being appointed and given appropriate punishments, only a few people have reached the stage of punishment. Likewise, the community does not interfere too much in dealing with the problem of tuak drinkers and sellers, even though this problem is very serious. Drinking tuak, in the perspective of Islamic law, is a drink that is prohibited because it is intoxicating.</em></div></div><div class="controls"> </div></div>

Purpose The purpose of this study is to explore the psychological well-being of people living around landfills, which constitutes a preliminary case study localized in Samarinda city, Indonesia. Design/methodology/approach This current study used a descriptive, participatory case study design. For data collection, interviews and participatory observation were used. Specifically, this case study took place in Samarinda City, Indonesia. Findings The psychological well-being of the people living around landfills was indicated very low in the light of psychological well-being such as personal growth, life’s goals and self-acceptance dimensions. Research limitations/implications Psychological well-being is part of an attitude of gratitude, thus making individuals happy and satisfied in life. The results of this study point to the fact that people who live around landfills have low psychological well-being due to lack of support from the community and government. In addition, with this research, people who live near landfills are very happy because they feel cared for and care about their condition. People who live near landfills expect the government and surrounding communities to know about their situation so that they become prosperous and well-being. In addition, providing medical team services, sending clean water and providing good solutions can help people who live near landfills. The limitation of this preliminary study was that researchers could deeply explore the lives of people in the next research. Besides, the next research can provide a camera or voice recorder in the state of only observation. In addition, the researcher can analyze more deeply in the next research. The final limitation was that participants could not have enough time to interact with, thus, the researcher could not collect the data to explore further. Practical implications Base on the result in this study, the government needs to have the policy to take care of those people who stay near landfills, for example, improving drinking water, establish the health management and giving a right to people to stay near landfills. Social implications By improving the growing environment, the people live near landfills can have some changes in their life. In addition, the negative stereotype and prejudice can be decreased and establish a more friendly society and increasing their well-being. Originality/value The participants were found to be problematic, primarily in managing their environment and influencing their personal growth. On top of that, the participants appeared to possess a lack exposure of to social interaction with other communities, which might cause them social gap and lack of caring perceived toward the surrounding environment, lack of better life’s goals, the disappointment of current conditions due to low educational and skill backgrounds. Nonetheless, the participants were still of gratefulness upon the situation for they were still granted health for studies to support their families. Besides, the participants did not show any positive attitudes toward themselves because of the disappointment of their condition and personal qualities.

This study aims to analyze how ICT can change the mechanism of public service innovation and see the success indicators, with an empirical study on the Among Warga application in Batu City. Basically, ICT is a technology that can help reduce government performance, thus making a demand for the dynamics of public service delivery at the regional level. The method used in this research is a qualitative paragraph with a descriptive model in which the researcher looks for key informants or data sources based on facts in the field, and is supported by literature studies.. Referring to the results of the data that have been processed, the researchers found research results that show that the Among Warga application is an online-based complaint service facility which is shown for the people of Batu City in submitting public complaints such as infrastructure damage, fallen trees and natural disasters. However, the Among Warga application's journey has stopped for only one year since it was created in 2017. Meanwhile, the Batu City government is not ready to take advantage of ICT, this is due to the absence of innovative organizational capacity and transformational leadership. Therefore, in this study the authors would like to provide advice to government organizations in building ICT-based innovation concepts, the government is not a single actor, but requires cooperation with the private sector and participation from the community as an indicator..

 The paper aims to see so far the policies have been recommended and implemented which is interrelated with the lives and livelihoods of the vulnerable communities and, as a result, the well-being and safety of persons, communities and countries as a whole have been affected being persons with disabilities so far both by the non-government organizations and what could be done by the government policy makers. Ten percent of the total population of Bangladesh is known as differently able, often called Persons with Disabilities (PWDs) or disabled people according to the survey of Bangladesh Protibandhi Kallayan Somity (BPKS, 2014). It is worth saying that they are often treated with disregard, and so far they are the vulnerable of the society. Yet their role in homes, places of work and communities is often underplayed. So the paper prepares the studies of policies in terms of how we can integrate and mainstream the excluded differently abled /disabled/PWDs through accessibility in people with disabilities friendly policy making. Disasters, many of which are exacerbated by climate change and are increasing in frequency and intensity, significantly impede progress towards sustainable development. Till now we have achieved both the Hyogo and Sendai Framework based on disaster management do have impressions having the framework to be vocal and to ensure the access of the persons with disabilities in terms disasters, many of which are related with the climate change  and adaptation. The paper recommends that the “Children with Disabilities” must be included in a separate policy based framework and the two most important terms based on vulnerabilities and hazards should be more inclusive towards the specialization of the accessibility of the persons with disabilities where both the non-government organizations and government can work together.

Forestry partnership is a social forestry scheme as an attempt resolution of conflict society and permit holders. The objective of the research to explain the forestry partnership program conducted by PT REKI and the people of Dusun Kunangan Jaya I. This research used a qualitative research approach. The methods of data collection include in-depth interviews, participant observation, and document studies. The results of the research showed a forestry partnership carried out by PT REKI and KTH Berkah Jaya, KTH Bungin Mandiri and indigenous people of Batin Sembilan. The agroforestry pattern is applied to partnership lands. The percentage of forestry partnership outcomes, 85% for the community and 15% for PT REKI. The rights and obligations that have not been achieved have an impact on hampering agroforestry management. The limited funding of  PT REKI, which depends on donors as a source of income causing the forestry partnership program has not been maximized. PT REKI in supporting forestry partnership provides various facilities including the provision of forestry plant seeds, cattle, education, and health services community empowerment. The rejection of forestry partnership cooperation carried out by most of the community because of mismatch between the expectation of community and PT REKI. The study investigates the changes taking place in the domestic market of social services expressed in the appearance of "new players" in the form of socially oriented non-profit organizations (SO NPO) within its field in addition to public institutions for social protection and social services of the population. The authors identify the advantages and disadvantages of SO NGO compared to government organizations and social services, describe the processes of shadow economy expansion to the social services market and formation of regional "quasi-markets". The empirical part of the article is based on the data of two studies conducted in the form of indepth interviews. First, with experts on "Practices of interaction and prospects of cooperation between NPO and government organizations of social services in the Volgograd region", N = 52 (27 representatives of the public sector, 25 representatives of NPO, January-March 2018). Then with recipients of social services from government organizations and clients of SO NPO on the theme "Availability and quality of paid and free social services provided in the Volgograd region for retiring aged women" N = 46, 60 years and older (21 people-clients of SO NPO, 25 people-recipients of social services. services, October 2017 – January 2018). The analysis of these in-depth interviews with experts allowed to draw the following conclusions. There is a duplication of functions of the organizations of public and non-public sectors providing social services to the population. The activities of modern SO NPO operating in the social services market contain innovative and commercial components. The expansion of the "platform" of the social services market does not yet lead to full competition between organizations, encouraging them to constantly improve the quality of services. The analysis of in-depth interviews with recipients of social services from government organizations and customers of SO NPO showed that the commercialization of activities of SO NPO does not make social services more accessible to those who are in need of them. There is the necessity of changes in the way social services are being provided in the Volgograd region as they do not meet the needs of women of retirement age, do not take into account their level of income and material well-being.
