The results show that the implementation of the COVID-19 Response Village Program in Meteseh Village has not been running optimally due to unclear implementation standards in related policies, limited human resource capacity in program planning and resource management, especially in the aspect of controlling COVID-19 and the community attitudes that do not apply health protocols influenced by social, economic, political conditions. Qualitative descriptive research method. Data obtained through interviews, literature study, and observation. The data analysis stage uses the Miles and Huberman method, namely data collection, data presentation, data verification, and concluding. Based on the research results, village assistants' capability in its implementation has not optimally because there are still many priority programs that people should expect but have not implemented. Activities carried out by village assistants in terms of development implementation, development supervision, and village administration training carried out by village assistants in Lalonaha Village, Wolo District have been able to run well, it is just that the obstacles faced regarding the quality of work by village assistants have not been able to carry out proper coordination fully. Both between the Lalonaha Village Government and the village community. In the implementation stage of village facilitator activities to help village government activities have not been able to run well, this is because in every development activity and supervision of development programs carried out more by the village apparatus themselves. The independence of village assistants in improving community empowerment in the village Lalonaha has not gone well because the village government itself carries out almost all the implementation of village assistance activities.

English
Development concept explained in the mid of 20th century keeps improving. One of the concept improvements is application of “community-based development” concept. This concept criticizes the relatively unsuccessful rural development based on individuals and households. One of actual community-based development types is implemented in the Prima Tani Program planning. The Program planning consists of (i) the program is located at the rural areas as the smallest units, (ii) action plan was applied using participatory rural appraisal, (iii) encouraging self reliance, and (iv) uses of local institutional resources. The paper is a literature study based on the documents of Prima Tani Program planning and the writer’s involvement in filed activities of the Program planning in West Nusa Tenggara Province. The assessment shows that it is necessary to well measure communal degree of the community. This is the basis for overall program implementation.

AbstractBackgroundNational Program for prevention and control of cancer, diabetes, cardiovascular diseases and stroke (NPCDCS) in India envisages annual screening of adults over age of 30 years for hypertension. It is followed by confirmation and further linkage for treatment and health promotion interventions. We aimed to estimate incidence rate of hypertension and to identify risk factors for same, so that it is useful for program implementation.MethodsWe established a cohort of adults residing in urban slums of Bhopal, who were registered in a baseline cardio-vascular risk assessment survey, which was performed between November-2017 and March-2018. Blood pressure assessment was done at-least thrice at baseline for diagnosis of hypertension, which was defined as SBP >/= 140 mm Hg or DBP >/= 90 mm Hg on two or more occasions. Participants who did not have a diagnosis of hypertension, were followed up during April-June 2019.ResultsOf the 5673 participants assessed at baseline, 4185 did not have hypertension of which 3199 (76.4%) were followed up after a median on 1.25 years (IQR 1.08-1.60) and a total of 170(5.31%) individuals were detected with incident hypertension. Overall incidence rate of HTN was 4.1 (95%CI 3.54-4.75) per 100 person-years of follow-up. On multi-variate analysis, age (RR 1.79; 95%CI 1.1-2.92 for age > 60 years) and being illiterate (RR 1.9; (95%CI 1.35-2.69) were significant predictors of incident hypertension. Individuals who had pre-hypertension at baseline also had a significantly increased risk of developing hypertension (RR 3.02; 95%CI 2.06-4.44).ConclusionsWe found that incidence of hypertension in urban slums of central India is higher with increasing age and in men. Illiteracy and prehypertension are other determinants. We also demonstrate feasibility of establishing a cohort within the public-health delivery system, driven by efforts of Community Health Workers.

Stunting events in Indonesia have fallen by around 7% in the last 5 years. That declined nationally has not been followed by a decrease in the prevalence of stunting in all primary health care (PHC), one of the PHC in Gunung Kidul Regency, has been able to reduce stunting prevalence in the last 3 years. The purpose of this study was to find out how the challenges and implementation faced by PHC practitioner Gunung Kidul Regency to overcoming the problem of stunting. Qualitative descriptive with single case study design. Data collection was conducted with semi-structured interviews with 5 PHC practitioners and triangulation of resources with cadres and village government. PHC practitioners village government and cadres had the same perspective to overcoming the problem of stunting, but the community was still unfamiliar. This was a challenge for health center practitioner. In addition, the measurement of growth of children under five carried out by cadres at the posyandu was considered to be inaccurate health workers. Therefore the implementation of the 1000 HPK Movement places more emphasis on strengthening the capacity of cadres in capturing stunting toddlers and how cadres provide infant and child feeding counseling so that stunting toddlers were more quickly detected and stunting problems were more likely to be overcome. PHC practitioners do the same perception with the village government and cadres in overcoming the problem of stunting, so that the collaboration has an impact on reducing the prevalence of stunting. The challenge faced by PHC practitioners is to maintain the accuracy of the measurement of infant growth by cadres in the posyandu by increasing assistance.
