The article presents the results of the case study of the process of providing educational services in the field of professional education in institutions of higher and vocational education of Donetsk region, eastern part of Ukraine, with the reference to the process of internationalization as one of the realia of higher / professional education of today. The process of internationalization is outlined as a process of cooperation with public authorities, heads of educational institutions, teaching staff and students to support the international component of the process of providing educational services. It is pointed out that the reform of the system of professional education in higher and vocational education institutions today influences not only the further prospects of development of educational sphere, but also the application of new strategies by institutions in the context of their positioning. The study provides a number of practical recommendations that can be considered as an initial mechanism for monitoring the needs of the regional labor market, providing professional training based on information on the approximate number of workers of different professions needed by regional employers to provide a basis to confirm the allocation of funds from the state (regional) budget, etc. The recommendations provided create the ground for successful functioning and development of the professional training system in the region, and the process of internationalization is defined as a factor that influences the transformation of professional education system towards modernization of its basic structural elements in order to improve quality in the face of increasing labor market needs, and therefore to improve the image of educational institution.

Overcoming the contradiction between specialists who are trained by the system of secondary vocational education, on the one hand, and the need of employers for personnel, on the other, is one of the priorities of state policy in the field of professional training. The article contains a number of provisions: understanding the problem of imbalance in the labor market, the activities of state Executive bodies to overcome this problem at the Federal and regional levels, as well as the assistance of all stakeholders and social organizations. Such a problem as an imbalance between supply and demand in the labor market of various professions, specialties and qualifications was characteristic of the Sverdlovsk region, as evidenced by its reflection in the current Strategy of socio-economic development of the region. That is why improving the training system has become one of the goals of socio-economic policy. At the Federal level, a list of the TOP 50 most popular in the labor market, new and promising professions that require secondary vocational education has been developed. This list is a guideline for structural changes in the system of secondary vocational education, but it is not enough to bridge the gaps between supply and demand in the market of these regions. To take into account regional specifics, it is necessary to develop a similar list of professions in each subject of the Russian Federation. The adoption and updating of such a list requires an organized interaction of enterprises, authorities and educational organizations. The joint managerial and sociological problems that affect the interaction of social groups and public organizations of Sverdlovsk region in the process of achieving common goals, contains a compilation of practices that can be applied in other subjects of the Russian Federation.

Abstract The issue of teaching staff advanced training is paid much attention in many countries. In the Republic of Moldova progressive professional credits system is used. Credits are scored not only in assigning teaching degrees or issuing a certificate of continuing professional education, but also for teachers’ evaluation at the educational institution. Advanced training of teaching staff in France is provided by various institutions of postgraduate education, university institutes and regional centers of education in order to help teachers to renew their professional knowledge and at the same time to refocus it on the level of consciousness according to the real problems of school and the community. The feature of teaching staff advanced training in France is that it is teachers’ personal matter and duration of all periods of training should come to one year during all professional career. In Finland, teaching staff advanced training is organized directly in schools under aegis of the National Board of Education, the National Centre for Advanced Training in Education, departments of teacher education and other faculties of higher educational institutions on credit system basis. Among the topical forms there are targeted, cascade, common (cooperative) teaching and learning by own example. In the UK, advanced training takes place in two models: the course model based on higher educational establishments and school based in-service education. The main purpose of advanced training system is to familiarize teachers with theoretical and practical innovations in educational activities, progressive teaching technologies, and consolidate their skills of independent acquisition of knowledge necessary for their professional development.

The article presents results of research which is implemented according to the thematic plan of research of the Department of Public Service and Management of the Central Institute of Postgraduate Pedagogical Education of SHES "University of Educational Management on the topic: "Scientific and methodological bases of increasing the efficiency of public-private management of continuous education under the conditions of social transformation in Ukraine" (state registration number № ДР 0116U007183). The author's position is the need to introduce logistics as one of the most successful management mechanisms that enable the synchronization of the educational system`s elements of the educational institution and reduce the risk of ineffective use of educational resources. It is proven that the ideology of changes in the field of vocational education and training are replaced by the consolidated purpose, tasks, development paths and key components of modern vocational education. The components of qualitative vocational education and indicators of competitiveness of educational services are presented.

The current problems arising in the implementation of the educational process in institutions of secondary vocational education are considered: self-determination of applicants, their interest in obtaining a specific specialty; the qualifications of the teaching staff, their professionalism and dedication; material and technical equipment of classrooms, laboratories and workshops. These indicators are reflected in the quality of the provision of educational services, the qualifications of graduates, the rating of the educational institution.The purpose of the study, based on many years of pedagogical experience of working with students and in the teaching and methodological department of secondary vocational education, is to draw attention to the accumulated issues in the secondary vocational education system, which are largely due not only to financial difficulties, but also from inconsistency of actions within the teaching staff.Analyzing the downward trend in the quality of education, possible ways of changing the situation that require a professional approach have been identified.Effective functioning of the psychological and pedagogical service of educational institutions; motivation of applicants to obtain a specialty; competent work of curators with students' parents; mentoring activities of experienced teachers with young teachers; attentive attitude to the organization of the lesson — as the main activity of the teacher; correct analysis of regulatory documents; competent development of educational documentation; modern equipment of classrooms, laboratories, workshops — this is only a partial solution to many problems.The results of the research can be useful for teaching staff of secondary vocational schools when organizing a system for training qualified workers and mid-level specialists.

The article aims to thoroughly study the compliance of the quality of educational services provided by vocational education institutions (hereinafter - VEIs) to the needs of the regional labor market in qualified staff and professional career development. The authors have tested the analysis system of professional success of vocational education graduates and developed technology for evaluating the effectiveness and quality of educational services provided by VEIs. By the above, the authors offer to organize activities of Advisory Committees and Professional Councils in the field as an innovative interaction form between vocational education institutions and employers in the professional educational environment.

Of particular importance in the system of higher professional education is the provision of the educational process with appropriate information tools, methods and curricula, so that the educational institution, teacher and teacher training system meets modern global and national challenges and provides modern support in digital technologies, develops and forms digital competence. The purpose of the study is to reveal the theoretical aspects of digitalization of professional training of future specialists. Research methods applied: theoretical: analysis, systematization and generalization of pedagogical and psychological research. The professional responsibilities of teachers in the spread of digital technologies are expressed not only in the willingness to use them in the educational process, but also in the manifestation of competencies such as willingness to cooperate in the professional field, communication skills and the desire for continuous development in the digital environment. Digital resources include the ability of teachers to make their competent choice, creation and modification, as well as their exchange in accordance with the objectives of learning. Teaching involves the teacherʼs ability to create, plan and implement digital technologies at different stages of learning, it is important that the center of the educational process was directly the student, and the teacher himself acted mainly as a tutor. Student assessment involves the use of digital tools to implement existing methods of student assessment and provide them with feedback and analysis of their activity in the digital environment. Expanding the rights, opportunities and independence of students in the educational process involves the use of digital technologies by teachers to build an individual trajectory of students, as well as eliminating differentiation in studentsʼ access to appropriate technical devices.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

Problem and goal. Within the framework of the study, based on the data of the Workplace Learning Report study, specialists from the USA, Canada and other countries, the transformation of corporate training over the past decades was analyzed, the main problems and challenges of companies/enterprises in the process of additional professional training of employees and ways to solve them were identified. The main problems of corporate training at the present time, as in the past, include budget deficit and search for free intervals in the schedules of employees for educational sessions. And the solution was the growth of online training, the use of online platforms, which made it easier to find time in the sche- dule of employees for training, create opportunities for flexible editing of educational content, and for managers it was easier to evaluate additional professional training thanks to the control tools built into online platforms. Methodology. However, it turned out that not all age categories of employees are ready to expand online training: older age workers prefer traditional or mixed training, as opposed to young people. Results. The study found that the degree of digitalization correlates with the size of the company: the comparative effectiveness of digital tools for additional professional education increases with the scale of the system in which they are applied: a deployed digital educational platform requires very few resources to expand to new branches and employees, rather than classical educational formats that require personal participation of teaching staff. Conclusion. The main trends in the development of corporate training in the coming years are described.

The article deals with educational and qualificational features and disproportions of the regional labor market. The authors reveal and summarize the features of structural and dynamic characteristics of the labor market in an industrial region (Zaporizhzhya region), and professional and sectoral structure of the employed and unemployed population. The disproportionality between regional distribution of vocational education and demand for skilled labor is considered in the context of the uneven distribution of employees by professions and economic activities, which led to distortions in the quantitative and qualitative structure of the labor market and further aggravated the mismatch between the level of labor's skills and the needs of employers at the regional level. The paper substantiates the conclusion about the autonomy of the trajectories of vocational education development in the region and the labor market of worker professions, which shows up in the excessive qualification of the employed population in the region. Based on the results of analytical calculations, the authors identified and fully characterized the professional "core" of the Zaporizhzhya region, which covers no less than 80% of all employed in the worker professions and identified, in its structure, the most wide spread professions in the region. The comparative characteristic of the professional "core" with the need of employers and their salary offers allowed to identify the bottlenecks of the occupational structure of employment in the region. Since the training of workers in accordance with the policy of decentralization is a prerogative of local authorities, it is at the regional level that workers should be trained to ensure the replenishment of a professional "core". The authors prove that the system of worker training in Zaporizhzhya region is not able to bring the training of skilled workers in line with the needs of the labor market. It is the social dialogue with all stakeholders in the region that acquires particular importance for the modernization of the content of educational policy.

The article deals with the training of commanding (technical) staff at schools of military railway technicians’ during the period of military staff training system foundation for the Red Army railway troops in the first half of the 1920s. Topicality of the study is caused by insufficient research of training problems of Red Army railway painter technicians throughout the days of the Civil War ending, the military reform of the 1920s, reorganisation of system of military professional education and stabilisation of a staff contingent. The article reveals the primary activities of the military administration, managing and teaching staff of military railway technicians’ schools in the interests of training technical specialists for the Red Army railway troops. An analysis is made of the disbandment background of mentioned military educational institutions, as well as of the countermeasures taken to preserve them. The finding is about the unreasonableness of the total abolition of military-railway technicians’ schools with the transfer of training junior technical personnel functions directly to the units of railway troops in the format of regimental schools. A brief generalised comparison is made of the Red Army technicians’ historical experience versus the modern training system of junior specialists and technicians of railway troops.
