The research on the implementation of Operational Aid to School Program (In Indonesian language is abbreviated as BOS) usage policy in Indonesia is aimed to know the description related to the central government program to provide funding for non personnel operating expenses for primary and secondary education units. The method used in this research is qualitative, data collection technique using Focus Group Discussion, interview, observation and documentation. Informants are drawn from the element of the school, the elements of the school committee, the element of the School Board, the element of the Education Office. Submission of Operational Aid to School Program has been right target, component designation and the mechanism is clear although still found the lack of accuracy in its use, because it is still possible because there are still not really understand it. It is certainly necessary to improve the quality and quantity side of socialization. In addition, controls and consents are still underway to improve their effectiveness. It is also realized that the use of Operational Aid to School Program has an impact on the quality of education. At the moment the negative impacts appear to be as soon as possible to find the right solution and keep in mind the tips/strategies to handle it.

The advancement of information and communication technology have a positive and negative impacts on family ties and values. These developments also change the order of family life as the smallest unit in society. Family interaction and communication also change along with social change in society. The purposes of this study are: first, to explore the topics of conversation and interaction of adolescents with their families. Second, to depict four types of communication between adolescents and their families. This study was conducted for 6 months in 6 high schools in Bogor with qualitative methods. Data were obtained through focus group discussion (FGD) in each high school with a total of 12 FGDs. The number of informants involved in the FGD were 60 students aged 15-18 years old. The FGD results show that most of theadolescents shared their personal problems to peers than to parents. The topics presented by adolescents to parents included events at school (lessons, teachers, friends), television shows, ideals, sports, and politics. Some adolescents who had close relationships with parents did not hesitate to share their personal problems and interests of the opposite sex to their parents. Adolescents who had closeness to parents tend to be more open and were able to control their emotions. The findings of this study are expected to provide inputto the family as well as to improve the quality of communication between adolescents and parents.

The author provides insight into surviving a traumatic, life-altering experience and returning to school to finish attaining a degree later in life. Completing the process of gaining a higher education can be more than simply rewarding, for a survivor, for someone older than the average student, or for someone simply searching for their place in life. The journey can help people recover, overcome obstacles and fears, and not only put their lives back together, but improve their quality of life. Finding the right school and a mentoring program, one that helps guide a student through a higher education, can be more than a scholastic achievement; it can be a part of the process of rebuilding a life and moving on. In fact, it can be transforming and inspiring. This chapter examines the process and offers insight and advice on the importance of reaching goals, despite any obstacles.

<p>This study aimed to determine the root of the problem of low quality and image of SDN 02 and 04 Ungaran and also to define the strategie to improve the quality and to build the image of SDN 02 and 04 Ungaran. This qualitative descriptive study used fishbone analysis and data collection used Focus Group Discussion (FGD), interviews, and study of document. The results showed that the root problem of low quality of SDN 02 and 04 Ungaran were learners<br />had low ability, teachers provided less motivation of learning, the willingness of teachers to improve teaching skills were low, teachers were elderly, teachers did not plan learning activities by themselves, school principle had never participated in managerial training, non standard size of classrooms and the library had not been adequate. The root of the problem why the image of SDN Ungaran 02 and 04 were not good enough namely: the lack of academic supervition and extracurricular competent. Strategies to improve the quality and to build image of SDN 02 and 04 Ungaran were : a)implementing ongoing supervision by principle to raise teachers motivation, b)proposing for aid to the authorities both for the rehabilitation of classrooms and procurement of books, c) involving school committee in order to improve the school environment, and d) forming school developer team in academic achievement and extracurricular activities.</p>

ResumenEn Costa Rica, durante el siglo XX, tanto la ordenación territorial como las políticas ambientales y sus respectivos instrumentos de implementación resultaron ineficientes o insuficientes para evitar, o cuando menos reducir, los impactos negativos que generan, sobre el ambiente, las diversas actividades desarrolladas por el ser humano. Sin embargo, durante las últimas dos décadas -principalmente, a partir de la reforma al artículo 50 de la Constitución Política, en 1994, que consagró el derecho a un ambiente sano y ecológicamente equilibrado- encontramos esfuerzos legislativos, administrativos y comunitarios, encausados a lograr una adecuada armonía entre las actividades humanas, la protección del ambiente y el crecimiento ordenado de las ciudades. Sin lugar a dudas, el elemento ambiental ha adquirido una creciente relevancia en el país, a lo largo de los últimos veinte años, que se ha visto reflejadaen la promulgación de leyes y reglamentos, que buscan tanto consagrar la protección ambiental, como suplir la ausencia, ya se directa o indirectamente, de normas jurídicas de naturaleza urbanística.Determinar con mayor precisión, desde la perspectiva jurídica, la incidencia del elemento ambiental en la ordenación territorial y la planificación urbana, a través de las acotadas normas y a su vez, de las políticas públicas y sus instrumentos de implementación, se convierte en el objetivo del presente artículo; buscando, a su vez, ofrecer un análisis sobre las resoluciones, tanto adminstrativas como judiciales, que permita identificar sus alcances y afectación -positiva o no- sobre las Administraciones Públicas y los ciudadanos. Lo anterior, con la finalidad de reconocer sus efectos y definir, de cara al futuro, cuáles aspectos se pueden y deben mejorar, en aras de lograr la consecución de una cohesión socioeconómica y un desarrollo sostenible pleno, que repercuta en una mejor calidad de vida para la población costarricense. AbstractDuring the twentieth century in Costa Rica, spatial planning and environmental policies, as well as their implementation tools, proved they have been inefficient or insufficient to avoid, or at least, to reduce, the negative impacts produced over the environment by the multiple activities developed by humans. However, during the past two decades -mainly, since article 50 of the Constitution was modified in 1994, enabling the right to enjoy an ecologically balanced and wholesome environment- we can find legislative, administrative and communitarian efforts, looking forward to an adequate harmony amid human activities, environmental protection and cities organized development. Without a doubt, the environmental factor has acquired an increasing relevance in the country during the last twenty years. This has been materialized by the enactment of laws and bylaws, trying to achieve not only environmental protection, but also support - direct or indirectly - the absence of urbanistic laws and regulations.To determine with accurate precision, from a legal perspective, the incidence of the environmental factor in spatial and urban planning, through the mentioned laws and bylaws, the public policies and their implementation tools, is the purpose of this paper; and also, to offer an analysis about the administrative and judicial decisions, that may allow the identification of the results - positive or not- over the Public Administrations and the citizens. The later, with the aim to recognize their effects, and define towards the future, which bearings may and must be improved. This in order to conquer a social economic cohesion and a plain sustainable development that will positively affect citizens’ quality of life.

Sign language is the communication that used by the deaf people. Sign language is also a form of accessibility for deaf people to be able to socialize with people around them. Deaf socialization with normal people in the society is not optimal because most of the people does not yet know sign language. Based on these problems, this study aims to develop an interactive media introduction to BISINDO sign language based on augmented reality for the community in supporting a society that is more inclusive of the deaf. This study uses a Research and Development (R&D) approach. The sample in this study was deaf people who participated in the Gerkatin Padang community, and people from various professions in the city of Padang. The data collection technique was carried out using a questionnaire and a focused group discussion technique. Based on the results of the collection of 100 respondents' perceptions data from the public towards sign language obtained: 1) the level of getting to know the community towards sign language is still low at 57%, 2) the level of skills using sign language is still low at 83%, 3) the importance level of sign language according the community is 81%, 4) The level of community needs to learn Sign Language is obtained by 88%, and 5) The level of selection of the right media for learning Sign Language, 74% of respondents choose media in the form of a smartphone application. The validity of the interactive media prototype introduction BISINDO sign language developed in terms of substance that is the suitability of sign language in the application obtained a validator rating of 89.33%, then in terms of the media obtained a validator value of 89.67%. It can be concluded that the interactive media prototype in the form of a smartphone application that was developed very well in terms of substance and media so that it is very feasible or valid to be used in the introduction of BISINDO sign language.

ABSTRACT  South Nias Regency is currently still in the category of lagging areas based on composite index in North Sumatera province. However, South Nias Regency has a variety of potential, especially maritime tourism potential, fisheries, and agriculture. Focus Group Discussion with the stakeholders in South Nias Regency was done to formulate the right business model in South Nias regency. Based on the results of FGD and the analysis of business model conducted, business activities that can be done by South Nias Regency was to focus on the development of maritime tourism activities through surfing and agroindustry activities. The business Model would be able to succeed if the cooperation between stakeholders, such as the central government, local government, tourism business, and local communities with various models of operational cooperation. Keywords: business model, disadvantaged area, South Nias, maritime tourism.   ABSTRAK Kabupaten Nias Selatan saat ini masih masuk dalam kategori daerah tertinggal berdasarkan Indeks Komposit Ketertinggalan di Provinsi Sumatera Utara. Akan tetapi, Kabupaten Nias Selatan memiliki berbagai potensi, terutama potensi wisata bahari, perikanan, dan pertanian. Focus Group Discussion bersama para stakeholder yang ada di Kabupaten Nias Selatan pun dilakukan guna merumuskan model bisnis yang tepat di Kabupaten Nias Selatan. Berdasarkan hasil FGD dan analisis model bisnis yang dilakukan, kegiatan bisnis yang dapat dilakukan oleh Kabupaten Nias Selatan adalah dengan memfokuskan pengembangan aktivitas pariwisata bahari melalui kegiatan berselancar dan agroindustry. Model bisnis tersebut akan dapat berhasil jika adanya kerjasama antar stakeholder, seperti Pemerintah Pusat, Pemerintah Daerah, Pelaku Usaha Wisata, dan Masyarakat Lokal dengan berbagai model kerjasama operasional Kata kunci: model bisnis, kawasan tertinggal, Nias Selatan, pariwisata bahari.

This article attempts to describe the efforts to increase the visibility of the website of UIN Syarif Hidayatullah Jakarta in webometrics ranking. Webometrics is a means to measure the progress of a university through its website. This article aims to find the right work steps in an effort to increase website visibility and also the birth of practical steps to lift webometrics rankings that can be used as guidelines by website managers at UIN Syarif Hidayatullah Jakarta. This research uses a qualitative approach with a descriptive type. The main data was obtained using Focus Group Discussion (FGD) techniques by presenting parties related to webometrics ranking, having knowledge of SEO practices, and having experience in web management. The findings indicate that there have been efforts to increase the quantity and quality of content with the establishment of the publication and documentation division. There are still various obstacles to be faced, such as content management that does not meet SEO principles, several pages and subdomains that are not maintained, are damaged, and even lost, causing bad backlinks. It is necessary to build a website that uses the multisite method which is very effective and efficient in integrating various website needs at UIN Jakarta. The need for various efforts to overcome these obstacles, such as the need for effective communication between web development teams, the need for SEO-friendly content writing training, and the importance of SOPs in optimizing web performance and getting maximum webometrics ranking.

Abstract. Indonesian Government has increased the quality of their education. One of their efforts is by providing School Operational Funding. However, there is a lack of supervision in managing the funding. BPK, BPKP, Inspectorate of North Sulawesi Province and the city of Kotamobagu had not yet conducted any audit on the fundings from 2012 to 2016. BPK has only monitored or controlled the funding whether they are genuinely transferred from central government to School Education Unit and to each school in City of Kotamobagu. From the supervising point of view, nor has School Committee implemented their supervising functions sufficiently. Therefore, this research is intended to investigate such phenomena. This is a qualitative exploratory research. Data were collected by in-depth interviews and document analysis. Data were validated by triangulations: researchers, theory and sources of data. Findings indicate that there are some constraints in managing BOS: supervision, human resources, communication and bureaucracy structure. Those four factors are crucial in relation to manage the funding complying with regulations.       Keywords:  School Operational Funding Management, Supervision, Human Resources, Communication and Bureaucracy StructureAbstrak. Pemerintah Republik Indonesia berusaha meningkatan pelayanan dan kualitas pendidikan dengan memberikan Bantuan Operasional Sekolah (BOS). Akan tetapi, kurangnya pengawasan dalam pengelolaan dana BOS di Kota Kotamobagu sangatnya tadi lapangan. BPK, BPKP, Inspektorat Propinsi Sulawesi Utara maupun Inspektorat Daerah Kota Kotamobagu belum melakukan audit terhadap pengelolaan dana BOS di Kota Kotamobagu dari tahun 2012 sampai tahun 2016. Selama ini BPK tidak melakukan audit tapi hanya sekedar mengontrol atau memonitoring apakah dana BOS yang disalurkan dari pusat telah diterima oleh Satuan Pendidikan Dasar di Kota Kotamobagu sesuai dengan dana yang ditransferkan ke rekening masing-masing sekolah. Dari segi pengawasan masyarakat, komite sekolah yang seharusnya menjalankan fungsi ini juga tidak melakukannya dengan baik. Oleh sebab itu, penelitian ini bertujuan untuk menganalisis fenomena yang terjadi. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan eksploratori (exploratory approach). Data diperoleh melalui wawancara mendalam (indepth interviews), dan dokumentasi (documentation). Sedangkan validitas data yang digunakan adalah triangulasi peneliti, triangulasi teori, dan triangulasi sumber data.Hasil analisis dan pembahasan menyimpulkan bahwa terjadi beberapa hambatan dalam pengelolaan dana BOS. Hambatan-hambatan tersebut adalah masalah-masalah yang terjadi karena pengawasan, sumber daya, komunikasi dan struktur birokrasi. Keempat hal tersebut sangat penting dalam hubungannya dengan pengelolaan dana BOS agar pelaksanannya sesuai dengan regulasi yang ada.Kata Kunci: Pengelolaan Dana BOS, Pengawasan, Sumber Daya, Komunikasi dan Struktur Birokrasi

<p><em>The aimed of this study was to evaluate the context, input, process, product of Healthy School program in Public School Kutowinangun 04 Salatiga (SD Negeri Kutowinangun 04 Salatiga). This study was evaluative research using CIPP model. The technique of collecting data using interviews, observation and documentation. Some of the steps being taken in the analysis of the data included: data collection, data reduction, data display and verification. Validation of data using triangulation techniques and resources. The results showed: (1) from the aspects of Context, the Healthy School program was the policy of the central government to improve the quality of education through the improvement of students health, in addition to the schools' needs, especially the students in Public School Kutowinangun 04 Salatiga  were still low level of health, (2) from the aspect of Input, design program proved to be able to answer the need for the program to address the low level of students health, and supported by human resources, facilities and infrastructure, adequate cost, 3) from the aspect of Process, Healthy School Program has been run in accordance with program planned but on its implementation there were obstacles where schools have limited funds and inadequate infrastructure, and (4) from the aspect of Product, all targets to be achieved in program planned has been reached so that impacted the improvement of the quality of education in Public School Kutowinangun 04 Salatiga and therefore eligible to continue in the next period with several aspects improvements.</em></p>

This study determined whether there is any influence and how much influence the role of the school committee and school operational assistance programs on the quality of education. This research was conducted in SMP Negeri Rambang, Muara Enim. This type of research is quantitative research. While the method in this research uses the partial correlation method. The sample in this study were 45 educators and teaching staff at the school. The data collection technique in this study used a questionnaire. The results of this study showed that 1) there is a relationship between the role of the school committee and the school operational assistance program; 2) there is an influence between the role of the school committee on the quality of education; 3) there is an influence between the school operational assistance program on the implementation of education quality; and 4) there is a significant joint effect between the role of the school committee and the school operational assistance program on the quality of education.
