The article analyzes the essence and content of the competence approach in education from the position of domestic researchers. The stages of formation and development of the indicated approach are described: the first stage of categorically–conceptual uncertainty; the second stage of the existence of multiple interpretations of key categorical units and the blurring of the boundaries of concepts competence / competence; the third stage of legal consolidation of the above–mentioned concepts at the state level. The necessity of changing the educational paradigm is substantiated, the existing problems in the preparation of specialists competitive on the labor market are noted. The circle of unresolved questions in the competence approach and the ambiguity of the interpretations of its key conceptual units are outlined. In this connection, the existing views of the scientific community are being studied both on the correlation of the concepts of competence / competence and on their content characteristics. Based on the examination of existing approaches, it is concluded that competence is a systemic concept, as an important new formation of the individual, which arises in the course of training and the subsequent development of professional activity, and competence as its component. Through the prism of the description of the categorical–conceptual apparatus of the competence approach, its conceptual positions in the theory and practice of modern education and training of personnel are examined.

The relevance of the article is associated by the author with the complex socioeconomic, political realities in which modern Russian society finds itself. The author turns to the category “social time” to characterize the changes in various spheres of society’s life. Focusing on such modern trends as digitalization, commercialization, atomization of society and the individual, the author turns to the category of “human capital”, designed to smooth out the indicated negative phenomena and restore the integrity of the social communications system. As a confirmation of the importance of human capital development at the state level, the article analyzes the fundamental doctrinal documents in the area under consideration. The author is elected for understanding the Priority-2030 program as an urgent initiative aimed, among other things, at building up human capital with the help of the education system. The author analyzes various authors’ positions in order to identify threats that impede the development of human capital within the education system. The methodological basis of the study was the methods of content analysis of the works of leading researchers, as well as discourse analysis of publications in the media and information resources. Analysis of the regulatory framework, as well as significant research platforms, allowed us to conclude that the principles of commercialization, digitalization, and bureaucratization prevail in the modern educational paradigm. At the same time, national priorities for building up human capital require a value-semantic foundation, which culture and educational activities are capable of providing.

Juvenile delinquency, abuse, and addictions are among the very serious problems of the modern world. They are becoming more frequent every day and appear among the younger categories of children and youth, with increasingly destructive forms and manifestations. The community seeks ways and takes measures to prevent these socio-pathological phenomena, with the aim of reducing or preventing them altogether. In order to succeed, social pedagogical theory and practice are constantly being improved and enriched, and they offer new contributions that can help in the constructive resolution of these painful social phenomena. Their spread degrades the personality of the individual and the whole social community, and this leaves lasting and far-reaching consequences. Only by getting to know and having insight into all the above aspects of these socio-pathological phenomena will it be possible to create and offer organized professional activity in their transformation.

Актуальность данной статьи обусловлена необходимостью изучения особенностей карьерного развития педагога в связи с имеющимися проблемами повышения квалификации в России. Автором сформулировано понятие «карьеры» как своеобразного контекста профессиональной деятельности педагога; выделены факторы, влияющие на развитие карьеры. Цель статьи заключается в исследовании зарубежного взгляда на построение карьерного пути педагога, классифицированы формы организации профессионального развития педагога. Автором утверждается важность изучения зарубежного опыта для переноса в сферу российского образования, его трансформации, взаимозависимость процесса управления профессиональной карьерой и профессионального развития педагога. На основе анализа особенностей карьерного развития за рубежом обозначены основные проблемы, связанные с успешным продвижением педагога в его профессиональной деятельности. Статья предназначена для педагогов-исследователей, руководителей образовательных организаций высшего профессионального и дополнительного образования. The relevance of this article is due to the need to study the features of a teacher's career development in connection with the existing problems of professional development in Russia. The author formulates the concept of "career" as a kind of context of a teacher's professional activity; the factors influencing career development are highlighted. The purpose of the article is to study the foreign view on the construction of the career path of a teacher, the forms of organization of professional development of a teacher are classified. The author asserts the importance of studying foreign experience for transfer to the sphere of Russian education, its transformation, the interdependence of the process of professional career management and professional development of a teacher. Based on the analysis of the features of career development abroad, the main problems associated with the successful promotion of a teacher in his professional activity are revealed. The article is intended for teachers-researchers, heads of educational organizations of higher professional and additional education.

The topicalty of the problem dealing with the professional mobilization competence is determined by professional requirements to the professional training intended for the future social workers. It provides readiness for permanent improvement of professional competence and discloses future specialist’s personal reserves, we mean hidden internal potentials which contribute to the ability to mobilize the efforts aimed at continuous professional and self-development. The purpose of the article is to determine the nature and structure of the phenomenon called «professional mobilization competence of a social worker» as well as to identify the pedagogical conditions facilitating its development. A set of methods was used to solve the assigned tasks: theoretical methods: the analysis of psychological and pedagogical theory and practice of higher social and pedagogical education, the analysis of personal teaching activity and higher education standards in the specialty 231 «Social Work»; empirical methods: diagnostic, observational. It’s been determined that the professional mobilization competence is interpreted as a complex integrated quality of an individual which allows conscious and effective implementation of his / her own strategy aimed at solving specialized tasks and practical problems related to the social sphere or to the educational process. The structure of the professional mobilization competence comprises a set of these components: personal mobilization, state of preparedness, individual potential. The conditions providing the development of the professional mobilization competence have been determined: deep rethinking of the existing personal qualities and improvement of the other ones which are necessary for successful professional activity under the new changed conditions of existence, awareness at the level of beliefs in the individual potential within the training. AbstractPrevious studies on international reconciliation have focused on the security and economic interests of the countries involved, treating reconciliation as an end-goal rather than an ongoing process. This study divides the process of reconciliation into three stages. ‘Procedural reconciliation’, which refers to the mending of international relations through institutional change, is the most basic. In the ‘material reconciliation’ phase, the perpetrator(s) provides the victim(s) – either at the individual or state level – with economic compensation for inflicting harm. The third stage, ‘ideational reconciliation’, is reached when the perpetrator acknowledges past wrongdoings and when civil and cultural exchanges are carried out smoothly.This study delves into the relations between South Korea and Japan. Even though reconciliation between South Korea and Japan is vital to achieve stable peace in Northeast Asia, the topic has not received sufficient scholarly attention. Former studies have focused on bilateral relations, but few have discussed the two countries' path towards reconciliation. In this study, readers will find an in-depth analysis of the ties between South Korea and Japan from an international reconciliation perspective, one which will help them understand how the two nations have worked towards understanding and how much they have achieved to date. The study also suggests a roadmap to reach the final stage of reconciliation and identifies the policy changes needed to get there.

The article describes the peculiarities of implementation of the person-oriented paradigm at an establishment of higher education. It has been established that the person-oriented teaching is based on such an organization of the interaction between the subjects of the teaching / learning process, when the maximum possible conditions for the development of this process participants’ abilities of self-education, self-determination, independence and self-realization in the sphere of professional activity are created. The purpose of the article is to characterize the person-oriented educational paradigm as a major component of the development of the key competences of junior bachelors specialised in the Humanities. The objectives of the study are as follows: to clarify the content of the concepts “person-oriented teaching”, “person-oriented approach"; to formulate conceptual features of the person-oriented education at an establishment of higher education under modern conditions; to specify the content of the process of the development of the key competences of junior bachelors specialised in the Humanities through the prism of the person-oriented approach. To achieve the aim of the study and to solve the designated issues, to check the starting points in the research, a set of methods of theoretical and empirical nature is used: analysis of scientific literature on the research topic; data collection and diagnostics; comparative and prognostic methods. It is summarized that the person-oriented approach is a methodological position in the pedagogical sphere which relies on a system of interconnected concepts and ideas, forms and methods, and allows providing the processes of person’s self-discovery, self-improvement and self-realization, as well as the development of his / her uniqueness and individuality. When using this approach at a higher education institution, the tertiary teacher focuses on the student's personality, making major efforts for his / her development. Thus, according to the new educational paradigm, the education results are not knowledge, skills or abilities. The main education results are competences. The development of competences is now taking place in the context of each student's orientation towards creating his or her own individual educational trajectory. It is summarized that the individual educational trajectory of junior bachelors specialised in the Humanities is a person’s individual way of self-realization in the process of learning, which is manifested in conscious decision-making and choosing the best variants of acting.

Професійне   становлення   особистості   супроводжує   всі   етапи  соціально-вікового   розвитку  особистості.  Трудова  діяльність  є  основним  видом  суспільної  активності,  який  дозволяє  працівнику  задовольняти  основні  потреби,  особливо  у  процесі  постійних  соціальних,  освітніх  реформ.  Важливим  завданням психологічного супроводу працівника у процесі виконання професійної діяльності є забезпечення  сприятливих  умов  формування  професійно  важливих  якостей.  Соціальна  успішність  є  результатом  ефективного  розв’язання  виробничих  завдань, які  мають  суспільно корисну  важливість  та  пов’язані  з  потребами інших людей. Якісний прогресивний розвиток працівника можливий лише за умови збереження  стійкого  позитивного  ставлення  до  професії.  Позитивна  професійна  самоідентифікація  пов’язана  з  ототожненням  та  персоналізацією  працівником  особистісних  рис  працівників,  які  досягли  успіху  у  професії,  мають  суспільно  визнані  результати  діяльності.  Таким  чином,  професійна  успішність  як  суб’єктне  новоутворення  у  якості  відчуття  гордості  за  власні  результати  діяльності  забезпечує  реалізацію традиції наставництва і  передачі позитивного професійного досвіду.    Професійно  успішний  працівник  усвідомлює  необхідність  та  важливість  результатів  своєї  діяльності  для  інших,  що  вимагає,  відповідно,  від  соціального  середовища  усвідомлення  необхідності  визнання  результатів  діяльності  фахівців.  Знехтуваний  суспільством  працівник,  або  той,  результати  діяльності  якого  позиціонуються  як  меншовартісні,  дистанціюється  від  професії  та  має  негативний  потенціал розвитку. Professional formation of the person accompanies all phases of social and age of the individual. Gainful  employment is the main form of social activity that allows the employee to realize the basic needs. An important task  of psychological support worker in the course of professional activity is to provide favorable conditions for the  formation  of  professionally  important  qualities.  Professional  success  is  the  result  of  an  effective  solution  of  industrial jobs that are socially useful and important related to the needs of others. High-quality progressive  development of an employee is only possible while maintaining a stable positive attitude towards the profession.  Positive  professional  identity  associated  with  the  identification  and  personalization  of  employee  personality traits of employees who have been successful in the profession, who have publicly acknowledged  performance. Thus professional success as the subjective feeling of a lump in the pride of their own results of  operations  ensures  the  implementation  of  the  tradition  of  mentoring  and  of  positive  transfer  of  professional  experience.  Professionally successful employees aware of the need and the importance of the results of its operations  for the other, which requires, respectively, from the social environment - awareness of the need to recognize the  performance of specialists. Unclaimed society worker, or the results of operations, which are positioned as less  important, is moving away from the profession and has a negative potential.

The article is devoted to the analysis of the process of generating social meanings on the area of European civilization. Authors assign a separate place to the research of the tendency of increasing social activity in local communities, which accompanies decentralization processes in modern Ukraine. The article analyzes the characteristic features of non-tribes, based on the M. Maffesoli’s concept of “neo-tribalism”, and traces the tendency of reactualization a partly transformed communal way of life of modern tribes. The authors investigate the retrieval of the request for a valuable education in society. It is emphasized on the growing tendency of the filling of the meaning of the professional activity of public administrators, according to the significant request of providing public interests and collective goals by citizens. The authors singled out a new role of public administration — providing public education. In the context of this problem, the authors substantiate the critical need for a successful completion of the authority decentralization reform in Ukraine. Proceeding from the process of neo-tribalism that covers modern Europe, the authors predict the emergence of a new collective identities on the European area. The authors point to a characteristic tendency: Ukrainians are deeply embedded in solving internal problems of society, which manifests in the correction of gaps in cultural and educational policies of past years, self-organization (through volunteer and volunteer movements), civil responsibility for the welfare of their communities, and participation in the management of local affairs. According to the authors, this tendency influences the dominant type of future sociality (it is not the individual “Me”, but “Me as a part of community”).

The negative and persistent impact of the human factor on the statistics of aviation accidents and serious incidents makes proactive studies of the attitude of “front line” aviation operators (air traffic controllers, flight crewmembers) to dangerous actions or professional conditions as a key component of the current paradigm of ICAO safety concept. This “attitude” is determined through the indicators of the influence of the human factor on decision-making, which also include the systems of preferences of air traffic controllers on the indicators and characteristics of professional activity, illustrating both the individual perception of potential risks and dangers, and the peculiarities of generalized group thinking that have developed in a particular society. Preference systems are an ordered (ranked) series of n = 21 errors: from the most dangerous to the least dangerous and characterize only the danger preference of one error over another. The degree of this preference is determined only by the difference in the ranks of the errors and does not answer the question of how much time one error is more dangerous in relation to another. The differential method for identifying the comparative danger of errors, as well as the multistep technology for identifying and filtering out marginal opinions were applied. From the initial sample of m = 37 professional air traffic controllers, two subgroups mB=20 and mG=7 people were identified with statisti-cally significant at a high level of significance within the group consistency of opinions a = 1%. Nonpara-metric optimization of the corresponding group preference systems resulted in Kemeny’s medians, in which the related (middle) ranks were missing. Based on these medians, weighted coefficients of error hazards were determined by the mathematical prioritization method. It is substantiated that with the ac-cepted accuracy of calculations, the results obtained at the second iteration of this method are more ac-ceptable. The values of the error hazard coefficients, together with their ranks established in the preference systems, allow a more complete quantitative and qualitative analysis of the attitude of both individual air traffic controllers and their professional groups to hazardous actions or conditions.
