Recently, many anti-pancasila cases have appeared in the mass media, both in print and in electronic form. The place is not only the village community, but also the city people who actually have the character of a plural society, are aware of the differences and even have an individualistic attitude. In rural communities, it usually holds the values of togetherness, mutual love and upbringing and respect-respect and respects each other. In fact, a slight difference can lead to a case of intolerance. This study aims to determine how the views and attitudes of rural communities in West Aceh, an area that enforces Islamic law against the values of Pancasila. It also aims to find out how the loyalty of rural communities in West Aceh to the ideology of Pancasila. This research uses a qualitative method. The informant is determined by purposive sampling, that is selecting the community as an informant according to the expertise, and the mentioned expertise is meant to understand the problem that becomes the subject of this study. The results show that Pancasila is only known by the older generation and this generation understands that the values of Pancasila run as a tolerance setting, so that citizens do not discriminate against the existence of people outside of Aceh, let alone outside the region. This generation also understands that the implementation of Islamic law is a loyalty to the ideology of Pancasila because the first principle is expressed as faith in the Mahaesa. So there is no contradiction between the Islamic Shari'a and Pancasila. Unfortunately, the younger generation does not understand how Pancasila is. This generation has never received socialization about Pancasila and only knows about the flag ceremony, which often reads the Pancasila text. The researcher's interpretation is that after the 1998 Reformation, the community did not experience the socialization of Pancasila values. Unfortunately, some understand that Pancasila and the Islamic Sharia'ah are contradictory. In this narrow sense, it can threaten the existence of Pancasila. Abstrak : Reformasi dan otonomi daerah sebenarnya adalah harapan baru bagi pemerintah dan masyarakat desa untuk membangun desanya sesuai kebutuhan dan aspirasi masyarakat. Kewenangan Badan Permusyawaratan Desa (BPD) dalam melaksanakan fungsi pengawasan kepada pemerintah desa. Tujuan penelitian adalah untuk mengetahui kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-undang Nomor 6 Tahun 2014 tentang Desa dan fakor-faktor yang menjadi kendala Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan kepada pemerintah desa di Desa Sukaharja, Kecamatan Cibingbin, Kabupaten Kuningan. Metode penelitian ini dengan pendekatan yuridis empiris, yaitu menggunakan data primer dan sekunder dan dianalisis dengan metode deskriptif analisis. Hasil penelitian ini adalah kewenangan Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan sesuai dengan Undang-undang Nomor 6 Tahun 2014 yaitu BPD memiliki hak untuk mengawasi dan meminta informasi tentang administrasi desa kepada pemerintah desa; menyampaikan pendapat tentang pelaksanaan pemerintahan desa, pelaksanaan pembangunan desa, pengembangan masyarakat desa, dan pemberdayaan masyarakat pedesaan; serta mendapatkan biaya operasional untuk pelaksanaan tugas dan fungsi anggaran pendapatan dan belanja desa serta faktor-faktor yang menjadi kendala yaitu dalam menerapkan fungsi supervisi kepada pemerintah desa terbagi menjadi 2 (dua) : faktor internal termasuk: sarana yang tidak memadai, pola komunikasi tidak berjalan dengan baik, dan anggota BPD tidak mengerti fungsi sedangkan faktor eksternal meliputi: masyarakat tidak mengerti fungsi BPD, ada sosialisasi pemerintah desa terkait fungsi Badan Permusyawaratan Desa , dan faktor sumber daya manusia masyarakat desa. Kesimpulan adalah kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-Undang Nomor 6 Tahun 2014 tentang Desa yaitu BPD yang berhak mendapat pertanggungjawaban kepala desa dan meminta informasi kepada pemerintah desa.Kata kunci: Otoritas, BPD, Pengawasan, dan Pemerintahan Desa.�THE IMPLEMENTATION OF AUTHORITY OF VILLAGE CONSULTATIVE AGENCY IN RUNNING CONTROL FUNCTIONS ON VILLAGE GOVERNMENT (STUDY IN KUNINGAN REGENCY)�Abstract : The writer conducted this research with background to know the authority of Village Consultative Agency (Badan Permusyawaratan Desa) in implementing supervision function to village government. The purposes of writing this research� are to know the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village and what factors that become obstacles are faced by Village Consultative Agency in implementing supervision function to village government in Sukaharja Village, Cibingbin District, Kuningan Regency. This research used descriptive analysis research with juridical-normative approach. Stage of research is through literature research using primary and secondary data collected through documentation and analyzed descriptive qualitative method. The result of this research was the authority of Village Consultative Agency� in implementing supervisory function according to Law Number 6 of 2014 namely VCB has the right to supervise and request information about the administration of village administration to village government; to express opinions on the implementation of village governance, implementation of village development, village community development, and empowerment of rural communities; as well as obtaining operational costs for the execution of duties and functions of the village income and expenditure budget. The factors that into two: internal factor including: inadequate means, communication patterns were not working properly, and members of Village Consultative Agency do not understand the functions while external factors include: the community does not understand the functions of Village Consultative Agency, there was a socialization of the village government related to the function of Village Consultative Agency, and the human resource factor of the village community. The conclusion of paper was the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village namely VCB was entitled to hold accountability of village head and ask for information to village government.Keywords: Authority, VCB, Supervision, and Village Government.

Community welfare is one of the goals expected by each region including in Padangsidimpuan city. Based on data obtained the amount of poverty in Padangsidimpuan city experienced fluctuations from 2008 to 2015. The formulation of the problem in this study is whether there is an effect of the effectiveness of village fund management on improving the welfare of rural communities in Padangsidimpuan city. Does the manager’s religiosity behavior moderate the influence of village fund management by increasing the welfare of rural communities in Padangsidimpuan City? This type of research is causality research using quantitative data. The population of this study is the village community in the city of Padangsidimpuan with a total of 41 villages. Given the limitations of the author, the sample in this study was taken by 5 people from each village, namely 5 x 41 villages = 205 villagers. Data collection techniques used were questionnaires and data analysis conducted with Smart PLS. Based on the results, it was found the value of the village fund management pathway affected the welfare of the village community of 5.875 with a probability value of 0.024. Because the t-count value (5.875) is greater than critical t (1.96) at the 5% error rate, it can be concluded there is an effect of the effectiveness of village fund management on improving the welfare of rural communities in Padangsidimpuan City. And the t-count value of the manager's religiosity behavior trends moderates the relationship of village fund management to rural community welfare of 0.458 with a probability value of 0.031. Because the t-count (0.458) is greater than the critical t (1.96) at the 5% error rate, it can be concluded that the manager's religiosity behavior can moderate the relationship between village fund management and the improvement of the welfare of rural communities in Padangsidimpuan City.

Sampir marriages are marriages between men and women separated from the road, these marriages are prohibited according to the adat community of Kenteng Village, Toroh District, Grobogan Regency. This study aims to, 1) describe the prohibition of "sampir" marriage from the perspective of "maslahah mursalah", 2) develop knowledge in terms of Indonesian marriage law, 3) provide understanding to the village community in the village regarding the "prohibition of marriage of the sampir" perspective "maslahah mursalah". This research is an empirical study, or it can also be called field research that examines the tradition of prohibiting marriage in Kenteng Village, Toroh Sub-District, Grobogan Regency. This research includes empirical research. Data collection by observation, interview, and documentation. The author uses a qualitative method of deductive thinking in analyzing this problem, namely the process of approach that departs from general truth about a phenomenon or theory and generates that truth on an event that is characterized by the same phenomenon concerned. Overview of Islamic Law on the tradition of prohibiting marriages of sampir in Kenteng Village, Toroh Sub-District, Grobogan Regency, through the Maṣlaḥah approach, it is a mistake that the tradition contains an element of shirk because the community believes that sampir marriage will bring disaster to the perpetrators, the community always associates the disaster that befell the marriages of the sampir perpetrators. mate sampir.

In the current era, many of our people do not know much about the importance of reading. Especially for ordinary people who have never read or written at all. Their insight may still be influenced by verbal, not written. This is both caused by there may be a lack of reading books and they don't have a large collection of books. The library in Sembulang village is in the form of a micro-library that can help the community to get to know writing and enjoy reading. The library is a special alternative for rural communities whose communities are still innocent or have not been intervened by city people. Later, the village community will be introduced to what is a micro-library, its functions, and so on. The other benefits of the micro-library in Sembulang are able to improve children's learning quality, introduce the importance of reading to the community, and increase the source of income for local villages. Of all these, it will first be explained to all local village people how to borrow or read in the library. The method used will be made socialization about the introduction of the library and its functions.

The secret language of the Ḍoms, as of other Indian “Gipsy” tribes, is very unsatisfactorily known. I have made some remarks on it in vol. xi of Sir George Grierson's Linguistic Survey, where I have also given references to such other papers about the subject as I have come across. But very much remains to be done, and we must be thankful for the new materials which are now made available. The compiler of the list says about them:—“The following is a collection of words and sentences in use by the Magahiyā Ḍoms, who have made Benares their centre or fixed abode. The language is known to wandering Ḍoms in the Panjāb, and also to those who live in the United Provinces. It was apparently unknown to village Ḍoms in Bengal, though the town and city dwellers in some parts of the Province were familiar with it. Most of the words and sentences were obtained from gipsy Ḍoms who visited Benares in 1914, and then settled in the city, where they came under the influence of the Wesleyan Methodist Mission, of which the present writer was superintendent. The sedentary Ḍoms of Benares city and the village Ḍoms of the district are acquainted with this argot.

Qanun Jinayat is a legal product established with the aim of reducing the number of violations of Islamic law in the city of Banda Aceh. But the facts show that the implementation of this qanun over the past five years has not reduced violations of Islamic law. This is interesting to do research considering the presence of the qanun as the norm that enforces Islamic Sharia has not been able to reduce the level of violation. For this reason, this research would like to describe the implementation of the Qanun Jinayat and the factors that cause the qanun become ineffective.             This research uses qualitative method with descriptive approach. The Research data collected were using interview and documentation study technique.             Research findings reveal that the process of implementing Qanun No. 6 of 2014 concerning Jinayat Law has not gone well. Factors that cause the ineffectiveness of the implementation of the Qanun Jinayat in Banda Aceh City are human resources that lack adequate quality, management of financial resources that are not optimal and the availability of facilities and infrastructure that have not been good.   Keywords : Implementation, Qanun Jinayat

The village fund is expected village government and technical institutions can realize the vision of Jayapura city government that believes, independent, unified, modern, prosperous based local wisdom.  The city of Jayapura has established the Community Entrepreneurship Agency (BKM) in each village/village/Kelurahan in order to manage the funds of the village/village/Kelurahan more effectively, efficient, precisely targeted to support the governance activities Good and transparent. The purpose of this research is to describe the management of ADD in village community empowerment as well as driving and inhibiting factors. The results showed that optimizing village funds allocation in the development of community entrepreneurship at Village Tobati Jayapura City is already running but not maximally, hence the need for strategy.  STRATEGY (W-O) makes strategy that utilizes the opportunity to overcome weaknesses, namely consist of: Government policy that makes Village Tobati as a demonstration village for tourism, this is an opportunity to add Income or family's confidentiality. The help of Village fund, ADK, ADD the average routine each year.  The commitment of the city government to improve and develop fisheries sector, especially the cultivation of fish cages very smooth and good means of transportation, and the help of the Prospect fund from the years 2016 and 2017 for the business of kiosk, sales Pinang, vegetable sales + Seasoning Kitchen, selling cold beverages + juice jacket, selling yellow rice, handicraft business, business selling pulse, oil kerosene + gasoline, net business. The opportunities mentioned above show that weaknesses in Village Tobati can be overcome well because of the very dominant opportunities in the village. Therefore the need for awareness from the local community to take advantage of the opportunities that exist for the welfare of the family in doing some very promising efforts.

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. This article is based on field research aims to answer the question of the influence of Islamic Law on prohibiting liquor (Tuak) towards community behavior of Boto Village in Semanding district of Tuban Regency.  It also strives to analyze the factors that contribute to mold people's behavior. The approach of this research is combining a quantitative survey and qualitative research methods, with data analysis techniques in the form of analytical descriptive. The results of the study conclude that Islamic law is incapable of fashioning the actual behavior of its adherents, especially in the village of Boto. The prohibitions of liquor (tuak) failed to stimulate the behavior of rural communities under Islamic legal norms. This is indicated by the lack of community response to Islamic legal norms. On the contrary, it is conclusively found that the behavior of the majority of people deviates from the Islamic provisions of legal norms about the prohibition of liquor (tuak).

The purpose of this study was to analyze the role of Ohoidertawun villagers in the management of coastal tourism objects in the Ohoidertawun Village, Kei Kecil District, Southeast Maluku Regency. The method used in this study is a qualitative method, data collection techniques through observation, filling questionnaires, interviews, and literature studies. The results of the study explained that the role of the Ohoidertawun village community was categorized as interactive and independent participation. The form of participation is given in the form of ideas and energy. At the planning stage the community is involved in providing ideas that are made as a joint decision by the whole community to develop the potential of an existing attraction in the village into a destination that has a value of attraction for tourists. The community management stage took its own initiative to develop and carry out regional spatial planning in supporting tourism facilities by setting up shelters, food stalls, toilets, trash bins, guard posts. The tourist facilities at the Ohoidertawun beach object are carried out independently by the community themselves, without any assistance from investors or the tourism office in Southeast Maluku. While at the development stage, the community prepares cultural events that are elaborated with natural tourism, and culinary tourism becomes a tour package
