The COVID-19 Pandemic has struck many countries, including Indonesia. The Indonesian government has created and implemented various policies in dealing with this epidemic, from the central government to the villages. The COVID-19 pandemic response at the local level is regulated in a Village Minister Circular Number 8 of 2020. In tackling the outbreak at the village level, leadership that can embrace all stakeholders is required. This study examines further the collaborative leadership of Wali Nagari in mitigating the COVID-19 pandemic in Nagari Rancak in West Sumatra Province. The research approach used was qualitative with descriptive analysis. The research was conducted in five villages in West Sumatra Province. Data collection techniques in the form of interviews and documentation. This study concluded that the three Nagari Rancak, namely Nagari Batu Bulek, Nagari Sungayang, and Nagari Pakan Sinayan, did not apply collaborative leadership to the maximum, while the other two Nagaris, namely the Nyalo IV Koto Mudiek River Village and the Taram Nagari, had implemented a collaborative leadership model. With collaborative leadership, the Nagari’s Wali (leaders) could cover the limitations to overcome COVID-19 impacts in the village.

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

This study analyzes the implementation of the Village Fund Program and the cause of the delay in absorption of the fund in 2015 in Pacitan District. The Village Fund Program as a central government program was implemented at the first time in 2015. The Civil Society and Village Empowerment Board (BPMPD) was investigated with regard to a sample of seven villages in Pacitan District. The research method is descriptive qualitative analysis, with data collected by conducting interviews and collecting documentation. The results reveal that the delay in absorption was caused by deficient regulations, which were subsequently revised in April 2015 to improve the implementation of the Village Fund Program. As a result, the Program implementation timeline is shifting from the initial plan. On the other hand, the BPMPD of Pacitan District faced difficulties in interpreting the regulations regarding the implementation of the Program from three line ministries.                         Abstrak Penelitian ini bertujuan untuk menganalisis pelaksanaan Program Dana Desa dan mencari penyebab terjadinya keterlambatan penyerapan dana desa pada tahun 2015. Penelitian ini dilakukan di Kabupaten Pacitan. Penelitian dilakukan pada Badan Pemberdayaan Masyarakat dan Pemerintahan Desa (BPMPD) dan mengambil tujuh desa sebagai sampel. Metode analisis data dalam penelitian ini adalah kualitatif deskriptif, yang sumber datanya diperoleh dengan melaksanakan wawancara dan dari sumber dokumentasi. Hasil penelitian menunjukkan bahwa keterlambatan penyerapan Dana Desa disebabkan oleh ketidaksempurnaan peraturan yang mendasari pelaksanaan Program Dana Desa. Akibatnya, pada bulan April 2015 dilakukan perubahan peraturan pelaksanaan Program Dana Desa yang berdampak pada bergesernya timeline pelaksanaan program tersebut. Di samping itu, BPMPD Kabupaten Pacitan menghadapi kendala dalam penginterpretasian peraturan terkait pelaksanaan Program Dana Desa dari tiga kementerian terkait.

This study aims to determine the effect of village fund allocation and original village income on village spending. This research approach is quantitative. The population in this study is the financial statements of the village for the years 2016-2018 in 4 villages that were sampled in the District of Malimbong Balepe, Tana Toraja Regency. The results of hypothesis testing using multiple linear regression analysis provide evidence that the allocation of village funds has a significant positive effect on village expenditure, while the other independent variables, namely original income of the village have no effect and a significant negative effect on village spending. Village fund allocation is the dominant variable influencing village spending.

Community service activities are one of the activities that aim to assist the government in improving Good Government. Community participation is still very low in implementing the principles of good government. Yet society is a very important part of these principles. Because the role of the community is still very low, community service is held in the form of counseling and socialization about the importance of community participation in improving good government. To realize a civil society, good governance is needed, both at the center and at the local level so that they can work well together so that the goals desired by the community are carried out, and this is not the task of the central government alone but the government under it starting from the village government and local government. that is what we know as the implications of village autonomy. The village community is expected to become a useful community, especially in the process of administering government (at the village level in particular). Because the participation of the village community is a real embodiment of Good governance. This kind of society will be solid and actively participate in determining various government policies. In addition, this kind of society will also carry out an effective supervisory function in the implementation of government administration. If the community is not yet effective in front of the government and there are still many social problems in it such as conflict and group anarchism, it is very unlikely that Good governance can be implemented.

In the city of Langsa, the violation of Islamic sharia qanun (regional bylaws) has shown a declining trend; however, it still accounts for a large proportion. This is a surprising issue since it is believed that the Wilayatul Hisbah (Islamic religious police force) of Langsa has performed its duties and functions properly. To respond to the issue, the study of this thesis formulated several questions, including: what are the da’wah strategies used by the Wilayatul Hisbah in supervising the Islamic sharia in Langsa? and how are the da’wah strategies of the Wilayatul Hisbahin supervising the Islamic sharia against the perspective of manhaj da’wah? The study used field research approach, using qualitative descriptive analysis method. Data were collected by interview and documentation. The results of the study showed that the Wilayatul Hisbah of Langsa employed two types of da’wah strategies: da’wah bi al-lisan (oral da’wah) and da’wah bi al-hal(practical da’wah). Da’wah bi al-lisanincluded speech, Jum’ah sermon, appeal, discussion, and advice/guidance. Da’wah bi al-halinvolved patrol and raid. Further, in the view of the da’wah manhaj, the da’wah strategies used structural and cultural approaches. The structural approaches included (a) the supervision of the Islamic sharia was conducted by an official institution formed by the government, which was the Wilayatul Hisbah, (b) the Wilayatul Hisbah and the Islamic Sharia Office was merged institutionally, (c) the establishment of Islamic sharia supervisors at the village level by the Wilayatul Hisbah and the sharia supervisors by the village officers, and (d) the development of cooperation between the government agencies (e.g. Islamic Sharia Office, Ulama Consultative Assembly, Civil Service Police Unit, Police, Indonesian National Army, Sharia Court, and non-governmental (Islamic) organizations). The cultural approaches involved implementing the strategic da’wah methods and strategies. The da’wah methods of the Wilayatul Hisbah have been in line with the Qur’an chapter An-Nahl verse 125, which describes da’wah bi al-hikmah (wisdom), da’wah bi al-mauidza al-hasanah (good advice), and da’wah al-mujadalah bi al-latihiya ahsan (good dialog).

<p><strong>Abstract</strong></p><p>Analysis of Material Use at Lubuk Bauk Surau. Batipuh Baruah, Batipuh, Tanah Datar District, West Sumatra. Lubuk Bauk surau is a historical cultural heritage building that is more than a hundred years old and still stands firm without significantchanges despite being renovated. The use of Surian wood material which has its own characteristics in the building, it is interesting to study the suitability of its use with the activities carried out in surau, as well as to find guidance on the type of material that is compatible with the surau building in the Lubuk Bauk area. This research is a qualitative research approach to the building of the Lubuk Bauk surau, and analyzes it using descriptive analysis techniques. The use of Surian wood as the main material in Lubuk Bauk surau is appropriate and supports the activities carried out in it. From the results of the analysis, it is known that the wood material used was chosen based on considerations: the potential of local wood sources, the ease of obtaining and processing<br />raw materials and the characteristics of materials that are durable and low<br />maintenance.</p><p> </p><p><strong>Abstrak</strong></p><p>Analisis Penggunaan Material Pada Surau Lubuk Bauk. Penggunaan bahan kayu Surian yang memiliki karakteristik tersendiri pada bangunan, merupakan daya tarik untuk diteliti kesesuaian pemakaian material dengan kegiatan yang dilakukan di dalamnya serta untuk menemukan panduan jenis material yang sesuai dengan bangunan surau di daerah Lubuk Bauk. Penelitian ini merupakan penelitian kualitatif dengan melakukan pendekatan pada bangunan surau Lubuk Bauk, menganalisa dengan menggunakan teknik analisa deskriptif. Penggunaan kayu Surian sebagai material utama pada surau Lubuk Bauk telah sesuai dan mendukung kegiatan yang dilakukan di dalamnya. Pemilihan kayu yang digunakan, berdasarkan pertimbangan potensi sumber kayu setempat, kemudahan untuk memperoleh dan mengolah bahan baku, serta karakteristik material yang tahan lama dan mudah perawatannya</p>

In the cities of the pre-Christian Roman empire, Jewish groups were in general free to pursue their own religious and social practices and, at any rate until Hadrian, they were not persecuted by the Roman government; even the exceptional and provocative demands for worship which came from a tyrannical emperor such as Gaius Caligula do not amount to planned persecution. There is a contrast with the subsequent fate of the early Christians, whose cult was, of course, often suppressed by the emperor and his governors. There is also a contrast with the later plight of the Jews themselves under Christian rule.Since, at the local level, Jews on the one hand and Greeks and natives on the other were often profoundly hostile to one another, the fact that the central government was on the whole proof against anti-Jewish pressure coming from below is indeed noteworthy. The edict of L. Flaccus as proconsul of Asia, by which in 62/1 B.C. he had confiscated the Jewish Temple contributions collected for export from his province, was never repeated, so far as we know (Cic., Flac. 66–9). Not only that: the Romans appear at times to have chosen to put their influence behind Jewish communities in dispute with their neighbours, as occurred to some extent in the cases which we shall discuss here, and did not cease even after A.D. 70.

This research is based on Regulation of the Minister of Home Affairs Number 76 of 2012 concerning on Guidelines for Boundary Confirmation and Regulation of the Minister of Home Affairs Number 141 of 2017 concerning on Regional Boundaries. This research method was a descriptive analysis with a triangulation method and a triangulation of sources for testing the data of this research. The data of this research were analyzed by using a SWOT analysis. The results of this research revealed that S-O Strategy (1) Clarifying the boundaries between the two Local Governments in realizing a clear government administration; (2) Optimizing the role of the Community in Realizing the Development with the clear territorial boundaries; W-O Strategy (1) Coordinating with related parties to realize the good government administration services; (2) There is guidance and supervision to the Regional Government through the Provincial Government and the Central Government; S-T Strategy (1) Building the government cooperation by taking an agreement through the Provincial Government; (2) Building the good communication with the community at every deliberation; W-T Strategy (1) Strengthening the regulations by disseminating every decision from the Ministry of Home Affairs; (2) Mediating every meeting through the conflicting parties.

The implementation of development should be carried out in harmony between the development programs carried out by the central government, regional governments and village governments.Therefore, you can imagine that if development is not accompanied by community participation, it is impossible to handle it by the government itself and will not be successful evenly and sustainably. The mixed method approach is used as the basis for a research approach in which the researcher tries to fully describe the conditions or situations faced by utilizing the data from field observations and then adding a literacy study whose results are processed again with a linear regression approach to determine the relationship between variables that influence each other. From the results of the data processing of the results of the research, information was obtained that the existence of community participation in the village development process is the realization of a strategy in an effort to observe and investigate the needs and various problems faced by the village community and determine various development programs in order to meet the needs and answer various problems. there is this and with community participation, it is hoped that village development will succeed in achieving its goals and targets.

This research to identify the condition of human resources in Village-Owned Business Entity (abbreviated as VOBE in this research) that ever inactive in West Tanjungjabung Regency . The method used in this research is survey with descriptive analysis. The result showed from 27 VOBE that were ever inactive in 2017, there are still 2 villages that haven't started to operate yet since they were built, due to passive administrators. Dominant businesses are service and trade. There was advantegous business unit in the VOBE, it didn’t prevent the VOBE to stop operating. The knowledge of VOBE management owned by respondents who are the village head and the head of VOBE was categorized as deficient. The motivation of the village head was in avarage category while the head of VOBE was persistence in the deficient level. The communication between respondents was categorized as adequate. Even though the head of village had avarage motivation, passable communication skill as the advisor, his knowledge was still minimum. The other obstacles for the village head was the head of VOBE was also having minimun knowledge about managing VOBE and also lack of motivation to run it.
