The intensive development of the industrial sector, intensification of the agro-industrial complex, associated with the use of various fertilizers, active use of modern household chemicals lead to the constant increase in xenobiotics in the environment in both rural and urban agglomerations. There are settlements and farms within the industrial areas, therefore, the issue of accumulation of ecotoxicants in the organs and tissues of an animal, as well as the impact on the state of its health, is of particular importance. In the regions with tough environmental situation associated with anthropogenic contamination, xenobiotics of anthropogenic origin can directly or indirectly modify the activity of various body systems. The integral characteristic that reflects adaptive modifications of biota is the morphological and functional status of organs and tissues of an animal, including the state of muscle tissue. An analysis of the regenerative plastic potential of muscle tissue allows finding innovative approaches to assessing the effects of environmental impacts on animals. Up to the present day, the morphological and functional characteristics of muscle tissue in young animals and adult cattle have not been sufficiently studied in the conditions of the tough environmental situation of the Central Federal District of the Russian Federation. The issue of ecological pathologies of organs in productive animals is quite urgent for the territory of the Central Federal District with its developed agro-industrial complex and industry. The study of animals from the agglomeration of the large chemical plant showed that cattle react differently to pollutants. The animals demonstrated changes not only in hematological and biochemical parameters, but also in the morphological and functional status of muscle tissue.

The article is about the influence of economic factors on the health quality of the population as a public benefit. Health of the individual has an important role in national economy, both in processes of formation of public health, and in reproduction of quality of a manpower. The review of the indicators of evaluation test of health of the population applied in the Russian practice is given in article. Health of the population and economy of the state have close interrelation and interdependence: not only the economy influences health of the population, but also health of the population affects the economy of the state. The technique allowing to assess economic damages from loss of health on the basis of which economic losses from mortality of the population at working-age in Siberian Federal District are estimated is presented. The economic three-level model of health upgrading of the population allows to reveal paths of health upgrading for improvement of economy in the country is developed. The three-level model reflects preventive character with obligatory selection of the measures accompanying achievement of the main task – to upgrade the population health as the public benefit and to increase the level of economy.

While America is renowned for its enormous prison industrial complex, less academic attention has been paid to the state of probation intervention. The probation population has long been rising more swiftly than the prison population, and one in 45 adults in the USA is now subject to community supervision. This article explores the development of American probation and considers a series of key contextual issues, including the fragmented nature of the US probation system and the philosophies which underpin it, supervision fees, privatization, and the arming of probation officers, in order to illuminate how the community corrections system functions. The Justice Reinvestment initiative is also considered, and the impact of budgetary pressures upon probation is taken into account.

The close relationship between industrial development and environmental pollution is considered the main problem of negative climate changes and the deterioration of life quality leading to an increase in mortality. In this regard, the protection of environmental human rights is of great importance. The paper aims to assess the trends of industrial influence on the human environment and the level of protection of environmental human rights in different countries through reviewing and analysis of the set of relevant studies. The paper brings novelty exploring an array of objectives for protecting human environmental rights in the framework of the Sustainable Development Goals, implementation of a circular and resource-efficient economy, together with the Industry 4.0 technologies for industrialized countries, including Ukraine. Most studies consider contradictions between the economic and environmental goals of both businesses and the state the main obstacle for the ecologization of industrial production. The economic feasibility of introducing more resource-efficient business models has been proved. The impact of Ukrainian industrial companies on the environment and the state of human environmental rights protection is studied. The results of the study allow stating that the resource and energy inefficiency of industrial technology in the country, as well as the weakness of state institutions in the implementation of reforms for sustainable development, is a fundamental threat to human rights and a healthy life.

In recent years, the state of the road transport infrastructure in Ukraine has deteriorated significantly. With the process of urbanization and the expansion of the transport infrastructure, the ecological danger of the functioning of these strategically important objects increases, which requires effective methods of detailed study of the state of environmental components in areas of urban pollution in order to prevent negative consequences. Working with the problematic, using robots, we analyzed the methods to monitor the environmental situation around the road transport infrastructure for the development of recommendations for advancing efficiency. An algorithm for assessing the environmental situation around the objects of motor transport infrastructure is considered, based on monitoring the impact of these objects on the components of the environment and determining the main factors of this influence. The regularities and dependences of the influence of the motor transport infrastructure from the standpoint of environmental safety have been established. The indicators of pollution of the components of the environment in the study areas and methods of their production are analyzed. It has been concluded that a complex combination of chemical research methods with biodication is observable, makes it possible to analyze the effect of vehicles on various components of the environment (atmospheric air, soil and soil solutions, plants, animals, surface waters, etc.) and to establish the level of anthropogenic load. The article presents the essence and main points of the methodological approach to the substantiation of the optimal combat staff of the armed forces from the perspective of the theory of prevented damage of our troops in the operation and taking into account military-economic capabilities of the state, in particular, financial constraints on the procurement and maintenance of combat means of relevant j-types. Inconsistency between tasks scope, which are entrusted to the armed forces (AF) for national security, and level of their combat capability has been and remain one of the fundamental problems that adversely affects the process of their forming, developing, preparing and using. That kind of inconsistency is caused by the impact of some factors, primarily factors characterizing economic-military capabilities of the state. Such factors also involve the capacities of the defense industrial complex in terms of development, production, modernization and providing military units (MU) with weapons and defense equipment (WME). The experience of the troops shows that current financial constraints on the procurement and maintenance of the necessary WME negatively affect the level of MU fighting potential. Thus, the problem and need for the substantiation of optimal combat staff of the AF have been and remain inherent components of the process of their forming and developing taking into account military-economic capabilities of the state. The above defines the relevance of the research under consideration and needs new scientific approaches to the justification of optimal combat staff of the AF, which would ensure guaranteed execution of national security tasks. Based on the analysis of recent research and publications related to the problems of substantiation of the AF staff as well as the assessment of the impact of CP of MU on the level of their combat capability, the paper establishes that available methodologies (methodological approaches) don’t specify some issues, including what should the optimal AF combat staff be for guaranteed execution of their intended targets, taking into account the military-economic potential of the state? One of the alternate solutions of the problem is the methodological approach, which is presented in the article, to the justification of the optimal combat staff of the armed forces from the perspective of the theory of prevented damage of our troops in the operation and taking into account military-economic capabilities of the state, in particular, financial constraints on the procurement and maintenance of fighting means of relevant j-types. To get a much better sense of the essence and content of the research subject, the authors define a range of the concepts: “military-economic factors”, “prevented damage”, “prevented damage theory”, “combat potential”, “combat capability”, “combat staff”, “effectiveness of combat use of forces”. The authors believe that compared to the available methodological approaches (methods), the methodological approach set out in the article allows: formalizing the interrelation between the level of combat capability of our forces and the desired value of their prevented damage (CP maintenance) for a defined period of operation, which is achieved by the results of counteraction (fire effect) of fighting means of j-types of our troops against the enemy. This enables us to determine the number of combat means of all j-types of our troops required at the initiation of the operation, which (taking into account losses for T days of combat activities) ensures the target level of their fighting efficiency; carrying out the differentiated approach to the determination of the role (contribution) of every kind of our forces in the execution of tasks set in the operation that makes it possible: to calculate the contribution of every j-type of combat means (military branch) to the tasks of general damages on enemy and achievement of combat actions of the required correlation of parties’ CP during T days; to define the contribution of combat means of every j- types (military branch) to reducing the predicted value of the average-daily costs of the original CP of our troops to the acceptable one, the accomplishment of the necessary absolute value of our troops and maintenance of the target level of their combat capability during the T-days operation; improving (based on the indicators of prevented damage) the mathematical model of the optimization problem and elements of the calculation process (algorithm) that allows studying the interdependence between core indicators, which evaluate the effectiveness of combat use of troops during the operation, more specifically. Prospects for future research are the detailed elaboration of mathematical models and elements of the calculation process (algorithm) for upgrading methodical apparatus, which makes it possible to substantiate the optimal combat staff of the AF required for the successful execution of state security tasks from the perspective of the theory of prevented damage of our troops and taking into account military-economic capabilities of the state.

The aim of the study. The purpose of the article is to analyze the current state and trends in the marketing activities of enterprises of the agro-industrial complex of Ukraine. Methodology. In the study of the state and trends of marketing activities of agricultural enterprises of Ukraine used a graphical method and systematic analysis; in the study of the impact of threats on the state of marketing activities of agricultural enterprises in Ukraine - the causal method and the method of scientific generalization - in forming the conclusions of the study. Results. Theoretical aspects of the conditions for the formation of marketing policy of agricultural enterprises are analyzed, we consider it appropriate to summarize the results in accordance with the constituent elements of marketing product policy. It is established that such components of marketing product policy are the development of a new product or economically justified improvement of existing ones; maintenance of goods (transportation, service, storage); withdrawal of goods from production, diversification, elimination. According to the results of the research, the tendencies of development of marketing approaches in production management of agricultural enterprises are analyzed. In the context of marketing policy analysis, a preliminary definition of the content of specific categories that are closely related to agricultural policy is identified.  The practical significance of the study is that the main conclusions and suggestions can be used by domestic enterprises to form an effective management system for marketing activities of agricultural enterprises. Prospects for further research. It is determined that in the long run for agricultural enterprises in developing marketing policy as a tool for economic security and for making sound management decisions and in the interests of consumers of agricultural products in the region it is necessary to form strategic and tactical goals based on the proposed tools.


Over the past 30 years, our country has undergone many changes in the field of land legislation. Many of them were aimed at regulating land relations in the field of rural land use and were expressed in the adoption of various types of amendments and changes to laws and tightening fiscal measures for the resuscitation of unused land. However, such regulation has not led to an improvement in the use of agricultural land, and their quantitative and qualitative potential has deteriorated, which has led to inefficiency of budget funds allocated for the implementation of targeted programs in the field of agriculture. Rational use of land resources in agriculture is one of the most important tasks of land management. This article analyzes the use of land resources in the agro-industrial complex on the example of Central Federal district regions. The main indicators of production and economic activities of the regions of Central Federal district in agriculture, such as investments in agriculture, value of gross output of agriculture, yields of major agricultural crops, productivity of the main types of livestock, profitability of production agriculture, as well as indicators of the intensity of agricultural land using: the proportion of acreage in the total area of land, use of fertilizers, volume of agrochemical operations, availability of improved lands, involvement in economic turnover of previously unused land.. Weight coefficients were calculated for all indicators, groups of regions were formed for production and economic activity in the agro-industrial complex and the intensity of agricultural land use, cartograms were drawn up and proposals were made for planning land use.

The article is about the formation of a new system of state cadastral evaluation of real estate after the coming into force the Federal Law "State Cadastral Evaluation". An analysis of the results of the first round (2018-2019) of the state cadastral evaluation carried out according to the new rules is presented in the paper by example of agricultural lands in the Central Federal District of Russia. The author proposed the scheme of the new cadastral evaluation system.

The article analyzes the impact of COVID-19 pandemia and caused by it quarantine measures on social and economic development of certain regions of the Central Federal district of the Russian Federation, i. e. Bryansk, Voronezh, Ivanovo, Smolensk and Tula. Special attention is paid to small and medium business. The authors provide findings of the anonymous social survey carried out in the format of on-line questioning in the mentioned regions, which show public feelings in respect of restriction measures and steps of state support for business and relative expectations concerning prospects of regional entrepreneurial activity. The results of the survey showed that small and medium business suffered serious losses as a result of the pandemia. Economy restoration will be slow and long, according to respondents. Business of some respondents was ruined. The authors provide recommendations aimed at minimizing COVID-19 after-effects.
