The article is devoted to elucidating the spectrum of opinions of young (up to 35 years old) employees of the Scientific Research Institute of Scientific Centers of the Siberian Branch of the Russian Academy of Sciences (Krasnoyarsk, Tomsk, Irkutsk) about the radical reform of the Russian Academy of Sciences, science as a profession, its place and role in the country, and the value of fundamental science. The bulk of the respondents were chairmen and active members of the Councils of young scientists of institutes. The evidence of serious claims presented by scientific youth to the current style of leadership of science by the state is shown, it is shown that with the transfer of control levers to the hands of the Federal Agency for Scientific Organizations (FANO), this problem has not lost its relevance, in particular, the results show a high degree of dissatisfaction young people the established practice of budget financing of scientific research, which is characterized primarily by the instability of the receipt of funds. It is shown that for scientific youth the problem of stability, predictability of the situation, the possibility of deep planning of the research horizon is no less important than for senior colleagues. A significant proportion of respondents radically assessed thesituation inside the RAS. Recognizing the undoubted importance of the Academy of Sciences for the development and organization of scientific research, young scientists insisted on the need for academic science to meet the time, timely and adequately responding to all kinds of challenges. It was this Academy of Sciences, in their opinion, that was not enough, which became one of the most important prerequisites for reform. Assessing the criteria and mechanisms for assessing the intensity and effectiveness of scientific work (from science as a whole to a specific institute and an individual scientist), young researchers also expressedwell-grounded claims, emphasizing the dominance of formal scientometric indicators in post-reform Russian science. Assessing the relevance of the task of rejuvenating science, noticeable personnel shifts, many respondents recognized its importance; at the same time, in their opinion, such a task was not in the spotlight. Young employees of academic research institutes did not support the widespread opinion about the sharp activation of scientific emigration among young people in connection with the reform. In general, the scientific youth, when assessing the prospects of both science in Russia as a whole and their own, expressedcautious optimism.

The aim of the research was to reveal main problems associated with the use of state programs funding mechanisms for basic research in health (medical) sciences in Russia, as main instruments of state policy. The source of information were �State Academies of Sciences Program of basic investigations for the period of 2013�2020 years� and other normative and legal acts in the sphere of planning and public financing of science and research. A study completed by using documentary, analytical methods, as well as methods of descriptive statistics and expert estimates. In analyzing financing from the federal budget for scientific research for civilian use within government programs calculations section, subsection of the budget classification, reflecting expenditure on scientific research (0110, 0112, 0208, 0313, 0403, 0411, 0504, 0604, 0708, 0803, 0908, 1005, 1104, 1203). Feature of the current situation is in an indeterminate state basic science after the liquidation of the Russian Academy of Sciences as a structure that generates through subordinate organizations the bulk of new knowledge and innovation in the country. Reform of the Russian Academy of Sciences led to the destruction of a coherent system of relations in science, to the Federal agency of scientific organizations for management of resources, Ministry of Education and Science and Russian academy of Sciences. Strict rationality and bureaucracy was extremely negatively perceived in academic science. The analysis of the subject structure of the medical unit actualized in 2015 of the Program of basic research of the state academies of sciences for the period of 2013�2020 showed that the distribution of the federal budget for basic research are not consistent with the priorities in the health sector, it does not account for changes in departmental affiliation Organizations of Medical Sciences. The authors prove the necessity of functional and managerial integration of academic medical institutions in the unified system of scientific research, creation and implementation of medical innovations into practical health care.

The article considers current problems of Russia´s science. Special attention is paid to external factors that negatively influence its effectiveness including considerable lag in public management sector. The issues of opposing higher education sector to the Russian Academy of Sciences (RAS) are also discussed. A number of indicators of the Russian science and its academic sector effectiveness are presented. The expediency of comparing scientific results with R&D expenditures is shown. The problems connected with using bibliometric methods are discussed. Special attention is paid to the necessity of preserving and further developing Russian science including RAS.

the characteristic the best varieties peach plants cultivated in the subtropical zone Krasnodar Territory is given. The study collection plantations peach in the subtropical zone Krasnodar Territory has been carried out since 2009 at the Federal Research Center Scientific Research Center of the Russian Academy of Sciences. The results of many years of research have identified the best peach varieties (Redhaven, Favorita Morettini, Larisa, Medin red, Veteran, Fayet), distinguished by resistance to stress factors and high palatability of the fruits.

Automation of library processes is an important topic in modern conditions of digitalization and transition of human activities to the latest computer technologies. Acquisition of literature to library collections forms the document base for the subsequent work of the library, so this process needs continuous improvement and optimization of its constituent operations. The article is devoted to the application of computer technologies in the preparation and use of the scientific library thematic-typological plan of acquisition as the scientific base of building collections. The object of the article is to present the experience of creating and using the electronic model of the Thematic and Typological Acquisition Plan in the scientific library, to define the perspectives of implementing the data base for information and library servicing UB RAS users.The article presents the results of content analysis of subject headings and indices of the State Rubricator of Scientific and Technical Information for bibliographic descriptions of Russian journals received in 2015–2017, in the Consolidated electronic catalog of periodicals of the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences; of books, published by the institutes of the Ural Branch of the Russian Academy of Sciences in 2015–2017, according to the Electronic catalog of Russian books and continuing publications of the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences; of publications (published in 2015–2019) of the institutes of the Ural Branch of the Russian Academy of Sciences, included in the database of the Russian Science Citation Index on the portal «eLIBRARY.ru» – are presented in the article. It also describes the stages of creation, analyzes the characteristics and capabilities of the database «Thematic-typological acquisition plan» of the Central Scientific Library of the Urals Branch of the Russian Academy of Sciences.

The article describes two scientific expeditions to the Maclay Coast (Madang region) in Papua New Guinea in the 21st century organized by the Russian non-profit organization Miklouho-Maclay Foundation for the Preservation of Ethnocultural Heritage with the participation of the scientists of the Russian Academy of Sciences from Moscow and St. Petersburg in the footsteps of great Russian scientist, humanitarian and ethnographer Nikolay Miklouho-Maclay. The article represents the first research results and outlines the prospects of cooperation in the scientific, cultural and humanitarian spheres.

We consider the experience of using museum pedagogy to implement the innovation project “Basic schools of the Russian Academy of Sciences”. The main goal of the project is to identify and attract talented young people to the scientific sphere. The school museum can become a place for students to get acquainted with the methods of search and research work, critical thinking development and, as a result, further development in the professional sphere. Based on the analysis of the military and historical glory museum’s work of school graduates and Tambov partisans, “MAEI Lyceum no. 6” managed to identify 4 stages of the project implementation. First of all, with the help of creative tasks and game methods it is necessary to motivate students to engage in search and research work. The next stage implies creation of additional opportunities for scientific self-realization. From the most interested students a creative association is formed, which is engaged in such activities as museology, source study, art and technology, and historical. At this stage the teacher should actively implement the project method of work. It is possible to invite scientists and specialists with lectures and master classes to make students learn more about the features of scientific work. The third stage implies the inclusion of museum lessons in the educational process, and the organization of such lessons should involve members of the creative association. In conclusion: we should not forget about the importance of promoting the museum in the public environment through the official website, media, scientific publications, mass events and excursions for school guests.

The article is dedicated to the centenary of the main scientific discovery of the academician of the USSR Academy of Sciences, the Agricultural Academy and the USSR Academy of Sciences N.I. Vavilov - to the law of homological series in hereditary variability. The discovery of the law was one of the most significant events in biology of the first half of the twentieth century and had a significant impact on the selection process. From a biographical point of view, the discovery of the law was for N.I. Vavilov - a young professor, head of the department of private agriculture and genetics of the agronomic faculty of the University of Saratov, a fateful event that brought world fame. In the history of Russian science, much attention is paid to the phenomenon of N.I. Vavilov. At the same time, there is a tendency to analyze his scientific work in the context of three main areas: the doctrine of plant immunity to infectious diseases, the law of homologous series in hereditary variability, and the doctrine of the centers of origin and variety of cultivated plants. In our work, special attention is paid to the integrity of the scientific work of the scientist, which can be traced in all his main works and was put into practice in the world collection of plant genetic resources, the collection of which was carried out under the guidance and with the direct participation of N.I. Vavilov. The history of the perception of the law at different periods in the development of biology and the role of this discovery in the posthumous memory of its author, N.I. Vavilov, who became a symbol of a real scientist and patriot.

The article continues the series of publications dedicated to the three-hundredth anniversary of the Russian Academy of Sciences and the fruitful cooperation of the Academy with the Free Economic Society of Russia. The article shows the path of A. Storch to an honorary academic title, tells about his multifaceted activities at the Academy. The encyclopedic nature of his knowledge and high moral qualities are noted. It is emphasized that twenty years of activity of the academician as a teacher and mentor of the children of the imperial family, daughters and sons of Paul Ist played an important role in the creation of the main scientific work of A. Storch «The Course of Political Economy, or an exposition of the principles that determine the well-being of the people» in six volumes. The priority positions of the academician in political economy, which still retain their relevance, are especially considered, primarily in his doctrine of internal benefits and civilization.
