Government’s failure in the provision of public goods and ideas deepening democracy were considered as a panacea for the success of rural development. The objective of this research is to describe the village development planning in achieving policy production and to find essential elements in attempt to realize a superior deliberative policy. This research uses qualitative method. Research conducted in Southern Lampung, the Province of Lampung. Initial description obtained by understanding the meaning of emic and cross-subject inverstigation by comparing concept (theory), interpretation, and deliberative substantive policy theory formulation. Informant for this research consist of head of village and village officers, subdistrict head and its staff, SKPD in Southern Lampung Regency and chief and officers of provincial assembly; (2) elit and political party figures, Non-governmental organization and choosen villagers; (3) businessmen and local group interest and (4) academician. Data gathered through: 1) Observation; (2) In-depth interview; (3) Document; and 4) Focus Group Discussion (FGD). Data analyzedd by Miles and Huberman interactive analysis. This paper reveals that the village development planning was seen as a goal, when it was just a selected tool or process. Essential elements required to achieve public policy excellence: by strengthening the institutional capacity of the government through new dialogue space and community engagement through deliberative forum. It requires commitment, active community involvement, citizens’ trust, and social networks.

Gampong is the lowest government in the government system in Indonesia. In recent years, gampongs or villages have been given great authority in implementing village governance, especially in preparing village / gampong development plans. In implementing the gampong government, the keuchik who leads the gampong government, apart from being assisted by the village secretary and gampong apparatus, is also assisted by a customary institution known as Tuha Peut. One of the functions of tuha peut is given the authority to carry out the joint development planning function with the village keuchik as outlined in the RKPG document. The socialization of tuha peut functions in gampong governance is necessary to provide an in-depth understanding of the duties and functions of tuha peut as partners of the gampong government in implementing the wheels of government and development. The formulation of the problem in this activity is limited to the socialization of tuha peut's function in compiling a work plan for village development (RKPD / G). Background: A First step towards community involvement is Participation. The government of India under its flagship program, the National Health Mission, advocates and actively encourages community participation and has setup Village Health Nutrition and Sanitation Committees (VHNSCs) at village level. Aim & Objective: The objective of this paper is to examine “The Level of Community Participation in the Village Health Sanitation committees” in the state of Uttar Pradesh. Methods and Material: A cross-sectional mix method study was undertaken in 3 districts, covering 15 villages, in Uttar Pradesh between August to October 2019. The quantitative component included a pre-tested semi structured questionnaire. Further, Focused group discussion (FGDs) and key informant in-depth interview were undertaken for more information. Informed consent was collected from all the participants. The quantitative data was analyzed using SPSS 21.0 while the qualitative data was analyzed manually, based on themes. Results: The average size of the household was 5, 65% respondents were educated, 88% were Hindus, 47% were from other backward class and 50% had below poverty line cards. In the year 2019, 7% of the respondents participated in the Gram Sabha and 5% in village health nutrition and sanitation committee meetings. Statistically significant variations were noticed where less than 20% of the schedule castes and schedule tribes had lower participation than other castes in any of the village level committees. Lack of time was one the key reasons cited for non-participation. Conclusions: To ensure adequate participation from all castes it is important to schedule meetings at times convenient may encourage more community participation.

Reform in decentralization and village democratization can be seen in the involvement of villagers in the policy-making process, both in the economic, political and rural development fields. In the community planning process there is widespread (participatory) community involvement. The involvement of citizens in village development is one part of the development goals. Equality, justice, non-violence, tolerance, inclusiveness, transparency, accountability and responsiveness are principles that must be put forward in the village development planning process. The involvement of citizens in village development planning and budgeting aims to ensure and identify what should be the development priorities, policies, programs and activities that require budget or resources. By using a descriptive qualitative approach, this research is expected to be able to understand more deeply about inclusive and responsive democracy carried out by village government institutions and the involvement of villagers' participation. This is one of the first steps that should be taken by the village government in building democracy at the village level.

Mapping of data and information on the preparation of village development planning dikecamatan Tambang Kabupaten Kampar. The preparation of village development planning is very important to be carried out by the village head and its equipment. The objectives of the village planning arranged for the village development plan can be discussed in the village development consultation forum. In this Forum the village development plan is matured, so it becomes the Village Development Plan. The preparation of village development planning can not be carried out properly, without complete data and information either in the implementation of village government, organization and governance of village administration, village finance, village profile and other information related to governance and community empowerment. The three villages that were used as research mapping object in Kampar sub-district Tambang were Tarai build village, Rimbo Panjang village and Tambang village. Village development planning in the three sample villages appears to be underdeveloped by complete data and information, and this has a major impact on the Village Mid Term Development Plan (RPJMDesa) and the Government-Village Action Plan (RKP -Desa) which guides development implementation in the countryside

Improvement of social welfare is the responsibility of the government. One way to overcome poverty and improve the poor quality of the living environment of the urban poor is a more humane manner by involving them in development planning. The conventional approach in the form of eviction for urban renewal undertaken during this creates urban social problems more acute and complicated and not sustainable in overcoming poverty. One of the policies that need to be taken, among others, is to build low-rent flats and community involvement in public policy making. The advantage is the increased sense of community and they can become agents of development control.

This research is based on the view of the deliberation forum in the village which should be able to provide dialogue space and community involvement as the subject of development planning, however, the facts that are seen are that the community in Maguwoharjo village is still seen as an object of development planning and the essence of the deliberation forum in the public sphere in the village has not been able to reflect in full by the people in the area. This study aims to analyze the factors that influence deliberation in development planning deliberations and analyze points of weakness in the deliberation process in Maguwoharjo village. The method in this study uses qualitative research methods with data analysis techniques using NVivo12plus software. The results showed that the leadership factor had a percentage of around 36% in influencing community involvement, the socio-cultural factor in the village had a percentage of around 15% where each figure involved had a dominant view that was very thick with Javanese Culture, from the aspect of communication, had a percentage of around 13% in conveying the interests of village development, then, local political factors have a percentage of around 13%, where every participant involved in the village consultation forum has the same interest in development in his area. This study found that the leadership factor was very dominant in influencing the community to be actively involved in the village discussion forum and still found several weaknesses in the deliberation process in the village.

Socio-culturally and economically every rural community of Nepal are associated with forest for their livelihood and identity but simultaneously governmental policy for the protection of forest is not in the favor of people, which has been creating conflict between people and other stakeholder including governmental organization. This research tries to know the causes and consequences of conflict between Bankariya and other stakeholders. This research was carried out between the period May to December 2013. According to nature of the problem descriptive research design has been applied. Handikhola VDC of Makwanpur district has been selected as an universe purposively. Both primary and secondary sources of data were applied in this study. Case study, key informant interview and Focus Group Discussion (FGD) methods were applied for primary data collection. The findings shows that the living condition of Bankariya has changed after the government has provided them 6 hectors land for 40 years at Mushedhap. Still date forest based products are extremely beneficial for the enhancement of their livelihoods. The major problems faced by Bankariya community regarding to use of forest based resources are; not having their own permanent land for settlement and agriculture purpose, provision of present rules and regulation, and attitude of other elite persons/groups for dominating them. Forest resource based conflicts of Bankariya is mainly related with local people and other forest user group committee members as compared to Parsa Wild Life Reserve and District Forest Office of Makawanpur. Background: Mother and baby’s death is still a global isue. The presence of village midwife has been proved effective in decreasing pains and deaths. However, in the past few years, the contribution of village midwife in preventing deaths is questioned. The low performance of village midwife is regarded as the reason why the isue exists.Objective: To find out the reasons why village midwife performance is not optimum.Design. The study used mixed methods with sequencial exploratory strategy. The study was started by collecting qualitative data, which was then followed by collecting quantitative data. The collecting of qualitative data was done by having focus group discussion (FGD) and thorough interviews, while the collecting of quantitative data was conducted by fulfilling questionaires.Setting: These activities had been carried out from August to November 2016 in 27 subdistricts in Indragiri Hilir Regency.Participants: The data collecting was done by involving 5 facilitators, 2 interviewers, and 27 data collecting officers. There were 77 midwives who had been involved in FGDs, meanwhile 31 midwives were involved in thorough interviews and 439 midwives took part in fulfilling questionaires.Results: The obstacles which make the village midwife performance not optimum include health policies and regulations, competency, tools and infrastructure, demography, geography, security and safety, midwife intrinsic and family.Conclusions: Problems faced by village midwives are too complicated to overcome by midwives alone. So far, the government has realized the village fund budget every year. Therefore, every village government is obliged to make development plans that can support the welfare of the community by prioritizing community priorities or needs. The purpose of this study was to analyze the village fund allocation policies in village development planning. This type of research is descriptive qualitative. Data collection techniques are carried out by observation and interviews, then analyzed using qualitative analysis techniques. Data processing is done by reducing, categorizing, and concluding and presenting data. The results of this study found that so far the village fund allocation policies have been implemented well, such as meeting basic needs, building facilities and infrastructure, developing local economic potential, and utilizing natural and environmental resources. Likewise the face of the regional planning of Sei Rotan Village by using the Village Fund budget has been able to leverage the improvement of Village welfare. However, the problem is that the planned program has not been fully fulfilled due to limited human resources and budget. The regional development realized with village funds is the construction of roads, bridges and drainage at flood-prone points. The land use pattern of the Sei Rotan area shows the expansion of the built-in land in the form of developer housing and community villagesKeywords: Village Fund, Development, TerritoryPemerintah sejauh ini telah merealisasikan anggaran dana desa setiap tahunnya. Tujuan penelitian ini adalah untuk menganalisis kebijakan alokasi dana desa dalam perencanaa pembangunan wilayah desa. Jenis penelitian ini adalah deskriptif kualitatif.. Tehnik pengumpulan data dilaksanakan dengan observasi dan wawancara, kemudian dianalisis menggunakan tehnik analisis kualitatif. Pengolahn data dilakukan dengan mereduksi, mengkategorisasikan, dan menyimpulkan dan menyajikan data. Hasil penelitian ini menemukan bahwa selama ini kebijakan alokasi dana desa telah dilaksanakan dengan baik seperti pemenuhan kebutuhan dasar, pembangunan sarana dan prasarana, pengembangan potensi ekonomi lokal, dan pemanfaatan sumber daya alam dan lingkungan. Demikian halnya wajah perencanaan wilayah Desa Sei Rotan dengan menggunakan anggaran Dana Desa telah mampu mengungkit peningkatan kesejahteraan Desa. Namun permasalahannya belum sepenuhnya program yang direncanakan terpenuhi dikarenakan keterbatasan sumberdaya manusia dan  anggaran. Adapun pengembangan wilayah yang terealisasi dengan dana desa adalah pembangunan jalan, jembatan, drainase pada titik-titik rawan banjir. Pola pemanfaatan lahan kawasan Sei Rotan memperlihatkan perluasan lahan terbangun dalam wujud perumahan pengembang maupun perkampungan masyarakat.Kata kunci: Dana Desa, Pembangunan, Wilayah

Planning is done by the current government is a plan that has been implemented by using the mechanisms of the Regional Planning Council (Musrenbang) both at the village, district, county /city and provincial level. Implementation plan based on community participation is based on Law No. 25 Year 2004 on National Development Planning System. Implementation Musrenbang conducted so far by the government still needs to search and study further. This relates to whether the processes are carried out only to be a legitimacy for the government to formulate a policy so that it becomes a justification that the policies established through a participatory process or mechanism of development policy formulation planning had been aspirational. Policies established through a participatory process has a high acceptability if implemented. This is because all stakeholders are involved in every stage of policy development planning. Perencanaan yang dilakukan oleh pemerintah saat ini merupakan perencanaan yang telah dijalankan dengan menggunakan mekanisme Musyawarah Perencanaan Pembangunan Daerah (Musrenbang) baik di tingkat kelurahan, kecamatan, kabupaten/kota maupun di tingkat provinsi. Implementasi perencanaan yang berbasis pada partisipasi masyarakat didasarkan pada Undang-undang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional. Pelaksanaan Musrenbang yang dilakukan selama ini oleh pemerintah masih perlu penelusuran dan kajian lebih lanjut. Hal ini berkaitan dengan apakah proses yang dilakukan hanya menjadi sebuah legitimasi bagi pemerintah dalam menyusun kebijakan sehingga menjadi sebuah pembenaran bahwa kebijakan yang ditetapkan tersebut melalui proses yang partisipatif atau mekanisme perencanaan penyusunan kebijakan pembangunan memang sudah aspiratif. Kebijakan yang ditetapkan melalui proses yang partisipatif memiliki akseptabilitas tinggi jika diimplementasikan. Hal ini disebabkan karena semua stake holder merasa ikut dilibatkan dalam setiap tahapan penyusunan kebijakan perencanaan pembangunan daerah.
