The increase in economic needs has resulted in increased community pressure on forest area. This encourage the government to open up access to utilize forest, in order to improve the community's economy. Since March 2018, access to utilize forest has been implemented in Masigit Kareumbi Game Reserve (TBMK). However, research related to the evaluation of activities has not been widely found. This study aims to evaluate and determine the optimal pine tapping management strategy in TBMK. The research was conducted in Sukajaya and Citengah Villages, South Sumedang District, using Ostrom Institutional Analysis and Development Framework, Stakeholder Analysis, and the Analysis Hierarchy Process. The result showed that, the potential of pine resin in the research location was 308,377.3 kg/year, which had a positive economic, social, and institutional impact on the community but tended to have a negative impact on the ecological aspects. Stakeholder analysis showed that the parties involved were among others KLHK, BBKSDA West Java, Sukajaya and Citengah Heads Village, Forest Farmer Group (KTH) Sawargi and Medal Kencana, Pinus Merkusii Cooperation, and the Indonesian Conservation Cadre Communication Forum (FK3I). Each stakeholder has a good relationship, however, there is still a need for a more optimal communication and coordination system between one another. The suggested strategy is to increase community assistance by FK3I and Pinus Merkusii Cooperation involvement in limiting the tapping pine resin.

Taxes are the country's largest source of income. Cigarettes are one of the goods that are subject to excise, and the results of cigarette excise are included in taxes for the region. The regulation on cigarettes has two opposite sides and traps in quite a dilemma. On the one hand, the cigarette tax provides a large income for a region, but on the other hand, the government must also be responsible for the negative impact of cigarettes on the health of its consumers, which results in an increase in the budget for health facilities. Law Number 28 of 2009 concerning Regional Taxes and Regional Levies Article 31 on cigarette taxes that enter local government revenues applies a minimum of 50% to enter into health service funding. The object of this research is the Regional Revenue Agency (BAPENDA) of Java Province. West Java Provincial Health Office. This research uses descriptive research methods and a qualitative approach. The use of cigarette taxes in West Java has been appropriate in terms of the inclusion of cigarette tax results in the health budget, but the absorption is still not optimal. The West Java Health Office focuses on the fulfillment of medical devices to deal with the negative effects of smoking on society. Meanwhile, local governments should be better at absorbing the budget from cigarette taxes in order to be effective and efficient in their use, then there needs to be socialization to the public regarding the special cigaretttax allocation for the health budget.

Landslides are the third most frequent disaster in Indonesia. One of these landslides occurred on March 10, 2017 in residential area of Jatiradio, Cililin Village, Cililin Sub-District, West Bandung Regency, West Java Province. Post-incident investigations have produced information regarding the characteristics of the area and recommendations for disaster mitigation. At present it is known that there are still problems left unsolved in the area that need to be mitigated. The purpose of this study is to identify those unsolved problems at the study site and formulate solutions to the problem using a soil bioengineering approach. Among all the data that need to be collected are the condition of both existing vegetation and subsurface profile on the former landslide slopes at the study site. Data from the observations were then analyzed to produce recommendations regarding the application of soil bioengineering at the study site. From this study, pine trees (Pinus merkusii) is recommended to be planted on the slopes and areas around the rock gabions. This type of vegetation has fulfilled four pre-determined criterias related to the function of slope protection and groundwater regulation for this particular area and is considered suitable to be applied to the study site.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

This paper discusses the biography of K.H. Abdul Halim, a cleric, educator, political activist, a national hero, who was born in Jatiwangi, Majalengka, West Java on June 26, 1887 and died on May 7, 1962, in a peaceful and quiet place, Santi Asromo, Majalengka. The title of the National Hero from the Government of Indonesia was granted on the basis of his important roles in education, economics and politics. Among his legacy are the religious educational institutions, namely Santi Asromo Pesantren, the religious organization of the Islamic Ummah Union (PUI), and several books such as the Kitab Petunjuk bagi Sekalian Manusia (Manual for Man), Ekonomi dan Koperasi dalam Islam (Economics and Cooperative in Islam), dan Ketetapan Pengajaran di Sekolah Ibtidaiyah Persyarikatan Ulama (The Teaching Decrees at Ibtidaiyah Persyarikatan Ulama School). His biography is a manifestation of appreciation for his services and works, his struggle and his devotion to science and people, as well as his role and contribution in building the nation of Indonesia with noble character and dignity. Another milestone of his is the value of the struggle and at the same time his Islamic scholarship can be an example for the younger generation in particular and for anyone who aspires to build a nation of Indonesia which is based on the Belief in One God, fair and civilized, united in the context of the Republic of Indonesia (NKRI). Ia dilahirkan di Desa Ciborelang, Kecamatan Jatiwangi, Majalengka, Jawa Barat, pada 26 Juni 1887, dan wafat dalam usia 75 tahun pada 7 Mei 1962, di Santi Asromo, Majalengka. Ia mendapat gelar Pahlawan Nasional dari Pemerintah RI tahun 2008. Perjuangannya meliputi pendidikan, ekonomi, dan politik. Adapun metode yang digunakan dalam tulisan ini adalah deskriptif-analitis dengan perspektif historis. Adapun fokusnya, selain biog¬rafi singkat K.H. Abdul Halim, juga tentang konsep pendidikan eko¬no¬mi berbasis pesantren. Dari hasil pembahasan ditemukan bahwa ia telah melakukan pembaharuan di bidang pendidikan agama dan sekaligus memberikan keterampilan kewirausahaan bagi santri dan lulusannya. Awalnya gagasan tersebut berasal dari konsep pembaharuannya yang disebut Iṣlāḥ as-Ṡamāniyyah, yaitu: perbaikan akidah, ibadah, pendidikan, keluarga, kebiasaan (adat), masyarakat, ekonomi, dan hubungan umat dan tolong-menolong. Di bidang pendidikan, ia memadukan sistem pesantren dengan sistem sekolah, ilmu-ilmu agama dengan ilmu-ilmu umum, serta memberkali para santrinya dengan berbagai keterampilan tangan dan keahlian teknik. Di bidang ekonomi, disebutnya dengan Iṣlāḥ al-Iqtiṣād, untuk menanggulangi ketimpangan ekonomi di masyarakat, yaitu dengan menanamkan kesadaran kepada kaum muslimin agar berusaha memperbai¬ki dan meningkatkan kehidupan ekonominya dan berjuang secara bersama-sama melalui wadah koperasi. Border areas, is one of affected area on COVID_19 this present. Many of people cn not go out as usually, adding almost each country has to implement their territorial limitation (lockdown policy) to minimalize this virus spreading. One of Malaysia State, where very close and get direct border with Indonesia. This research took place at Sanggau District, Entikong, Gun Tembawang Village.The research approach used is qualitative, using data collection methods in the form of interviews, observations, and documentation supported by interviews with the theoretical approach to the negative and positive aspects on policy implementation. Research results, The results stated that the lockdown activities of Malaysia which were affected by the corona virus outbreak needed to be carried out in an effort to minimize the spread of the virus outbreak. Although of course it has a negative impact on the country's economic structure, social issues and other sector. In implementing this lockdown, there is a need for cooperation between the government and the community as well as an agreement with neighboring countries in terms of the mobility of residents closest to each other's territory on exemptions in order to realize social welfare and public health without limiting the origin of the state, religion, community and profession. The presented study examines the problems of integration of the national banking systems of the member states of the Eurasian Economic Union (EAEU).Aim. The study aims to examine the major differences in various aspects of functioning of banking systems in the EAEU member states in terms of their impact on integration processes.Tasks. The author identifies the most prominent features of the banking systems of the EAEU states; reveals the depth of the existing differences through a comparative analysis of various indicators of national banking systems; outlines ways of overcoming integration problems associated with differences in the banking sectors of the Union states.Methods. This study is based on universal general scientific methods and elements of comparative, functional, and economic analysis within the framework of a systems approach. The author uses regulatory documents and banking reports of the EAEU states, statistical and analytical materials of the Eurasian Economic Commission (EEC), and data of Moody’s international rating agency.Results. The study identifies a number of aspects that contain the major differences in the functioning of banking systems in the EAEU member states; highlights the disproportions in the scale, level of development, financial stability, and risks of the banking spheres of the Union states; comparatively analyzes the proportion of banking and non-banking structures in the system and the share of the government and non-resident companies in the capital of banks; marks the difference in the pricing of banking services; determines differences in the existing approaches to banking regulation and the established standards; analyzes the major differences in the legislative acts of the central banks and governments of the EAEU member states and in the terms and definitions used. According to the results of the study, the major factors hindering the development of integration processes between the banking systems of the EAEU states are identified.Conclusions. The existing differences between the banking systems of the EAEU countries are diverse and multifaceted. The author states that the aspects addressed in this study have a significant negative impact on the further development of integration processes, describing the major directions and actions of the member states aimed at minimizing the exiting differences, which are required to facilitate the convergence of the states and the transition towards a common financial market.

This research to analyze the impact of closure policy Teleju brothel by Pekanbaru govermentin 2010. Guidelines for works are Pekanbaru Local Regulations No. 12 of 2008 on Social Order-liness. Closure this brothel inflicts positive and negative impact for society.The research wasconducted to obtain early stage formula for the government to take action against the prostitu-tion activities. This research uses policy research approach with a qualitative method, becausein prostitution activities and prohibition by goverment is an assessment that needs to be done byanalyzing documents and unstructured interview.The results showed that after the closing of the Teleju brothel have an impact on the deploy-ment of a prostitution and affect the economy of the surrounding residents. Government seeksto tackle prostitution in Pekanbaru by moving the brothel, conduct regular raids and providetraining. The effort is considered to be less than the maximum because the handling is not basedon the root of the problem and not programmed properly. There are several causes of failure ofgovernment to overcome the prostitution problem in Pekanbaru, including: policy content isless focus on the prostitution problem, the government did not proceeds with data, lack of finan-cial support, contra productive programs between local government with the police and TNI,and the policy object is difficult to be given understanding.

The issue of environmental pollution has come to the attention of the world community and has become a strategic issue in sustainable development, so it needs to have the support of all parties, including the government, the private sector and educational institutions. Integrated Junior High School Lampang, Subang Regency West Java Indonesia has been implementing the green school program since 2008 and in 2019 it was entrusted by the West Java Education Office to be proposed as a national level green school program. Some achievements as a green school implementing school are private schools that have obtained "A" (exellent) accreditation with a beautiful environment and are able to fulfil 4 (four) components, namely (1) environmentally sound policies, (2) implementation of environment-based curriculum, (3) participatory-based environmental activities and (4) management of environmentally friendly supporting facilities Keywords : Management, green school Isu pencemaran lingkungan hidup telah menjadi perhatian masyarakat dunia dan menjadi isu strategis dalam pembangunan berkelanjutan, sehingga perlu mendapat dukungan semua pihak baik pemerintah, sector swasta maupun lembaga pendidikan. SMPS Terpadu Lampang Kabupaten Subang telah melaksanakan program adiwiyata sejak tahun 2008 dan pada tahun 2019 diberi kepercayaan oleh Dinas Pandidikan Jawa Barat diusulkan sebagai Sekolah Adiwiyata (green school program)  tingkat nasional. Beberapa capaian sebagai sekolah pelaksana green shcool  adalah sekolah swasta yang telah memperoleh akreditasi “A” (Unggul) dengan lingkungan asri dan mampu memenuhi 4 (empat) komponen yaitu (1) kebijakan berwawasan lingkungan, (2) pelaksanaan kurikulum berbasis lingkungan, (3) kegiatan lingkungan berbasis partisipatif dan (4) pengelolaan sarana pendukung ramah lingkungan Kata Kunci : Manajemen, Sekolah Adiwiyata

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

Nurses, short in production and inequitable in the distribution in Bangladesh, require the government’s efforts to increase enrolment in nursing education and a smooth career progression. Given the importance of an assessment of the current nursing scenario to inform the decision makers and practitioners to implement the new policies successfully, we analyzed relevant policies on education, career, and governance of nurses in Bangladesh. We used documents review and qualitative methods such as key informant interviews ( n = 13) and stakeholder analysis. We found that nursing education faced several backlashes: resistance from diploma nurses while attempting to establish a graduate (bachelor) course in 1977, and the reluctance of politicians and entrepreneurs to establish nursing institutions. Many challenges with the implementation of nursing policies are attributable to social, cultural, religious, and historical factors. For example, Hindus considered touching the bodily excretions as the task of the lower castes, while Muslims considered women touching the body of the men immoral. Nurses also face governance challenges linked with their performance and reward. For example, nurses have little voice over the decisions related to their profession, and they are not allowed to perform clinical duties unsupervised. To improve the situation, the government has made new policies, including upliftment of nurses’ position in public service, the creation of an independent Directorate General, and improvement of nursing education and service. New policies often come with new apprehensions. Therefore, nurses should be included in the policy processes, and their capacity should be developed in nursing leadership and health system governance.
