National Resilience Institute Republic of Indonesia as education providers focus on the education program cadreled national level, the appropriate duties and functions of educating, preparing cadres and strengthen the leadership of the national level through educational programs, so that the necessary preparation of the infrastructure of education, educational operations, development of educational materials and teacher. In this paper focuses on policy implementation leadership education programs with sub-national level focus include: 1). Supporter infrastructure management education. 2). Preparation of Educational Material. 3) .Governance / educational operations. 4). Performance faculty or holder teachings material. In the evaluative research using the model Discrepancy Evaluation Model (DEM), through the stages of Design Stage, Installed Programs, Process and Product. Based on the evaluation of research in the field, the researcher recommends 1). The need to increase both the quality and quantity of Infrastructures Education. 2). The need to increase the quality and ease of getting material Doctrine. 3). Operational management of the need to improve education. 4). The need to improve the appearance and teaching methods in the aspect of teaching staff personnel and Manpower Professional reviewers. National Resilience Institute of Republic of Indonesia is the appropriate institution be a leading sector in implementing the mental revolution because during this time the duties and functions of the Indonesian National Resilience Institute will educate the nation's leading cadres both from the political parties, the government and private sectors.

The aimed of this research is to evaluate healthy school program at SMP N 2 Kalasan. A healthy school program are program issued by the ministry of education and culture. This program focuses on how schools are to develop a school movement that is healthy, safe, child-friendly and fun. In this study used the CIPP evaluation model, where the focus of the research is on the context, input, process, products of healthy school programs. The technique of collected data used observation, interviews and documentation studies. While for data validity used triangulation and data analysis techniques based on Miles and Bubberman models that used 4 steps, namely: data collection, data reduction, data presentation, data verification. The results showed: 1) from the aspect of context, the healthy school program at SMP N 2 Kalasan was a school appointed by the government because it was considered capable and appropriate, and have become an example of Adiwiyata Schools in Sleman districts and won the national level Adiwiyata School program; 2) from the aspect of input, the design of a healthy school program is able to answer problems related to the input of students who have different healthy life habits; 3) from the aspect of the process, the healthy school program has been implemented properly, but is constrained by funds and revitalization of facilities and infrastructure because it only uses independent funds from the school; 4) and from the aspect of the product, the healthy school program at SMP N 2 Kalasan has proceeded according to its objectives and has the right to continue the program, but with a note that there are still aspects to improvement.

This study aims to evaluate the extent of the implementation of the Child Friendly School program at MTsN 6 Jombang. This evaluation research uses the CIPP evaluation model. This research is an evaluative research with a qualitative approach with a type of case study. The data collection technique is done by interview, observation, and documentation methods. While the data analysis stage was carried out in three stages, namely reduction, presentation, and verification. The results showed that: (1) In the context evaluation, it can be said that the program is in accordance with the needs of the community and there is also a legal basis for the implementation of the program; (2) In the evaluation, the input aspect can be said to be very good, because the implementation of the program is handled very well, namely by the formation of a Child Friendly School Team and also the existence of facilities that support the program; (3) Evaluation of the process aspects related to the program shows that the program is carried out very well, including that almost all existing learning processes must include child-friendly elements in the curriculum. Apart from that cooperation is also carried out to all stakeholders; and (4) Regarding the evaluation of the results, it can be seen from the awards that the school has received, both in the academic and non-academic fields, including those related to the Child Friendly School program, which is winning the highest award or the best national level predicate as a Child Friendly School. The results of this evaluation research are expected to contribute to Islamic education institutions as best practice in implementing the Child Friendly School program.

The professional pressure of preschool teachers in rural China is closely related to the stability of the teaching staff and the development of children. A study of 734 teachers in 155 rural preschools from three national-level poverty-stricken counties and one non-poverty county in Hubei Province showed that current rural preschool teachers are facing greater professional pressure. Approximately 44.47% thought that the pressure is high, but has not yet reached the level of high burnout; non-poverty county preschool teachers have relatively high pressure. According to the Demand-Control-Support (DCS) model, the main pressure stems from the work requirements of children and parents, especially parents’ excessive emphasis on children’s safety, knowledge, and skills. The results of the Ordered Probit Model showed that the influencing factors of preschool teachers’ professional pressure in rural preschools in China include work factors such as workload and the number of children in difficulty; control factors like perseverance and professional identity; support factors such as staffing status, salary satisfaction, family support, and work support; as well as demographic variables such as age and household registration type (Hukou); and certain inter-county differences exist. Therefore, we recommend that the government, society, and preschools establish effective incentive and restraint mechanisms to reduce the professional pressure of preschool teachers in terms of salary, social status, parental guidance, workload, and stress training, and improve their ability to cope with pressure. Meanwhile, more focus need to be given on teachers who are for the first year preschool, older in age, lacking staffing status, no non-agricultural household registration, and overloading working.

The objective of this research is to evaluate the context, input, process and product components in Evaluating Implementation of Competency Test Place for Automotive Technician at SMK Negeri 2 Salatiga. The implementation of this research is conducted with a descriptive evaluative research method using CIPP (context, input, process and product) evaluation model. Data collection in this research is carried out through interviews, observations and documentations which are validated through Focus Group Discussion (FGD) activities. The results of this research stated that: 1). Context Evaluation of Implementation Competency Test Place for Automotive Technician at SMK Negeri 2 Salatiga is based on the identification of needs and policies by the government; 2). Input Evaluation of Implementation Competency Test Place for Automotive Technician at SMK Negeri 2 Salatiga already has technical and administrative readiness in the Field of Automotive Engineering Expertise; and Competency Test for Automotive Technicians; 3). Process Evaluation of Implementation Competency Test Place for Automotive Technician is still not in accordance with expectations and plans that have been made; 4). Product Evaluation of Implementation Competency Test Place for Automotive Technician at SMK Negeri 2 Salatiga has been carried out, however there are still many obstacles encountered in it. The conclusion of this research is the decision on the Implementation Competency Test Place for Automotive Technician at SMK Negeri 2 Salatiga is more incremental. It seems to be an important consideration that the Implementation Competency Test Place for Automotive Technician at SMK Negeri 2 Salatiga should be continued with some improvements.

The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

Security is pre-requisite for the development of human beings and the society. It is a pre-condition for the survival, development and advancement of individuals and groups. The school is an organization that needs to have a planned safety rules and regulations to protect it components so that the culture of learning and teaching is enhanced. Security threat within the school environment could hamper the peaceful atmosphere in the school, and disrupt academic exercises and panic among the personnel in the school. The government, security agents, parents, school administrators and the community has a lot of role to play to make school environment safe and conducive. However, security gadgets and apparatus should be provided to nip these issues in the bud, as well as train the teaching and non-teaching staff on security issues.

The issue of environmental pollution has come to the attention of the world community and has become a strategic issue in sustainable development, so it needs to have the support of all parties, including the government, the private sector and educational institutions. Integrated Junior High School Lampang, Subang Regency West Java Indonesia has been implementing the green school program since 2008 and in 2019 it was entrusted by the West Java Education Office to be proposed as a national level green school program. Some achievements as a green school implementing school are private schools that have obtained "A" (exellent) accreditation with a beautiful environment and are able to fulfil 4 (four) components, namely (1) environmentally sound policies, (2) implementation of environment-based curriculum, (3) participatory-based environmental activities and (4) management of environmentally friendly supporting facilities Keywords : Management, green school Isu pencemaran lingkungan hidup telah menjadi perhatian masyarakat dunia dan menjadi isu strategis dalam pembangunan berkelanjutan, sehingga perlu mendapat dukungan semua pihak baik pemerintah, sector swasta maupun lembaga pendidikan. SMPS Terpadu Lampang Kabupaten Subang telah melaksanakan program adiwiyata sejak tahun 2008 dan pada tahun 2019 diberi kepercayaan oleh Dinas Pandidikan Jawa Barat diusulkan sebagai Sekolah Adiwiyata (green school program)  tingkat nasional. Beberapa capaian sebagai sekolah pelaksana green shcool  adalah sekolah swasta yang telah memperoleh akreditasi “A” (Unggul) dengan lingkungan asri dan mampu memenuhi 4 (empat) komponen yaitu (1) kebijakan berwawasan lingkungan, (2) pelaksanaan kurikulum berbasis lingkungan, (3) kegiatan lingkungan berbasis partisipatif dan (4) pengelolaan sarana pendukung ramah lingkungan Kata Kunci : Manajemen, Sekolah Adiwiyata

This study aims to develop lecturer performance appraisal model using web-based Integrated Evaluation Model (IEM). The object of this study is certified lecturers in Indonesia, by applying this model, the certification compensation given by the government is really used to enhance lecturer's performance. It is expected that the results of this study can be an important research that produces effective and efficient software to evaluate the lecturers' performance nationally because it involves a 360degree assessment. We have done some activities to develop the prototype software application of Integrated Evaluation Model (IEM) for assessing the certified lecturer's performance. They are 1) preparing the questionnaire indicator for the 360 degree performance appraisal, 2) conduct the program test on the certified lecturer. In this phase, certified lecturers, superior, and students also conduct assessment on certified lecturers through IEM software, 3) conduct Focus Group Discussion (FGD) to gain evaluation and feedback on the effectiveness of the IEM application program. FGD results provide a valuable contribution to the preparation of IEM program design. And the IEM software produced in this research has accommodated all of the results of FGD activities. IEM complements the prior certified lecturer performance appraisal with 360 degrees performance appraisal.

Abstract Background In Uganda, there are persistent weaknesses in obtaining accurate, reliable and complete data on local and external investments in immunization to guide planning, financing, and resource mobilization. This study aimed to measure and describe the financial envelope for immunization from 2012 to 2016 and analyze expenditures at sub-national level. Methods The Systems of Health Accounts (SHA) 2011 methodology was used to quantify and map the resource envelope for immunization. Data was collected at national and sub-national levels from public and external sources of immunization. Data were coded, categorized and disaggregated by expenditure on immunization activities using the SHA 2011. Results Over the five-year period, funding for immunization increased fourfold from US$20.4 million in 2012 to US$ 85.6 million in 2016. The Ugandan government was the main contributor (55%) to immunization resources from 2012 to 2014 however, Gavi, the Vaccine Alliance contributed the majority (59%) of the resources to immunization in 2015 and 2016. Majority (66%) of the funds were managed by the National Medical Stores. Over the five-year period, 80% of the funds allocated to immunization activities were spent on facility based routine immunization (expenditure on human resources and outreaches). At sub-national level, districts allocated 15% of their total annual resources to immunization to support supervision of lower health facilities and distribution of vaccines. Health facilities spent 5.5% of their total annual resources on immunization to support outreaches. Conclusion Development partner support has aided the improvement of vaccine coverage and increased access to vaccines however, there is an increasing dependence on this support for a critical national program raising sustainability concerns alongside other challenges like being off-budget and unpredictable. To ensure financial sustainability, there is need to operationalize the immunization fund, advocate and mobilize additional resources for immunization from the Government of Uganda and the private sector, increase the reliability of resources for immunization as well as leverage on health financing reforms like the National Health Insurance.
