Tourism is one of the most promising fields to support the economic development of a region. As one of the source of locally generated revenues (PAD), the government and private sector should form a synergy in formulating strategic planning for tourism development in the region. The purpose of this study is to analyze the synergy of government and private party in formulating strategic planning at Wisata Bahari Lamongan (WBL). This research is a qualitative descriptive research. Data acquired from observation, interview, and documentation. The selection of informants was done by purposive sampling technique. Data analysis technique is done by utilizing Miles & Huberman interactive model. The results of this study indicate that WBL's strategic planning process involves monitoring, preparation, implementation and evaluation. The long-term aims of the WBL are structured in outstanding mission vision, yet there are weaknesses in the WBL mission that there is no specific mission to overcome the decline of the visitors. The outcomes also indicate that there is a low synergy between government, private, and community in WBL development planning. Communication and coordination in policy formulation is a major cause of low synergy among stakeholders.

Objective: The research aims to identify which critical factors influence the strategic planning process, implementation and control in junior firms’ strategic planning.Methodology/approach: The study has a qualitative, descriptive approach, using multiple cases studies method, which examined seven junior firms. As a selection criterion, the accessibility and the snowball sampling technique were used. As data collection, it was applied semi-structured interviews. As a plan of analysis, it was considered Bardin’s assumptions (2016). Lastly, to a greater reliability of the study it was performed the researchers triangulation in both process of data collecting and analysis.Main results: The results point out 28 categories subdivided in difficulty and advantage of the planning process, implementation and control of strategic planning. However, only 11 were considered critical.Originality/Relevance: as originality, the result discusses the strategic process performed by junior firms, that is considered here as organizational entities, which, according to Bervager and Visentini (2016) it has not yet been researched.Theoretical contribution: As a theoretical contribution to junior firms, this study progresses in understanding these institutions as organizational entities, especially if the business theory presented in different courses is put into practice.Social and management contributions: The research has potential contributions to beginning junior firms that want to develop its practices in strategic planning, as well as connected institutions such as junior’s movement and national association.

 There is a relationship between pattern of arguments in an academic writing and obstacles faced in writing process. This study aims to figure out the strategies to develop arguments in writing a scientific article used by the students of Graduate Program in Indonesia Language Education Sebelas Maret University. The study focuses on obstacles in writing the scientific article, and the strategies how students overcome the problem. This study is a qualitative descriptive research. The instruments were documents and interview sheet that was delivered to the author of the article. In collecting the data, the researcher used purposive sampling technique. The researcher used interactive analysis technique in order to analys the content of the data. Findings of this study showed that there were two obstacles and solution in arranging the arguments, they were internal and external aspect.

Fisherman Village Development in Tambak Lorok is one of the maritime tourismdestinations which is the step of the Semarang City Government to improve the welfareof the people in Tambak Lorok Village. This study aims to examine the implementationof tourism policies in the village of Tambak Lorok, Tanjung Mas Village, SemarangCity. The method used: qualitative descriptive research methods, gatheringinformation using observation and interview techniques, determining informantsusing snowball sampling technique. The results of the study: (a) The government hasfacilitated the establishment of marine tourism villages in Tambak Lorok (b) patternsof community behavior are difficult to change so that it can hinder development and(3) cooperation between actors in the development of maritime tourism is not optimal.The recommendations that can be given are: the need for an increase in jointcommitment and subsequent researchers are advised to take a different focus fromthis research.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

The purpose of this study is to find out how much Return On Investment (ROI) is to assess the financial performance of PT Mitra Investindo, Tbk. This type of quantitative descriptive research uses secondary data. Data collection techniques are documentation and literature study. Research population for 22 years from the start of listing on the Indonesia Stock Exchange 1997-2019. Then a sample of 10 years from 2010-2019 with purposive sampling technique. The data analysis technique used statistical analysis with a one-sample t-test. The results showed that the Return On Investment (ROI) to assess the financial performance of      PT Mitra Investindo, Tbk was in a bad condition because it was less than 30% of the expected.

This research finds out the effect of product, price and service quality toward customer satisfaction both partially and simultaneously at Warsu Coffe Cafe. It is descriptive research with a quantitative method. The data were collected using questionnaires and documentation. The populations were the consumers who visited and bought a product in Warsu Coffe Cafe. The samples were 87 respondents that were chosen by using nonprobability sampling technique with incidental sampling type. The analysis technique used multiple linear regression. The result showed that both partially and simultaneously, the product, price, and service quality affect customer satisfaction. The most dominant influence is product quality on customer satisfaction, it shows that the Warsu Coffee Cafe has good product quality.

<p><em>This research is a qualitative descriptive research aims to (1) describe and explain the structure of folklore of Purbalingga District, (2) to describe and explain the social care values contained in Purbalingga District folklore, (3) describe and explain the relevance of folklore as the character buildingand teaching material in Junior High School. Data and information are collected through informants and documents. Data collection is done through observation, recording, interview, and document analysis. Research sample is determined by purposive sampling technique. Validation of data is done by triangulation. The results of this research are:</em></p><em>(1) the structure of folklore Purbalingga District, (2) social caring values contained in Purbalingga District folklore, (3) relevance of folklore as the character building and teaching material in Junior High School.</em>

This study aims to identify and describe the role of principal leadership in improving the work discipline of teachers and employees and to find out what obstacles are the obstacles to the role of principal leadership in improving the work discipline of teachers and employees at SMP PGRI 03 Kencong, Jember Regency. Is a type of qualitative descriptive research and uses purposive sampling technique. There are five roles of the Principal and two obstacles faced by the Principal in improving the work discipline of teachers and employees. The results showed that the principal of SMP PGRI 03 Kencong, Jember Regency carried out the role of a leader by planning and deliberating; as a manager by creating collaboration between teachers and employees; as an educator by preparing a learning program plan; as an administrator by managing facilities and infrastructure as well as financial administration; motivator by providing motivation with a conducive school environment. The obstacles faced by the principal in improving the work discipline of teachers and employees are teachers and employees who are less disciplined in carrying out their duties so that it is also difficult to improve their work discipline, as well as obstacles in inadequate school facilities and infrastructure. Keywords: employees, leadership, principals, teachers, work discipline Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan peran kepemimpinan kepala sekolah dalam meningkatkan disiplin kerja guru dan pegawai dan untuk  mengetahui kendala apa saja yang menjadi penghambat peran kepemimpinan kepala sekolah dalam meningkatkan disiplin kerja guru dan pegawai di SMP PGRI 03 Kencong Kabupaten Jember. Penelitian ini merupakan jenis penelitian deskriptif kualitatif dan menggunakan teknik Purposive Sampling. Terdapat lima peran Kepala Sekolah dan dua kendala yang dihadapi oleh Kepala Sekolah dalam meningkatkan disiplin kerja guru dan pegawai. Dari hasil penelitian menunjukkan bahwa kepala sekolah SMP PGRI 03 Kencong Kabupaten Jember melaksanakan peran sebagai pemimpin dengan membuat perencanaan dan bermusyawarah; sebagai manajer dengan menciptakan kerjasama antara guru dan pegawai; sebagai pendidik dengan menyusun rencana program pembelajaran;sebagai administrator dengan mengelola sarana dan prasarana serta administrasi keuangan; motivator dengan memberikan motivasi  dengan lingkungan sekolah yang kondusif. Kendala yang dihadapi kepala sekolah dalam meningkatkan disiplin kerja guru dan pegawai yaitu guru dan pegawai yang kurang disiplin dalam melaksanakan tugas sehingga kesulitan pula dalam meningkatkan disiplin kerjanya, serta kendala dalam sarana dan prasarana sekolah yang belum memadai. The study aims to determine the effectiveness of the village midterm development planning process / RPJMDes and the village government work plan / RKPDes implemented by Sidomukti Village Government, Muara Kaman District, Kutai Kartanegara District, which was evaluated based on Permendagri No 114/2014 on village development guidelines. The study uses an evaluation method with a qualitative descriptive approach, data collection through documentation and interview studies, data analysis using reduction, data presentation, and concluding. The results of the study found that in the preparation of the RPJMDes and RKPDes, the village government had not yet fully implemented the stages as stipulated in Permendagri No 114/2014, in the preparation of the RPJMDes there were 3 stages not carried out namely aligning the direction of district policy, assessment of village conditions, and village deliberations, while in the preparation of the RKPDes there were no indicative ceilings, this was due to the lack of competence of the Village Government officials in preparing the RPJMDes and RKPDes, weak administrative management, and lack of community participation.

This thesis is an analysis of public policies based on the research carried out about the implementation of RASDA Program (local rice husbandry) in Kulonprogo in 2015. It is claimed as a new alternative offered to replace the Government RASKIN Program that is already running. This research aimed in determining how effective the implementation of the RASDA Program in Kulonprogo was and identifying the factors that cause RASDA program did not run as the expectation. The method used in this study was a qualitative method using two types of data, primary and secondary data. The data collection techniques used were observation, interview, and documentation with informants selection technique using the principle of purposive and snowball techniques. The data analysis technique was done through data reduction, data display, and data verification.The results showed that efforts to renew the RASKIN Program (cheap-priced rice) through RASDA program were not successfully done. The achievement of program outputs and outcome indicators were still far away from the expectation. The progress was not significantly improved, it still encountered the same problems as those in the implementation of the previous RASKIN Program. Meanwhile, farmers did not have any benefits from the uptake of the local rice because it was not optimally prepared.There are several factors that cause RASDA Program in Kulonprogro did not run well. The first reason was that it is difficult to link the concept of the program with the actual situation, seen from: (1) the farmers as the program target still thought conservatively causing the loss of the benefits that will be gained from the RASDA Program; (2) the intervention of political elites in the process of policy formulation; (3) the limited authority of the local government in the National RASKIN Program; and (4) the incoherency among the needs for resources in the factual conditions. The second cause, the conflict of interest among the holders cause the program implementation did not synchronize to each other, as seen from: (1) their efforts to make RASDA program as a springboard for “other” purposes; (2) the bias support of BULOG; (3) the lack of enthusiasm and initiatives among the holders/bureaucracy; and (4) the entrepreneurs’ mindset of business that dominated farmers community. The third reason is that there was not awareness on the characteristics of the group target to anticipate problems that arise.Based on these findings, the researcher suggested the government to focus in optimizing the current mechanisms of the food subsidies. The government should also concern in looking for other alternatives to optimize the potential of the local foods. The government should also  do some efforts to gain the welfare for farmers, by: (1) reconstructing values and norms in terms of social rules to support the program with the intensive socialization; (2) allocating the budget the APBD for the procurement of subsidized rice for poor households who are not registered; (3) monitoring the program up to the lowest level intensively; (4) encouraging small entrepreneurs to become BULOG’s partners to seek an access to the Capital; (5) maintaining fair competition among rice traders; (6) conducting studies on the possibility of establishing a integrated rice husbandry regional company; (7) encouraging the local rice branding.
