The paper deals with the analysis of the impact of public administration on the innovation development. With purposes to identify the main scientific directions of analysis among the scientific community, the authors did the bibliometric study. For the reviews, the authors selected 1167 papers which indexing in Scopus. For the visualising the findings of bibliometric analysis, the VOSviewer was used. The results allow allocating 10 clusters of scientific directions which analysed the issues of innovations and public administrations. The first most significant clusters could «innovation» analysed the efficiency of the public administration through the effectiveness of innovation implementation. The second clusters connected with the government innovation policy and located close to the first clusters. The third cluster «public administration» involved 40 items and 4699 links. The scientists with Italian and American affiliations had the most significant shares of papers. At the same time, the European funding allocated the most significant share of financing such research. The hypothesis of the investigation was checking the linking between levels of innovation development and countries’ rating on the efficiency of public administration using the correlation analysis and least square model. For the checking hypothesis, the authors used the software EViews11. The authors analysed the Worldwide Governance Indicators as the base indicators for the assessment of public administration efficiency. For the analysis, the authors used data for EU countries and Ukraine. As Ukraine has started the integration process, the Ukrainian policy should be synchronised with the EU. The findings proved the correlation between variables. Thus, the increasing of government efficiency and the rule of law lead to increasing by 0,094 and 0,043 points the level of innovation development of the country corresponding. At the same time, the increasing regulation policy provoke the increase of innovation development by 0,08 points. The less impact had the variables as follows: sustainability competitiveness of the country and volume of expenditure on research and development. After analysis of the empirical data, the reviews of the management and legal instruments was done. Considering the EU experience, the authors identified the system of tools which lead to increasing of public administration efficiency as follows: legislation on property rights, anti-corruption directives, digitalisation of government authorities at all levels. The purpose of the article is to conduct a theoretical analysis of the content, essence and functions of the mass media as an important part of the functioning of the political system of society; research on the interaction of government authorities and the mass media; features of the impact of the mass media on society and public administration. Such general scientific and special methods were used in order to reach the set goals: generalization method was used in order to reveal the theoretical and methodological foundations of the communicative interaction mechanisms in the public administration sphere; system method was used in order to reveal the conceptual foundations of communicative interaction in the public administration sphere; logical and dialectical methods, generalization method, method of complex and systemic approaches were used in order to improve certain definitions; logical method was used for theoretical generalization and formulation of conclusions and proposals. In accordance with the goals of the research: 1) on the basis of the theoretical analysis of the research field on the interaction of public administration authorities and the mass media, it was proved that public administration in modern society is impossible without an extensive system of communication; 2) it was established that in the conditions of transition to the information society the role and importance of mass media in the public processes, which take place in modern Ukraine, grow. At the same time, the subjects of public power become the subjects of the communicative process; 3) a theoretical analysis of the research field on the interaction of government authorities and the mass media, where the mass media is often seen not as a socially responsible business, but as a component of political capital or influence, was made; 4) it was established that the formation of the global communication space also affects the role and functions of the mass media; 5) features of the impact of the mass media on society and public administration were analyzed and concepts were singled out; 6) positive aspects of cooperation between the mass media and government authorities in terms of the term “interaction” were defined; 7) it was proved that the mass media is an important tool of public administration, which directly depends on the current political regime in the country; 8) it was established that the mass media is an integral part of the mechanism of democracy functioning, its values and normative principles as well as an important tool of public administration, but it directly depends on the existing political regime in the country. Openness and ensuring access of citizens to information on the activities of the government as well as the involvement of the population in the discussion of socially important information are crucial for the government. It was established that democratic transformations are possible only under the condition of wide openness of the society, publicity and freedom of speech, which would not give advantages to any political force in possession of the mass media. The author’s position on the definition of positive aspects of cooperation between the mass media and government authorities in terms of the term “interaction”. The article contains an original analysis of modern approaches to the peculiarities of the relationship between the government and the mass media, government authorities and the mass media as well as certain aspects of the functioning of the mass media in the processes of democratic transformations of Ukrainian society and legal regulation of state policy in the mass media sphere. The article can serve as a methodological and theoretical basis for further study of the mass media as a component of human communication; the mass media as a channel of manipulative influence on society; features of the functioning of the mass media in the period of transformation of modern Ukrainian society; as well as the role of the mass media in the process of forming the social and communication sphere of civil society.

The purpose of this article is to determine the opportunities related to increase in the number of Chinese tourists travelling abroad, particularly for Slovenia and Croatia. Research was conducted by studying the current publications, gathering and researching empirical statistical data and examination of case studies. Article presents the results of one of the first systematic scientific researches on this topic in the region. The appeal of Slovenia as a desirable destination has intensified after becoming a member of the Schengen Zone. Croatia, however, will become even more attractive after joining the EU. However, it is necessary to introduce certain improvements to the public administration procedures and logistics. Within their region, both Slovenia and Croatia have (1) rich and distinctive cultural heritage, (2) well-developed gaming and shopping tourism, (3) good logistical links with China and other Central European countries. Cooperation between these two countries in entering the Chinese market would increase the impact and reduce the marketing and transport costs.

Topicality. Globalization and Glocalization processes influence on National Economics and lead to the interdependence of national economies, the unification of the world economy. Globalization influence is manifested through transnational corporations, market competition, weakening of state regulation, exacerbation of environmental, social problems, etc. At the same time, modern processes of glocalization also have an impact on national development. The current situation changes the vector of state and regional government and influences the choice of the main areas of branding of the territory, one of the elements of which is the ecologization of innovative development. Eco-innovative perspective of the regional development requires a number of own new and active measures, involvement of all levels of the public administration, science, business, public representatives for taking into account social needs and interests. Therefore, the analysis of the impact of ecologization of innovative development and competitiveness of the region and determining priority areas of ecologization for the Odesa region is relevant today for the intensifies local and global positions of the region in an innovative domain.Aim and tasks. The aim of the article is analysis of the impact of ecologization of innovation development on competitiveness of the region (on the example of Odesa region) and outlining of priority directions of ecologization of innovative development.Research results. Analyzing the research of foreign and domestic scientists, we came to the conclusion that the final result of ecologization of innovation activity in the region is a positive socio- ecological and economic effects that ensure a balanced sustainable development of the region and the state as a whole. The identified priority directions of ecologization of innovative development of the Odesa region for preservation and strengthening of its differences in the system of action of factors of globalization, considered theoretical bases of ecologization of innovative development as an element of branding of the territory, made analysis of ecological component in innovation activity of the Odesa region. It has been concluded that ecologization of innovation development accelerates the processes of glocalization and strengthens the local and global position of the region in the innovation sphere.The modern accelerator of the glocalization of economic processes is the ecologization of innovation development, in the nature of which there are incentives for self-development, reproduction, generation of innovative ideas, production of new technologies, goods and services, ensuring the balancing of the socio-ecological and economic potential of the region and the country as a whole, which determines the direction, peculiarities and nature of the processes of glocalization.Conclusion. The concept of our investigation is that priorities of ecologization of innovation development setting should be made on the basis of identifying areas of concern in the region's development that require greening of innovation, taking into account the globalization component and developing infrastructure, that corresponding to the planned objectives of the new innovation strategy of Ukraine till 2030. The ecological compatibility of innovations intensifies local and global positions of the region in an innovative domain and is one of modern tools to advance glocalization processes. It is one of the best tools corresponding to overcoming obstacles for expanding product limits of strategic markets as well as their integration into global chains of the added value. Ecologization of innovative development of regions on the principles of gloсalization requires a number of own new and active measures, involvement of all levels of the public administration, science, business, public representatives for taking into account social needs and interests.

The world economic globalization determines the feasibility of rethinking fiscal system knowledge on the formation and implementation of debt policy in the countries with transformation and advanced economies. In order to improve the system of public administration, the proper level of financing of innovation-investment projects, the important task is to improve the effectiveness of debt policy instruments and to ensure the consistency of its components. This article describes the essence of debt policy. The features of formation and implementation of the EU and Ukraine’s debt policy in the public administration system are defined in the context of institutional transformations. The authors assess the share of gross debt of the EU countries and the sovereign debt of Ukraine in GDP; conduct a regression analysis of the impact of public debt in GDP on real GDP growth in Ukraine. The article discusses the debt policy tasks, summarizes and systematizes the approaches to its implementation in different countries. The authors identify the features of public debt management strategies in terms of marginal indicators of the budget deficit, public debt, and instruments for improving the effectiveness of the public debt management system. The impact of debt policy on country’s financial and economic security is substantiated.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

The article is devoted to issues of ensuring transparency and ac- countability of authorities in the conditions of participatory democracy (democ- racy of participation). It is argued that the public should be guaranteed not only the right for access to information but also the prerequisites for expanding its par- ticipation in state governance. These prerequisites include: the adoption of clearly measurable macroeconomic and social goals and the provision of control of the processes of their compliance with the government by citizens of the country; ex- tension of the circle of subjects of legislative initiative due to realization of such rights by citizens and their groups; legislative definition of the forms of citizens’ participation in making publicly significant decisions, design of relevant orders and procedures, in particular participation in local referendum; outlining methods and procedures for taking into account social thought when making socially im- portant decisions. The need to disclose information about resources that are used by authorities to realize the goals is proved as well as key performance indicators that can be monitored by every citizen; the efforts made by governments of coun- tries to achieve these goals. It was noted that transparency in the conditions of representative democracy in its worst forms in a society where ignorance of the thought of society and its individual members is ignored does not in fact fulfill its main task — to establish an effective dialogue between the authorities and so- ciety. There is a distortion of the essence of transparency: instead of being heard, society is being asked to be informed — and passively accept the facts presented as due. In fact, transparency and accountability in this case are not instruments for the achievement of democracy in public administration, but by the form of a tacit agreement between the subjects of power and people, where the latter passes the participation of an “informed observer”.

The emergence of rural community owned enterprises khown as BUMDes has been in line with evolution of public administration pradigm, from OPA to NPM who implemented in local government. Local potency development becomes a substantial aspect to improving local competitiveness. Hence, BUMDes formation is one of the models financial capacity to develop local potency in rural level. The aim is comparing traditional and public enterprise based management in local potency management. The results show that there is a fundamental difference in the management of local potency in rural level. Consequently, We argue that has been on the right track, the evolution of the government business model to the public enterprise for the management of local potency in rural level. Evolution of BUMDes is from a bureaucratic to the business sector model, but as a social business not profit maximizing businesses.

Background: In the 1960s, the human coronavirus was designated, which is responsible for the upper respiratory tract disease in children. Back in 2003, mainly 5 new coronaviruses were recognized. This study directly pursues to govern knowledge, attitude and practice of viral and droplet infection isolation safeguard among the researchers during the outbreak of the COVID-19. Introduction: Coronavirus is a proteinaceous and infectious pathogen. It is an etiological agent of severe acute respiratory syndrome (SARS) and the Middle East respiratory syndrome (MERS). Coronavirus, appeared in China from the seafood and poultry market last year, which has spread in various countries, and has caused several deaths. Methods: The literature data has been taken from different search platforms like PubMed, Science Direct, Embase, Web of Science, who.int portal and complied. Results: Corona virology study will be more advanced and outstanding in recent years. COVID-19 epidemic is a threatening reminder not solely for one country but all over the universe. Conclusion: In this review article, we encapsulated the pathogenesis, geographical spread of coronavirus worldwide, also discussed the perspective of diagnosis, effective treatment, and primary recommendations by the World Health Organization, and guidelines of the government to slow down the impact of the virus are also optimistic, efficacious and obliging for the public health. However, it will take a prolonged time in the future to overcome this epidemic.

The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.
