By the 1830s, the role of literature and journalism in shaping public opinion and promoting state ideology was growing in Russia. One of the first attempts of the government to take control of this process was the decision to publish The Journal of the Ministry of Education, with a mandatory review of domestic periodicals. The most important communicative purpose of the review of texts was to familiarize readers with the most important and well-meaning publications of Russian-language periodicals from the point of view of editorial reviewers. The inherent evaluative component of these texts is obvious, for the purpose of which all possible linguistic means allowed within the official publication were used, a significant role among which was assigned to evaluative adjectives and attributive collocations as the most capacious and concise characteristics of the described object. The objects of macro-evaluation through adjectives were peer-reviewed articles, their authors and periodicals on the whole; relevance, quality, educational value, accuracy and usefulness of the publications, their compliance with the official views, the author’s style, some individual facts of their content, etc. were subjectto adjectival micro-evaluation. In the journal’s reviews of Russian periodicals, there are approximately100 different-typed evaluative adjectives, including both adjectives of general evaluation (otlichnyi, otmennyi, prevoskhodnyi, khoroshii, etc.) and of a partial one. The mostcommonly used of all evaluative adjectives throughout the existence of reviews were the adjectives liubopytnyi ‘having cognitive value’ and zamechatel’nyi ‘worthy of attention’, which cover almost all sections in the reviews. By the 1860s, the style of writing media-reviews in the journal became well established. During this time, individual author’s words and attributive collocations almost go out of use and rows of homogeneous attributes become rare. Additionally, the range of evaluative adjectives involved is narrowed and impoverished, and they themselves get an exclusively neutral stylistic colour, which is specific to the official publication.

Based on the materials of the current archive of the Ministry of Education of the Republic of Bashkortostan, this article makes an attempt to study the preservation of the native language on the example of school education in the Udmurt language in 1970-2018. An analysis of the dynamics of the network of national schools in the Udmurt language over the specified period showed that the number of schools and the number of students studying in their native language tended to sharply decline. The main reason for this process was the transference of the Udmurt schools into the Russian language of education, which was carried out as a part of the language policy of the party and the government in the 1970s. The role of the Russian language in the educational process in the national republics was strengthening in several stages and lasted until the end of the 1980s. By this time, almost all schools with the Udmurt language in the republic had been translated into Russian. The Udmurt language was learnt only as a subject. In the post-Soviet period, the Udmurt school in Bashkortostan has not undergone fundamental changes. The Udmurt language is mainly studied as a subject. In a number of schools in the primary school the children are educated in the native Udmurt language.

This paper deals with the current reform of higher education which is now being discussed in the Czech Republic. The Government and the Ministry of Education, Youth and Sports propose a tuition fee for students at universities but there is still no clear concept of it. University leaders and students are against the tuition fee because of their fear of getting into debt during their study. The aim of this paper is to show an alternative way of funding higher education without tuition fee loans and from the point of view of tax justice. According to the concept of horizontal justice (Mankiw, 1999) taxpayers should pay taxes at the same rate, but it does not work this way. The result of research is that changes in Act 586/1992 Coll., on income tax and in Act 117/1995 Coll., on state social welfare are required. Abolition of tax relief is proposed where discrimination against other taxpayers and groups of students could occur. By abolition of tax relief for a student and tax relief for a dependent child the amounts of 4,020 CZK and 13,404 CZK respectively could be saved. Changes in legislation could be politically more acceptable than the tuition fee. The solution could also lead to simplification for taxpayers. The target should be equal access to higher education for all students.

Various problems of Early childhood Education (ECD) in Indonesia is about the opportunity the acquisition of early childhood education have been uneven and is still concentrated in urban areas, lack of teachers and teaching staff in terms of quantity and quality, and there are still many learning-oriented on the wishes of the parents rather than on the needs of the child. Depart from the real conditions of the early childhood education, to lead the realization of educational system as a social institution is strong and authoritative, the government has issued the three pillars of government policy in early childhood education in the Strategic plan of the Ministry of National Education from 2009 to 2014, and now the government has fine-tune these policies in the Strategic Framework Ministry of Education and Culture of the 2014-2019 strategic plan (Strategic plan update)

In this day and age many people use Indonesian language which is not in accordance with the rules of language and with the advancement of information technology which rapidly raises many social media, one of which is Instagram which is loved by almost all Indonesian people. The purpose of this study is to find out and explain how much influence instagram has in fostering the development of Indonesian. The method used is descriptive qualitative method with data collection techniques. The results of the study explained that Instagram social media was also used by the Ministry of Education and Culture to develop Indonesian language through accounts @badanbahasakemndikbud which upload many Indonesian rules and grammar, including spelling of words, equivalent words, raw words, punctuation, word terms, proverbs, and so on. Not only official accounts from the government, some communities also contribute to developing the Indonesian language through Instagram, one of which is @sastraindonesia with upload contents that together discuss Indonesian rules and grammar. The impact of the instagram as one of the media used in the development of Indonesian language is that more and more people know about Indonesian rules and grammar because of the ease of access by Instagram communities.

The essence of education is a learning process. There is no quality education without quality learning. Changes in the system of management, both from the point of view of educators and educational personnel, must have clear supervision. Therefore, in order to improve the quality of education in madrasah, the government, in this case the Ministry of National Education, is developing various programs which are expected to improve the quality of learning, especially through supervision activities. This study aims to determine whether there is a positive and significant relationship between the academic supervision of the head of madrasah and the improvement of the quality of learning at Madrasah Tsanawiyah Jamiatul Huda Bekasi district. This research is based on the idea that one of the ways to improve the quality of education is by increasing the quality of learning. In this case the learning process is an important component in determining the quality of education. besides teachers and students who are in the implementation of the learning process. The activities of the principal of madrasah in supervising, guiding, fostering teachers in the learning process use academic supervision. For this reason, the research was conducted to determine whether there was a relationship between the academic supervision of the head of the madrasah and the improvement of the quality of learning at Madrasah Tsanawiyah Jamiatul Huda, Bekasi district. The approach used in this study is a quantitative approach, correlational type and uses a simple linear regression method. The population is all teacher councils at Madrasah Tsanawiyah Jamiatul Huda Bekasi Regency and as many as 28 people. Research data using the SPSS 26 for windows program. The results of this study indicate that the academic supervision of the head of madrasah has a positive and significant relationship with the improvement of the quality of learning at Madrasah Tsanawiyah Jamiatul Huda Bekasi district. Based on the results of the research, the following suggestions can be made: (1) Madrasah supervisors and madrasah principals are expected to supervise not only matters of an administrative nature, but prioritizes supervision in the academic field, so as to improve the innovative performance of teachers who In the end, improve the quality of education, (2) maximize classroom observations or class assessments, so that the head of madrasah is aware of teacher teaching developments and teacher constraints and is able to provide solutions in improving the learning process.

This study is a survey- based research about teachers’ perception on classroom action research in English education among English teachers  in  Ciamis.  The objective of  the study  is to investigate how English teachers perceive on classroom action research in teaching English. It varies among English teachers, indeed. Thus, this survey reveals their sight, point of view, and expectation toward classroom action research. Open-ended questionnaire is the only instrument given to 20 respondents during the survey. It consists of 4 questions. Simple random sampling has been applied. All of them are English teachers from elementary schools, junior high schools, senior high schools and vocational schools in Ciamis. Ten of them are civil servants and the other ten are not. They are from certified and non certified teachers. The survey result shows different English teachers’ perception on classroom action research in percentage display taken from four questions.  Almost all respondents know the function of classroom action research in connection with finding the solution of overcoming some students’ learning problems in the classroom. Some of them have ever made classroom action research and know its procedure. All of them expect the government not to put pressure on English teachers to make classroom action research as the requirement unless they will get sanction due to the fact that it is instructed by the Education and Culture ministry. The conclusion is classroom action research has been a big concern among English teachers in Ciamis. The suggestion then goes to all English teachers to conduct classroom action research as an action to develop their teaching quality not to gain the government reward. Keywords: classroom action research, English teachers, teachers’ perception

The coverage of significant world events in various mass media and the attitude of the journalists differ substantially. Newspaper headlines give the opportunity to navigate in the information flow and find the most important and interesting information. The headlines of the Russian-language newspapers in the Republic of Armenia are analyzed. The relevance of the research lies in the need to study headings from the point of view of their functions, grammatical structure, the use of punctuation marks in them, and their semantic components. The aim of the study is to identify and describe the grammatical, semantic, punctuation features and functions of headings in the Russian-language press in Armenia. The following methods were used: continuous sampling, statistical, descriptive, including methods of observation and comparison, component analysis, comparative analysis. The research material included the articles of the newspapers Respublika Armenia and Golos Armenii of June - July 2021. Based on the results of the research, the following conclusions were made: in the Russian-language press of Armenia, all types of sentences are used as headlines; almost all punctuation marks are used in the titles; headings form thematically organized groups. The peculiarities of the headlines of the modern Russian-language press in Armenia are determined by such factors as the tendency of the language to expressiveness, dialogue, democratization, creativity and the author's principle in the design of the heading. Taking into account the tendency to change the proportion of types of speech activity and highlight the most demanded and important at the present time - reading, the study of the linguistic features of the newspaper and journalistic style, in particular the headlines, is very relevant. The results of the study are promising, since they make a significant contribution to the study of the modern Russian-language press in the Republic of Armenia.

Java islands as one of the colonies on the European nations in Asia, had several changes since the Dutch Government liquidated the operation. This condition was caused by the change of the political constellation in Europe since the end of this century. As we knew that since 1795 till 1813, the Netherland was dominated by the French. From the year 1795, in January, the Bataafsche Republic was established in Netherland, supported by French after the governor (Staathouder) escaped by leaving his country to London. The result of this fact, the changes were happened in all provinces in Netherland and in almost of its colonies, included in Java. The form of the government was changed because of the implementation of the French Revolutionary ideas. How to overlook the colonies were different compared by the VOC era.  In VOC era, East India had been looked as the economical point of view. In the other hand, in Bataafsche Republic era, it had been considered as the integrated territory of French. So, there was a different management of both. During the VOC era, East India was placed under the Ministry of trade and colony regions. Then, in the Bataafsche Republic era, it was located under the Ministry of Maritime Army and the Colonies.The status of this colony was totally changed. The consequence of this change, there were a reformation of the social, politic and economic. The influences of the liberation idea, the main idea of French Revolution, was applied in almost all the regulations of its colony regions. Human rights guaranteed the rights not only as individual but also as a member of society. The Governor General deliberated all slaves in Java and others several islands to be trained as the soldiers.From the French point of view, Java would be set as centre of the French strategy in the effort to reoccupy India as before. According to Napoleon Bonaparte, India had natural resources more than the riches of all European kingdoms. So, the position of Java island geographically was very important because of his location was directly in front of India Ocean, and the military troupes could directly attack India.  Java which was very rich of the natural resources as wood as the basic materials of ship industry, potassium nitrate, as the materials of ammunition and the Javanese who had the very special endurance were considered by the Emperor as a very ideal island. The Javanese could compete the Sepoy soldiers, the Indian indigenous soldiers formed by the British. So, Napoleon Bonaparte considered that the Javanese would be prepared to realize the Napoleonic strategy. Java had to be saved from the British attack.

The study explored how social studies teachers in Senior High Schools in the Ho Municipality of Ghana use out-of-door activities in their teaching and learning methodology. Using a concurrent mixed method design, coupled with both convenience and purposive sampling techniques, a total of seventy (70) social studies teachers from fourteen (14) Senior High Schools in the Ho Municipality of Ghana were selected for this study. The instruments for data collection included both interview and questionnaire. Ultimately, the findings from this study revealed that most social studies teachers consider out-of-door activities in their teaching because of its educational value, despite the challenges they admitted to encountering. It was also revealed that social studies teachers do perceive out-of-door activities to be difficult to organize which affect their use of the technique in teaching. This study recommended that, in order to promote the use of out-of-door activities in the teaching and learning of social studies, the government through the Ministry of Education, Ghana Education Service (G.E.S) and Curriculum Research and Development Division (CRDD) should make funds available for senior high schools to organize out-of-door activities, specifically, in the teaching and learning of social studies to enhance students' understanding. Again, the government through the Ministry of Education and G.E.S, should advise heads of institutions to support and encourage teachers, particularly, social studies teachers to embark on out-of-door activities within and outside their school community to boost students' understanding of the concept that is mostly abstract in nature.

This study focuses on analyzing the quality of Indonesian textbooks for the 2013 Curriculum in class X that published by the government and private publishers (Tiga Serangkai). The analysis will be based on content quality, language quality, presentation quality, and graphic quality. This research is comparative descriptive research, which means this research will describe and compare the two Indonesian textbooks. The method of data collection that used in this study are observation, documentary, and recording. After all data has been collected, it is then analyzed using comparative descriptive analysis based on the Badan Nasional Standar Pendidikan (BNSP). Based on the results of data analysis, it was concluded that almost all Indonesian language books published by the government and private publishers were in accordance with BNSP provisions which are (1) quality of content, (2) quality of language, (3) quality of presentation, and (4) quality of graphics.
